The Patterns and Directions of Technological Innovation in the Steel Industry (철강산업의 기술혁신패턴과 발전과제)

  • This article prospects the patterns of technological innovation in the steel industry and suggests the directions of technological innovation in Korean steel industry. Technological innovation patterns can be analysed through technological trends, innovation-inducing mechanism, and innovators' relationships. In the technological trends, direct coupling of manufacturing processes, lasting growth of mini-mill, and the importance of technological integration are prospected. In the innovation-inducing mechanism, while production system will be specialized, the development of new steel materials and environment-friendly technological innovation will be accelerated. In the innovators' relationships, steel industry faces more complex competition and new forms of inter-firm cooperation including M&A, joint venture, and joint R&D. In order to cope with such changes in the technological innovation patterns, Korean steel industry need to establish core competence based on technological innovation through a great leap in R&D investment, the production of high value-added products, the development of new generation steel technologies, strategic joint R&D, comprehensive technological cooperation, and government's active support.

Fukuoka Next-generation Social System Creation Hub as a Regional Innovation Platform Strategy

  • The purpose of this article is to introduce and describe the case of Fukuoka Next-generation Social System Creation Hub based on the conceptual framework of regional innovation platform strategy. In short, it is a "government-issued" regional innovation platform strategy to improve innovativeness with limited creative capital through "borrowing" not money but network, wisdom, know-how, and ideas from each other between some stakeholder groups in a region. The Fukuoka Industry, Science & Technology Foundation, which is the coordinating institution of the whole program, plays the role of a platformer to unify various projects into the program crossing borders between stakeholder groups for building regional innovation platforms that lends intensive support to feedback loops between the program facilitator and its partners in the program. Thanks to being a government-issued one, it could be tied together with some wide ranging issues of policy on social innovations, such as the "low carbon society" or the "health and longevity society." But at the same time, it is a concern that many regional research institutions that have innovative potential and diverse ideas become governed by the platform without their noticing it and dealt with in the same way based on "selected" and "designated" strategic goals. Therefore, it seems that a regional innovation platform strategy is a kind of "double-edged sword" in public policy in the era of "panopticism of bureaucratic society" in Japan.

The Effect of Government R&D Supports on SME's Technological Innovation Performance in Korea (정부의 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향)

  • This study has empirically analyzed the effect of government technology development supports on the performance of SME's (Small-and-Medium-Sized Enterprises). To analyze the effects of government technology development supports on the performance of SME's, this paper collected data from 271 Korean SMEs and tested hypothesis on the key questions. The result shows that government technology development supports had a meaningful positive effect on the performance of SMEs in terms of innovation. It was also understood that the closer the ties were with large enterprises, the higher the R&D personnel ratio was. Furthermore, when the SME was a certified venture, the government technology development supports had less influence on the SME's technological innovation. On the other hand, SME's technological innovation performance in relation to the government supports showed an improvement when the business environment of SME's was hostile. This study offers theoretical and practical implications, as it more accurately analyses the effect of government technology development supports on the performance of SME's, for which data were collected and analyzed for the same companies two separate times. Last of all, the limitation of this study is discussed in terms of the sample selection, data collection method, variables measurement method, etc.

  • The study sets out to examine the relationship between the effects of government support, network capability, and knowledge sharing on the effects of innovative behavior on innovation performance. As digital-based networks and knowledge sharing activities are rapidly becoming common in the era of the spread of Covid-19, 357 questionnaires were analyzed for incumbent employees and the research hypotheses are verified using SPSS 24 and smart PLS 3 to prove the relationships between variables. As a result of the study, it is found that innovation performance increased when government support, network capability, and knowledge sharing increased. Innovative behavior is found to significantly mediate the relationship between network capability, knowledge sharing, and innovation performance, and government support was found to have a significant effect on network capabiltiy. Therefore, in order to induce innovative actions that are important in creating innovative results, various programs to enhance the network capabilities of entrepreneurs and promote knowledge sharing should be required as government support policies. This will serve as a driving force for entrepreneurs to voluntarily develop and implement ideas more flexibly and freely, thereby enhancing competitiveness through innovative growth of companies and industries. In other words, this study verified the effectiveness of government support in the network capability to help create innovative results by inducing innovative behavior along with knowledge sharing activities, and comprehensively demonstrated the relationship between factors in the overall structure.

정부출연연구기관에서의 자금조달환경의 불확실성이 관리통제시스템에 미치는 영향 - PBS 제도 도입을 중심으로 -

  • This paper examines empirically if the increase of funding uncertainty in government supported R&D institutes(GSRIs) in Korean cause managers to use more effective management control practices. Recently government introduced a new government R&D budget management system, based on competition, named PBS(Project Base System). Government requires GSRIs to be self-supporting and compete for funding from government. The introduction of new budget management system named PBS, has resulted in the increase of funding uncertainty in GSRIs. According to institutional theory, government organizations gain legitimacy by conforming to external expectations regarding management control practices, In contrast, contingency theory proposes that management control practices are driven by the fit between the technical features of the environment and the management control practices. The contingency literature provides that one external factor expected to motivate government managers to use more efficient control practices is the presence of competition and funding uncertainty. This paper use both theoretical perspective to develop hypotheses and examine the influence of funding environment on management control practices. Results show that the more institutionalized environment, the more managers in GSRIs rely on bureaucratic mode of control for conforming to external requirements, and the greater the funding uncertainty, the more managers use results and personal modes of control to improve research team performance.

A Process Model of E-Government Development: A case of E-Government Portals in Town of Amherst

  • The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

Direction and Tasks of Health Care Policy of Yoon Suk-yeol Government (윤석열 정부의 보건의료정책 방향과 과제)

  • The presidential election and the inauguration of the new government are a period of the policy window opening. The newly launched government is expected to improve the quality of life of the people. The Yoon Suk-yeol Government is also launched with new expectations with a transitional period in health care. The sustainability of health care in Korea is threatened. The environment of health care and the main policy issues of health care are difficult to secure the necessary finance for health care in spite of the increasing health care burden. Accordingly, the Yoon Suk-yeol Government's health care policy aims to provide intensive support to those in need of health and welfare and to improve the health of the people through investment in health. And for integrating fragmented health care and welfare services and creating people-centered community-based health care, a health care innovation center will be established for the evaluation platform of new delivery and payment systems, a health care development plan will be established for the blueprint of health care, and reorganizing the central & local government should be reviewed. Although we are facing unfavorable situations such as the distribution of the National Assembly, inflation, and the possibility of economic recession, we expect that announced health care policies will be implemented, recognizing that health care innovation is the only way to improve health care sustainability.

  • We review and report our analytical results in the technology front of optical industry in Japan as optical $recording^{1)}$, semiconductor $stepper^{2)}$, fiber communication, digital $camera^{4)}$ and $OCT^{5)}$ which are contributing to the improvement of people's higher quality of life and to the industrial economical growth from the aspects of the University, Industry and Government collaborations including international comparison to enhance the progress of sustainable global photonic innovation eco-systems. In the following part, some statistics of remarkable economical growth in east Asia and the global warming issue will be mentioned.

  • This paper identifies success factors influencing technology commercialization, develops a framework for technology commercialization model among factors, commercialization, empirically investigates the framework, and suggests policy alternatives for more effective technology commercialization in the areas of information and communication technology industries in Korea. To facilitate commercialization of government-sponsored R&D projects, the following policy implications are suggested; manager's willingness and support on commercialization, and more abundant commercialization fund, former experience on commercialization, strong linkage with present business and technology, more information about government commercialization programs and technologies, and improved environment of commercialization including market protection and penetration support.
