우리나라 정부간행물의 유통체계 개선에 관한 연구 (A study on the improvement of the distribution system of government publications in Korea)

  • The objective of this study is to catch hold of the problem occurring in the process in which librarians have obtained government publications and to show the method that can construct the rational distribution system of government publications. For this study, total 56 librarians who work for 44 institutes sponsored by central government and 12 institutes sponsored by local government were chosen as the objects of research and questionnaire survey to know how to obtain government publications. How to construct the rational distribution system of government publications is as follows. (1) The exclusive organization to manage overall service for government publications should be established newly or previous similar organization should be reorganized. (2) As reinforcing the law concerning deposit copy, government publications should be distributed obligatorily to all of the depository agency, and the depository library system of government publications should be introduced and managed newly. Especially the management of deposit copy and the depository library system of government publications should be undertaken by the exclusive agency of government publications. (3) Free-government publications should be converted to pay-government publications as much as possible so that everyone can purchase government publications easily. And free-government publications which are difficult to convert to pay-government publications should be distributed according to rational standard by the exclusive agency of government publications. (4) Pay-government publications should be sold by private distribution organization under exclusive agency of government publications. Also printing, editing and pricing of pay-government publications should be done by private distribution organization to compete with general books. (5) In order to promote the sales of pay-government publications, the sales centers of government publications must be established even in city and county. Also special government publications which have much demand should be sold even in general book stores. Especially the management of the sales centers should be undertaken by private distribution organization. (6) It is necessary to abolish or improve unreasonable regulations or system related to government publications and to make legislative, institutional devices for government publications. (7) The public relations for government publications should be enforced much through TV or radio etc. , and the various bibliographic tools of government publications should be developed and disseminated for the sake of much utilization of government publications. (8) By using new technology like CD-ROMs or communication networks, electronic production and distribution of government publications should be push ahead positively. And electronic information distribution center to su n.0, pport it should be established by government agency.

순천 담양지역의 현대한옥 구성에 관한 조사연구 (A Study on the Composition of a Modern Hanok in Sunchon & Damyang Areas)

  • Traditional Hanok in modern society, depending on the improvement of economic and cultural level is evolving as a modern Hanok. An ideal of traditional Hanok and convenience of a modern housing does not match rather conflicting. This study deals the transformation of a new Hanok, which are build in Jeollanam-do province sponsored by local government from 2007. The subjects was selected 34 cases from Sunchon and Damyang which are build sponsored by Jeollanam-do local government from 2009 to 2011. The report is a design drawing of a Hanok, architectural survey of the Hanok research using questionnaires and interviews with the client or a resident, was confirmed by a visit to check and verify for each Hanok houses. Outside shape classification of Hanok were classified as straight, L type, and the interior space was analyzed by focusing on the living room, dining room, kitchen configuration consisting of housing space in public life. This study and the type of Hanok round out the framework from the perspective of residence' demands and realize new Hanok investigated and the evolution of the process is meaningful to find a Hanok.

청년농업인의 영농다각화 활동 선택 결정요인 분석 (Factors influencing young farmers' choice of the farm diversification)

  • Securing manpower in rural areas is critical to improving the productive potential and overcome challenges caused by changes in the demographic structure and the need for diversification of the rural economy. This underpins the importance of nurturing young farmers in order to enhance the agricultural competitiveness in the rural areas. On the other hand, 42.3% of young farmers under the age of 40, which is the target age of the government-sponsored program to foster young farmers, grow rice. Meanwhile, 42.3% of the farmers are under 40 years of age which is a category of farmers targeted under the government sponsored program to advance rice production. In this study, a bivariate probit model is used to conduct substantive analysis on the potential political interventions that would persuade young farmers in the rural areas to participate in rice production in the 6th industry. In summary, most important factors identified as to influence participation of young farmers in the diversification of crop production are the utilization of information device, land, ownership of agricultural machinery, and the leasing of the cultivating land.

