Developing the Forest Fire Occurrence Probability Model Using GIS and Mapping Forest Fire Risks (공간분석에 의한 산불발생확률모형 개발 및 위험지도 작성)

  • In order to decrease the area damaged by forest fires and to prevent the occurrence of forest fires, the forest fire danger rating system was developed to estimate forest fire risk by means of weather, topography, and forest type. Forest fires occurrence prediction needs to improve continually. Logistic regression and spatial analysis was used in developing the forest fire occurrence probability model. The forest fire danger index in accordance to the probability of forest fire occurrence was used in the classification of forest fire occurrence risk regions.

Analysis on a Location Compatibility of Forest Fire Detection Facilities according to Classification of Forest Fire Hazard Regions Types in Samcheok Area (삼척지역 산불위험지 구분에 따른 감시시설의 위치 적합성에 관한 연구)

  • This study analyzed on the area of Samcheok, Kangwondo about forest fire alarming area and enlargement of the area. Then, visible area by unattended watching camera and watchtower for forest fire which were run by Samcheok was cross-checked with geographic information system, and it ould be whether effective on watching the area here the forest fire risk was high enough and also it could be expanded to larger forest fire. The result of study, the visible area by watching facilities only holds for 13.4% of the whole forest fire alarming area, but the forest fire can be observed even though it is occurred in small valley because of smoke and all the forest fire have been occurred in daytime. Therefore, it can be determined that watching area will be extended around 50.3% while the observation radii of watching facilities raise by 4km. However, Samcheok has much greater area of mountain area in compared to any other cities or counties, watching facilities should be installed and run additionally for extinguishing the forest fire from the beginning.

Development of Crown Fire Propagation Probability Equation Using Logistic Regression Model (로지스틱 회귀모형을 이용한 수관화확산확률식의 개발)

  • Crown fire, the main propagation type of large forest fire, has caused extreme damage with the fast spread rate and the high flame intensity. In this paper, we developed the probability equation to predict the crown fires using the spatial features of topography, fuel and weather in damaged area by crown fire. Eighteen variables were collected and then classified by burn severity utilizing geographic information system and remote sensing. Crown fire ratio and logistic regression model were used to select related variables and to estimate the weights for the classes of each variables. As a results, elevation, forest type, elevation relief ratio, folded aspect, plan curvature and solar insolation were related to the crown fire propagation. The crown fire propagation probability equation may can be applied to the priority setting of fuel treatment and suppression resources allocation for forest fire.

Spatial Patterns of Forest Fires between 1991 and 2007 (1991년부터 2007년까지 산불의 공간적 특성)

  • For the effective management of forest fire, understanding of regional forest fire patterns is needed. In this paper, forest fire ignition and spread characteristics were analyzed based on forest fire statistics. Fire occurrences, burned area, rate of spread, and burned area per fire between 1991 and 2007 were parameterized for the cluster analysis, which results were displayed using GIS to detect spatial patterns of forest fire. Administrative districts such as cities and counties were classified into 5 clusters by fire susceptibility. Metropolitan areas had fire characteristics that were infrequent, slow rate of spread, and small burned area. However, 4 cities and counties showing fast rate of spread, and large burned area, in the eastern regions of Taeback Mountain range, were the most susceptible areas to forest fire. The next vulnerable cities and counties were located in the West and South Coast area.

  • The forest fire occurrences and burned area are increasing every year since 1990 in Korea, of which 65% is covered by forest. This study attempts to analyze topographic characteristics of forest fire burned area using GIS, and we also applied the statistical analysis based on the fire characteristics such as weather, forest as fuels and topography in small and large forest fire burned areas. The result of the statistical analysis shows that the size of forest fire was related to the slope length, slope degree, wind speed, forest type, and forest continuity.

  • Last year's Goseong-Sokcho forest fires have highlighted the limitations of extinguishing work for night-time forest fire and the importance of quick identification for information on the spread of forest fire. However, it is not easy to find services that take into account the characteristics of forest fires, as most existing disaster-related mobile applications and research assume various disaster situations rather than just forest fire situations. Therefore, a system that can provide information quickly is needed, taking into account the characteristics of forest fires and the limitations of extinguishing work. In this paper, we propose evacuation route guidance services that bypass areas where fire has already spread, supplement existing methods of extinguishing work, and provide general information on forest fire situations in real time, by putting drones into forest fire situations. It has been implemented to automate image analysis using the Rekognition service of Amazon Web Service (AWS), and the results of fire detection and the T Map API guide the evacuation path. It is expected that the results of this paper will allow efficient and rapid rescue and extinguishing work to be carried out, and further reduce the damage of human life caused by forest fires.

  • Nowaday, for the promotion of producing forest trees, production of excellent timbers, and build-up of public forest area, it is on the increase of the thinning-forest for artificial forest, natural forest, eco-friendly forest, and the forest for development and improvement of forest resources nationwide. Even though the thinning-forest is applied around 180,000ha every year, the quantity of collected/used products is only 18,000ha $(240,000m^3)$ which is 10% of the whole thinning-forest area. Meanwhile, some reports represent that the left products after thinning-forest might increase the severity of forest fire and the waste of resources. Therefore, this study focused on the analysis of correlation between the accumulated products after thinning-forest and forest fire, and providing a preparation plan for the forest fire.

Questionnaire Concerning the Actual State of the Burning for Farming and Recognition of Forest Fire Prevention Policy (영농인들의 영농소각 실태 및 산불예방정책에 대한 의식조사 연구)

  • Korea was experienced more forest fire occurrence compared to an area. As a forest fire occurrence from man caused burning for a farming increased and was one of the main reasons of forest fire occurrence in Korea, agriculturist-was a main reason of forest fire occurrence-opinion analysis was needed for forest fire prevention from this reason. Therefore, we asked agriculturist who live in province frequently experienced a forest fire from the burning for farming to answer questions. In result, a half of the respondents have a burning experience for farming and the main reason of the burning was the clearance around farmlands. In result of survey about recognition rate of forest fire prevention policy (forest fire season, incineration inhibition within 100 m from forest, license system for burning, joint burning system by a rural community, imposing a fine for burning) was almost high except license system for the burning, In the result about analysis according to ages and provinces, the recognition rate was high in province experienced severe forest fire damage and low in below 40 years group. So, the direction of forest fire prevention policy would need to be mediated in the view of agriculturist who need to use a fire because of farming labor shortage and higher age. And a consolidated education of forest fire prevention would be needed to agriculturist who live in province experienced rarely forest fire and in below 40 years group.

  • Forest fires were easy to be larger in Korea. So the utilization of aircrafts, especially helicopters, for forest fire attack would be increased gradually. In the forest fire attack process, the improvement of the helicopter aerial fire attack technique and safety were the chief element for efficient forest fire attack. In this study, we surveyed the recognition of pilots who worked in Forest Aviation Office which was responsible for aerial forest fire attack in Korea. Using these survey results, we suggested more efficient and safer method for aerial fire fighting based on actual experience of air attack at the scene of forest fire burning.

  • To achieve the forest fire management goals such as early detection and quick suppression, fire resources should be allocated at high probability area where forest fires occur. The objective of this study was to develop and validate models to estimate spatially distributed probabilities of occurrence of forest fire. The models were builded by exploring relationships between fire ignition location and forest, terrain and anthropogenic factors using logistic regression. Distance to forest, cemetery, fire history, forest type, elevation, slope were chosen as the significant factors to the model. The model constructed had a good fit and classification accuracy of the model was 63%. This model and map can support the allocation optimization of forest fire resources and increase effectiveness in fire prevention and planning.
