A Study on the Research Trends on Open Innovation using Topic Modeling (토픽 모델링을 이용한 개방형 혁신 연구동향 분석 및 정책 방향 모색)

  • In February 2018, the Korean government established the "Comprehensive Plans for Government Innovation" in order to realize 'the people-centered government'. The core of the comprehensive plans is participation of the people, which is very similar to open innovation where social issues are solved by ideas and capabilities of the private sector rather than those of the government. Therefore, this study was conducted by extracting open innovation topics through topic modeling based on LDA(Latent Dirichlet Allocation) as English abstract-data from 2003, when the plans for open innovation was first announced, to April 2018. Based on the extracted results, it also conducted a comparative analysis with "Comprehensive Plans for Government Innovation." The study has significant implications in that it derives the relationship between the subjects, analyzes the present policies of Korea on open innovation and suggests directions for development.

  • In industrialised countries, innovation is a key source of economic growth. Rrsearch is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

The Effects of Government Support and Regulation on SMEs Technology Innovation (정부지원과 규제장벽이 국내 중소기업의 기술혁신성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the actual effect of government R&D support and regulation as a policy on technology innovation of SMEs. Because the previous studies did not consider the endogeneity of R&D support and made inconsistent conclusions in the case of regulation, the empirical research was conducted by logistic, negative binomial regression and 2SLS analysis for 1,223 SMEs. The analysis results show that government support has the effect for technology innovation even considering the endogeneity of government R&D support, and government regulation has a positive effect on technology innovation which supports Porter's theory. These results imply that government R&D support is important in inducing technology innovation because of the vulnerability of SMEs technology development environment and government should foster SMEs technology innovation through appropriate regulation policies rather than unconditional deregulation.

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important . The failure of the policy for local government innovation is caused by the failure to manage the resistance Thus for government innovation to succeed, correct informal ion provision, comprehensive participation of public officials and effect ive management of resistance is necessary.

  • This study explores the component factors of innovation brand to build organizational culture of government ministries. A perception of organizational officers on innovation brand is ranked orderly by brand awareness(recognition, discrimination), brand loyalty (identification, ease of memory, meaning diffusion, reaction of customer needs), brand salience, brand knowledge and brand innovation. The results of factor analysis classify the component factors with factor1(brand awareness, brand loyalty) and factor2(brand innovation). This results indicate that the officers definitely recognize the value of innovation brand and brand identity. The brand discrimination and brand loyalty can also positively affect perception on brand innovation.

  • The technological innovation of IT industry is the competitive tool for them to survive in the environment of an intensive competition. This technological innovation is critical in the survival of firms, but various factors should be considered to embody technological innovation success. This paper aims to identify the determinant factors of the outcome which influence the technological innovation based on the IT industry, and set up a model for measuring technological innovation success. A hypothesis was established for the impact relation between technological innovation success and government support level, which was verified through the logistic regression analysis. In conclusion, in terms of government support, IT manufacturing companies to the success of product innovation, technology development(R&D) and commercialization of direct support is needed for the financial support. And, the success of process innovation is accomplished through manpower training of technical personnel.

  • After being introduced "4th Industrial Revolution" in the Davos Forum 2016, it is continuously talked about "4th Industrial Revolution" as an industrial and social innovation momentum for solving structural problems of economy and society. In this situation, our government established "the Committee of 4th Industrial Revolution" as a control tower and announced a policy "4th Industrial Revolution recommendation for government" in 2019. The Ministry of National Defense is pursuing "4th Industrial Revolution" policies and organizing a team "4th Industrial Revolution Smart Defense Innovation Team" in accordance with government-wide policies from 2019. In this paper, I will look at the background and status of the Smart Defense Innovation policy. And I am proposing development plans to create practical results as like "Strengthening governance for the Smart Defense Innovation" and "Implementation of the budget for the Smart Defense Innovation" and so on.

  • The government-supported research institutes' system seems to face a turning point as the country's innovation system, shaped in the industrialization process, now reveals its own limitations. This makes the transformation of the innovation system unavoidable. Korea began to emerge as a leader in several technological areas including semiconductor, TFT-LCD, and handset, in a few cases even outpacing advanced countries. This has changed the very nature of the problems and questions to be resolved. This study analysed the structural limitations and challenges of government-supported research institutes focused ETRI. In a nutshell, The innovation system of government-supported research institutes seems to face a situation where the new innovation environment is conflicting and competing with the legacy of the past: governance, planning, budget, personnel, evaluation system. There are needs for change and thus tries to achieve a innovation system transition and build a new vision and management system including a new mode of working for post-catchup innovation.