저소득 가정 아동의 건강불평등과 건강 복지 (Health Disparity and Health Welfare among Children from Low-Income Families)

  • Children from low income families are vulnerable to physical problems including obesity, asthma, hypertension and psychological problems including depression, anxiety. This study was done to identify trends in welfare policy for children from low-income families and future direction for solving health disparity problems. Dream Start is a government-sponsored project that offers services for vulnerable children, ages 0 (include pregnant woman) to 12 years and their families. The Korean Government has made an effort to alleviate health disparity through the 'Health Plan' by establishing health objectives. However, in spite of these efforts by the Korean government, health disparity has worsened in Korea. In order to strengthen family function as well as promote growth and development for vulnerable children, experts in child care need to be significantly involved in identifying neglected children in the community.

  • 저임금(低賃金)을 통한 비용우위(費用優位)가 상실됨에 따라 국내산업(國內産業)은 고부가가치(高附加價値)를 지향한 기술집약적(技術集約的) 산업(産業)으로의 구조조정(構造調整)에 착수하였다. 현재 우리의 기술수준(技術水準)이 선진공업국(先進工業國)에 비하여 취약한 상태이므로 선진국(先進國)과 대등하게 신제품(新製品)의 지속적 개발(開發)을 통하여 경쟁우위(競爭優位)를 확보하려는 전략(戰略)은 당분간 구사하기 어렵다. 그러므로 기술집약적(技術集約的) 산업(産業)에서 우리 산업(産業)이 경쟁우위(競爭優位)를 확보하기 위해서는 우리의 우월한 제조능력(製造能力)을 활용(活用)할 필요가 있다. 생산기술(生産技術)에 의존한 경쟁우위(競爭優位)의 확보전략, 즉 해외(海外) 경쟁기업(競爭企業)의 다양하고 신속한 제품개발(製品開發)을 통한 시장공격에 대하여 국내기업(國內企業)들의 제품개발대응(製品開發對應)이 짧은 시간적(時間的) 격차(隔差) 내에서 이루어지고 높은 생산성(生産性)과 선진국(先進國)에 비하여 낮은 임금(賃金)으로 비용우위(費用優位)를 가짐으로써 경쟁우위(競爭優位)를 확보하는 전략(戰略)이 필요하다. 이러한 경쟁우위(競爭優位) 확보전략(確保戰略)이 신속히 그리고 효과적으로 실현될 수 있으려면 산업(産業)의 저변(底邊)을 구성하고 있는 중소기업(中小企業)의 생산성(生産性) 제고(提高)와 기술개발(技術開發) 능력(能力)의 향상(向上)이 있어야 한다. 그러나 중소기업(中小企業)이 기술수준(技術水準)을 독자적(獨自的)으로 향상시키기에는 내부적(內部的) 자원(資源)의 동원(動員)에 한계(限界)가 있으므로 신속한 기술고도화(技術高度化)를 얻기 위해서는 외부적(外部的) 지원(支援)이 필요하다. 외부적(外部的) 지원(支援)은 중소기업(中小企業)이 갖는 기술수요(技術需要)의 다양성(多樣性)을 반영하여 부문별(部門別) 특성(特性)에 합당하게 기술지원(技術支援)을 세분화(細分化)하고 실질적(實質的) 기술향상(技術向上)이 이루어지도록 기술(技術)의 실물적(實物的) 지원(支援)에 기본방향(基本方向)을 두도록 한다.

이공계 정부출연(연) 기관평가모형개발 및 적용사례 연구 (The Recent Practice of Evaluation of Government-sponsored Research Institutes(GRIs) in Korea : From Retrospective to Forward-looking perspective)

