Archival objects produced in relation to the activities of public institutions hold the inexpressible symbolism, historical value, and esthetical value as well in that the values of display and reuse of archives materials in the future are high as figures. The revised law of Archives Act in 2007 has provided a foundation for managing the archival objects in every public organization, by also including archival objects into the category of archives produced and registered in relation to their works. Although it could be seen as a reforming will to aim at the differential approach from the past to recognize the archival objects as records and make the managing will documented, it is still in an unprepared state to define the concepts on archival objects and to have methods to systematically manage and preserve them. Thus this paper has researched on the type classification of archival objects and their evaluation, as way of developing the methods for the management system for archival objects. On the premise that it should be preceded by clear definitions of concepts and distinctive understanding of their types first in order to build up the management system for archival objects, definition and type classification of the archival object have been attempted, based on the actual research materials and the current relevant laws. In addition, this study has analyzed the characteristics of selecting archival objects in order to search for which one they should obtain and manage among archival objects produced and reused in relation to the works of public institutions. On the basis of this, the plans for the national selection system and provision of selecting criteria for the subjects of permanent preservation have been suggested in this study.
The Seosan Geomenyeo(black submerged rocks), once located at the Cheonsuman bay of Buseokmyeon in Seosan, Korea, is a reef rock now exposed on the land surface. The Geomenyeo can also be found in the ancient geographic maps around the area. The local geographic names, like Buseok and Buseoksa temple are derived from the Geomenyeo. It is composed of ultramafic rocks complex and intrusive felsic igneous rocks. These rocks show diverse facies with various petrographic characteristics caused by geological processes such as intrusion and alteration. Ultramafic rocks complex can be roughly categorized as coarse grained ultramafic rocks and medium grained mafic rocks. Both cases are composed of pyroxene and amphibole, showing the general rock facies of pyroxenite, diabase and lamprophyre. Felsic igneous rocks includes pinkish medium grained granite, porphyritic amphibole granite and aplite with varied mineral compositions. The Geomenyeo is the only ultramafic rocks complex in the Cheonsuman Bay; moreover, it has a distinctive geological and scenic value, as well as a symbolic property. In order to preserve the Geomenyeo, it is necessary to investigate and promote it as a designated heritage site through academic studies, and compensate for the convenience and protection facilities. Additionally, the Geomenyeo should be evaluated as a maritime heritage site, due to the unique local culture as it succeeds the recognition of forefathers which regarded it as a local scenic site with significance.

The purpose of this study is to analyze research trends on overseas business archives, compare them with domestic and related prior studies, and present the direction of the development of domestic business archives research. For the research analysis, bibliography from 493 papers was collected using four academic databases: Web of Science, Scopus, LISA (ProQuest), LISS (EBSCOhost). Following data collection, data analysis was conducted and focused on the publication status of related papers, major journals, research forms, and researcher information. In addition, unique words were extracted through the data processing of English abstracts, and the frequency of the key words was identified. Through topic modeling, this study extracted seven topics from the entire literature group, analyzed the publication trends of the papers corresponding to each topic, and examined the topics and representative papers of that topic. The names for these topics were assigned as "access and usability of business records'," "information/evidence value of business records," "importance and operational strategy of business archives," "record management as a business heritage," "management of business records in digital environments," "preservation and disposal of business records," and "historical value of business records." Based on the prior research and analysis results, this study proposed implications for the development and expansion of future research on the domestic business archives.

This study reports newly discovered seven forest wetlands in the western part of the Korean Demilitarized Zone-Civilian Control Zone ecoregion. The wetland assessment criteria proposed by National Arboretum were adopted to evaluate four fields: vegetation and landscape, biogeochemical cycle, hydraulics and hydrology, and social-cultural-historical landscape and disturbances. Among seven wetlands located in Gimpo and Paju, five were of the fallow field type and two were of the natural type. A total of 474 plant species were recorded, including nine rare plants, such as the Carex capricornis Meinsh. ex Maxim. Three forest wetlands were sorted into A-grade, three into B-grade, and one into C-grade. Monitoring forest wetlands scattered across the border area ruled by military regulations can be challenging; still, as forest wetlands with high conservation value turned out, further investigations through remote sensing and cooperation by the relevant agencies will be required.
The twenty-first century revealed the era of cultural contents with the growth of digital cultures. Accordingly, popular culture became the primary sector of the cultural industry, and among them, the roads on which people walk emerged as great content for the leisure and tourist industry. Walking has already become a commercial good, as each road's story is unique enough to attract numerous tourists. On roads are the development of history, movement of life, and various cultural channels. The old road development project contributes to the revitalization of the neighborhood and increases its competitiveness as cultural content, as it restores the ecological nature and rediscovers the value of the road from history and its culture. For Gangwon-do's road development project, a storytelling strategy is necessary to succeed as cultural tourism content. Specifically, when forming an image of the old roads, it is advantageous to develop a new story that suits modern people's aesthetic taste and lead communication between locals and tourists rather than borrowing and utilizing the existing facts. For instance, it is helpful to recreate the nostalgic and sentimental mood and combine the imagination based on the consumers' humanistic experiences to create their own participation. This paper demonstrates the historical value of the roads in Gangwon-do, precedents of other leading road development projects in South Korea, and development plans by storytelling for cultural contents in Gangwon-do.

