인적자원 개발과 활용 관점에서 본 전업주부정책 (The Full-time Housewives Support Policy from the Perspectives of Human Resource Development and Utilization)

  • This study was performed to discuss how to develop policies to support social participation by full-time housewives, from the perspectives of human resource development and utilization. This study focused on three areas of potential human resource development: (a) labor force participation (b) social education (c) volunteerism. It analyzed the related "social infrastructures," especially labor market situation and child care systems. The current governmental policies and other social programs implemented by various institutions as well as the relevant literatures were reviewed. The preliminary policy proposals outlined in this study were evaluated by the policy developers and experts through several hearings and discussions. Programs proposed from this study were as follows : (a) programs to support housewives who wish to find employment or create a self-owned business, (b) educational programs exclusively offered for full time housewives, and (c) programs to award certificates and rewards and to create paid employment tied to volunteer work. In addition, the ways how to ameliorate the gender discrimination by changing the labor and social environments and institutionalizing the child care were discussed.

DEVELOPMENT OF A VULNERABILITY ASSESSMENT CODE FOR A PHYSICAL PROTECTION SYSTEM: SYSTEMATIC ANALYSIS OF PHYSICAL PROTECTION EFFECTIVENESS (SAPE)

  • A vulnerability assessment is essential for the efficient operation of a physical protection system (PPS). Previous assessment codes have used a simple model called an adversary sequence diagram. In this study, the use of a two-dimensional (2D) map of a facility as a model for a PPS is suggested as an alternative approach. The analysis of a 2D model, however, consumes a lot of time. Accordingly, a generalized heuristic algorithm has been applied to address this issue. The proposed assessment method was implemented to a computer code; Systematic Analysis of physical Protection Effectiveness (SAPE). This code was applied to a variety of facilities and evaluated for feasibility by applying it to various facilities. To help upgrade a PPS, a sensitivity analysis of all protection elements along a chosen path is proposed. SAPE will help to accurately and intuitively assess a PPS.

면세혜택을 통한 한국형 비영리법인 의료기관의 공익성 발전 방안 (Developing and Fostering Public Benefit of Not-For-Profit Medical Institutions in Korea through Tax Benefits)

  • Purpose: This study is conducted to identify the impacts of tax exemption on community benefit, policy, human resource management, and public benefit. Based on the results of analysis, we explore several avenues to raise public benefit that is central to the value of existence of non-for-profit hospitals in Korea. Methodology: Survey was formulated referring to the US IRS tax exemption criteria, Form990/Schedule H, and Korean public hospital criteria. A total of 182 survey responses were collected and used to verify measurement validity and perform reliability analysis, confirmatory factor analysis, and path analysis. Findings: The result of this study showed positive relationships among; i) tax development and planning, ii) planning and human resource management, iii) human resource management and policy, iv) policy and community benefit, v) community benefit and public benefit. Practical Conclusion: Tax exemption affects community benefit and public benefit directly as well as indirectly. This implies that expanding tax exemption is likely to improve public benefit mediating community benefit.

  • 본 연구에서는 우리나라 영재교육정책 목표가 교육에 의한 영재성 발휘보다 국가 사회 발전을 위한 인재양성으로 편향된 것이 과학기술행정부처의 과학영재교육정책에 기인하고 있음을 보이고자 한다. 우리나라의 과학영재교육정책은 과학기술행정부처 중심 정책과 교육행정부처 중심 정책으로 나뉜다. 교육행정부처는 교육적 형평성을 실현을 목표로 영재교육정책을 세웠다. 이와 달리 과학기술행정부처는 경제 발전을 위해 산업에 투입할 고급 과학기술인력양성이라는 관점에서 과학영재에 주목했다. 이들은 상호작용하여 우리나라의 영재교육체제를 형성했다. 이 연구는 과학기술행정부처가 과학영재교육의 국가 사회적 목표를 강조함으로써 과학기술행정부처의 과학영재교육정책 수립에 대한 정당성을 확보하는 과정을 보이고, 연구생산성이 높을 시기에 과학영재들이 실질적으로 연구개발에 기여할 수 있도록 과학기술행정부처가 정책적 토대를 만들었다는 것을 보인 것에 의의가 있다.

