  • This paper aims to explore the risk governance framework and socially viable solutions, attempting to provide guidance for the decision making process. The key idea of this study start with overcoming the limitations of IRGC risk governance framework, which mainly focuses on a comprehensive framework for risk governance. This article has employed SWOT analysis as a methodology, which is a strategic planning technique used to help identifying the strengths, weaknesses, opportunities, and threats related to business competition or risk management. In this paper, socially viable solutions as an alternative plan place emphasis on the adoption of concern assessment through a concerns table. It is also proposed that scoping has to get introduced, with SWOT analysis in the process. The results of this paper support that multiple stakeholders have to participate in the process of identifying and framing risk and communicating with each other, considering the context. It should be noted that communities can become involved and take important parts in decision making process in various ways. It is recommended that engaging stakeholders to both risk assessment and risk management is material to dealing with risk in a socially viable way. It also implies that the community-based disaster management should be better prepared for the decision making process in socially viable solutions.

  • This study attempts to analyze the effects of public advertising about suicide prevention and to investigate how the attitudes and perceptions of the message recipients differ according to the message framing type (positive vs. negative) and the appeal type (self-oriented/other-oriented). Positive messages, rather than negative messages, have a greater impact on people's respect for life and on attitudes to suicide. Respect for life attitudes were more positive among subjects who received an other-oriented message than among those who received a self-oriented message. Among the individual characteristics variables, the level of cognitive emotion regulation showed a significant impact on attitudes to respect for life and on attitudes to suicide.

  • Oyster fanning structures in tidal flats are well detected by SAR system. Each frame of these artificial structures is composed of two vertical and one horizontal wooden pole. We investigate characteristics of polarimetric features in the target structures. In this paper, the results of AIRSAR L-band POLSAR data and experiments in laboratory are discussed. The ratio of single bounce to double bounce scattering depends of vertical pole height, direction of horizontal pole to radar look direction, and incidence angle as well as sea surface condition. We have conducted laboratory experiments. According to target scale, Ku-band and targets downsized by scale of 10 are used. The results of the experiments are summarized as: i) total power of the backscattering is more affected by vertical poles than a horizontal pole; ii) and backscattering from a horizontal pole is sensitive to the relative radar look direction to target array. We conclude that water level can be effectively measured by using interferometric phase and backscattering intensity if vertical poles in the water are observed by L-band HH- or VV-polarization. Measurement of tide height can be further improved if double bounced components are separated from fully polarized SAR data.

  • In the design process of ship or its comprising components, the key to the successful design is how to guarantee the structural safety satisfying the international standard and regulation, which sometimes is not clear enough to cover the detail designs. This study deals with the design procedure for submersible viewing window installed in catamaran. As the window material, the Plexiglass, a type of reinforced plastic, is considered to satisfy the design requirements of international standard. Window thickness is calculated using geometric nonlinear finite element analysis, in order to take into account possible large deformation due to low stiffness of the Plexiglass, and the results are compared with those determined by the procedure specified in ISO12216. Finally, for the validation of proposed design, the pressure test had been carried out following the procedure specified in the standard, and structural safety was checked.

  • The purpose of this study is the analysis of 'perpendicular crossing Dori' with a structural character of Ddeulzip in Andong cultural area. There are many structural methods to solve the problems of Ddeuljip which is connected space in the rectangular type. There are 'Slope Base', 'Woosangak' roof, 'Seosangak' roof, and '4 beam roof framing' Moreover, they have been used 'perpendicular crossing Dori'. Its characters are as follows ; 1. The 'perpendicular crossing Dori' structure is occurred in different depth of width and length space of 'ㄱ' typed plan. At that time the beam of width is crossed in the middle of the beam of length without the order under them. 2. The 'perpendicular crossing Dori' structure is the method of free depth of width in regular distance of column which is different from general usage of balcony order. 3. The 'perpendicular crossing Dori' structure is founded north-western area of Andong Cultural Area(Bonghwa, Andong, Youngju, and Yeacheun). The best old sample was in Andong(16C) and the next is Yeacheun(17C) and the last is Bonghwa(18C). 4. The frequency in use of roof type of 'perpendicular crossing Dori' structure is 64% of 'Seosangak' and 36% of 'Woosangak'. The sample of 'Woosangak' house of 'perpendicular crossing Dori' structure is concentrated in Bonghwa. 5. The best merit of the 'perpendicular crossing Dori' structure is usage of double swing window in front of Anbang, It is the spacial success which overcomes the structural limits. And it is the structural rationality.

