Influence of Police Authorities and Units on Transport Safety in the European Union Countries

  • The article is devoted to analyzing the police influence on road safety formation. The globalization processes confirm the study's relevance, provoking population mobility and the need to increase freight traffic. The study aims to identify the factors that affect road safety and the activities of the police and the EU transport safety units. An empirical analysis using factor analysis, correlation analysis, and general scientific methods of cognition were carried out to achieve the goal. The analysis results found that the number of police officers affects road safety, but not in all countries, which confirms the importance of other factors. Based on the analysis results of the scientific literature, the factors affecting transport safety are legislative regulation, the use of innovative technologies, transport infrastructure, geography, and psycho-physical and emotional drivers factors. It has been proved that the police authorities and units cannot fully ensure transport safety in the European Union because the safety is formed by a complex of actions by the state and road users.

Random Vibration Characteristics of Fruits in Packaging System for Parcel Delivery Service (택배용 포장시스템이 적용된 과실의 랜덤 진동특성)

  • Shock and vibration inputs are transmitted from the transporting vehicle through the packaging to the fruit during the parcel delivery service. The vibration causes sustained bouncing of fruits against each other and the container wall. The steady state vibration input may cause serous fruit injury, and the damage is particularly severe if the fruits are bounced at its resonance frequency. The determination of the resonance frequencies of the fruits and vegetables may help the packaging designer to determine the proper packaging system providing adequate protection for the fruits, and to understand the complex interaction between the components of the fruits when they relate to expected transportation vibration inputs. To analyze the vibration properties of the apples for optimum packaging design during transportation for parcel delivery service, random vibration tests were carried out. In the random vibration test, the resonance frequency and PSD of the apples in packaging system for parcel delivery service in the test were in the range of 13 to 99 Hz and $0.0143{\sim}0.0923G^2/Hz$.

  • System algorithms estimated by deterministic input may occur the error between predicted and actual output. Especially, actual system can't predict the exact outputs due to uncertainty and tolerance of input parameters. A single output to a set of inputs has a limited value without the variation. Hence, we should consider various scatters caused by the load assessment, material characteristics, stress analysis and manufacturing methods in order to perform the robust design or estimate the reliability of structure. The system design with uncertainty should perform the probabilistic structural optimization with the statistical response and the reliability. This method calculated the probability distributions of the characteristics such as stress by combining stress analysis, response surface methodology and Monte-Carlo Method and got the probabilistic sensitivity. The sensitivity of structural response with respect to inconstant design variables was estimated by fracture probability. Therefore, this paper proposed the probabilistic reliability design method for fracture of uncorved freight end beam and the design criteria by fracture probability.

  • When the freight is loaded into a container loading rate must be considered. There are many studies on loading more freights into limited space. But the problem, which is needed to consider the routing sequence is different. A large size of freights, such as shipbuilding materials, am be rehandled or cannot be possible to unload. In this paper I tried to find the solution for the problem consider routing sequence, whereupon I present the container loading model which consider the routing sequence and loading rate and its solution.

  • After constructing the high-speed railroad, KORAIL acquired advanced maintenance techniques about Rolling-stocks. Also RCM theory is applied to maintenance field like as inspection period and method. In the meantime, the development of the maintenance methode for Rolling-stock is slow when it compares to the components and system technology. For this reason KORAIL tries to build the optimal maintenance system which can lead the Rolling-stock maintenance technique. The existing vehicle except High Speed train KTX are separated to electric motor car, electric locomotive, diesel locomotive, diesel car, passenger car and freight car. The inspection period and methode for existing vehicles which mentioned above will be examined and the optimal Rolling-stock maintenance technique will be applied.

  • S plastic injection molding factory located at Namdong Industrial Complex in Incheon produces plastic parts for semiconductor, vacuum cleaners, office furniture, etc. It produces the parts to customers' order and delivers them directly to customers at due dates using the trucks of freight company. In recent years, it has been suffered from the excessive production cost, high lost sales rate, rigid response to customers' order, and high delivery cost, which affect negatively on its profit. This paper introduces a case study on the profit increase through a newly proposed production and distribution method which applies a make-to-stock and multi-visit delivery strategy at S plastic injection molding factory. The proposed method is evaluated by comparing with the current method with respect to sales profit using the historical data of customer demand. It is confirmed through the computational experiments that the proposed production and distribution method yields almost double increase in profit resulted from the increased production, reduced lost sales, reduced production cost, and reduced delivery cost.