중소기업의 핵심인재우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향에 관한 연구 (A Study on the Effect of Core Employee Policy and Core Employee Management System on Competitiveness of Human Resource and Organizational Commitment in SMEs)

  • 대부분의 중소기업은 대기업에 비해 인적 자원과 물적 자원의 제한이 더 크다고 할 수 있고, 처해 있는 경영환경은 더 위험하고 복잡하고 동태적이라고 할 수 있다. 따라서 중소기업의 생존과 발전에 있어서 인적 자원의 지식과 기술이 매우 중요하고, 이에 중소기업의 인적자원 관리에 대한 연구의 필요성이 있다. 특히, 중소기업의 핵심인재에 대한 우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 어떠한 영향을 미치는지에 관한 연구는 매우 미흡하고 이론 및 실무적 시사점 또한 제한적이었다. 본 연구는 216개의 중소기업을 대상으로 890명의 종업원을 표본으로 하여 핵심인재우대정책과 핵심인재관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향력을 검증하였다. 분석자료로는 한국직업능력개발원이 개발한 인적자본기업 패널의 2009년 자료를 활용하였다. 연구결과로는 중소기업의 핵심인재우대정책이 인적자원의 경쟁력에 긍정적인 영향을 미치고 있었고, 인적자원 경쟁력이 조직몰입에 긍정적인 영향력을 미치고 있었다. 하지만 중소기업의 핵심인재우대정책이 핵심인재관리제도에는 유의미한 영향을 미치고 있지 않았고, 핵심인재관리제도도 인적자원 경쟁력에 유의미한 영향력을 나타내고 있지 않았다. 이러한 연구결과가 중소기업에 있어서 인적자원의 경쟁력을 향상시키는데 핵심인재우대정책에 대한 중요성을 제고시키며, 중소기업의 핵심인재관리제도에 관한 관심도를 제고시키는 시사점을 제공한다.

Korea's Science and Technology Manpower Policy: Focusing on the Special Act on Support for Scientists and Engineers and its Action Plans

  • This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

원자력발전산업 기술개발정책 지원모델 개발에 관한 연구 (Development of R&D Policy Model for Nuclear Power Industry)

  • System dynamics model has been developed and computer simulation has been peformed for the evaluation of R&D policy. One of the main results of the basecase scenario is as follows. After simulation of nuclear R&D resource allocation strategies, we discovered that their net benefit value was maximum at 130% nuclear R&D budget case. And after simulation of human resource management strategies and policy research program strategies, we confirmed that it is beneficial to allocate budgets in the early phase for human resources management program and research program for the policy.

Two Stages of R&D Spillovers: Technological and Economic Impacts

  • This paper empirically evaluates the effects of regional and industrial R&D on the performances of individual firms in two separated stages: (1) the stage of technological outcome from R&D and (2) the stage of economic outcome from technological outcome. Technological spillovers are separated from negative congestion effects through the stage-specific estimation. The firm-level Korean Innovation Survey data merit in coping with the endogeneity problem inherent in the estimation of spillovers. The estimation results show that: (1) there exist significant R&D spillovers both in regional and industrial dimensions, (2) the hypothesized technological spillovers and economic congestion effects are both in effect, and (3) firms with smaller individual R&D investments show greater spillovers.

Creation of System Dynamics in an Uncertain and Complex Market: The Case of Korea's Evolving Biopharmaceutical Industry

  • This article explores the historical evolutionary process of the biopharmaceutical industry of Korea, and how intentional and unintentional policy interventions have triggered the creation of the industry's system dynamics and paved the way for the generation of a few global leading products, including biosimilar, as well as next-generation therapeutics of gene and cell. The policies cover the simple technology transfer of API synthesis to overcome the endemic parasitic disease, new substance patent adoption and new drug development consortia, human resource development, various national initiatives influenced by the Human Genome Project, and venture promotion schemes. The scope and implementation tools under these policies have been aligned and refined to transform traditional fine chemical-based pharmaceuticals, to stimulate large companies' participation and to create technology-based venture companies in the biopharma business of Korea.
