Evaluation of the Korea Forest Resource Promotion Policy by Using LISREL Model (LISREL모형을 활용한 산림자원 육성정책의 평가)

  • This study is aiming at providing the useful information for successful implementation of the forest resource promotion policy through analyzing the impacting factors and their relationships on policy accomplishment and policy effectiveness in executing the forest resource promotion policy. Interview survey was conducted on the stake-holders such as government officers and civilians who have direct or indirect influences on the establishment and execution of the forest resource promotion policy. The forest resource promotion policy was heuristically analyzed by using the LISREL (Linear Structural RELations) Model. The policy accomplishments of forest resource promotion significantly showed the positive relations with the suitability of problem recognition, the suitability of policy decision-making and rationality of policy execution, while the degree of policy support and the policy accomplishments were having significant impacts upon the policy effectiveness. Since the path coefficients between the latent variables and observed variables and among the latent variables mostly showed the positive relations significantly, the forest resource promotion policy was evaluated very successful in terms of policy accomplishments and policy effectiveness.

Analysis of the Relationship between Landform and Forest Fire Severity (지형과 산불피해도와의 관계 분석)

  • Topography factors, as homeostasis variables at forest fire, affect the formation of fuel load patterns, atmospheric phenomena and forest fire behavior. Examination of the correlation between landforms and fire severity is important to decision making for fire hazard analysis and fighting strategies. In this study, fire severity was analyzed using Normalized Burn Ratio(NBR) derived from pre- and post-fire Landsat TM/+ETM images and landform were classified based on Topographic Position Index(TPI) in Samcheok(2000), Cheongyang(2002), and Yangyang(2005) forest fire regions. F-tests and Duncan's multi-range test between landform and fire severity showed that fire severities of headwater, high ridges, and upper slopes is higher than ones of local ridges, midslope ridges, and plains. Fire severity were more sensitive in coniferous forest than broadleaf forests.

Differences in Resources of Natural Recreation Forest Developed by Public and Private Body (공공 휴양림과 민간 휴양림의 유양자원의 차이)

  • The purpose of this paper is to investigate in resources of natural recreation forest(RNRF) developed both publicly and privately in order to answer the research question: what are the differences in RNRF development between public and private developers. After reviewing the literature, the developer´s decision-making and motivation of investment, and the planning process of natural recreation forest, We constructed the conceptual framework and have formulated the hypothesis of this research. We had obtained data through a questionnaire, which surveyed of 625 visitors at 9 of the 72 natural recreation forests in Korea in 1999, We have analyzed the data using the mean difference test and logistic regression method. We found that 1) the overall quality of resource elements in RNRF has been development excellent except for the sociocultural element of recreational resources, and public recreation forest have been of higher quality than that fo private development, 20 in bivariate analysis, all the variables on quality of RNRF by public developers have turned out to be better than those of private ones, 3) in multivariate analysis, such variable as valley and water, forest and wildness area, wild life, and landscape have been statistically significant at one percent level, 4) the higher the value of valley and water, the higher the probability of public development, while the higher the value of other variables excluding water and valley, the more likelihood the recreational forest is developed by a private developer, and 5) forest and wildness area has been turned out to be the most important independent variable in contributing to the value of dependent variable. The research results suggest that 1) the differences in the quality of resource elements in RNRF developed by public and private body be considered in the planning and design process in order to develop diverse activities to make use of the resource potential, and 2) considering the resource characteristics of private natural recreation forest and the motivation of private developers, private natural recreation forest will possibly be more dynamic and dynamic attractive areas. It is recommended that the difference in the degree of visitor´s satisfaction between public and private development be examined.

Study on the Standard for 1:25,000 Scale Digital Forest Type Map Production in Korea (1:25,000 수치임상도 제작체계 표준화 연구)

  • Forest type map is a main forest thematic map which shows forest type, age class, diameter class and density. This map has been used as a base data in various fields such as forest policy decision-making, land suitability assessment and eco map production etc. But the existing map had many kinds of errors and no metadata because there was no standard for digital map production. On this study, we developed standard for digital forest type map production consisting of 33 unit processes including DB schema design, mapping process, quality control and metadata input process. Based on this standard, country-wide digital forest type map can be produced with consistent quality and standard metadata.

Efficient Establishment of Protected Areas in Pyoungchang County, Kangwon Province to Support Spatial Decision Making (강원도 평창지역의 보호지역 확대를 위한 공간의사결정 지원방안)

  • As the second-largest 1st degree of ecological zone in Kangwon Province, Pyeongchang County is expected to play an important role in expanding the protected areas of the Republic of Korea. However, Pyoungchang County is expected to experience an increase in demand for development due to the 2018 Winter Olympics. Problems related to various stakeholders and limited budget will arise regarding the issue of expanding the protected areas. In this study, in order to effectively control these problems, we designed expansion plans for the 1st degree ecological zoning map areas and the observed data of threatened species I and II in Pyoungchang County by using the MARXAN Software. As for the methods, we first set the planning units(PUs) for the spatial analysis. The PUs include boundary length, land cost, land status, etc. Then, we made the input data by controlling the conservation features, BLM(Boundary Length Modifier) and iteration numbers. There are two measures for the establishment of the protected areas, one of which only concerns with the ecological priority, and the other with combining the land cost on forest. The one illustrated shows that the larger patches that include the conservation feature was selected as a candidate of the protected areas. The other one presented shows that inexpensive land cost areas were selected. As this study produces visual results and enables an efficient application of various values in selecting protected areas, we believe that it will be useful to various stakeholders in spatial decision-making process.

