Strategic Approaches to Free Economic Zones for the Digital Economy: Lessons from a Comparative Study

  • The paper addresses the importance of redesigning strategies for resilient and sustainable regional economic development - by applying strategic approaches to free economic zones for the digital economy. The purpose of the paper is to provide a broad comparative perspective on developed versus developing country efforts to use free economic zone programs to enhance various economic and social objectives. First, the paper introduces the chronicle experiences of free economic zone programs in South Korea and mainland China - developed versus developing economies. The main results of the analysis indicate that (1) achieving the goals and objectives of free economic zones is challenging over time; (2) trying to upgrade the technical component, develop knowledge-based and eco-friendly new industries, or value-added to the economy through free economic zone policies is even challenging; and (3) incentives and other program-specific variables are highly context-specific and not structurally correlated with free economic zone performance. In addition, the paper shows that the initial conception of the role of free economic zones has undergone significant change as individual countries have tried to enhance the contributions and avoid damages from incorporating free economic zones into their development strategy respectively, over time.

  • Abstract: Korea has designated free economic zones to build the foundation for national economic development by setting up special economic zones to be more competitive in cities. On August 5, 2003, the government designated Songdo, Yeongjong and Cheongna districts in Incheon as free economic zones. But while the development should have been completed nearly three years before the end of the development, the development has been slow and the population, foreign direct investment and other business results are far from the initial plan. Therefore, in this study, we will investigate the various problems occurring in the Incheon Free Economic Zone, investigate the causes of the problem, and then compare and analyze the Incheon Free Economic Zone and China's special economic zones. The two institutions share similar characteristics in many areas, but the Incheon Free Economic Zone system has yet to be settled, as the special economic zone has played a significant role in economic development in China. Therefore, the study is expected to find a solution to the problems of the free economic zones in Incheon and provide directions for future development.

인천 경제자유구역이 인천시 자치구(군)간 지역불균형에 미치는 영향분석 (The Impact of the Incheon Free Economic Zones on Regional Disparities in Incheon)

  • 인천 경제자유구역은 2003년 우리나라에서 처음 지정된 경제자유구역으로서, 3개 지구 즉, 송도, 청라, 영종지구를 포함한다. 기존연구에서는 경제자유구역에 대해 국가경제적인 차원에서의 경제자유구역 활성화 방안이나 외자투자유치 문제점 등이 주요 논점으로 연구되었다. 그러나 경제자유구역 개발로 인한 지역경제와의 연관성이나 배후지와의 연계발전, 지역균형발전 등의 관점에서의 연구는 현재까지 미비한 실정이다. 이에 본 연구는 인천 경제자유구역 법률제정(2003년)을 기점으로 전기(1996~2002년)와 후기(2003~2009년) 총 14년 동안의 인천시 자치구(군)간의 지역불균형의 원인과 특성을 분석하여 인천 경제자유구역이 인천시 지역불균형에 미치는 영향을 연구하고자 하였다. 그 결과 인천 경제자유구역 개발이 지역경제 활성화와 구도심 파급효과로 연결되지 못하고 있음을 알 수 있었으며, 경제자유구역 내 대규모 아파트건설이나 기반시설건설은 구도심과의 불균형을 더욱 커지게 하고 있는 것으로 분석되었다.

  • 가장 근본적인 경제자유구역사업에 대한 문제점은 "경제자유구역 지정만 잘 하면 다 잘된다."고 전제하고, 이에 대한 관심과 집중으로 인한 단순 논리의 집중과 더불어 연구의 경향도 지정의 타당성 여부나 효율성 및 경제성 평가 등이 대부분이어서 연구의 한계를 갖는다는 것이다. 결국, 경제자유구역에 대한 기본 전제에 대한 생각은 정책학적 관점으로 분석과 연구 경향의 미흡을 나았다고 볼 수 있으며, 더 나아가 정책과정 및 정책내용적 분석의 한계 그리고, 정책집행적 차원, 특히 지방정부 중심의 정부간 관리의 간과로 귀결되어진다. 따라서, 본 연구에서는 상술한 경제자유구역에 대한 전제의 한계에 따른 관련 연구의 경향의 간과를 극복해 보고자 정책학적 관점, 즉 정책과정 및 정책내용(유형)에 따른 분석을 시도해보고, 더 나아가 정책집행적 측면에서 가장 최근의 연구 경향으로 정책집행적 차원에서 정부간 관계를 넘어 지방정부 중심의 정부간 관리를 통한 시사점((1)경제자유구역청의 독립성 확보, (2)중앙정부와 지방정부간 공동업무에 대한 공동의 목표지향, (3)적응적인 접근방법 활용)을 제시해 경제자유구역에 대한 기존의 연구와 경향의 한계를 극복해 보고자 한다.