  • The old Samcheok construction company housing in Donghae City was built for employees of Nitrogenous lime factory with railway construction in 1939. The 31 company houses are arranged in a rows including a House A, two No. 2 and 3 Houses, a dormitory, 12 row houses of two households, and 15 row houses of four households. At present, they are preserved with prototype at that time of building as a private company. Researching the architectural characteristics from A and No. $2{\cdot}3$ detached houses of them, the results are as follows. The tea room, living room, and kitchen are centralized and connected with toilet, bathroom, and maid's room by corridor. The exterior wall was finished with paintwork on cement mortar on stud wall framing plastered. The key exterior elements such as diamond shaped asbestos slate, large openings, corner bay window, lintel cornice are in accordance with drawings that they were first designed. The wooden roof structure is based on the structure that supports transverse load with a beam and beam plate instead of thrust. The kitchen and toilet are remodelled and only seem to be a mere shadow of their former self, but the position of sink and toilet bowl is the same as before.

  • Concentric braced frames are commonly used in steel structures to withstand lateral forces. One of the drawbacks of these systems is the possibility that the braces are buckled under compressive loads, which leads to sudden reduction of the bearing capacity of the structure. To overcome this deficiency, the idea of the Buckling Restrained Brace (BRB) has been proposed in recent years. The length of a BRB steel core can have a significant effect on its overall behavior, since it directly influences the energy dissipation capability of the member. In this study, numerical methods have been utilized for investigation of the optimum length of BRB steel cores. For this purpose, BRBs with different lengths placed into several two-dimensional framing systems with various heights were considered. Then, the Response History Analysis (RHA) was performed, and finally, the optimum steel core length of BRBs and its effect on the responses of the overall system were investigated. The results show that the shortest length where failure does not occur is the best length that can be proposed as the optimum steel core length of BRBs. This length can be obtained through a formula which has been derived and verified in this study by both analytical and numerical methods.

  • This article illuminates the relationship between the human being and the surrounding things by referring to the philosophy of Martin Heidegger and Maurice Merleau-Ponty. Criticizing our habitual approaches to apprehending 'what a thing is,' the two thinkers elucidate how 'what a thing is' can be understood only in conjunction with situations in the everyday and how humanity is joined with the qualities of the thing. In addition to the situated-ness of a thing, this article demonstrates the situated-ness of the human being, too, by referring to the notion of the horizon in the tradition of phenomenology. The last part of the paper discusses the basic premises of sustainability in reference to the situated-ness of both things and human beings. Framing natural things such as light as the alternative sources of energy propagandized in sustainability seems progressive. However, this attitude maintains fundamentally the same instrumental attitude we had towards nature, an attitude that has caused the current ecological crisis. By pointing this out, this article seeks to shape a ground for a broad spectrum of sustainability that embraces non-instrumental dimensions such as the practical, the ethical and the spiritual. This article also points out the limits of some of the currently available versions of ecology such as Shallow Ecology and Deep Ecology. In so doing, it seeks to lay out the parameters that any future version of sustainability and ecology needs to address.

  • Because there are numerous near field communication (NFC) technical standards and each standard has an independent communication protocol, an NFC software for controlling the protocols are significantly complicated. Especially, the anticollision algorithm for establishing the initial communication connection is classified into bit-oriented or time slot method according to the technical standards. Moreover, the anticollision algorithm is generally manipulated in software because of its complexity. In addition, since one host processor is shared by multiple modems in a connectivity SoC, embedding several communication modems with an NFC modem, the spare computing resources can be utilized for other modems by reducing the software cost to control the NFC modem. In this paper, we propose new design methods of the NFC modem for supporting anticollision, framing and bit rate detection in the hardware to reduce the software overhead. Therefore, the utilization of the NFC technology is enhanced in the connectivity SoC by minimizing the cost of software.
