Integrative Assessment of High-Speed Railway System Vulnerability to Future Climate-Induced Flooding in China

  • Flooding presents a significant threat to infrastructure, and climate change is exacerbating these risks. High-speed rail (HSR) infrastructure, designed based on historical data, may struggle to cope with future extreme flood events. Infrastructure stakeholders require forecasting capabilities to predict the intensity and frequency of future floods so they can develop adaptive strategies to mitigate flood risks and impacts. Floods can cause significant damage to HSR infrastructure networks, disrupting their operations. Traditional network theory-based frameworks are insufficient for analyzing the three-dimensional effects of floods on HSR networks. To address this issue, this study proposes a comprehensive approach to assess flood risk and vulnerability under future climate scenarios for HSR networks. The method consists of three components. (i) Generate flood inundation data by utilizing global climate models, Shared Socioeconomic Pathways(SSPs), and the CaMa-Flood model. (ii) Fit extreme flood depths to the Gumbel distribution to generate flood inundation scenarios. (iii) Overlay flood scenarios on the HSR network and quantitatively assess network vulnerability based on topology network. When applied to the HSR system in mainland China, the results indicate that flood severity does not necessarily increase under higher SSPs, but may worsen over time. The minimum flood return period that causes HSR disruptions is decreasing, with Hubei Province showing a significant increase in HSR segment failure probability. Discontinuous phase transitions in HSR network topology metrics suggest potential nationwide collapses under future infrequent floods. These findings can inform preventive measures for the HSR sector and flood-resistant standards for HSR infrastructure. The method used in this study can be extended to analyze the vulnerability of other transportation systems to natural disasters, serving as a quantitative tool for improving resilience in a changing climate.

Characteristics and Efficiency Analysis of Evolutionary Seoul Metropolitan Subway Network (진화하는 서울 지하철 망의 특성과 효율성 분석)

  • The metropolitan subway network of Seoul has gone through many evolutionary processes in past decades to disperse the floating population and improve the traffic flow. In this study, we analyzed how the structural characteristics and the efficiency of the subway network have changed according to the dynamic evolutionary processes of the metropolitan subway network of Seoul. We have also proposed new measures that can be used to characterize the structural properties of the subway network more practically. It is shown that the global efficiency is about 74%, which is higher than those of subway networks of foreign countries. It should also be considered that passenger flow between stations is even higher, at about 85%. Since the private lines, including line 9, the New Bundang line, the Uijeongbu line, and the Ever line do not release their traffic data since September, 2013, only 5 years of data from September, 2008 to September, 2013 is available. So, in this study we limit the analysis period to these 5 years.

Arctic Governance and International Organization : A Focus on the Arctic Council (북극의 관리체제와 국제기구 : 북극이사회(Arctic Council)를 중심으로)

  • There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

An Informetric Study on Academic Activities and Environmental Movements in Solving Global Environmental Problems (지구적 환경문제 해결을 위한 학술활동과 환경운동 경향 연구)

  • This study aims to understand and compare the characteristics of two major approaches to solving global environmental problems - an academic approach including scholarly activities of environmental sciences and a practical approach of environmental movements led by NGOs - by employing informetric analysis methods. Knowledge structure of environmental sciences is depicted through co-citation networks of subject categories assigned to the cited journals in the discipline of environmental sciences for the 10-year period from 2000 to 2009. Furthermore, major interests of environmental NGOs are identified on the basis of external link data collected from web sites of the NGOs. Co-word analyses are also performed using the texts of journal papers in environmental sciences as well as news articles provided by NGO sites. Through the analyses, dominant subject areas of environmental sciences and environmental movements are identified demonstrating similarities and differences between the two approaches.

  • This study explores the retail environment factors of the changes mentioned in the "Factors and Directions of the Change of the Apparel Retail Structure in Korea" (Part I) to understand the changes in apparel retail institutions. This study was done through a literature research method and the results are as follows. First, changing consumer needs and trends require extensive new products, a method to manufacture diverse products according to the market demand, and the necessity to manufacture based on trends in demand. This limits the role of mass production, which brought about more flexible manufacturing modes, scaled down manufacturing factories, promoted more cooperative subcontract relationships, and increased global sourcing which uses other companies at the most appropriate global venue. How to organize and use cooperative networks that benefit companies is the key to global competitiveness in the new era and the information technology developed around retail shops plays a key role. Consequently, the management of consumers and their information becomes critical and retail distribution functions become a key corporate function. In addition, it is difficult for small shops to introduce effective new technologies that encourage the growth of large companies. Second, apparel companies that use to benefit from scale merits based on the previous mass production system are now becoming effective by using economies of scale through mass retailing while shops are enlarging their sizes as a way to survive. On the other hand, inexpensive clothes become even more inexpensive while expensive ones become even more expensive, promoting polarization and diverse price ranges that widen consumer options.

