중소기업의 기술 혁신을 위한 정부출연연구기관의 역할 (The Role of Government-Funded Research Institutes for Technological Innovation of SMEs)

  • A systematic support system that develops technology support policies for SMEs (Small and Medium sized Enterprises) and solves technical problems faced by SMEs will increase the productivity and competitiveness of SMEs. To this end, it is necessary to identify the types and level of technology required for SMEs, and to find ways to utilize the technologies possessed by government-funded research institutes leading technology development. It is important to develop a new production technology and to establish a cooperation system between SMEs and government- funded research institutes to solve various pending problems.

정부지원 과제의 시스템엔지니어링 적용 교훈 : 사례 연구 (Lessons Learned from Application of Systems Engineering to Government Funded Project : Case Study)

  • The systems engineering standard process is intended to be customized for a given project environment and system characteristics. This study describes the experience gained by applying systems engineering to government-funded projects. The characteristics of government funded project are lack of common development process among the participating organizations and mechanism to determine system requirements. This study describes the contents of the systems engineering activities, including development of operational concept, system requirements, verification requirements (test cases), test verification plan, and implementation of system test and lessons learned from these activities.

정부출연연구기관의 기관평가에서 목표 모호성의 영향에 관한 연구 (Influence of Goal Ambiguity in Institutional Evaluation of Government-funded Research Institutes)

  • In order to analyze the organizational performance of government-funded research institutes, four independent variables (organization size, organization age, evaluation system, organization location) and goal ambiguity were empirically analyzed. Although there are existing studies on institutional evaluation, which is the organizational performance of government-funded research institutes, there are differences in research in that it is an empirical analysis analyzed from the perspective of goal ambiguity and that the evaluation system, which is the specificity of institutional evaluation, is included in the analysis. As a result of the analysis, organizational location was the only independent variable that had a direct significant effect on organizational performance, and goal ambiguity showed a significant mediating effect for all independent variables. This indicates that goal ambiguity plays an important role in the organizational performance of government-funded research institutes, and to reduce this, increase the size of the organization, pay attention to establishment of the organization for organizational age, and that it is desirable to have an independent research group in the government department for the organization location. In addition, it was supported that the improvement effect of the evaluation system is proceeding in a desirable direction in terms of goal ambiguity.

보건의료체계 재원조달 유형별 건강결과 결정요인 -OECD 국가를 중심으로- (The Determinants of Health Outcome between Two Health Care Financing Systems)

  • The purpose of a national health care system is to improve health care outcome among population. The objective of the study was to explore the determinants of health outcome in the 24 OECD countries between two health care financing systems. The study employed the pooled time series and cross-sectional analysis with tax-funded and social insurance-funded countries over the period of 1980 to 1999 using OECD Health Data 2002. The study revealed that health expenditure per capita, physicians per 1,000 of the population and calorie intake were positively significantly associated, smoking rate was negatively associated with health outcome while controlling all variables in the tax-funded countries. But in the insurance-funded countries, health expenditure per capita and the number of physicians were not statistically significant factors explaining health outcome. Only the calorie intake was positively associated with, and smoking rate, alcohol consumption per capita, and total nitrogen oxide emission per capita were negatively significantly associated with health outcome. In conclusion, healthy life style factors were much more important to improve health outcome in the both systems.

적립식 연금제도: 자본논쟁에 비춘 비판 (Funded-Pension System: a Critique in the Light of the Capital Controversies)

  • 이 논문은 부과방식 연금제도에 비한 (완전)적립식 연금제도의 우수성을 주장하는 신고전파 경제학의 관점을 1950-60년대 자본논쟁의 결론에 비추어 비판한다. 문제의 관점은 '투자수요함수'와 '(집약형) 생산함수'의 형태로 대변되는 관계들, 즉 이자율과 투자 사이의 역관계와 자본집약도와 노동생산성 사이의 정관계에 결정적으로 의존한다. 자본논쟁을 통해 이 두 관계는 항상 성립하는 관계가 아님이 밝혀졌다. 따라서 신고전파 경제학이 주장하는 적립식 연금제도의 우수성은 그 이론적 기반이 약화된다. 또한 그 관계들이 성립하지 않으면, 장기에서도 유효수요가 소득과 고용량을 결정하는 요소로서 작동할 여지가 생긴다. 장기에서 유효수요의 역할은 적립식 연금제도의 문제점을 부각시키는 동시에 부과방식 연금제도의 경쟁력을 지지한다.