This study tracked the changing process of unregistered private house gardens by using the form at the time of the construction of gardens as the prototype of each garden, investigated the spatial value of the garden, and discussed the historical spatial value of unregistered private house gardens in terms of inheritance and change of traditional gardens. To this end, targeting on unregistered private house gardens in Gangwon-do, which are in danger of preserving their gardens due to the recent increase in the number of designated cultural heritage dismantled, the patterns of unregistered private house gardens, their characteristics and values were identified through the spatial change of the garden, and the following results were derived. First, the unregistered private house gardens were able to inherit and maintain the form of a traditional garden, being located in a clan village. The garden space was divided by the influence of Confucian philosophy, and the components of the garden, tree species and planting methods appeared differently. In other words, the use of garden components according to the status hierarchy appeared. Second, space reduction was continuously confirmed at four target sites. The reduced spaces are garden spaces, and part of the garden was attributed to the state due to the building of new road and environmental improvement project. Third, eight old big trees over 100 years old were identified in three of the four target sites, and the garden components such as stone water tanks, quickset doors, and ponds were commonly identified in Korea, China, and Japan during the Joseon Dynasty, inheriting the historicity of the traditional garden.
The representative cultural heritage showing relatively clearly the growth and development of the Mahan culture in Jeollabuk-do is the tombs in Sangun-ri, Wanju. The tombs were excavated in the early 2000s; however, little effort has since been made to investigate or preserve the wider area around the tombs. Thus, only the status quo has been maintained except for the conservation of a few relic parks. In recent years, active cultural management has become necessary to maintain the historic areas in the Mahan cultural region, so these tombs are once again receiving attention. To further the preservation efforts in the area, it is important to actively discuss budget adjustments, consider additional investigation, and re-examine the academic value of the historic site. Practical limitations mean that it is necessary to approach the conservation strategy in stages. The first step is to have the areas of cultural interest and any adjacent lands urgently designated as provincially protected cultural heritage. Consequently, historically important areas on private land should be identified and purchased. Thereafter, a preservation plan should be established to reinforce the historical value of the sites as nationally designated historic sites. This can be achieved through the restoration of the landscape adjacent to the historic sites, as well as additional investigations and designation of sites in surrounding areas. These goals can only be achieved with the active interest and support of relevant institutions.

After 60 years since the enactment of the cultural property protection act, Korea's national system of protecting what has been valued has been transformed into a 'National Heritage System'. To meet the new system, the classification of national heritage has been re-classified into three categories as cultural heritage, natural heritage, and intangible heritage. In accordance with the sub-classification, acts for cultural heritage act and intangible heritage has been amended and act for natural heritage has been enacted. Act for natural heritage defines natural heritage as natural objects or cultural heritage formed through the interaction between human beings and natural environment. The sub-classification are categorized as follows; animal, plant, geological and natural reserves, natural landscapes, historical-cultural landscapes, and mixed landscapes. It also allows creating traditional landscapes so that traditional way of landscaping can be encouraged and integrated with modern life within historic environment. In line with the new concept of traditional landscaping, existing practices will be also needed to be changed. Traditional landscaping will play a significant role in setting out the new administrative paradigm which focuses on more value preservation. This paper recommends that effective collaboration between government, experts of traditional landscaping, and owners should be established to integrate the new policy in practice.
In our country, which has a strong presidential system, the power and responsibilities of the president are truly enormous. He is the head of state and diplomatic representative, and at the same time exercises authority over all areas of the country, including the legislature, judiciary, and constitutional institutions, along with his responsibilities as head of the executive branch. Considering these aspects, it can be said that presidential records created during the president's rule have a high level of national and historical significance and value compared to other public records. Considering these importance of presidential records, the Presidential Records Management Act was enacted in 2007 to establish an institutional mechanism to systematically manage presidential records. However, the current institutional basis for appraisal of presidential records is very weak. In this regard, there is a need to begin discussions on the appraisal of presidential records in earnest. Considering the national importance and symbolism of presidential records, it is necessary to establish a new direction for appraisal of presidential records that is different from general public records. Accordingly, in this paper, as part of reestablishing Korea's presidential records appraisal system, this article analyzed the status and problems of the current presidential records appraisal system and presented directions needed to find future improvement measures. To this end, as a premise for discussing the importance and value of presidential records, it examined the powers and responsibilities of the presidency as defined in our country's Constitution.Next, we looked at the appraisal system and method for presidential records that are currently in operation, and then analyzed the problems that emerged here in connection with the characteristics of presidential records. Based on this, it presented five perspectives on issues that need to be discussed publicly in the records management community in order to reestablish Korea's presidential records appraisal system in the future.

This paper deals with two methods regarding fact and value. One is the method of H. Putnam, which is to break the boundary between fact and value and to make a world where the two have an inherent connection. The other is the method of J. Habermas, which regards fact and value as the product of an intersubjective agreement based on argumentation. Putnam, through his position of internal realism, moves from realism to pragmatism, especially by combining the rationalist tradition of Kant and Dewey's pragmatic views. Habermas also stands in the tradition of rationalism and universalism in Kant, at the same time emphasizing the practicability of truth in Hegel's tradition of historical reason. The significance of the strategy of Putnam and Habermas is that they have attempted to revive the realm of value against the strict dichotomy of facts and values and the subsequent devaluation of rationality in the realm of value. The starting point of this attempt is that the practical foundation of rationality is laid on life and practice. This could provide the room for escaping from rationality, which prioritizes only truths that reveal facts, that is, instrument-reduced rationality, the room for the revival of practical rationality through reflection on what is the purpose of life, and, in turn, the room for resisting to pass the realm of values and norms to the logic of habitual routines or customs. However, despite such common goal, there are clear limitations to Putnam's approach due to the differences in the strategies taken on facts and values. Putnam's method can demolish the whole universal framework that is the foundation where pragmatic pluralism will be fostered, eliminating the difference between the specificity of values and the universality of norms and shaking up the status of universal ethics. Therefore, Habermas' ethical theory is proposed as an alternative to establish a basis for universal ethics by relying on communication rationality and to secure the coercion of norms and blossom cultural pluralism as a diverse lifestyle based on this coercion.
