본 연구의 목적은 IPTV 활성화를 위한 정부 지원정책의 IPTV 수용요인에 대한 영향 여부를 실증연구를 통해 살펴보고 그 효율성과 효과성을 확인하고자 함에 있다. IPTV 활성화를 위한 정부의 정책적 지원에는 공공수요 창출, 다양한 공공 콘텐츠 확대, 융합형 콘텐츠 제작 지원, 시장 규제 완화 등 다양한 분야에서 이루어지고 있다. 한편 IPTV 수용요인에는 여러 연구자들에 의해 기술적 품질, 콘텐츠 품질, 합리적 비용 등이 있는 것으로 확인되었다. IPTV 활성화를 위해서는 다양한 정부의 지원정책이 IPTV 수용요인의 활성화에 기여를 할 필요가 있지만, IPTV 정책 관련 연구들은 주로 규제와 관련된 연구들이 주를 이루고 있다. 본 연구의 결과 정책적 지원은 기술적 품질과 콘텐츠 품질에 영향을 미치는 것으로 나타났으며, 기술적 품질, 콘텐츠 품질, 합리적 비용 등은 모두 수용의도에 영향을 미치는 것으로 나타났다. 본 연구는 IPTV와 같이 새로운 기술 확산을 위한 지원 정책을 수립하거나 수정할 때 참조할 수 있다.

본 연구는 미국 대학의 등록금 정책과 학자금 지원 정책의 최근 동향을 살펴보고, 이러한 정책이 우리나라의 고등교육정책에 주는 시사점을 모색하고자 하였다. 미국의 고등교육은 지난 수십 년간 지속적으로 논쟁이 되어 왔던 대학등록금 정책과 학자금 지원 정책에 대한 큰 변화가 2000년대 중반 이후 연방정부와 주정부 모두의 차원에서 이루어져 왔다. 대학등록금 정책과 관련하여 연방정부는 등록금 억제를 위한 나름대로의 방안을 강구하여 왔으며, 그 결과로 등록금 수준이 가장 높은 대학이나 등록금 인상이 가장 높은 대학들의 명단을 대중에게 공개하여 오고 있다. 주정부들 역시 대학들의 등록금 인상 제한이나 등록금 인상 시 장학금과 연계 하는 등 나름대로 합리적인 등록금 정책을 실시하고자 노력하여 왔다. 학자금 지원에 있어서도 연방정부는 기존의 학생지원 프로그램을 개편하여 저소득층 학생에게 실질적인 혜택을 주고자 하였으며 이러한 정책들은 비록 초기이지만 어느 정도 효과가 있는 것으로 나타나고 있다. 이러한 미국의 고등교육정책은 우리나라의 효과적인 등록금 정책 마련이나 학자금 지원정책에 의미 있는 시사점을 줄 수 있다.

세계 물산업 시장규모는 400~500조 원에 달하고, 21세기 최대 성장산업이 될 것으로 전망된다. 이스라엘과 싱가포르는 물 부족 국가임에도 불구하고, 중앙정부와 수자원공사가 물산업을 육성하기 위한 적극적인 정책을 추진함으로써 세계적인 경쟁력을 갖추게 되었다. 이스라엘은 정부의 적극적인 지원 하에 수자원공사(Mekorot)를 중심으로 물산업 클러스터 구축정책을 추진해왔으며, 200여개의 기업을 중심으로 8천명의 고용을 창출하고, 2008년에 1조원을 상회하는 수출을 달성하였다. 싱가포르는 일찍이 물산업의 성장성을 인식하고, 범정부적 지원을 바탕으로 수자원공사(PUB)가 물산업 육성의 핵심역할을 수행하고 있으며, 50여개의 기업이 집적되어 5천명의 고용을 창출하고, 2003년에 4천 억원을 상회하는 수출을 달성하였으며, 그동안 축적된 기술력을 바탕으로 2015년까지 글로벌 물산업 허브(Global Hydrohub)로 발전하기 위한 전략을 수립하고 있다. 향후 중앙정부는 물산업의 성장성과 발전가능성에 주목하고, 물산업 관련 업무를 통합하여 관리하고, 물산업 육성을 위한 다양한 정책을 개발하고 재정을 투자할 필요가 있다. 또한 지방정부와 한국수자원공사는 물산업 클러스터를 구축하기 위해 지역특성을 고려한 구체적인 정책을 적극적으로 추진할 필요가 있다.

As the government set the direction for Green Growth recently, so local government struggles to obtain carbon emissions trading. In the center of this global environment atmosphere, the quantitative targets would be suggested by some developed countries. In case of a international green movement like this, it would have been being induced from by crystallizing of economic and environmental regulations and legal policies that not only a meter-rate system of carbon emissions but also application for regenerate energy. In this paper, we researched cultivating of energy storage system(ESS) to conjugate regenerative energy of train, an energy efficiency and cultivating cost etc. In conclusion, we would acknowledge a difficulty in cultivating ESS only for cost reduction of energy consumption, so governmental policies for green growth should be thoughtfully examined.

This study reviews and analyses the policy changes happened in Britain regarding the family and children. Traditionally Britain has employed non-interventionist policies for the family and child care assuming the family as a private domain. This policy had been reinforced during the Thatcher regime. However the traditional families that Beveridge had idealized have been rapidly disappearing and child poverty has become critical concern for Blair's New Labour government with the rising number of lone parent families. The New labour's child and family-friendly policies to enhance the family life have been examined on the basis of government reports on Child Benefit, WFTC, Child Support Agency and the plans to support parents and to implement the child and family-friendly practices.

This paper focuses on the significant issues of technological capability development of latecomer firms, and government policies enabling such firms to attain certain level of technological capability. The survey and case studies of manufacturing firms in Thailand were conducted to substantiate and investigate the process of technological capability development of latecomer firms. The analysis portrays a dynamic view of technological capability development that comprises three key elements namely strategic capability, internal capability, and external linkage capability. The paper, subsequently, discusses and suggests a tentative taxonomy of government policies and measures to support firms' technological capability development.

This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.

The purpose of this study is to examine France's regional development policy in terms of rural development since the end of World War II. Following decentralization in 1982, France's regional and rural development policies have been focused on the interrelated actions of government, local authorities and European authorities. The aim of their works was to extend the dispersal of industrial activities to the reorganization of the rural space. The rural development policies aimed to the agricultural modernization in the 1950s have differed in their goals, methods, and implements. France's regional and rural development clearly illustrates the key role played by the government despite the decentralization and the challenges of the europeanization leading to a unique market of European nations. This reinforces the fact that the government is instrumental in organizing population distribution and regulating regional decision centers to harmonize both national objectives and local authorities' concerns. The French experience will be helpful as reference in the field of regional and rural development for Korea which has recently begun decentralizing.

The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

In this study, two controversial Child Care Policies will be discussed based on the perspective of Economics: Accreditation of Child Care Centers and Liberation of Child Care Service Tuition. Liberation of Child Care Service Tuition is to provide parents and children with exact quality which they want at a differentiated price. Accreditation of Child Care Center is to enhance the quality of child care service by evaluating the quality of centers and grading centers into three classes. This study concludes that success or failure of the policies mostly depend on the investment capability of the government to increase the supply of child care centers. Employing these two policies requires the child care rate more than certain level and more financial investment from the government since the responsibility of providing child care services relies mostly on the government in Korea.
