The objectives of this study were to evaluate the current state of governance structure and management of the health system to achieve the goals of the health system in South Korea, and to propose reform plan. This study drew implications from the governance of United Kingdom, Germany, and Netherlands, based on the principle of health system proposed by World Health Organization. The presidency and the health ministry should make macroscopic decision-making. The government has to decentralize the enforcement by municipality to operate public health and national health insurance (NHI), and to distribute the centralized NHI fund by municipality. The front line health centers and community centers should provide integrated health and social services. The government has to establish diversified regulatory bodies to enhance both the patient-centered care and the efficiency and equity of health care, and to provide mechanisms for ensuring autonomy of providers. The governance of the health system should be composed of the centralization of macro decision-making, the decentralization of implementation by municipality, the integration of health and social services on the front line, and the well-balanced regulation and autonomy on both consumers and suppliers.

Food security and its sovereignty have become among the most important key issues due to changes in the international situation. Regarding these issues, many countries now give attention to smart agriculture, which would increase production efficiency through a data-based system. The Korean government also has attempted to promote smart agriculture by 1) implementing the agri-food ICT (information and communications technology) policy, and 2) increasing the R&D budget by more than double in recent years. However, its endeavors only centered on large-scale farms which a number of domestic farmers rarely utilized in their farming. To promote smart agriculture more effectively, we diagnosed the government R&D trends of smart agriculture based on NTIS (National Science and Technology Information Service) data. We identified the research trends for each R&D period by analyzing three pieces of information: the regional information, research actor, and topic. Based on these findings, we could suggest systematic R&D directions and implications.
In our society, recently, the concept of social economy stands out as an alternative to the mainstream economy in the market. It is noteworthy that although the social economy has the nature of practical field of civil society, the government has a willingness to actively support the social economy as a means of getting visible result of job creation. The social economy in Korea is being fostered by the government and understood within the framework of a very limited policy goal of providing jobs for the vulnerable. The problem is that the social value and community implications of the social economy are disappearing while the social economic organizations have higher policy status and become more and more dependent on the government's financial support. This paper suggests that the discourse on the social economy should be reconstructed while holding the problem of this situation.
This research reviewed previous research related to Performance Measurement Models of Knowledge Management (PMMKM) in order to integrate their findings with more recent research and construct a new PMMKM. This new hypothetical PMMKM consists of an input sector, a process sector, an outcome sector, and an infrastructure sector. Each sector has three measurement items with the exception of the infrastructure sector which has two. Empirical analyses testing the overall performance model validity of the hypothetical PMMKM were favorable. However, it show be noted that the "share process" and "utilization process" items in the process sector merged into one single item. The same is true with the "individual outcome" and "organization outcome" items in the outcome sector found one single item. The study's results reveal three implications with respect to performance. First, there are derived integrated performance measurement sectors and items based on overall management process of knowledge management, which can be practically applied to the government related research entities. This became apparent after extensive review or previous theoretical studies related to the public sector and private sector. Second, weighted performance measurement of knowledge management using AHP (Analytic Hierarchy Process) Analysis makes it possible to propose PMMKM in government sponsored research institutes. Finally, measuring performance to management knowledge, as shown in this study, will prove useful for inside and outside experts who propose specific guidelines and methodologies for Knowledge management at government sponsored research institutes.
Objective: This study purposed to provide implications in regards to the Moon Jae-in Administration that launched in May 2017. Three sectors of childcare polices on administration of childcare centers were reviewed in terms of supporting the healthy development of young children. Methods: Medium and long-term childcare plans and the main policies of previous administrations since 2004 when the Childcare Act was completely reformed, as well as the 'Five-year policy for the Moon Jae-in administration of state affairs' that was announced on July, 2017, were reviewed in terms of publicness of childcare, regulations on operation of childcare services, and customized childcare programs for diverse needs. Results: It was proposed that the concept of publicness of childcare should be conservative when focusing on public childcare centers. The regulations on operating childcare services should focus on improving structural dimensions of childcare quality to keep the well-being of children a top priority. Furthermore, diverse programs should be designed and implemented to satisfy changes in childcare surroundings and the various needs of children and their families. Conclusion/Implications: The Moon Jae-in administration is expected to outline childcare policies and carry out tasks under the new paradigm. The healthy development of young children should be embodied as the final goal that forms the vision of childcare policies based on publicness, rationality, and diversity.
