Development of App. for Efficient Safety and Health Management of Workplaces for Disabled Persons

  • Purpose: It is necessary to prepare more groundbreaking measures to prevent recurrence in order to reduce the number of industrial accidents in Korea that occur steadily. In particular, since workers with disabilities are much more vulnerable to disaster safety than non-disabled workers, there is a great need to build a customized safety environment system suitable for the characteristics of the work in which workers with disabilities work and to promote management efficiency. Research design, data and methodology: Based on the analysis of the actual status of safety and health management of workplaces for the disabled, such as small, medium-sized and major businesses in Korea, an app was designed and developed to improve safety and health management efficiency of workplaces for the disabled. First, it was designed so that managers of workplaces with disabilities can understand at a glance key legal information that managers need to know and it was improved to suit the eye level of disabled workers so that they could self-evaluate the risk of their work by applying the risk assessment model for workplaces with disabilities. In addition, a mobile education environment was created in which safety and health education contents suitable for the characteristics of disabled workers can be learned by themselves. Results: When this app is applied to domestic workplaces, it is possible to check the exact contents of occupational safety and health education and easily search and check various legal information anytime, anywhere, allowing managers and disabled workers to quickly and efficiently manage various safety information. Conclusions: In addition, the establishment of a mobile safety and health management system that can quickly identify and clearly respond to various legal standards and risks of workplaces with disabilities can be expected to help prevent industrial accidents at workplaces with disabilities in Korea.

모기업 협력업체 산업안전보건관리에 대한 인식 (Recognition of Occupational Safety and Health Management of Contractor Company)

  • This study is planned to investigate the attitude toward the safety and health management of contractor company. Under the contract based production system, all of activities including safety and health management in the contractor company are depended upon the contract. How to make contract influence the worker's health of contractor company. Worker's health of contractor company can be protected by efforts of company of contract-out and contractor company, especially their safety managers. The modelling of the effective safety and health management system for contractor company should consider the need of safety manager of each company and employer of contractor company. Data is collected from safety managers of 3 contract out compaines as electronic and electrical manufacturing industry and 55 safety manager, 57 employers of their contractor compaines using self administered survey with structured questionnaire. The most of all respondents want to support from the contract out compaines. The most important items supported from contract out company is the information based on the safety information network between each company. Safety manager and employer of contactor company also itemized safety education and training in the supporting system from contract out company. These results can be generalized to survey on the other industries.

산업안전보건법에 의한 관리대상 유해물질 선정의 타당성 연구 (Study on the Validity of Selection of Hazardous Substances Requiring Management on Industrial Safety and Health Act)

  • According to the third study on the distribution of chemical substances carried out by the Department of Environment in 2006, there were a total of 900 chemical substances whose respective annual usage amount exceeded 1,000 tons and, among them, 90 substances belonged to the 168 hazardous substances requiring management(53.6%). The work-related illnesses caused by hazardous substances requiring management in Korea between $1992{\sim}2005$ can be classified into four groups depending on the type of the chemical substances. These four groups are 23 organic substances including benzene, 12 metals including lead, 3 acids and bases including hydrogen chloride, and 6 gaseous substances including carbon monoxide. These hazardous substances requiring management were again classified depending on the threshold limit values. The chemicals whose TLV was lower than or equal to 0.005 ppm included 4 organic substances including methylene bisphenyl isocyanate and toluene-2,4-diisocyanate (TDI). The chemicals whose TLV was larger than 51 ppm included 22 organic substances including diethyl ether and 1,2-dichloroethylene. When we classified these hazardous substances requiring management according to the categories of GHS health hazards, we found that isobutyl acetate and magnesium oxide didn't belong to the 13 health hazard categories. Among the substances whose TLV is set and whose annual usage amount is more than 0.1 million ton, we recommended 12 chemical species including 4,4'-Methylenedianiline as new hazardous substances requiring management. All the recommended substances were found to be hazardous when we classified their health hazards.

Safety Management in Norwegian Fish Farming: Current Status, Challenges, and Further Improvements

  • Background: Safety management is required to ensure health and safety of personnel in Norwegian fish farming. However, few studies have addressed the status and practical relevance of this risk-reducing measure. Methods: This article provides new knowledge through interviews with 35 employees at different company levels, addressing perceptions of various safety management activities according to managers and operational personnel. Results: The interviews show that managers and operational personnel at fish farms agree that the quantity of measures aimed to improve safety has increased in recent years. However, some activities are perceived to have higher practical relevance than others. In general, measures that fit well with the practical reality are well received by the employees at the fish farms. Conclusion: Suggested improvements include involving operational personnel in the design of procedures, considering all risk dimensions that may affect occupational health and safety, and challenging the value of specific safety activities based on a detailed knowledge of the distinctive characteristics of work practice in fish farming.

철강산업 모기업 협력업체의 산업안전보건 실태조사 (A Survey Study on Occupational Safety and Health Management Activities in Contractor and Supplier Companies of the Steel Industry)

  • This study is aimed to investigate the occupational safety and health management of contractor company in the steel industry. Many companies now only carry out core functions inhouse and ancillary functions have been outsourced. This results in transferring risk to the contractor. The questionnaire survey was conducted on the suppliers and contractors of steel industry. Data were collected from 29 companies and their 240 contractor companies. From the survey result, it was found that the level of safety and health management is above the average. To strengthen the relationship for safety and health management, the supplier should provide more data and design a curriculum to train workers of contractor company. Also it is needed that the supplier company employ the person in exclusive charge to support contractor.

