Stochastic Real-time Demand Prediction for Building and Charging and Discharging Technique of ESS Based on Machine-Learning (머신러닝기반 확률론적 실시간 건물에너지 수요예측 및 BESS충방전 기법)

  • K-BEMS System was introduced to reduce peak load and to save total energy of the 120 buildings that KEPCO headquarter and branch offices use. K-BEMS system is composed of PV, battery, and hybrid PCS. In this system, ESS, PV, lighting is used to save building energy based on demand prediction. Currently, neural network technique for short past data is applied to demand prediction, and fixed scheduling method by operator for ESS charging/discharging is used. To enhance this system, KEPCO research institute has carried out this K-BEMS research project for 3 years since January 2016. As the result of this project, we developed new real-time highly reliable building demand prediction technique with error free and optimized automatic ESS charging/discharging technique. Through several field test, we can certify the developed algorithm performance successfully. So we will describe the details in this paper.

  • In Ansan (the headquarter of KORDI ; Korea Ocean Research & Development Institute), KOSC(Korea Ocean Satellite Center) is being prepared for acquisition, processing and distribution of sensor data via L-band from GOCI(Geostationary Ocean Color Imager) instrument which is loaded on COMS(Communication, Ocean and Meteorological Satellite); it will be launched in 2009. The basis equipment of KOSC(Electric power, Network, Security) has been constructed in 2007. KOSC is being constructed data processing and management system, GOCI L-band reception system, etc. The final object of KOSC is that maximize the application of GOCI.

  • Agricultural reservoirs are important facilities for storing or managing water for the purpose of securing agricultural water, creating and expanding agricultural production bases, and using them to increase agricultural production. In particular, the Korea Rural Community Corporation (KRC) manages agricultural reservoirs scattered across the country, and officially recognizes and distributes hydrological data to increase their public utilization and aims to improve the value of water resources. Data on the water level of agricultural reservoirs are important. However, errors such as missing values and outliners limit utilization of the data in various fields of research and industry. Therefore, water quality data measures should be devised to increase reliability. this study categorized different error types and looked at automatic correction methods to enhance the reliability of the vast hydrological data. In addition, the water level data corrected from errors were compared to the reference hydrologic data through expert judgment in accordance with the quality control procedure, and the most appropriate measures were verified. As KRC manages more agricultural reservoirs than any other institution, the proposed method of efficient and automatic water level data correction in this study is expected to increase the availability and reliability of the hydrological data.

Study on Seismic Performance Evaluation and Verification of Seismic Safety for Power Cable Tunnels (개착식 전력구의 내진성능 평가 및 내진 안전성 검증)

  • In this paper, the seismic performance evaluation was performed on 100 existing open-cut power cable tunnels, including ones that did not consider seismic design, in order to verify that the government's demand level (seismic special grade, 0.22 g). The results of the seismic performance evaluation show that most of the tunnels have seismic performance of 0.3 to 1 g, satisfying the level of the seismic special grade and securing the seismic safety. Meanwhile, the earthquake response analysis and structural test were performed to verify the validity of the method and the results of the seismic performance evaluation of the tunnels by the response displacement method, and to verify their seismic safety. As a result, the relative displacement due to the response displacement method under the 0.22 g earthquake was conservative than the results of the earthquake response analysis, and the results of load-displacement curves and response modification coefficient calculation by real scale structural tests showed the safety of the tunnels.

  • This study was carried out to determine the chromosomal localization of the 5S and 18S-26S ribosomal DNA(rDNA) genes by means of fluorescence in situ hybridization(FISH) techniques, and the constitutive heterochromatin detected by means of Gimsa C-banding technique in rye(Secale cereale L.). The somatic chromosomes number was 2n=14. The karyotype consists of four pairs of metacentrics(chromosomes 1, 2, 3, and 7) and three pairs of submetacentrics(chromosomes 4, 5, and 6). Secondary constrictions appeared in the short arm of chromosome 1. The 5S rDNA genes have been located on two pairs of chromosomes 1 and 5, and 18S-26S rDNAs genes have been located on one pair of chromosome 1. 5S rDNA genes were detected on the distal region of the secondary constrictions in nucleolus organizer regions(NOR) in chromosome 1, and other detected on the intercalary region in the short arm of chromosome 5.

