Seismic isolation is a viable strategy for protecting safety-related nuclear structures from the effects of moderate to severe earthquake shaking. Although seismic isolation has been deployed in nuclear structures in France and South Africa, it has not seen widespread use because of limited new build nuclear construction in the past 30 years and a lack of guidelines, codes and standards for the analysis, design and construction of isolation systems specific to nuclear structures. The funding by the United States Nuclear Regulatory Commission of a research project to the Lawrence Berkeley National Laboratory and MCEER/University at Buffalo facilitated the writing of a soon-to-be-published NUREG on seismic isolation. Funding of MCEER by the National Science Foundation led to research products that provide the technical basis for a new section in ASCE Standard 4 on the seismic isolation of safety-related nuclear facilities. The performance expectations identified in the NUREG and ASCE 4 for seismic isolation systems, and superstructures and substructures are described in the paper. Robust numerical models capable of capturing isolator behaviors under extreme loadings, which have been verified and validated following ASME protocols, and implemented in the open source code OpenSees, are introduced.

This research aims to give information about the current situation of five financial sources for climate change in Vietnam, including (i) the State budget used by ministries; (ii) the State budget used by provinces; (iii) Bilateral funds; (iv) Multilateral funds; and (v) Private funds, and then classify them in line with the effectiveness. The working paper's secondary data on spending on CC-related activities, collected from reports of six ministries and 29 provinces, show that the State budget has been crucial in subsidizing CC-related activities in Vietnam. Moreover, domestic investment has accounted for a major part of the total expenditure of ministries and provinces for climate change. In addition, by using primary data collected from surveys sent to twelve experts from 5 groups, such as researchers, practical experts, managers of private funding organizations (such as banks and enterprises), managers of international funding organizations and beneficiaries, and then analyzing the data through the AHP method, the study shows that all climate finance sources in Vietnam are still not very effective. However, private sector funds are considered the most effective financial source for responding to climate change.
Background & Objectives: Current trend is that funding agencies require investigators to share their data with others. However, there is limited guidance how to access and utilize the shared data. We sought to determine what common data sharing practices in U.S.A. are, what data-related to adolescent health are freely available, and how we deal with the large dataset adopting the complex study design. Methods: The study included only research data-related to adolescent health which was collected in USA and unlimitedly accessible through the internet. Only the raw data, not aggregated, was considered for the study. Major keywords for web search were "adolescent", "children", "health", and "school". Results: Current approaches for public health data sharing lacked of common standards and varied largely due to the data's complex nature, large size, local expertise and internal procedures. Some common data sharing practices are unlimited access, formal screened access, restricted access, and informal exclusive access. The Inter-University Consortium for Political and Social Research and the Center for Disease Control and Prevention were the best data depository. "Data on the net" was search engine for the website providing data freely available. Six datasets related to adolescent health freely available were identified. The importance and methods of incorporating complex research design into analysis was discussed. Conclusion: There have been various attempts to standardize process for open access and open data using the information technology concept. However, it may not be easy for researchers to adapt themselves to this high technology. Therefore, guidance provided by this study may help researchers enhance the accessibility to and the utilization of the open source data.
Crowdfunding has seen an enormous rise, becoming a new alternative funding source for emerging startup companies in recent years. Despite the huge success of crowdfunding, it has been reported that only around 40% of crowdfunding campaigns successfully raise the desired goal amount. The purpose of this study is to investigate key factors influencing successful fundraising on crowdfunding platforms. To this end, we mainly focus on contents of project campaigns, particularly their linguistic cues as well as multiple features extracted from project information and multimedia contents. We reveal which of these features are useful for predicting success of crowdfunding campaigns, and then build a predictive model based on those selected features. Our experimental results demonstrate that the built model predicts the success or failure of a crowdfunding campaign with 86.15% accuracy.
Risks, uncertainties, and associated cost overruns are critical problems for construction projects. Cost contingency is an important funding source for these unforeseen events and is included in the base estimate to help perform financially successful projects. In order to predict more accurate contingency, many empirical models using regression analysis and artificial neural network method have been proposed and showed its viability to minimize prediction errors. However, categorical factors on contingency cannot have been treated and thus considered in these empirical models since those models are able to treat only numerical factors. This paper identified potential factors on contingency in transportation construction projects and evaluated categorical factors using the one-way ANOVA statistical method. Among factors including project work type, delivery method type, contract agreement type, bid award type, letting type, and geographical location, two factors of project work type and contract agreement type were found to be statistically important on allocating cost contingency.