A Study on Logistics Distribution Industry's IoT Situation and Development Direction (국내외 물류산업의 사물인터넷(IoT) 현황과 발전방향에 관한 연구)

  • IoT(Internet of Things) has become a major issue as new type of convergence technology, expending existing of USNs(Ubiquitous Sensor Networks), NFC(Near Field Communication), and M2M(Machine to Machine). The IoT technology defines as a networking for things, which can establish intelligent links collaboratively for sensing networking and processing between each other without human intervention. The purpose of this study is to investigate to forecast the future distribution changes and orientation of contribution of distribution industry on IoT and to provide the implication of distribution changes. To become a global market leader, IoT requires much more development of core technology of IoT for distribution industry, new service creation and try to use a market-based demand side strategy to create markets. So, to become a global leader in distribution industry, this study results show that first of all establishment of standardization of IoT, privacy safeguards, security issues, stability and value were more important than others. The research findings suggest that the development goals of IoT should strive to boost the creation of a global leader in distribution industry and convenience to consider consumers' demands as the most important thing.

Local Path Generation Method for Unmanned Autonomous Vehicles Using Reinforcement Learning (강화학습을 이용한 무인 자율주행 차량의 지역경로 생성 기법)

  • Path generation methods are required for safe and efficient driving in unmanned autonomous vehicles. There are two kinds of paths: global and local. A global path consists of all the way points including the source and the destination. A local path is the trajectory that a vehicle needs to follow from a way point to the next in the global path. In this paper, we propose a novel method for local path generation through machine learning, with an effective curve function used for initializing the trajectory. First, reinforcement learning is applied to a set of candidate paths to produce the best trajectory with maximal reward. Then the optimal steering angle with respect to the trajectory is determined by training an artificial neural network. Our method outperformed existing approaches and successfully found quality paths in various experimental settings, including the cases with obstacles.

A Development of Wireless Sensor Networks for Collaborative Sensor Fusion Based Speaker Gender Classification (협동 센서 융합 기반 화자 성별 분류를 위한 무선 센서네트워크 개발)

  • In this paper, we develop a speaker gender classification technique using collaborative sensor fusion for use in a wireless sensor network. The distributed sensor nodes remove the unwanted input data using the BER(Band Energy Ration) based voice activity detection, process only the relevant data, and transmit the hard labeled decisions to the fusion center where a global decision fusion is carried out. This takes advantages of power consumption and network resource management. The Bayesian sensor fusion and the global weighting decision fusion methods are proposed to achieve the gender classification. As the number of the sensor nodes varies, the Bayesian sensor fusion yields the best classification accuracy using the optimal operating points of the ROC(Receiver Operating Characteristic) curves_ For the weights used in the global decision fusion, the BER and MCL(Mutual Confidence Level) are employed to effectively combined at the fusion center. The simulation results show that as the number of the sensor nodes increases, the classification accuracy was even more improved in the low SNR(Signal to Noise Ration) condition.

  • Recent approaches to Relation Extraction methods mostly tend to be limited to mention level relation extractions. These types of methods, while featuring high performances, can only extract relations limited to a single sentence or so. The inability to extract these kinds of data is a terrible amount of information loss. To tackle this problem this paper presents an Augmented External Memory Neural Network model to enable Global Relation Extraction. the proposed model's Global relation extraction is done by first gathering and analyzing the mention level relation extraction by the Augmented External Memory. Additionally the proposed model shows high level of performances in korean due to the fact it can take the often omitted subjects and objectives into consideration.

The Belt and Road Initiative and the US-China Trade War: Implications for Global Trade Networks (일대일로와 미·중 무역 분쟁: 글로벌 무역 네트워크에의 함의)

  • By using the trade in value-added(TiVA) database and employing social network analysis, this paper analyzes changes in global trade to be triggered by the Belt and Road Initiative (BRI) and the US-China trade war. The main results are summarized as follows. First, the BRI will help maintain China's core position as the world's manufacturing hub, and will strengthen Europe's service industry capabilities within the global value chain(GVC) network. Second, the US R&D industry, US wholesale and retail industries, and Germany's automobile industry were considered the most influential industries in the GVC network during the 1995-2011 period, and will retain their status until 2049, when the US-China trade war and the BRI are reflected. Third, the increase of the number of communities shows that the BRI might spur fragmentation of the production process. Finally, community structures of inter-industry trade relations, including China's electronics industry, Germany's automobile industry, and US R&D, show important features that are related to the competiveness of each country's service industries.