  • This study focuses on analyzing the economic effects and probes the necessity of establishing a customs free zone at the Port of Busan. It first considers the economic effects of establishing a customs free zone at the Port of Busan, then suggests policy prescriptions for introducing and operating the free zone system and improving the logistics functions of the Port. The timeline of this study is focused on 2007, when all of Busan Port will operate as a customs free zone and the first stage of the New Busan Port and distribution parks will be built and opened for operation. The regression analysis, which was conducted using the inter-industry relations table(input-output table data), provided a quantitative prediction on the effects of making Busan Port into a customs free zone. Regarding the impact of a free zone system on the domestic and regional economy, this research found that the impact of a customs free zone on domestic industries and the regional economy once the customs free zone is established throughout all of Busan Port would be highly positive. The positive economic effects on the domestic and Busan regional economy might be further strengthened if the value-added logistics function of Busan Port could be supplemented by effective linking to the hinterlands.

광양항 및 광양만권 경제자유구역의 활성화 방안에 관한 연구 (The development device of Gwangyang port and Gwangyang bay in accordance with its free economic zone)

  • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

  • This study probes the necessity of establishing a logistic free zone in Port of Busan. It considers the economic effects of establishing the logistic free zone of Busan Port, and suggests policy prescriptions for introducing the free zone system and improving the logistics functions of Busan Port. Using input-output table data, the regression analysis was able to provide a quantitative prediction on effects of making the Busan Port a tariff-free zone. Influence for the regional economy due to the enforcement of the free zone system this research found that a strong positive effects should be expected on the Busan regional economy once the logistic free zone would be set up at the Port of Busan. The positive economic effects on Busan regional industries might be further strengthened if the value-added logistics function of Busan Port could be supplemented by linking to the hinterland of Busan Port.

인천경제자유구역 실태분석 및 발전방안 (Development of Revitalization Plans on the Incheon Free Economic Zone)

  • 본 연구는 인천경제자유구역에 입주한 기업들의 만족도를 조사하여 향후 인천경제자유구역의 투자 환경을 개선, 더 많은 기업을 유치하는데 도움을 주는데 목적을 두고 있다. 분석 결과를 살펴보면 입주 결정은 '경영진 의지'(30.7%)가 가장 많았고, 전입 후 사업성과 변화는 '현상유지' 및 '개선' 이상으로 응답한 업체가 92.3%에 달했다. 전반적인 만족도는 응답 업체 모두가 행정지원 서비스, 인력수급 등의 항목에서 '보통' 이상 만족한 것으로 답한 반면 전입 시에는 '행정지원 미흡'의 애로를 경험했다. 따라서 인천경제자유구역 입주기업들은 경제자유구역 입주에 따른 만족도가 높은 점을 감안하면 향후 구역 내 산업용지의 추가 확보와 외국기업과 함께 강소기업으로 성장할 수 있는 중소기업들의 입주 제한을 완화해야 한다. 또한 행정지원, 인력수급, 산업인프라 등 입주기업들의 만족도가 크게 낮은 것으로 나타나 인천경제청이 입주업체의 구체적 경영애로를 파악해 개선하는 시스템 마련이 필요하다.

인천경제자유구역 건축물의 친환경성 평가에 관한 연구 (Evaluating on the Environmental performance of Incheon Free Economic Zone constructions)

  • Incheon Free Economic Zone's Songdo Area is a newly constructed city built on land reclaimed from the seaside and the surrounding area. Yeongjong Area is made after Land reclamation between Yeongjong Island and Yongyou Island began in November 1992. The first phase linking these islands to create the Incheon International Airport (phase 1) and the Airport Town Square community was finished in March 2001. However, if we take a look at the overall status of the project as it is carried on at present, it is hard to deny that the project is trapped inside the same legal restrictions as are all other existing cities, which permits Songdo Area and Yeongjong Area to meet only very minimum standards. This study intends to analyze and assess the Incheon Free Economic Zone's Songdo Area and Yeongjong Area of environmentally friendly construction and to rate its current development status, exposing any problems and offering alternative solutions. In this paper, the current state of constructions in Songdo Area and Yeongjong Area were reviewed. Then a quantitative analysis and assessment for the Songdo Area and Yeongjong Area constructions of apartments, complex buildings, office buildings, school facilities, store and hotel facilities were conducted by using green building certification criteria. Finally the synthetic results of environmental performance evaluation for Incheon Free Economic Zone's Songdo Area and Yeongjong Area constructions and follow-up suggestions were described.