  • The interest in the evaluation of government-sponsored research institutes (GRIs) has increased markedly in Korea in 1990s; this is mainly because of the increasing needs 1) to improve the quality of R&D at GRIs, and 2) to reorient the GRIs' strategic position in Korean national innovation systems due to the enhancement of R&D capabilities of private companies and universities during last decade. As a first attempt to diagnose the managerial and strategic issues of GRIs, a Multi-Ministerial Evaluation Committee was established as an ad hoc task force under the Prime Minister's Office in 1991. According to the recommendations of the committee, the Ministry of Science and Technology (MOST) to which most of GRIs were affiliated, made it a rule to evaluate the annual performance of GRIs since 1992. This paper examines the recent experience of MOST's evaluation of Government-sponsored Research Institute in Korea. After several years'efforts of Science & Technology Policy Institute(STEPI) to build prospective evaluation systenL MOST decided to apply two supplementary approaches for the evaluation of GRIs; one is summative annual evaluation and the other is formative 3-year evaluation. The annual evaluation system that is designed as a temporary measure is to monitor and to guide the self-evaluation activities of GRIs. In the process of annual evaluation, MOST tries to minimize its direct involvement, and allows each GRI to develop self-evaluation system that is most appropriate for the unique characteristics of the institute. If there exist urgent issues under scrutiny, however, it can be incorporated and examined by a group of external experts as special issues in the annual evaluation system. The aim of 3-year evaluation is both to examine the past performance of each GRI and to investigate whether the strategic role of each GRI is viable in the future. Its major focus, however, lies not on auditing past performance but on strengthening future strategic position of each GRI. The MOST designates a group of evaluation experts with appropriate knowledge and competence as members of the General Evaluation Committee for one year. With the help of STEPI, a specialized research institute for R&D evaluation, the General Evaluation Committee develops methodology and procedures for the actual evaluation of GRIs. Based on the evaluation reports and recommendations from the General Evaluation Committee, the MOST develops various policy measures for strengthening GRIs.

정부의 창업지원사업이 경영성과에 미치는 영향: 창업만족의 매개효과를 중심으로 (The Effect of Government Star-up Support Project on Business Performance: Focused on the Mediating Effects Start-up Satisfaction)

  • 본 연구는 정부 주관 창업지원사업을 시설지원, 자금지원, 교육지원, 멘토링지원 등 4가지 분야에 초점을 맞춰 경영성과에 미치는 영향과 창업만족의 매개효과에 대해 규명하였다. 본 연구는 이를 검증하기 위해 광주·전남 지역에서 중소벤처기업부에서 지원하는 창업지원사업을 수행한 창업자를 대상으로 실증분석을 진행하였다. 분석결과, 창업지원사업의 시설, 교육, 자금 및 멘토링 지원은 창업자들의 경영성과에 긍정적인(+) 영향을 미치는 것으로 검증되었고, 창업지원사업과 경영성과간의 관계에 있어서 창업만족의 부분매개 역할도 검증되었다. 이러한 결과를 바탕으로 정부 주관 창업지원사업에서 시설, 교육, 자금, 멘토링과 같은 지원프로그램이 창업자들의 경영성과를 향상시킬 수는 있는 적합한 요인임을 확인하였다. 또한 본 연구를 통한 시사점을 제시하고 연구의 한계점과 향후 연구 방향에 대해 논의하였다.

우리나라 기술확산정책의 현황과 전개방안 (Technology Diffusion Policies of Korea : Current Situation and Policy Directions)

  • Technology diffusion policy can be defined as the role of government in linking knowledge production with usage. It has an importance due to the fact that linking knowledge between the producing agent and using agent does not automatically occur. If knowledge produced by an R&D agent is not used by somebody else, the knowledge may deteriorate to a social loss since knowledge production consumes a considerable degree of social resources. Explicit technology diffusion policies are not found in Korea. There we, however, a number of implicit policies to promote technology diffusion, mainly by promoting cooperation among universities, industries and research institutes. Government R&D programs have provided incentives for cooperative research projects, and many government sponsored institutes have been assigned the role of technology assistance for small and medium sized firms. Nevertheless, diffusion policies remain weak in comparison to other innovation and technology policies. This is reflected in the relatively small scale of government support for technology diffusion programs. In addition, there is no systematic approach between the different ministries for enhancing diffusion across technologies, institutions, sectors and regions. A comprehensive evaluation of government diffusion programs, which is necessary for improving policy and program design, is lacking. Enhancing the diffusion of technology in Korea will require the strengthening of policies at different levels, including; 1) increasing the orientation of science and technology policies towards diffusion; 2) increasing the scale of existing diffusion programs; 3) developing new diffusion programs, in particular sector-specific or manpower training programs; 4) developing policies to encourage a culture of cooperation that can facilitate technology diffusion; and 5) carrying out substantial policy research to develop diffusion policies.

