This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.

The Grey-capped greenfinch (Chloris sinica) is a polytypic species that exhibits complicated geographical variation in morphology. This study provides an intraspecific phylogeographic variability of C. sinica populations in Korea with their morphometric data. The observed morphometric variations were that Ulleung island population was morphologically distinct in bill length and depths as compared to the mainland populations. Phylogenetic relationships among mitochondrial COX1 regions provided evidence for genetic differentiation between Ulleung and mainland populations. However, their genetic distances and nucleotide diversities were very low, highlighting their recent divergence. The needs for additional research is heightened to substantiate if the genetic clines in different localities may arise in C. sinica subspecies, each of which could have different breeding and wintering habitats, distribution patterns, and migration pathways.
A survey on the geographical distribution of two soybean cyst nematodes, Heterodera glycines and Heterodera sojae, was conducted in soybean cultivation areas in the Gangwon-do and Chungcheongbuk-do provinces. In 67 fields of 10 counties or cities in Gangwon-do province, H. glycines was detected in 13 fields, H. sojae was detected in five fields, and both species were found in two fields. In 84 fields of nine counties or cities in Chungcheongbuk-do province, H. glycines was detected in 27 fields, H. sojae was detected in four fields, and both species were found in five fields. The diversity and dominance of the plant parasitic nematodes in the Gangwon and Chungbuk provinces were not significantly different among the soybean cultivars. The diversity and dominance index of the plant parasitic nematodes according to the presence or absence of soybean cyst nematodes did not show any significant difference between the soybean cultivation areas of both provinces. The relationship between the soybean cyst nematodes and soil chemical properties showed a low coefficient of determination, and the density of soybean cyst nematodes tended to increase as the pH and available phosphate content in soil samples increased. The soil texture of cyst nematode-detected fields was mostly sandy soils, which amounted to about 60% of the total. As the clay and silt content increased, the density of soybean cyst nematodes tended to decrease, and as the sand content increased, the density of cyst nematodes tended to increase.
The purpose of this study was to estimate the current status and trends of healthcare utilization among people with ASD. Using National Health Insurance open database, from 2010 to 2017. We analyzed the treatment prevalence for people with ASD, the pattern of healthcare utilization, the difference in medical care utilization according to age, and the type and location of main medical institutions. The main results of the study are as follows: First, the medical utilization has been continuously increasing from 2010 to 2017. The total amount of medical utilization is increased by 50% in 2017 compared to 2010, and the treatment prevalence was estimated to be 79.1% in 2017 and medical uses for the next three years is also increasing. Second, the pattern of medical care utilization varied widely according to age, especially after 20 years of age. Third, the types of medical institutions that were mainly used were 45.6% in the medical clinic and 35.9% in Seoul. The results of this study can be used as a minimum reference point of evaluating the effectiveness of government policy on future autistic disorders. However, further studies are required to increase the prevalence of treatment for autistic patients and to find out the difference in medical use according to age.

It is necessary to determine an optimal design frequency for establishing stable flood control against frequent flood disasters. Depending on the importance of river and regional characteristics, design return periods are suggested from at least 50 years up to 200 years for river design. However, due to the wide range of applications, it is not desirable to reflect the geographical and flood control characteristics of river. In this study, Bayes theory was applied to seven evaluation factors to determine the optimal design return period of rivers in Chungcheongnam-do; urbanization flooded area, watershed area, basin coefficient, slope, water system and stream order, range of backwater effect, abnormal rainfall occurrence frequency. The potential flood damage (PFD) capacity was estimated considering climate change and the appropriate design return period was determined by analyzing the capacity of each district. We compared the design return periods of 382 rivers in Chungcheongnam-do with the existing design return periods. The number of rivers that were upgraded from the existing return period were 65, which have relatively large flooding areas and have large PFDs. Whereas, the number of rivers that were downgraded were 169.

In this article, concepts, types, and aspects of geological heritage with increasing interests as utilization as tourist attractions domestically and internationally are introduced, and the characteristics of the interpretive facilities for geological heritages in western Australia, one of the most famous geotourism areas, are considered. Based on this, the potential geotourism for the Korean Cretaceous geological heritages including dinosaur fossil sites is discussed in diverse aspects including academic values, academic and tourism infrastructures, characteristics of geotourists, systematic devices for conservation of geological heritage, economic value, and sustainability as tourist attractions. Although the Korean Cretaceous geosites are not quite competent in their scale or diversity when compared to world-class geosites, convenient access, world-class unique geographical characteristics of each geosites, and relatively cheaper travelling expenses seems to be able to give the geotourism of the South Korean Cretaceous geosites a competitive edge, attractive for international and domestic tourists seeking unique experience of 'Age of dinosaurs' for short periods with easy access from metropolitan areas and low costs. Likewise, the development of geotourism for the Korean Cretaceous geosites can revitalize the geotourism industry in South Korea, contributing to the growth in job opportunities, including students majoring in geological sciences at University.

