Purpose - The purpose of this study is to examine how a broad palette of government support measures and firms' membership in government-developed clusters are related to firms' openness in innovation processes. Design/methodology/approach - Empirically, this study analyzes the Korea Innovation Survey 2018 data on the innovation activities of 1,450 Korean R&D-active manufacturing firms in a three-year period from 2015 through 2017. Findings - The results suggest that firms engage in open innovation to a greater extent--as measured by the breadth of external collaborating partners and of the utilized external sources of knowledge--when they are provided with a broader palette of government support measures and are located in government-developed clusters. However, the effect of diverse government support measures is attenuated for firms located in these clusters. Research implications or Originality - This study contributes to the innovation literature by illuminating how firms' open innovation can be understood in a national innovation system. Moreover, it provides valuable implications for firms seeking to obtain government support and collaborate with others.

Purpose - The purpose of this study was to examine the effect of government R&D programs on firm innovation activities. Design/methodology/approach - This study analyzed survey data on innovation survey in Korea. To investigate our research hypothesis we used ordered logit regression analysis. Findings - This study unveils different effects of diverse government R&D programs on firm innovation activities. Most of government programs-R&D tax incentives, information/training, and marketing supports-have positive effects on management innovation activities and negative effects of the usage of procurement programs on management innovation efforts. Some government programs-R&D tax incentives, R&D grants, information/training-have positive effects on technological innovation activities. Research implications or Originality - This paper investigates the effects of diverse government R&D programs on technological and management innovation activities. We examine simultaneous effects of multiple government R&D programs rather than effects of independent R&D programs. This result can contribute to develop more effective government R&D programs to support firm innovation activities.

In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.

The main purpose of this study is to suggest a way that how government innovation ecosystem can be successfully managed by applying neuro-cybernetics approach. Innovation ecosystem is not a rare phenomenon around us. Especially national innovation managed by government relies on heavily innovation ecosystem. Unfortunately discussions of successful management of this ecosystem are rare. This study strongly urged necessity of such management by observing the case of introduction of CDMA mobile communication technology in Korea. Neuro-cybernetics was suggested as one alternative approach for the such management.

This study focuses on exploring the behaviours of high-tech start-up firms in response to the policy interventions undertaken to promote regional innovation in South Korea since 1997. High-tech start-ups and their technological entrepreneurship are increasingly considered by policy makers and academics to play a crucial role in the generation of innovation and economic development. However, this study started from a basic concern of why government intervention does not necessarily result in an increase of regional innovation capacity. To explain this concern, we constructed a new conceptual framework of 'government dependency' and apply this to 'Daedeok,' a regional innovation system in South Korea, to explore the reproduction of path dependency as an impact induced by innovation policy. This conceptual framework was developed by remodeling path dependency approaches through a systemic and interactive lens. An empirical study used qualitative interviews of start-up founders to delineate the emergence of a new development path and the extent to which dependency was reproduced in the Daedeok regional innovation system. Empirical analysis suggested that 'reliance' and 'persistence' were the crucial factors in the production and reproduction of the government dependency. Some firms accepted dependency as reliance, but others regarded it as policy utilization. Thus, a critical juncture could not be clearly identified in actors' behaviour. It was also unclear if dependency had hindered innovation, but it was shown that the regional and institutional contexts strongly influenced the reproduction process. The study concludes that the construct of government dependency can also provide useful insights into policy learning as well as the success of government interventions.

The Korean Government has recently been pushing ahead with a variety of programs to support regional innovation. This paper examines whether the variety of regional innovation programs of the government are efficiently managed and effectively functioning in regions. To make the assessment, questionnaire surveys were executed targeting innovation actors in fourteen regions and evaluated the efficiency of government regional programs. Key points of assessment were the appropriateness of the program organization and the efficiency of program management for the effectiveness of program results. It was found that the appropriateness of the program organization and the efficiency of program management were related positively to performance of programs, but the performance of regional innovation programs overall was not high. Some problems were found in program organization and program management such as the overlapping of program objectives and functions, the inadequate synergy among programs, insufficient reflection of the needs of industry in planning, the overlapping investment in facilities and equipment, and low effectiveness of evaluation.

본 최근, 4차 산업혁명 시대에 접어들면서, 서비스 산업의 기술 혁신에 대한 관심이 늘어나고 있다. 이러한 시대적 흐름에서, 본 논문에서는 현재 정부의 지원 제도, 규제, 혁신 촉진 정책이 서비스 산업에 속한 기업들의 기술 혁신 성과에 미치는 영향을 4,000개의 대한민국 서비스 산업 기업들을 대상으로 실증적으로 분석하였다. 다중 회귀 분석과 위계적 회기분석을 적용하여 개별 요소 간의 상관관계를 분석하였고, 이를 이용해서, 정부의 지원과 규제와 서비스 산업의 기술 혁신의 두 축인 공정 혁신 및 제품 혁신에 대한 영향력을 검정하였다. 또한, 정부의 혁신 정책이 정부의 지원 및 규제와 서비스 기업의 기술 혁신 성과를 조절하고 있음을 살펴보았다. 그 결과, 정부의 지원 제도는 서비스 산업의 공정 혁신 및 제품 혁신 성과 모두에 영향을 미치지만, 규제의 경우에는 공정 혁신 성과에만 영향을 미치는 것으로 파악하였다. 그리고 혁신 정책은 정부의 지원 제도 및 규제와 서비스 산업의 혁신 성과의 관계를 조절하는 것으로 평가되었다. 따라서 이러한 연구 결과는 기업의 경영층에게 정부의 지원 제도와 혁신 정책을 정확히 파악해서 이를 활용하도록 전략적인 시사점을 제공한다. 또한, 정부가 서비스 산업의 기술 혁신을 촉진하기 위해서는, 혁신 정책의 기술 혁신 성과에 대한 조절 효과를 높이기 위해서, 시대에 맞지 않는 규제들을 다시 정비하고, 기업의 규모나, 서비스 내용의 특성 등에 맞는 세분화된 정책을 만들어야 하는 정책적인 시사점을 제공한다.

Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.

Local decentralization and administration innovation is the most important problem the government confronted with at the present time. So local government must be follow them. Therefore, local government need to prepare whole process on this. From now on, local government must be develop own innovation model and strategy then, forward with innovation plan classified by step. This study reviewed the significance and necessary of local administration innovation and examined the necessary of level diagnosis of local administration innovation. And We diagnosed administration innovation of C province, then analyzed the result and proposed Altitude plans of administration innovation.