정부출연연구기관의 연구기록 평가 개선방안 연구 (A Study on the Improvement of Research Records Appraisal Practice of the Government-funded Research Institutions)

  • 연구기록은 그 관리의 중대한 필요성에도 불구하고 연구기록의 정의와 범위, 연구기록의 관리 주체 등 관리의 핵심요소에 대한 논란이 많은 기록유형이다. 연구기록은 관리하기 까다롭다는 이유로 사각지대에 방치되어 왔으나, 이를 잘 관리한다면 나중에 무한한 이차적 활용이 가능한 잠재적 가치가 큰 기록으로 평가되고 있다. 특히 정부출연연구기관은 연구기관이자 공공기관으로서 이러한 연구기록을 체계적으로 관리해야 하는 책임이 있다. 이에 본 연구는 정부출연연구기관 연구기록의 체계적인 관리를 위해 연구기록 평가의 필요성을 환기시키고 국내 정부출연연구기관에서 근무하는 기록연구사 11명과 인터뷰를 진행함으로써 정부출연연구기관의 현재 연구기록 관리 및 평가 현황을 파악하였다. 그 결과로 연구기록의 평가의 개선방안을 다음과 같이 제시하였다. 우선 현행 기록 평가체계의 관점에서 이를 연구기록 평가체계에 그대로 적용하는 것은 실효성의 문제가 있음을 지적하였다. 이에 연구기록의 특성과 가치를 고려한 평가가 필요하다고 보았으며 연구기록의 평가목적, 평가의 주체, 평가방식, 평가시점, 평가도구 및 평가기준이 지향해야 할 방안을 제안하였다.

  • KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

철도 민자역사 사업수행체계 개선방안 (Problems and Solutions for the Private-funded Railroad Station Project Management)

  • 최근 철도 민자역사 사업에도 민자유치에 대한 관심이 증가하고 있으나 체계적 사업관리방안의 미비로 인해 민자역사사업의 경쟁력 약화를 초래하고 있다. 본 연구에서는 이러한 문제점을 바탕으로 하여 철도 민자사업관리 활성화를 위한 개선방안을 제시하였다. 문헌 연구 및 전문가 면담조사를 통하여 국내 민자역사사업의 사업관리 및 수행의 문제점을 제도적인 부분과 업무상의 문제점으로 구분하여 $조사\cdot분석$하였다. 제도적인 부분에서는 민자사업의 수익성 저하와 사업자 선정방식이 도출되었고, 업무상의 문제점에서는 지자체 협의 및 인허가 행정 장기화, $사업 운영\cdot관리 미숙$, 타당성 분석의 미흡등이 파악되었다. 문헌고찰과 면담조사를 통해 나타난 문제점들을 근거로 하여, 사업관리의 효율화를 위한 사업수행체계 개선방안으로 투자비 회수 보장제도, SOC 민간투자사업과 동일한 제도적 지원, 사업추진의 전문성 극대화 방안, 사업주관자 선정방식 개선, 민자역사 협의기간 단축방안 등을 제시하였다.

DEA 모형을 이용한 정부출연연구기관의 상대적 효율성 분석 (Analysis of Relative Efficiency of Government Funded Research Institutes Using DEA Model)

  • The enormous budget of government and manpower are invested to the government funded institutes every year. The R&D investment focused on input has to be turned toward the investment based on the effectiveness of R&D activities. Measuring the efficiency of research activities is required in order to evaluate the effectiveness of R&D investment in these institutes. The purpose of this paper is to evaluate the relative efficiency of research activities performed in 19 government funded research institutes. CCR/BCC model and DEA/AR model were applied to get the relative efficiency of 19 institutes. Assurance regions for the weight of output attributes were obtained by using the underlined concept of the analytic hierarchy process (AHP). We used input and output data items describing research activity of 19 government funded research institutes. The results of this study are expected to become a basis of the R&D investment decision of the government.

정부출연 연구기관 종사자의 지각된 건강상태와 사회적 지지가 건강증진행위 실천에 미치는 영향 (Influence on Health Promotion Behavior among Government-funded Research Institute's Employee according to Perceptive Health Status and Social Support)

  • Purpose: The purpose of this study was to examine the relationship among perceived health status and social support to identify the influencing factors of health promotion behavior in government-funded research institute's employee. Methods: The participants were 222 employees in three government-funded research institute. Questionnaires were used to measure the levels of the perceived health status, social support and health promotion behavior. The data were analyzed using descriptive statistics, t-test, ANOVA, Pearson's correlation, multiple regression, and the IBM SPSS/WIN 19.0 program. Results: The predicting factors for health promotion behavior were age, smoking, perceived health status and social support. The variables explained the health promotion behavior by 34.3%. Conclusion: A survey of the various influencing factors of health promotion behavior will be required and social support system for government-funded research institute's employee is needed.
