포장과 법률 - 유독물 등의 분류기준 및 표시방법에 관한 규정

  • GHS는 화학물질의 분류 표시에 대한 세계조화시스템(Globally Harmonized System of Classification and Labelling of Chemicals)으로 동일한 화학물질에 대해 국제적으로 동일한 유해 위험성 분류 표시를 하기 위한 새로운 규정이다. 화학물질의 분류 표시는 화학물질이 갖는 여러 가지 유해성, 위험성을 적절히 판별하고, 그 정도에 따라 분류한 다음, 가장 이해하기 쉬운 형태로 표시하는 것이 그 목적이며 올바른 정보제공을 통한 안전관리를 강화하고 국제적인 조화를 통하여 화학물질의 적정 평가 및 국제적 교역을 증대하고자 하는데 있다. 본 고에서는 유독물 등의 분류기준 및 표시방법에 관한 규정과 유독물의 표시규격에 대해 살펴보도록 한다.

통합공통구조규칙(CSR-H) 적용에 따른 구조 부재 요구치의 비교 분석 (Comparison Analysis on Requirements of Structural Members by Application of the Harmonized Common Structural Rules)

  • International organizations and classification societies established rules and regulations to which shipbuilders and ship operators should comply during design, construction, even operation keeping from hazard to life of crews and ocean environment. Hence, rules and regulations could be guidelines for design and construction of ship sometimes. In practical wise, ship structure designers be predisposed to design lightest and easy-to-product structures which satisfy rules and regulations. Therefore, changes of rules and regulations are remarkably important issue to related industries. In 2006, IACS established and released Common Structural Rules for Bulk Carrier and Common Structural Rules for Double Hull Oil Tanker. These CSRs are consolidated and unified rules of class society's rules. But these two rules are different from each other. IACS has plan to release unified rule of two ship type called Harmonized Common Structural Rule for Bulk Carriers and Oil Tankers. This new rule will be effective from July 2015. Hence, bulk carrier and double hull oil tanker whose contract date is on and thereafter July 2015 should be complied with CSR-H. Therefore, it is highly important to be aware of consequences and cause of consequences with respect to CSR-H. The object of this research is to compare requirements of structure scantling in way of midship area for selected target ship according to CSRs and CSR-H and to analysis cause of deviation between two rules.

국산 자동차 부품산업의 국제경쟁력 분석에 관한 연구 - 미국시장 수출 집중도 및 경쟁력을 중심으로 - (A Study on the International Competitiveness of Korean Auto Parts Industry - Focus on the Exporting Concentration and Competitiveness in U.S. Market -)

  • Korean auto mobile industry has been contributed to development on national economy for last 30 years. Especially, The fact is that latest increasement of Korean automobile selling is worthy of notice in U.S. market which is the biggest automobile market of the world. But development of automobile industry unattainable nothing of helping of auto parts industry. So, when we discuss about growth of automobile industry, we also have to consider role of auto parts industry at the same time. The purpose of this study was to analyze exporting competition of Korean auto parts in U.S. market by using Index of Export Bias and Market Comparative Advantage Index. For attaining the purpose of study, we classified the Korean auto parts which exported to U.S. market and the world by using the six units classification of the Harmonized System(HS). Also we measured Index of Export Bias and Market Comparative Advantage Index. Analyzing period was 1998-2004. The results of Index of Export Bias indicated that HS Code No. 8708.50, 8708.91 represented over 3 numerical value and 8708.92, 8708.60, 8708.39, 8708.29 represented over 2 numerical value. Additional results indicated that the Korean auto parts which gained exporting competition in the U.S. market were HS Code No. 8708.70, 8708.93, 8708.92. The products which will have exporting competition in the U.S. market would be HS Code No. 8708.99,

노출기준 설정 화학물질의 CMR물질 정보 제공에 관한 연구 (A study on the provide of CMR substances information for Threshold Limit Values (TLVs) chemicals in KMoEL)

  • Objectives: This study was performed to provide workplaces with political guidelines that apply international CMRs (Carcinogens, Mutagens, Reproductive toxins) information to Public Notice of TLVs (Threshold Limit Values). We analyzed information supply status about CMRs of international agencies and compared substances for which TLVs are set in KMoEL (Ministry of Employment and Labor in Korea). Methods: We referred to the reliable literature about classification criteria of CMRs corresponding to UN GHS (Globally Harmonized System of classification and Labeling of chemicals) and Public Notice No. 2009-68 'Standard for Classification, Labeling of Chemical Substance and Material Safety Data Sheet' in KMoEL. The classification system of CMRs in professional organizations (IARC, NTP, ACGIH, EU ECHA, KMoEL, etc.) was investigated through the internet and literature. Conclusions: 191 chemical substances among total 650 substances with TLVs are classified as carcinogens. Also, 43 substances classified as mutagens, and 44 as reproductive toxicants. These results suggest that the information of CMRs in Public Notice of TLV will be reorganized to 191 carcinogens, 43 mutagens, and 44 reproductive toxicants.