A long-term trend analysis of cold water masses along eastern coast of South Korea was performed during summer, based on wind speed, wind direction, and sea surface temperature (SST) data. Wind data collected over a 22-year period (1997-2011) were compared with another set of data collected over the successive 7-year (2012-2018), highlighting a general decrease in the frequency and speed of south winds. However, both the frequency and speed of these winds have been higher in June between 2012-2018, rather than between 1997-2011. The cold water season between July and August was faster during the 7-year period; moreover, the SSTs registered around Gangneung (EN) rose by $0.5^{\circ}C- 1.8^{\circ}C$, while those around Yeongdeok (EC) and Gijang (ES) increased by only $0.1^{\circ}C-0.3^{\circ}C$. The number of cold water days during the 7-year period, compared to those recorded during previous years (1990-2011, satellite SST data by NOAA/AVHRR), decreased in the proximity of Yeongdeok and Gijang, but increased in the proximity of Kangneung. Additionally, the number of cold water days around Kangneung, Yeongdeok, and Gijang increased in June highlighting a geographical and temporal change in the occurrence of cold waters. These observation can be explained by variations in the pressure distribution that should have weakened the East Asian monsoon, affecting the direction and speed of winds that regulate the flow of cold waters.
This paper aims to explore ways to develop the arbitration industry in Korea. The prospects for the promotion of the arbitration industry in Korea are never dim. International arbitration competitiveness is somewhat lower than its competitors at present, but the international economic base to support it is solid, and the domestic arbitration environment seems to be sufficient to support the development possibility of arbitration. Since geographical and economic factors have already been defined, Korea must at least improve the arbitration act with passion and vision for the best one. The arbitration act that is the most accessible to arbitration consumers is the best arbitration act. The important thing is to have an arbitration act that makes people want to use more than litigation or other dispute resolution procedures. There is no hope of remaining as a "second mover" in the field of arbitration law. One should have a will and ambition to become a "first mover" even if it is risky. Considering the situation of the current arbitration law, it is necessary to start an arbitration appeal system in order to become a consumer-friendly arbitration law, and it is necessary to examine ways of integrating the grant of execution clause and enforcement application procedures. The abolition of the condition of Article 35 of the Arbitration Act, which rules the validity of the arbitration award, will help promote international arbitration. Exclusion agreements of setting aside against arbitration awards must also be fully recognized. It is also important to publish a widely cited international arbitration journal. In order to respond to the fourth industrial revolution era, it is necessary to support the establishment of a dispute resolution system that utilizes IT technology. In order to actively engage the arbitrators in the market, it is necessary to abolish the regulations that exist in the Attorneys-at-Law Act. There is also a need to allocate more budget to educate arbitration consumers and to establish arbitration training centers to strengthen domestic arbitration education. It is also necessary to evaluate and verify the Arbitration Promotion Act so that it can achieve results. In the international arbitration market, competition is fierce and competitors are already taking the initiative, so in order not to miss the timing, Korea needs to activate international arbitration first. In order to activate international arbitration, the arbitration body needs to be managed with the same mobility and strategy as the agency in the marketplace. In Korea, unlike in Singapore and Hong Kong, it is necessary to recognize that the size of the domestic arbitration market is very likely to increase sharply due to the economic size of the country and the large market potential it can bring from litigation. In order to promote the arbitration industry, what is most important is to make arbitration activities in accordance with the principles of the market and to establish an institutional basis to enable competition. It is urgently required to change the perception of the relevant government departments and arbitration officials.
Within the Gyeongju Basin lies the central an ancient tombs (Wolseongbuk tombs), which are seen to be the core tombs of the Silla ruling class. An accurate understanding of the location of the ancient tombs, commonly known as a flatland area, provides a clue to understanding the contrast process and direction of the ancient tombs. This in turn requires an accurate understanding of the surrounding landscape, including where the ancient tombs are located. In other words, it must be possible to restore as much of the highland area as possible within the basin in which the ancient tombs are located. All data were analyzed as deeply as possible in order to identify the topographical features of the ancient tombs. As a result, it appears that the ancient tombs are located at the end of a fan or at the end of the line, and a large number of springs and wetlands are distributed around the area. This area is relatively low and unsuitable for generating high levels of moisture on the ground. These topographical features are directly related with the distribution of polymers, and solids were completely formed to avoid wetlands. Meanwhile, the ancient tombs are divided into several zones by springs and wetlands, and each area also has the characteristics of large groups where the boundaries are protruding and isolated. Also, this aspect was found to be true for the Oreung around Namcheon. After all, the location and distribution of Silla in the Daerungwon area are the result of the reflection of the fine geographical features of the Gyeongju basin, which are the key factors of springwater and wetlands.
Extraction of region of interest for satellite image classification is one of the important techniques for efficient management of the national land space. However, recent studies on satellite image classification often depend on the information of the selected image in selecting the region of interest. This study propose an effective method of selecting the area of interest using the continuous digital topographic map constructed from high resolution images. The spatial information used in this research is based on the digital topographic map from 2013 to 2017 provided by the National Geographical Information Institute and the 2015 Sejong City land cover map provided by the Ministry of Environment. To verify the accuracy of the extracted area of interest, KOMPSAT-3A satellite images were used which taken on October 28, 2018 and July 7, 2018. The baseline samples for 2015 were extracted using the unchanged area of the continuous digital topographic map for 2013-2015 and the land cover map for 2015, and also extracted the baseline samples in 2018 using the unchanged area of the continuous digital topographic map for 2015-2017 and the land cover map for 2015. The redundant areas that occurred when merging continuous digital topographic maps and land cover maps were removed to prevent confusion of data. Finally, the checkpoints are generated within the region of interest, and the accuracy of the region of interest extracted from the K3A satellite images and the error matrix in 2015 and 2018 is shown, and the accuracy is approximately 93% and 72%, respectively. The accuracy of the region of interest can be used as a region of interest, and the misclassified region can be used as a reference for change detection.