  • Activities to prevent industrial accidents can be divided into management of disaster risk factors of production facilities, disaster prevention systems and procedures, and human factors management. Human factor management is the last and most effective means to minimize disaster incidence and loss costs. The key strategy for this is safety and health education. However, formal or fictitious education is still being carried out in the industrial field. In addition, it is true that the application of practical use is insufficient due to the simple theoretical education based on knowledge transfer. In order to change the safety consciousness of employers and workers, we think that the paradigm of education should be changed from the traditional text and video-oriented lecture education method to experience-oriented education. The purpose of this study is to measure and analyze the effectiveness of safety education through education contents using VR(Virtual Reality) and AR(Augmented Reality) technology in keeping with the changing times of the 4th Industrial Revolution, And to suggest the direction of future safety and health education and content development trend.

여수지역 비정규직 플랜트 건설 근로자의 안전보건 실태와 개선방안 (Health Status and Improvement Measures for Irregular Plant Construction Workers at Yeosu National Industrial Complex)

  • This study was conducted to evaluate health status and to propose health protection measures of irregular plant construction workers in Yoesu National Industrial Complex (YNIC). The status of safety and health management was examined in five areas including safety and health education, work environment monitoring, health examination, health management record, and personal protective equipment (PPE) for plant construction workers. The safety training rate for plant construction workers was reached high at 91%, The training was mostly consisted of safety accident related things, but training on hazardous materials was found to be insufficient. Workplace monitoring results showed that the compliance rate for work environment for irregular construction workers was 54% and workplace monitoring during turnaround (TA) period with high risk of exposure to hazardous agents has not been implemented. While 61.4% of irregular workers received the general health examination but only 36.8% received the special health examination. The special health examination was found to be conducted only upon welders from 2-3 years ago. The issue of health management record upon irregular construction workers was not being implemented. In case of PPE, basic safety protective equipments such as safety shoes, safety belt, safety helmet were being supplied well while the supply rate of respirator for organic vapor was relatively low at 40%. Based on this study, two suggestions to maximize the utilization of the current safety and health program were made while boosting its effectiveness in protecting workers' health. First, the role of owners (petrochemical plant) related to safety and health should be strengthened. Second, in consideration of the characteristics of construction workers who usually engage in short term employment and frequent movement, community based health management organization is suggested that can overcome such structural problem and carry out the implementation of health examination and sustained health management.

연구 실험실 안전보건 관리제도 비교 - 한국과 독일 사례 고찰 (Comparison of Regulatory Systems for Safety and Health Management in Research Laboratories - Case Review between Korea and Germany)

  • Objectives: This study aimed to compare the regulatory systems for laboratory safety and health management between Korea and Germany and discuss the implications. Methods: Laboratory safety and health regulations for legal enforcement and relevant technical guidelines in Korea and Germany were reviewed. Results: Lab safety and health management is enforced by the Act on the Establishment of Safe Laboratory Environment in Korea. Most provisions focus on supervisory control, that is, the principal's liability is emphasized. In addition, there is a lack of laboratory-specific procedures for safety and health management in the act since it is stipulated that other relevant regulations apply to some technical contents. Non-compulsory technical guidelines for lab safety and health management are also provided by the Korea Occupational Safety and Health Agency (KOSHA) in order to enable researchers to follow safe procedures. There is no independent regulation for lab safety and health in Germany, and it is also governed by several regulations. The German Social Accident Insurance Institute provides technical guidelines on lab safety and health, and these contain more specific content to allow them to be followed more easily compared to the KOSHA guidelines. The most remarkable differences between the regulation of each country were contents of the risk assessment and specific protect measures from hazardous agents. Conclusions: Regulatory control is an essential way to prevent accidents, but it is more important to create an environment in which all stakeholders, including individual lab members, are allowed to participate actively in safety and health management activities.

Scoping Review of the Occupational Health and Safety Governance in Sudan: The Story So Far

  • Background: The reoccurrence of occupational accidents in Sudan is evidence of a lack of effective Occupational Health and Safety (OSH) governance in Sudan. Methods: This scope review research articles on OSH governance in Sudan from different sources, including international websites, official government websites, original research articles in journals, and various reports. The five stages of the scoping review followed in this study are: identifying the research question; identifying relevant studies; study selection; charting the data; collating, summarizing, and reporting the results. Results: There is numerous legislation in place; however, there is no evidence of their enforcement, and no formal bodies at the national level are identified as being responsible for their enforcement. Conclusion: Having multiple authorities with overlapping responsibilities hinders OSH governance. An integrated governance model is proposed to eliminate overlapping duties and to facilitate the participation of all stakeholders in the governance process.

산업안전 및 보건(OH&S)경영체제 인증규격 개발과 적응 방법에 관한 연구 (Research of specification development & application methods for Occupational Health and Safety management System in industry)

  • Industrial structure is more developed, the economical value of human resources and the cases which risks worker's Health & Safety is expended. The Safety & Health issues are focused on elements of control for management activity simultaneously with work environment as well as the risk elements which risks worker's life and body. The activity for combination of basic management System and Safety & Health management is progressing with active discussion in ILO, BS 8800 is specified the guidance of Occupational Safety & Health Management System in UK. 1996. This research refers to BS 8800:1996, specification as a basic model, and introduce of the result of certification development result in Occupational Safety & Health management System with in ISO 14001 Environmental System Standards & ISO 9001 Quality Management System Standards and Systemic Factors. Through this applicability and efficiency evaluation, we make an effort to support and to improve the specification. Also applicability evaluation of Occupational Safety & Health management System and the specification developed for the purpose of the third party certification is applied with expending in industry, and the method is presented through the case which is required to support for method review and activities.