A Case Study on Arranging Archives of Administrative Headquarters of the Jogye Order (조계종 총무원 보존기록물 정리방법에 대한 사례연구)

  • This paper reports the project of arranging archives of Administrative Headquarters of the Jogye Order. It illustrates the whole process of preliminary survey, arrangement, appraisal and description of the archives. One of the distinctive features of the project lies in its focus on practical considerations. In other words, it has avoided blindly following theoretical recommendations made by previous efforts. First step of the project has been to review the current state of the archives through preliminary survey as well as analysis of related regulations. Second step has followed to establish actual process of classifying, appraising, describing, filing and designing storage facility management as well as a computerized archival management system. In this process, every concern has been given to prevent records and archives from physical damage and to ensure their intellectual order kept so that archival information could be re-constructed and usability and efficiency of the records could be secured. Major contributions made by the project can be found in that it has reviewed the volume of administrative archives created and held by Jogye Order and improved the overall efficiency of as well as information sharing among personnel at the Headquarter. The most notable accomplishment could be, however, found in that the project has helped the personnel to rediscover their own history from their records, rather than from their memory. From the theoretical perspective of archival science, the meaning of the project can also be found in that it has provided with the starting point toward establishing organizing methodology for organizational archives including religious archives. Arranging archives of an organization requires archivists to respect theories and principles, but at the same time, adequate attention should be paid to reflect idiosyncratic characteristics of the organization. General methods applicable to a wider range of archives could be derived from the very endeavor. Though impossible in a short period of time, it could be accomplished by accumulating theoretical and practical knowledge and experience.

Records Management Systems of the Colonial Chosun Government General (조선총독부의 기록관리제도)

  • The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

Candidate Selection Methods, Standing Committee and Structure of the Social Security Acts: Compare Korea and Germany (의회의원후보공천방식, 의회상임위원회제도 그리고 사회보장법 구조: 한국과 독일 비교)

  • The degree of delegation related to the social security acts is involved in the candidate selection methods and the standing committee system. The social security acts with a small amount of delegation have an affinity with the bottom-up selection methods and the standing committee to guarantee long term in office. In Germany, the bottom-up selection method which guarantees the right of party members to nominate candidates and the standing committee to guarantee long term in office have an affinity with the Social Acts with less delegation. But the social security acts with a large number of delegation have an affinity with the top-down selection methods and the standing committee not to guarantee long term in office. In Korea, the top-down selection method in which the central headquarter of the party dominates the selection process, and the standing committee whose members are to be selected every two years have an affinity with the Social Security Acts with the excessive delegation.

Assessing Irrigation Water Supply from Agricultural Reservoir Using Automatic Water Level Data of Irrigation Canal (관개용수로의 자동수위측정 자료를 활용한 농업용 저수지 공급량 산정 및 분석)

  • KRC (Korea Rural Community Corporation) is in charge of about 3,400 agricultural reservoirs out of 17,240 agricultural reservoirs, and automatic water level gauges in reservoirs and canals were installed to collect reservoir and canal water level data from 2010. In this study, 10-minute water level data of 173 reservoir irrigation canals from 2016 to 2018 are collected, and discharge during irrigation season was calculated using rating curves. For estimation of water supply, irrigation water requirement was calculated with HOMWRS (Hydrological Operation Model for Water Resources System), and the summation of reservoir water storage decrease was calculated with daily reservoir storage data from RAWRIS (Rural Agricultural Water Resource Information System). From the results, the total yearly amount of irrigation water supply showed less than 10% difference than the irrigation water requirement. The regional analysis revealed that reservoirs in Jeollanam-do and Chungcheongnam-do supply greater irrigation water than average. On the contrary, reservoirs in Gyeongsangnam-do and Chungcheongbuk-do supply less than others. This study was conducted with a limited number of reservoirs compared to total agricultural reservoirs. Nevertheless, it can indicate irrigation water supply from agricultural reservoirs to provide information about agricultural water use for irrigation.

Policy assessment of Agricultural Infrastructure Improvement Project for Preliminary Feasibility Study - Multipurpose Rural Water Development Project in Pangyo District - (농업생산기반정비사업의 예비타당성조사 정책효과 분석 - 판교지구 다목적 농촌용수개발사업을 중심으로 -)

  • Since 2001, the Pangyo district multipurpose rural water development project has been promoted as a new target project for stable supply of agricultural water and improvement of the living environment of rural areas in Seocheon-gun. Detailed data analysis and logic must be reinforced, focusing on the items reorganized by the reorganization of the preliminary feasibility study. The purpose of this study is to promote the smooth promotion of projects by conducting a policy effect assessment following the reorganization of the preliminary feasibility study system. This study conducted a policy assessment of agricultural infrastructure improvement project for preliminary feasibility study. The policy assessment is divided into three parts: project implementation conditions, policy effects and special assessments. The newly established policy effect is to assess the job effects, living conditions impact, environmental evaluation, and safety evaluation that contribute to the quality of life. Sixteen policy assessment items were selected and evaluated quantitatively and qualitatively. The results of the study are expected to provide basic data for the comprehensive judgment of the preliminary feasibility study of agricultural infrastructure improvement project in the future.