  • The truck that is used as running equipment for tank freight car support is a core structural part that supports the load of the car body and significantly influences the safety of freights and vehicles, as well as their running performance. Running equipment is composed of truck frames, wheels and wheel axles, independent suspensions, and brakes. Among these components, the truck frame supporting the load of the vehicles and freights may be the most important component. This study was carried out to analyze the structure of truck frames and to determine whether they are safe when the maximum vertical load, braking part load, and the front and rear load are applied to truck frames. This was achieved by subjecting the truck frames to stress tests and then measuring the stress on each part. The results of the stress tests showed that truck frames have a safe vehicle load design.

Analysis of Motor Carrier Crash Risk with Driver Hours of Service (화물자동차 운전자의 운행시간에 따른 사고위험도 분석)

  • Management of driver hours of service (HOS) for commercial vehicle operators has been a continual safety challenge. One of the more critical issues to government and motor carriers is fatigue and fatigue-related accidents. To reduce truck drivers’fatigue-related accident risk in other countries, the government issued the HOS regulations. However, korea government does not have any HOS regulations. The objective of this research gives the clues that korea should have the HOS regulation to reduce truck drivers’fatigue-related accident risk. This study examines the HOS regulation over other countries and conducts relative accident risk analysis using the real data from 3 freight companies. The data set includes 231 accident involved drivers and 462 non-accident drivers. Therefore, the size of the total data set is 693 drivers. One of the most important aspects of early studies of safety and HOS was the need to characterize continuous driving by using the notion of "survival". Subsequent research used a data replication scheme and logistic regression to capture the survival effect. This study uses time-dependent logistic regression. The test of significance between parameters indicates that the first three hours are almost the same risk. In the 10th hour of driving, the risk was more than 2.2times that in the baseline first hour. In conclusion, as driving time goes on, the crash risk increases.

A Convergent Investigation on the Air flow in Driving According to a Cargo Container and the Wind Deflector (트럭 화물칸 및 윈드 디플렉터에 따른 운행중 공기흐름에 대한 융합 연구)

  • In this study, the freight vehicles were modelled and the flow analysis on the existence or non-existence of a cargo container and the wind deflector were carried out. Based on the driving speed of 100 km/hr, at all models A, B and C, the highest flow rate was shown between 58 m/s and 59 m/s at the top of the model shape. All models A, B and C showed the highest pressure of air resistance between 652Pa and 671Pa at the front of the model geometry. The maximum pressure of model A is considered to be the smallest, with the least flow resistance to speed compared to models B and C. Therefore, it can be seen that model A has an advantageous condition for air resistance in terms of fuel costs. Unlike model B which causes the rapid flow resistance at the cargo compartment, model C can be found to flow a little more smoothly on the streamlined wind deflector. So, the flow air at a streamlined shape is considered to be more advantageous in terms of air resistance than at angular shape. By applying the research analysis result on the air flow in driving according to a cargo container and the wind deflector, it is seen that this study is adequate at the practical efficient design and aesthetic convergence.

The Road Reservation Scheme in Emergency Situation for Intelligent Transportation Systems (지능형 교통 시스템을 위한 긴급 상황에서의 도로 예약 방식)

  • Transportation has been playing important role in our society by providing for people, freight, and information. However, it cuts its own throat by causing car accidents, traffic congestion, and air pollution. The main cause of these problems is a noticeable growth in the number of vehicles. The easiest way to mitigate these problems is to build new road infrastructures unless resources such as time, money, and space are limited. Therefore, there is a need to manage the existing road infrastructures effectively and safely. In this paper, we propose a road reservation scheme that provides fast and safe response for emergency vehicles using ubiquitous sensor network. Our idea is to allow emergency vehicle to reserve a road on a freeway for arriving to the scene of the accident quickly and safely. We evaluate the performance by three reservation method (No, Hop, and Full) to show that emergency vehicles such as ambulances, fire trucks, or police cars can rapidly and safely reach their destination. Simulation results show that the average speed of road reservation is about 1.09 ~ 1.20 times faster than that of non-reservation at various flow rates. However, road reservation should consider the speed of the emergency vehicle and the road density of the emergency vehicle processing direction, as a result of Hop Reservation and Full Reservation performance comparison analysis. We confirm that road reservation can guarantee safe driving of emergency vehicles without reducing their speed and help to mitigate traffic congestion.
