A Fusion Positioning System of Long Baseline and Pressure Sensor for Ship and Harbor Inspection ROV

  • The maintenance of a ship is essential for safe navigation and hence regular surveys are prescribed according to the rule of classification societies. A hull inspection is generally performed by professional divers, but it takes a long time and the efficiency is low in terms of time and cost. In this research, a ROV(Remotely Operated Vehicle) named as SNU-ROV(Seoul National University-ROV) is developed to replace the conventional inspection method. In this system, the ROV is intended to be used for inspecting ship and harbor because harbor inspection is merging as a safety measure against any possible terror actions. In order to increase the efficiency of inspection, the ROV must be able to measure the exact position of damages. SNU-ROV has a positioning system based on LBL(Long Base Line). In shallow water such as harbor, however, LBL has bad DOP(Dilution of Precision) in the depth direction due to the limited depth. Thus LBL only can not locate the exact depth position. To solve the DOP problem, a pressure sensor is introduced to LBL and a complementary filter is attached by using indirect feedback Kalman filter. Thus developed positioning system is verified by simulation and experiment in towing tank.

Development of Stochastic Decision Model for Estimation of Optimal In-depth Inspection Period of Harbor Structures (항만 구조물의 최적 정밀점검 시기 추정을 위한 추계학적 결정모형의 개발)

  • An expected-discounted cost model based on RRP(Renewal Reward Process), referred to as a stochastic decision model, has been developed to estimate the optimal period of in-depth inspection which is one of critical issues in the life-cycle maintenance management of harbor structures such as rubble-mound breakwaters. A mathematical model, which is a function of the probability distribution of the service-life, has been formulated by simultaneously adopting PIM(Periodic Inspection and Maintenance) and CBIM(Condition-Based Inspection and Maintenance) policies so as to resolve limitations of other models, also all the costs in the model associated with monitoring and repair have been discounted with time. From both an analytical solution derived in this paper under the condition in which a failure rate function is a constant and the sensitivity analyses for the variety of different distribution functions and conditions, it has been confirmed that the present solution is more versatile than the existing solution suggested in a very simplified setting. Additionally, even in that case which the probability distribution of the service-life is estimated through the stochastic process, the present model is of course also well suited to interpret the nonlinearity of deterioration process. In particular, a MCS(Monte-Carlo Simulation)-based sample path method has been used to evaluate the parameters of a damage intensity function in stochastic process. Finally, the present stochastic decision model can satisfactorily be applied to armor units of rubble mound breakwaters. The optimal periods of in-depth inspection of rubble-mound breakwaters can be determined by minimizing the expected total cost rate with respect to the behavioral feature of damage process, the level of serviceability limit, and the consequence of that structure.

Strategic Improvement of Harbor Floating Pier Facilities (항만부잔교시설의 전략적 운영 개선 방안)

  • Harbor floating pier is a structure in which one or several floating vessels are connected to have a port function so that ships can be bordered regardless of tide level in places where differences between tidal rocks are severe. There are 233 harbor floating piers in Korea, and 27.5% of harbor floating pier are over 30 years old. Harbor floating piers older than 30 years are potentially at high risk of accidents. However, there is no clear standard for disposal or sale of aging harbor floating pier, and the management regulations on the timing of maintenance inspection and repair are ambiguous. In this study, the AHP model was designed by classifying the problems and improvement factors of harbor floating pier facility operation through interviews with port managers and existing literature studies. The AHP analysis showed that the relative importance of the evaluation factors of the higher class was in the order of improvement of the legal system, improvement of operational management and technical improvement. This study can be used as basic data for improving the operation of Korea harbor floating pier facilities.

Supplementation of Regulation on the Offshore Oil Pipeline for Maintenance (해저 송유배관 유지관리를 위한 기준 보완 제시)

  • The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

Development of the Container Damage Inspection System (컨테이너 파손 검사장치의 개발)

  • The damage inspection of container surface is performed by the expert inspectors at the container terminal gate of harbor. In this paper, we substitute the expert's capability with the damage inspection system using the artificial intelligent control algorithm and vision system, so we can improve the work environment and effectively decrease the inspection time and cost. Firstly, using six CCD cameras attached to the terminal gate, whole container is partially captured according to eleven sensors aligned with the entering direction of container. Captured partial images are inspected by the fuzzy system which the expert's technology is embedded. Next, we compose partial images to be a complete container image through the correlation coefficient method. Complete container image is saved to solve future troublesome problems. In this paper, the effectiveness of the proposed system was verified through the field test.