Ensemble Deep Learning Model using Random Forest for Patient Shock Detection

  • Digital healthcare combined with telemedicine services in the form of convergence with digital technology and AI is developing rapidly. Digital healthcare research is being conducted on many conditions including shock. However, the causes of shock are diverse, and the treatment is very complicated, requiring a high level of medical knowledge. In this paper, we propose a shock detection method based on the correlation between shock and data extracted from hemodynamic monitoring equipment. From the various parameters expressed by this equipment, four parameters closely related to patient shock were used as the input data for a machine learning model in order to detect the shock. Using the four parameters as input data, that is, feature values, a random forest-based ensemble machine learning model was constructed. The value of the mean arterial pressure was used as the correct answer value, the so called label value, to detect the patient's shock state. The performance was then compared with the decision tree and logistic regression model using a confusion matrix. The average accuracy of the random forest model was 92.80%, which shows superior performance compared to other models. We look forward to our work playing a role in helping medical staff by making recommendations for the diagnosis and treatment of complex and difficult cases of shock.

PollMap: a software for crop pollination mapping in agricultural landscapes

  • Background: Ecosystem service mapping is an important tool for decision-making in landscape planning and natural resource management. Today, pollination service mapping is based on the Lonsdorf model (InVEST software) that determines the availability of nesting and floral resources for each land cover and estimates pollination according to the foraging range of the desired species. However, it is argued that the Lonsdorf model has significant limitations in estimating pollination in a landscape that can affect the results of this model. Results: This paper presents a free software, named PollMap, that does not have the limitations of the Lonsdorf model. PollMap estimates the pollination service according to a modified version of the Lonsdorf model and assumes that only cells within the flight range of bees are important in the pollination mapping. This software is produced for estimating and mapping crop pollination in agricultural landscapes. The main assumption of this software is that in the agricultural landscapes, which are dominated by forest and agriculture ecosystems, forest patches serve only as a nesting habitat for wild bees and the surrounding fields provide floral resources. Conclusion: The present study provided new software for mapping crop pollination in agricultural landscapes that does not have the limitations of the Lonsdorf model. We showed that the use of the Lonsdorf model for pollination mapping requires attention to the limitations of this model, and by removing these limitations, we will need new software to obtain a reliable mapping of pollination in agricultural landscapes.

Constructing Spatial Data Warehouse for Forest Information Standardization Service of Municipal Governments (지자체 산림정보 표준화 서비스를 위한 공간 데이터웨어하우스 구축)

  • Recently the integration and development of ST(Spatial Technology) and forest geographic information have been used very efficiently for the forest administration. However, even though many application system related to forest information have been developed and improved, there are still paper based inventories management and hand work for data construction and upgrade. In this study the forest information warehouse, which is mapped and managed at work-site operations, was constructed based GIS technology so that the standardization and consistency of current data could be acquired in real time. In addition, these thematic maps were conducted on high resolution satellite images and managed in web based forest information data warehouse form and finally shared through Internet for the very first-line administration officials. This study shows that the forest information standardization service of municipal governments very first time in the Korea and provides the unified decision making support and enterprise formed forest database so that is expected to be the very successful sample to suggest the prototype of national forest spatial data infrastructure.

  • This paper studies the methods to support decision making for forest management Using GIS. Specially, most important is selecting restrict area to timber harvest suitable on scheduling its harvest in experimental forest of kangwon national university. Because timber harvesting causes water pollution, land sliding and soil erosion, it is necessary to restrict area to be harvest. The study is analyzed with Buffering modules and overlay modules which are an function of Arcinfo 7.1. As a result, restricted area is 52.64ha in total area. Of which Hardwood stand 13.21ha, pinus Pinus koraiensis stand 26.44ha, Larix leptolepis stand 12.38ha and Pinus rigida stand 0.61ha.

Vulnerability Assessment for Forest Ecosystem to Climate Change Based on Spatio-temporal Information (시공간 정보기반 산림 생태계의 기후변화 취약성 평가)

  • The purpose of this study was to assess the vulnerability of forest ecosystem to climate change in South Korea using socio-environmental indicators and the results of two vegetation models named as Hydrological and Thermal Analogy Group(HyTAG), and MAPSS-Century 1(MC1). The changing frequency and direction of biome types estimated by HyTAG model was used for quantifying sensitivity and adaptive capacity of forest distribution. Similarly, the variation and changing tendency of net primary production and soil carbon storage estimated by MC1 model was used for quantifying sensitivity and adaptive capacity of forest function. As socio-environmental indicators, many statistical data such as financial autonomy rate and the number of forestry officer was prepared. All indicators were standardized, and then calculated using the vulnerability assessment equation. The period of vulnerability assessment was divided into the past(1971-2000) and the future(2021-2050). To understand what policy has a priority to climate change, distribution maps of each indicators was depicted and the vulnerability results were compared among administrative districts. Evident differences could be found in entire study area. These differences were mostly derived from regionalspecific adaptive capacity. The result and methodology of this study would be helpful for the development of decision-making supporting system and policy making in forest management with respect to climate change.
