Providers haven't recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.
The financial resources for public land banking enacted by Public Land Banking Act (2009) are LH (Korea Land and Housing Corporation) contributions, LH Bond, Land Bank revenues, etc. But, in real, the efficient funding resource is mainly LH bond. In these days, LH has experienced deep financial distress, and difficulties in issuing it's bond. Therefore, Land Banking project also has been inactivated because of poor financial resources. As Land Banking project depending its financial resources mainly on LH Bond does not have financial sustainability, it is necessary to reform the fundamental funding structure. This is the starting point for the topic of this paper. This paper suggests to reform the funding structure, and to introduce Land Bank Bond guaranteed by Government, and also to modify the accounting method of Land Bank to separate the Land Bank accounts with LH accounts. The funding structure reform can be summarized as follows; In early stage of the Land Banking project, sufficient government support by guaranteeing the Land Bank Bond is necessary. Gradually, the portion of LH's contribution can be increased in company with LH's financial distress being solved and administration being normalized. When the project reached on the stage of maturity, cash inflows by selling the reserved land can exceed the cash outflows for reserve new land. To introduce the Land Bank Bond guaranteed by government, the Public Land Banking Act (2009) should be revised. Along with this, to modify the accounting method of Land Bank, the rule for public enterprise accounting system must be partially revised.

Living environments in rural area have become deteriorated rapidly. Increase of aging population, decline in agricultural income, polarization of wealth in rural community due to rural returners have caused severe decline and imbalance of living environments in rural area. Responding to this circumstances, governments currently develop projects for improving living environments focusing on individual housing which were excluded from governmental supports because those had been regarded as private property. Nevertheless, there are still some gaps and problems in evaluating the quality of living environment and suggesting effective solutions. It would be because standards and guidelines of the projects have been based on urban housing system. In order to support the implementation of the projects, this research has developed an index for evaluating and monitoring the quality of living environments in rural area. By applying Delphi method, the index has been created in four categories of 'security', 'convenience', 'comfortability', and 'durability' 'Security' consists of structural safety, crime, disaster, accident prevention. 'Convenience' includes three divisions of living, traffic, farm working. 'Comfortability' is divided into sanitation, indoor environments, and aesthetic appreciation. Lastly, 'durability' has four divisions of energy conservation, environmental friendliness, efficiency, and economics. Each sub-division also has different items from three to twelves. In the case of an index for performance evaluation, items have been derived from energy conservation(6-items), and environmental friendliness(7-items). Items developed as an index for evaluating rural living environments in this research might be good background information for remodeling project in rural housing development.

Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.
This paper defined the concept of unsold land and diagnosed the cause of unsold land of LH business site. The results are showing as follows. First, unsold land is defined as land could not be sold until the completion of the project, and plan to sell the unsold land can be changed partially. Second, the status of unsold land in the 226 project sites were analyzed. $146km^2$ area corresponding to 74.8% of the total capital area($195km^2$) are unsold. By purpose, co-residential($38km^2$), industry($21km^2$), exclusive residential($16.4km^2$), commercial business($12.5km^2$), education($10.2km^2$) was larger in order. Third, value enhancement target project sites were selected and its symptoms and the cause of unsold land were analyzed. For the project site over average unsold rate, 6 sites located in province and 2 sites located in capital region were selected through collecting the practitioners and expert opinion. These 8 sites are characterized that sale of land for medium and large co-residential, urban support facilities, block-shaped house and attached house was inactive. Also, these sites commonly experienced economic fluctuations, changes in market demand, supply and demand mismatch, inflexible planning standards.
Due to the variety of processes that are mainly influenced by the modification of law and regulations, it is difficult to propose a formal procedure of urban renewal projects. In addition, conflicts among various participants and stake-holders have made urban renewal difficult to manage. Needs for new systems to support management of this type of projects have been raised. This system should enable users to manage program aspects as well as projects given that the urban renewal consists of several projects. According to analysis of current context, the requirements of the system are classified as follows: a method to create flexible systems to cope with various process; functions to provide data on cost and schedule; user-friendly visualized tools enhancing understand of non-experts or less-experienced participants. This paper summarizes the background, requirements, concept and model of the system. Currently, prototype systems have been developed. Regarding outputs presented so far, potential benefits of the system are presented as well.
This study is carried out in order to suggest the effective method to enhance the resettlement of natives for re-maintenance promotion district of Asansi. This study is carried out through current status survey, native survey, and examining related laws, and the result of study is as follows. First, as a result of examining the intention of resettlement for the residents and merchants who live in the project district, 84% of residents and 80% of merchants wish to resettle. Second, in order to enhance the rate of resettlement, driving project to satisfy the demands of residents and merchants is needed. For this, house supplying policy and complex design technique for corresponding this tendency is needed because they prefer to live a single houses or housing attached to shopping street of 100 million won valued below as well as apartments,. And new types of business which can activate the function of the old city are needed, but making commercial space where current merchants can constantly do business activities is demanded. Third, the expansion of urban regeneration concept which have economics, society, culture, welfare and community as well as physical environment improvement are emphasized is needed. Fourth, the role of government for urban regeneration should be strengthened, and institutional improvement should be supported. Government needs to constantly support including financial supporting in order for the regeneration of regional city, and especially should scout for the policies which community can be maintained and should support first. For this, utilizing public lands inside project district into leading project, government should utilize into "constructing rental houses for natives", inducing the leading key facilities. Fifth, various plan techniques for the resettlement of natives of other advanced countries should be examined and be achieved.
The purpose of this study is to survey the community support program of Green Belt from 2001 to 2011 and propose the improvement of the institution. For research method, the projects were analyzed by year, area, and category using statistical data. The improvement of the institution was drawn through the opinion survey of the interest group such as residents and public servants. For 10 years, 2007 community support projects were carried out and the total amount of government expenditure was 583.9 billion won. Among the support items, life convenience projects comprise 96.7%. For area, metropolitan area comprise 32.5%. There is a bias in items and areas. According to the survey of the residents and public servants, the satisfaction for the community support program is increasing. But it is necessary to enlarge the direct life cost support, activate community involvement and develop new project type. Proposed new projects are such as making characteristic village for income creation, planning for the landscape preservation using historic and traditional resources, making leisure space for nearby residents, and projects for the aged people. And it is proposed to give incentive to the characteristic village projects through competition.
Community building in Japan, called Machizukuri, has been in existence since the 1960s, and many successful cases are referred to by researchers and public service officials as benchmarks for creating livable cities and towns in Korea. The purpose of this study is to identify the building factors for a sustainable community and to suggest implications through the cases of machizukuri in Japan. Based on the literature review related to the research topic, on-site visit case study was used as the major research methodology. Four cases -Setagaya, Kawagoe, Motomachi, and Manazuru- were selected as the research subjects and interviews with the representatives of the community(resident) council and public officials were conducted during October 19-22, 2011. The project overview, purpose, and planning characteristics of each case were described for data analysis. The major findings are as follows. Although most of the machizukuri in Japan were administration-dependent at the beginning stage, the case projects in this study showed resident-independence (self-support) from the perspective of sustainability. The results showed that successful community building is an everlasting project that requires cooperation among personnels including residents, civic officials, and related council members.

The rate of the rural population over the age of 65 was increased from 14.7% in 2000 to 20.6% in 2010. The rate of elderly living alone in rural areas was increased from 9.2% to 13.3% for 10 years. Two million households over 40% of the elderly living alone nationwide are concentrated in rural areas. This paper investigates cases used as living space by interview and remodeling senior centers (village community center) for the elders living alone in rural areas. In Gimje two the nation's first senior centers were remodeled in 2006 (for both the village community center) and were begun to use these as group homes. Evaluation was a success. Since then, these were increased by approximately 20 centers per year by year and are currently 108 centers at the end of 2011. In Chungcheongnam-do, a pilot project has been begun for communal living by remodeling the senior center (for both the village community center) and elderly housing. Municipalities are similar in their business (is mostly). However, the interview results for each municipality are different. The success of the project depends on rules proposed by local governments and the development of programs with users to continuous financially support.