Application Range of "Temporary Alteration" in the Article 10 of Ship Safety Act (항만건설작업선의 선박안전법 제10조제3항(임시변경) 적용범위에 관한 연구)

  • The Ship Safety Act prescribes matters necessary for the maintenance of seaworthiness and safe navigation of ships. In this regard, Article 10 of this Act requires shipowner to undergo occasional survey if he/she wants to temporarily change intends to modify the details entered in a ship survey certificate. Such measures are in accordance with the maintenance of the state of the ship after the ship inspection under Article 15 of this Act, and this Act includes "harbor construction work ship" under Article 39 Paragraph (1) of the Harbor Act. However, although the harbor construction work ship originally showed the same operating system as the barge, it was not applied to the Ship Safety Act and was registered and surveyed under the Construction Machinery Management Act. Then "Seokjeong No. 36" sinking accident in Ulsan on December 14, 2012, led to the amendment of the Harbor Act in 2016, and considering the fact that it was added to the Ship Safety Act and applied, there is a realistic limit to applying all the regulations stipulated in the Ship Safety Act to the harbor construction work ship. Accordingly, this study discusses the work characteristics through concept, registration, work area, survey regulations, application case of temporary alteration etc. of harbor construction work ships and controversial issues related to the scope of application of the Ship Safety Act of actual harbor construction work ships, and also the appropriate scope of "temporary alteration" among temporary inspections prescribed in Article 10 of the Ship Safety Act in consideration of the legislative purpose of incorporating harbor construction work ships into the survey subject to the Ship Safety Act in accordance with the revision of the Harbor Act.

Evaluation of Material Properties of Concrete Harbour Facilities Using Nondestructive Testing Methods (비파괴시험에 의한 콘크리트 항만시설물의 주요 물성치 평가)

  • Recently harbor remodeling projects are seriously considered to enhance the loading and unloading capability of old container terminals and to make decrepit ports as eco-friendly harbor and waterfront spaces in many countries. In such a case, quantitative and qualitative evaluations on concrete harbor facilities are mandatory to determine the current structural integrity condition of aged materials. Once the remodeling project is determined to be carried out, the reusability of individual structural members and facilities including caissons, cell-blocks, and tetra-pods need to be decided based on the simple and economic visual inspection and/or nondestructive testing. In this study, the systematic quantitative evaluation procedure for determining the structural integrity condition and the reusability is studied based the nondestructive testing and evaluation methods. Conventional methods including Schmidt hammer test and ultrasonicpulse velocity methods and elastic wave based methods including impact echo test and surface wave test are applied to the old harbor facilities in five different sites. The compressive tests are also carried out to determine the elastic modulus and compressive strength of concrete materials.

Reliability Analysis of Chloride Ion Penetration based on Level II Method for Marine Concrete Structure (해양 콘크리트 구조물에 대한 Level II 수준에서의 염소이온침투 신뢰성 해석)

  • Due to uncertainty of numerous variables in durability model, a probalistic approach is increasing. Monte Carlo simulation (Level III method) is an easily accessible method, but requires a lot of repeated operations. This paper evaluated the effectiveness of First Order Second Moment method (Level II method), which is more convenient and time saving method than MCS, to predict the corrosion initiation in harbor concrete structure. Mean Value First Order Second Moment method (MV FOSM) and Advanced First Order Second Moment method (AFOSM) are applied to the error function solution of Fick's second law modeling chloride diffusion. Reliability index and failure probability based on MV FOSM and AFOSM are compared with the results by MCS. The comparison showed that AFOSM and MCS predict the similar reliability index and MV FOSM underestimates the probability of corrosion initiation by chloride attack. Also, the sensitivity of variables in durability model to corrosion initiation probability was evaluated on the basis of AFOSM. The results showed that AFOSM is a simple and efficient method to estimate the probability of corrosion initiation in harbor structures.

Development of Guide and Facility Management App by using Augmented Reality and QR Code (증강 현실과 QR 코드를 이용한 안내 및 설비 관리 앱 개발)

  • An app based on the augmented reality and QR codes is developed in this paper. This app is for guidance to the harbor and management the facilities in ships. Using the smart device app people could receive guidance the course to visit Mokpo harbor and information for the port and ship's facilities. Through the utilization of smart devices, the app is easy to find the desired destination to and provide the convenience of tourists. In addition, by using the QR code people could see an explanation of the ship's facilities and write the inspection reports for the facilities.

The investigation of ship maneuvering with hydrodynamic effects between ships in curved narrow channel

  • The hydrodynamic interaction between two large vessels can't be neglected when two large vessels are closed to each other in restricted waterways such as in a harbor or narrow channel. This paper is mainly concerned with the ship maneuvering motion based on the hydrodynamic interaction effects between two large vessels moving each other in curved narrow channel. In this research, the characteristic features of the hydrodynamic interaction forces between two large vessels are described and illustrated, and the effects of velocity ratio and the spacing between two vessels are summarized and discussed. Also, the Inchon outer harbor area through the PALMI island channel in Korea was selected, and the ship maneuvering simulation was carried out to propose an appropriate safe speed and distance between two ships, which is required to avoid sea accident in confined waters. From the inspection of this investigation, it indicates the following result. Under the condition of $SP_{12}{\leq}0:5L$, it may encounter a dangerous tendency of grounding or collision due to the combined effect of the interaction between ships and external forces. Also considering the interaction and wind effect as a parameter, an overtaken and overtaking vessel in narrow channel can navigate while keeping its own original course under the following conditions; the lateral separation between two ships is about kept at 0.6 times of ship length and 15 degrees of range in maximum rudder angle. On the other hand, two ships while overtaking in curved narrow channel such as Inchon outer harbor in Korea should be navigated under the following conditions; $SP_{12}$ is about kept at 1.0 times of ship length and the wind velocity should not be stronger than 10 m/s.
