Risk Assessment for High Capacity Multiport Hydrogen Refueling Station (대용량 멀티포트 동시 충전 기반 수소충전소 안전성 평가 연구)

  • Hydrogen infrastructure is expanding. High-capacity hydrogen refueling stations offer advantages because they can refuel a variety of light and heavy-duty vehicles, and multi-port refueling technology is developing to reduce charging time for heavy-duty vehicles. In this study, we suggest directions to lower the risk by analyzing the risk factors for each process involved in the installation of a high-capacity multi-port hydrogen refueling station in Changwon city. We conducted both qualitative and quantitative risk assessments of the equipment to evaluate the station. A hazard and operability study was performed for qualitative risk assessment, and PHAST/SAFETI were used for quantitative risk assessment. Quantitative risk assessment was used to calculate the consequence analysis of the facility to ensure secure design prior to station development and to predict individual and societal risks in various scenarios. As a result, the station's risk level was determined to be as low as reasonably practicable.

  • In the hydrogen refueling station (HRS), it is need the pre-cooling system (PCS) to limit the inside temperature ($85^{\circ}C$) of the onboard thank (700 bar) and to charge the hydrogen at short time (within 3 minutes) to fuel cell electric vehicle (FCEV). From those safety reasons, the temperature of hydrogen gas must be controled $-33^{\circ}C$ to $-40^{\circ}C$ in PCS. The cooling test of the gaseous ($N_2$, He, $H_2$) was carried out using heat exchanger (pre-cooler) by indirect cooling and direct cooling method. It was confirmed that the temperature of hydrogen gas had below $-40^{\circ}C$ at below $-75^{\circ}C$ of chiller temperature in direct cooling.

  • In this study, the components of packaged hydrogen filling station were analyzed and risk factors were examined. Risk scenarios were constructed and quantitative risk assessments were conducted through a general risk assessment program (phast/safeti 7.2). Through the risk assessment, the range of damage according to accident scenarios and the ranking that affects the damage according to the risk factors are listed, and scope of damage and countermeasures for risk reduction are provided. The quantitative risk assessment result of the packaged hydrogen filling station through this task will be used as the basic data for improving the safety of the packaged filling system and preparing safety standards.

  • In January 2019, the Korean government announced the 「Hydrogen Economy Activation Roadmap」 to be a world-class leading country in Hydrogen economy. Korea has established a strategy that can lead the hydrogen economy with its strong points of 'hydrogen car' and 'fuel cell'. As a part of that, a target of supplying hydrogen vehicle charging stations to 310 by 2022 and 1,200 by 2040 was established. In line with this, Korea Gas Safety Corporation will operate a pre-consulting system of hydrogen vehicle charging station in February 2021 to solve in advance construction delays due to various on-site problems according to safety standards during the construction stage to build a hydrogen refueling station with a sense of speed. This paper is to find out about the pre-consulting system and to analyze its effects.

  • In addition to analyzing the hydrogen economy trends of the international community (Korea, the United States, Europe, Japan, etc.), which is being promoted to realize a carbon-neutral society, this study compared and analyzed the differences between the gaseous hydrogen refueling station, which is a key hydrogen-using facility close to the people, and a liquefied hydrogen refueling station that is scheduled to be built in the future. In addition, SAFETI, a quantitative risk assessment program, was used to analyze the safety of liquefied hydrogen refueling stations and In consideration of the individual and societal risks and the ranking of risks by facility, which are conditional allowable areas, a plan to improve safety such as facility layout was proposed

  • There has been an measuring errors between state of charge (SOC; kg) value and mass flow meter (MFM) value in dispenser for hydrogen refueling station. Finally, we observed average 15.5% weight difference between these two values and the MFM readings show a 15.5% higher readout of the SOC readings. Each car was charged with average 2.66 kg of hydrogen fuel during this period. In the initial charging of the day shows less measuring value than the final charging with the maximum 0.038 kg times number of filling. There is no effects of atmosphere temperature change for the hydrogen filled weight during one full year such as January's cold winters and August's hot summers.

  • Hydrogen refueling stations that use compressed hydrogen at high pressure provide safety distances between facilities in order to ensure safety. Most accidents occurring in hydrogen stations are accidental leaks. When a leak occurs, various types of ignition sources generate a jet flame. Therefore, the analysis of leaked gas diffusion and jet flame due to high pressure hydrogen leakage is one of the most important factor for setting the safety distance. In this study, the leakage accidents that occur in the hydrogen refueling station operated in high pressure environment are simulated for various leakage source sizes. The results of this study will be used as a reference for the future safety standards.

  • Hydrogen is a renewable energy source with various characteristics such as clean, carbon-free and high-energy, and is internationally recognized as a "future energy". With the rapid development of the hydrogen energy industry, more hydrogen infrastructure is needed to meet the demand for hydrogen. However, hydrogen infrastructure accidents have been occurring frequently, hindering the development of the hydrogen industry. HyRAM+, developed by Sandia National Laboratories, is a software toolkit that integrates data and methods related to hydrogen safety assessments for various storage applications, including hydrogen refueling stations. HyRAM+'s physics mode simulates hydrogen leak results depending on the hydrogen refueling station components, graphing gas plume dispersion, jet frame temperature and trajectory, and radiative heat flux. In this paper, hydrogen leakage data was extracted from a hydrogen refueling station in Samcheok, Gangwon-do, using HyRAM+ software. A hydrogen leakage simulator was developed using data extracted from HyRAM+. It was implemented as a dashboard that shows the data generated by the simulator using a database and Grafana.

Accident Risk Consequences Analysis for Operating a Hydrogen Refueling Station in Urban Railway Site (도심 내 철도부지 수소충전소 운영을 위한 사고 위험 영향 분석)

  • In response to climate change, each country is proposing a goal to reduce greenhouse gases in its energy supply and demand plan, and the use of hydrogen gas is a topic that is always prioritized as an energy resource for implementation. A popular way to use this hydrogen gas is the use of hydrogen fuel cell vehicles, and expansion of hydrogen charging stations is essential for using these hydrogen fuel cell vehicles. However, there are several limitations to the expansion of hydrogen refueling stations, the most representative of which is resident acceptance. Most of the hydrogen charging stations currently built in Korea are located in the outskirts with low population density, so the inconvenience to hydrogen fuel cell vehicle users has not been resolved, and as a result, there has been no progress in the spread of hydrogen fuel cell vehicles. In this paper, we analyzed the consequences of accident damage to determine the risks of constructing a hydrogen charging station on a railroad site frequently used by citizens. The target hydrogen charging station site was a railroad depot in Busan, and there are trains, national highways, and commercial facilities around this site. Assuming the worst-case scenario, we would like to consider the safety of the hydrogen refueling station site by analyzing the area affected by the accident and its consequence.

  • This study is about the quantitative safety assessment of hydrogen station in Korea operating with on-site type. This was written by background information that before qualitative safety assessment to write. For the qualitative safety assessment method, the study used FMEA(failure mode & effect analysis) and HAZOP(hazard & operability), and adopted the FTA(fault tree analysis) as the quantitative safety assessment method. To write the FTA, we wrote FT by Top event that hydrogen leakage can be called most serious accident of hydrogen station. Each base event collect reliability data by reliability data handbook, THERP-HRA and estimation of the engineering. Assessment looked at the high frequency and the possible risk through Gate, Importance, m.cutsets analysis.