정부출연연구기관의 창의적 인적자원 양성전략 : 전주기적 인력관리의 관점에서 (Creative Human Capital Development Strategy of Korean Government-sponsored Research Institutes: From the Perspectives of the Life Cycle Management of Human Capital)

  • 우리나리는 기존의 모방형 혁신체제에서 창조형 혁신체제로의 전환을 통하여 과학기술적 지식의 효율적 창출 확산 활용이 필요하다. 이를 위해서는 과학기술혁신의 주체인 연구인력의 육성이 핵심적인 필수조건으로 대두되고 있다. 본 논문은 우리나라 국가혁신체제의 핵심 구성요소인 출연연구기관의 창의적 인적자원 양성전략에 관해 논의한다. 본 논문에서는 출연(연)이 과학기술혁신활동을 직접 다루기 때문에 창의적 인적자원의 효율적 관리가 매우 중요성을 강조하고, 이를 위해 '전주기적 인적자원관리 모델'을 제시하고 있다. 이 모델은 우수 연구인의 유치, 연구원의 유동성 강화, 우수연구원의 특정자격 부여, 퇴직연구원의 효율적 활용의 네 단계로 구성되어 있으며 각 단계별 여러 정책과세를 제시하고 있다. 아울러 본 논문은 본 모델의 각 단계가 서로 선순환 구조를 가져야 할 것을 강조한다. 본 논문에서는 출연(연)은 전주기적 인력관리 모델의 추진을 바탕으로 연구인력을 전공분야의 심층적 지식과 관련 분야의 폭넓은 시식을 가지는 '역T자형 인력'으로 육성하여야 함을 강조하고 있다.

경제사회 분야 정부 출연 기관의 오픈 액세스 기반 지식 공유 활성화 연구 - IKIS를 중심으로 - (Promoting Resource Sharing among Government-Sponsored Economic and Social Research Institutes Focusing on IKIS (Institute Knowledge Inventory System))

  • 오픈 액세스 운동의 영향으로 국내외 교육 및 연구 기관들은 기관 리포지토리에 대한 관심이 높아지고 있다. 본 연구에서는 국가지식정보 사업 중 상대적으로 다른 사업에 비해서 콘텐츠 구축 및 시스템 관리 측면에서 활성화되고 있지 않은 경제사회분야 기관들의 정보 공유 실태를 조사하여 공유 현황과 그 개선책을 제시하였다. 분석 대상은 경제사회분야의 가장 핵심적인 IR 서비스 제공자의 역할을 하고 있는 IKIS를 선정하였으며, 조사 내용은 이 시스템의 이해 당사자인 세 개의 커뮤니티 즉, 운영주체, 참여기관 및 이용자의 입장에서의 문제점, 요구 사항들을 예비조사, 사례조사 등 다양한 연구 방법들을 활용하여 조사, 분석하였다. 이러한 분석 결과를 기초로 하여 IKIS의 활성화 방안을 운영주체, IKIS 운영위원회 구성 등을 중심으로 한 운영적인 측면과 메타데이터와 콘텐츠 개선, 시스템 성능 개선 등을 중심으로 한 시스템적인 측면에서 제안하였다. 본 연구 결과는 IKIS의 향후 개선 전략에는 물론 대학, 학교 등의 기관 리포지토리 및 IR 서비스 제공자 구현에도 기관 자료의 효율적인 통합 관리를 위한 하나의 지침으로 활용될 수 있을 것이다.