An Adjustment for a Regional Incongruity in Global land Cover Map: case of Korea

  • The Global Land Cover 2000 (GLC 200) project, as a most recent issue, is to provide for the year 2000 a harmonized land cover database over the whole globe. The classifications were performed according to continental or regional scales by corresponding organization using the data of VEGETATION sensor onboard the SPOT4 Satellite. Even if the global land cover classification for Asia provided by Chiba University showed a good accuracy in whole Asian area, some problems were detected in Korean region. Therefore, the construction of new land cover database over Korea is strongly required using more recent data set. The present study focuses on the development of a new upgraded land cover map at 1 km resolution over Korea considering the widely used K-means clustering, which is one of unsupervised classification technique using distance function for land surface pattern classification, and the principal components transformation. It is based on data sets from the Earth observing system SPOT4/VEGETATION. Newly classified land cover was compared with GLC 2000 for Korean peninsula to access how well classification performed using confusion matrix.

Subchronic Inhalation Toxicity Study of n-pentane in Rats

  • Objectives: This study was conducted in order to obtain information concerning the health hazards that may result from a 13 week inhalation exposure of n-pentane in Sprague-Dawley rats. Methods: This study was conducted in accordance with the Organization for Economic Co-operation and Development (OECD) guidelines for the testing of chemicals No. 413 'Subchronic inhalation toxicity: 90-day study (as revised in 2009)'. The rats were divided into 4 groups (10 male and 10 female rats in each group), and were exposed to 0, 340, 1,530, and 6,885 ppm n-pentane in each exposure chamber for 6 hour/day, 5 days/week, for 13 weeks. All of the rats were sacrificed at the end of the treatment period. During the test period, clinical signs, mortality, body weights, food consumption, ophthalmoscopy, locomotion activity, urinalysis, hematology, serum biochemistry, gross findings, organ weights, and histopathology were assessed. Results: During the period of testing, there were no treatment related effects on the clinical findings, body weight, food consumption, ophthalmoscopy, urinalysis, hematology, serum biochemistry, gross findings, relative organ weight, and histopathological findings. Conclusion: The no-observable-adverse-effect level (NOAEL) of n-pentane is evaluated as being more than 6,885 ppm (20.3 mg/L) in both male and female rats. n-pentane was not a classified specific target organ toxicity in the globally harmonized classification system (GHS).

In vivo micronucleus test of 4-butylaniline and N-butylaniline to classify a chemical's mutagenicity according to the globally harmonized system of classification and labelling of chemicals (GHS)

  • In vivo micronucleus tests were performed to investigate the mutagenic potential of 4-butylaniline and N-butylaniline, which are used in dye intermediates and organic intermediates respectively. Groups of 5 male ICR mice were treated with vehicle or 4-butylaniline for 2 consecutive days by oral gavage at concentrations of 0 (control), 64, 160, 400, and 1000 mg/kg. Statistically significant and dose-dependent increases were found for micronuclei frequencies in male mice (p <0.05). These results suggest that 4-butylaniline can induce genetic effects in the micronuclei of male mouse bone marrow cells. Based on the positive results obtained in cytogenetic analyses of somatic cells in vivo, Globally Harmonized System of Classification and Labelling of Chemicals Category 2 was assigned. N-butylaniline was administered for 2 consecutive days by oral gavage to male ICR mice at dose of 0 (control), 64, 160, 400, and 800 mg/kg. N-butylaniline tested negative for micronuclei induction in mice, although N-butylaniline was associated with micronucleus induction at the highest dose. Based on the negative results obtained for cytogenetic analyses of somatic cells in vivo, "Not Classified" was assigned.

GHS 체계에 대응한 MSDS DB 구축 및 정보 제공 프로그램 개발 (Development of MSDS DB management system corresponding to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS))