The paper investigates open access (OA) self archiving policies of different Open Access Repositories (OARs) of COAPI (Coalition of Open Access Policy Institutions) founder members as reported in June 2011 (i.e. a total of 22 members against a total of 46 COPAI members as reported by Open Biomed (http://openbiomed.info/2011/08/coapi-cats/). The paper consulted three databases (OpenDOAR, ROAR and ROARMAP) in order to evaluate twenty-two (22) COAPI-members OARs self archiving policy documentations and highlights of some progress on issues so far. After analyzing policy documentations, key findings have been highlighted and common practices have been suggested in line with global recommendations and best practice guidelines at national and international levels for strengthening national research systems. The paper has implications for administrators, funding agencies, policy makers and professional librarians in devising institute specific self archiving policies for their own organization.
This study exmines an assessment of research parks in developed countries, focusing on points of quantitative and qualitative information on the parks described. including the impetus for their development; their corporate structures/relationships to the universities; their stage of development ; their research emphasis; their source of funding. Also a similar assessment has been made for the research parks developed and planned in Korea. It has been found that the research park in Korea is very requsite in many points of view but problematic issue. Based on these analysis, it is suggested that a proper model of research park in Korea is small size and university initiatives. In developing research parks in Korea, emphasis has been made mainly on incubation of start-up high technology companies, but emphasis should be made equally on advancement of existing technology for industries.
This study analyzes the economic feasibility of agrivoltaics in South Korea. The key findings are as follows. It was ascertained that an amendment to the Farmland Act, which currently has an 8-year permit period, is necessary to ensure the economic feasibility of agrivoltaic projects. Furthermore, economic feasibility improves when agrivoltaic projects are financed, as against cases without financing. Furthermore, the availability of low-interest loans through financial support programs significantly enhances economic feasibility. Scaling up projects leads to cost savings due to economies of scale, while community-based agrivoltaic initiatives generate higher revenue through the acquisition of additional Renewable Energy Certificates. These factors can help improve the economic feasibility of agrivoltaic projects. These incentives are emphasized as they can serve as a source of funding to foster community acceptance of agrivoltaic projects.
이 연구는 국가기록원과 서울특별시가 기록시스템을 오픈소스화하기 위한 환경을 분석하여 위험요소를 식별하고, 국내에서 이 전략이 성공하기 위해 어떤 요건이 갖춰져야 하는지를 살펴보는 것을 목표로 한다. 2장에서는 소스코드 공개가 수요기관이나 개발업체, 그리고 이용자 모두에게 비용 및 효율성 측면의 전략적 이점을 제공한다는 것을 밝혔다. 그리고 협력적으로 개발하여 소스코드를 공개하는 절차와 이를 지원하는 기술 인프라에 대해 알아보았다. 3장에서는 기록관리 분야의 대표적인 오픈소스 프로젝트 6종을 선정하여 사례연구를 수행했다. 종합적인 시사점을 얻기 위해 오픈소스 프로젝트의 개발 주체를 국제기구, 국제협력체계, 국립아카이브, 개발업체 등으로 구분하였다. 각 프로젝트별로 추진배경과 목적, 개발과 펀딩의 주체, 거버넌스 모델, 개발기간과 비용, 비즈니스 모델과 소프트웨어 아키텍처, 커뮤니티 구성과 라이선스 전략 등을 분석하였다. 사례를 통해 네 가지 핵심 성공요소를 도출했다. 기술적 측면에서는 컴포넌트 기반의 설계가 필요했다. 이를 위해 마이크로 서비스 아키텍처와 모델-뷰-컨트롤러 패턴을 제안했다. 다음으로는 기록관과 영구기록물관리기관의 시스템 필수요건 재정립이 필요했다. 그리고 개발업체가 오픈소스 프로젝트에 쉽게 참여하도록 하기 위해 듀얼 라이선스 전략을 제안했다. 마지막으로 지속 가능한 커뮤니티를 만들기 위해 강력한 거버넌스 조직과 효율적인 협력체계를 강조했다. 수요기관 중심의 시장 환경에서 기록시스템의 오픈소스화 전략이 성공하기 위해서는 공동체 안에서 개발업체와 이용자의 역할이 더 발휘되어야 한다. 그리고 이들이 효과적으로 의사소통하기 위한 협력도구와 개발 인프라를 기획 단계부터 중앙집중식으로 구축하는 것이 필수적이다.
Objectives : Cash Flows from operating activities is the most important part of the cash flow statement and it serves as an important financing source. Accordingly, the purpose of this study is to examine the influence of the contents of cash flows from operating activities on the changes in borrowings. Methods : In this study financial data from 2011 to 2014 were used to analyz 36 general hospitals and 85 hospitals according to the index displaying variation against the previous year. Results : For general hospitals, borrowings in cash flow from financing activities increased as net income decreased; while depreciation etc increased in cash flow from operating activities. For hospitals, borrowings in cash flow from financing activities increased as the gain on disposition of tangible assets in cash flow from operating activities decreased. Conclusions : General hospitals need to control the management of borrowings and depreciation at the level of funding management; whereas hospitals need to manage of future cash forecasts for stability of operational funds.