The Korea-US dispute on telecom standards has shown the inability of existing trade rules that can be applicable to standardization policy in telecom services sector. It has entailed plenty of dissenting but unsolved trade issues, including legal jurisdiction over technical standards on telecom services and their compatibility with WTO agreements. Question remains how US will cope with this tricky trade puzzle. This paper points out that Korea-US negotiations on telecom standards have provided US with a momentum to think seriously over the necessity of further rule-setting on telecom standards, and FTAs are the rescue train for US to ride on for that purpose. That is to say, US is taking advantage of FTA as a means to promote its national commercial goals by creating trade rules, which seek to deprive its trading partners of regulatory autonomy in telecom standardization. Based upon the research output, it is very important for Korean government in the upcoming Korea-US FTA negotiations to ensure facilitating public policy objectives in telecom standardization as possible as it can, and not to adopt the provision of international standards in the existing US' FTAs.
This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.
In this paper, we analyze the basic research system in South Korea. We propose a national basic research system consisting of value, openness, input, transformation, and output. Based on this framework, we set up interview questionnaires, and 15 key informants have been interviewed. According to our results, first, in terms of value, basic research is recognized as an activity for creating knowledge in the understanding of nature. Second, as for openness, scientists and policy experts agree that active interaction with the global community is an important value for the national research system. Third, in terms of sustainable research resources, scientists are strongly required to effectively allocate research funding, maximizing the creativity of researchers and the efficient sharing of research equipment. Fourth, in transformation, basic researchers maintain that the Korean research system has is extremly dependent on the government's external control, and its self-regulative system has been weak for over half century onw. Fifth, for global competitiveness, the interviewees agreed that the quality of basic research in Korea is approaching that of its global competitors. Finally, we put forward some policy implications on the basis of these findings.
There has been a pronounced increase in research and development (R&D) expenditure in Singapore over the last two decades, with government spending accounting for a sizeable share. This increase has been spurred by public policy emphasis on research and innovation as engines of economic growth. This paper analyses the impact of R&D on economic performance in Singapore from 1978 to 2012 through the use of time series analysis. The Cobb-Douglas based analysis shows a long-run equilibrium relationship between Total Factor Productivity (TFP) and R&D investments. We found that the short-run productivity of R&D in Singapore is comparable to smaller advanced economies in the Organisation for Economic Co-operation and Development (OECD). However, in terms of long-run R&D productivity, Singapore lags slightly behind the smaller OECD nations and far behind the G7 countries. This suggests leakage of value capture and low absorptive capacity in local firms. Possibility of productivity improvements induced by policy changes in the 1990s was considered, but no evidence of significant structural breaks was found. Lastly, Granger causality analysis reveals that public sector R&D augments private sector R&D capital, thus playing an important role in generating externalities and spillover effects. Policy implications and lessons for other middle-income countries are discussed.
The study aims to draw out implications regarding systematic reservoir management through analyzing the reservoir conservation activities and policies in Hyogo Prefecture which has the most agricultural reservoirs in Japan and similar agricultural form to that of Korea. The results are as follows. First, it turns out that consistency in policies and persistent drive are key to success. Since the late 1990s, the Hyogo Prefectural government has expanded the reservoir conservation policies, consistently trying to ellicit the multifunctionality of reservoir, and also has shown persistent drive toward the conservation policies through systematic process. Second, it is clear that the Prefectural government has shown a great degree of activeness. It established ordinances before acts were legislated by the central government. In addition, the Hyogo Prefectural government ran a supportive organization with its own funds. Third, the establishment of systematic enforcement system played a critical role. The efficiency in the policy enforcement derived from the dual conferences, Prefectural-level conference dealing with the related policies throughout the Prefecture, and local-level conference discussing policies based on regional characteristics.