  • The United Nation agreed to adopt the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) until 2008 to solve the significant differences enough to result in different labels or MSDS for the same chemical in different jurisdictions. Though the GHS is an ideal solution in the respect of pursuing only one format of a MSDS throughout the world, it may cause confusion at the beginning due to lack of information. So the Korean Ministry of Labor (MOL) revised the Industrial Safety and Health Act (ISHA) and related public notice on the classification & labelling of chemicals according to the GHS in 2006. The transition period for the implementation of the GHS for substances was set until Jun 30, 2010, and for mixtures until Jun 30, 2013. To promote the implementation of the GHS in Korea, we developed an application program for constructing MSDS database and a management program for providing MSDS contents on the web in accordance with the GHS. We analyzed the sixteen sections of MSDS by the GHS guideline, and the result showed the necessity to construct logically connected DB for chemical identifier, hazard classification, label, standard phrases and regulatory information. Each section of a MSDS was divided into sub-databases to update the database efficiently. According to Relational Database Management System (RDBMS), the sub-databases were automatically assembled and subsequently a full MSDS is produced. At present, MSDS database for 6,314 substances has been built and provided through internet as the MSDS Editing program. During the service period from January 1 to March 31, 13,666 users have searched MSDSs for 33,401 substances. During program review, some comments about the classification results and other MSDS element sources were reported but no technical bug reported. We expect that the MSDS DB management system in accordance with GHS will accelerate the implementation of the GHS in Korea.

국내에서 농약에 대한 급성경구독성등급법 적용 및 GHS 체계 도입 제안 (Application of Oral Acute Toxic Class Method and Globally Harmonized Classification System on Pesticide)

  • 최근 국제적으로 화학물질에 대하여 분류체계를 단일화하기 위하여 "화학물질의 분류표지 등에 대한 세계 조화시스템(Globally Harmonized classification system, GHS)" 분류체계를 도입하고 있고, 또한 동물보호법에 따라 실험동물수를 축소한 급성경구독성시험법-고정용량법, 급성독성등급법(acute toxic class method, ATC), Up-and Down법을 새롭게 적용하고 있다. 본 시험은 국내 농약 등록시 수행하고 있는 급성경구독성시험인 $LD_{50}$ 시험법과 개정된 시험법 중 급성독성등급법(ATC)을 비교하여 새로운 시험법 적용과 GHS 분류체계 도입여부를 평가하기 위하여 실시하였다. 시험 농약은$LD_{50}$이 GHS 분류기준의 경계부분에 있는 농약 13종을 선발하여 $LD_{50}$ 시험법과 급성독성등급법을 동시에 수행한 결과 Methidathion EC, Parathion-ethyl의 $LD_{50}$$LD_{50}$ 시험법은 각각 57.3, $60\;mg\;kg^{-1}$ 이었고, 급성독성등급법은 $200\;mg\;kg^{-1}$ 으로 $LD_{50}$ 차이가 있었으나, GHS 분류체계의 독성구분 결과 모두 3급으로 동일하게 분류되었고, Carbofuran GR은 $LD_{50}$ 시험법은 $310\;mg\;kg^{-1}$, 급성독성등급법은 $300\;mg\;kg^{-1}$ 으로 비슷하였으나 GHS 분류 3급 기준이 $300\;mgvkg^{-1}$이하이므로 각각 4등급, 3등급으로 분류되었으며, Phosphamidon SL, Endosulfan EC, EPN EC, Dimethoate EC, Phenthoate EC, Zeta-cypermethrin EW, Bifenthrin EC, Fenthion EC, Carbaryl WP, Chlorpyrifos.Diflubenzuron WP의 $LD_{50}$ 은 두 시험 모두 비슷하였고, GHS 독성분류도 동일하였다. 이상의 결과 농약 등록시 급성경구독성시험에 급성독성등급법과 GHS 분류체계에 대한 적용가능성을 제시하고 있다.

UN GHS 기준에 의한 국내 건강.환경유해성 분류기준 및 분류결과의 통일화 방안 연구 (Study on the Harmonization of Health and Environmental Hazard Classification Criteria and Its Results Based on the UN GHS)

  • Objectives: This study was performed to provide harmonized guidelines on health and environmental classification criteria and its results of chemicals in Korea. Methods: Firstly, The history of GHS implementation in UN and Korea was reviewed. Secondly, the differences in classification criteria on health and environmental hazards among UN GHS and two Korean government agencies, Korea Ministry of Employment and Labour (KMoEL) and Korea Ministry of Environmental (KMoE). The classification results were compared between classifications of Korea Occupational Safety and Health Agency (KOSHA) based on KMoEL and classifications of Korea National Institute of Environmental Research (KNIER) based on KMoE. Finally, an inter-agency harmonization on the classification criteria and the results was suggested by comparing the classification results of 5 chemicals; Benzene, carbon disulfide, formaldehyde, toluene-2,4-diisocyanate, and trichloroethylene. Results: KMoEL and KMoE revised regulations on chemical management and published a Notices on GHS classification criteria according to UN GHS document. However, the hazard to the ozone layer contained in the latest edition of UN GHS document published in 2011 was not included yet. The differences in classifications of 5 chemicals between KOSHA and KNIER were 36.2% in health hazards and 23.4% in environmental hazards, respectively. In conclusion, we suggested that a new revision be needed to include newly contained hazard and inter-agency working party be organized to harmonize classification results.
