The Renewal of Cognizance Criteria for Work Compensated Disease in Spondylolisthesis (척추전방전위증의 업무상질병 인정기준 개선)

  • Objective : World Health Organization and International Labour Organization, in June 8, 1999, requested that working conditions should be reformed ethically right and economically solid for 2.7 billion world labour force. The purpose of this study is to request compensable surgical therapeutic options and to suggest the renewal in cognizance criteria for worker's compensation, especially in spondylolisthesis. Methods : Regarding spondylolisthesis, we obtained data from Korea Labor Welfare Corporation(KLWC). Spinal disease occurrence incidences and medical fees of National Federation of Medical Insurance(NFMI) were analysed. The compensated 122 spinal instrumented cases included 117 male and 5 female patients, aged from 23 to 72 years old(mean : $45{\pm}9.85$). We compared Korean and Foreign Workers Compensation Law. Results : Numbers of herniated nucleus pulpus(78 cases), spinal fractures(34 cases) and dislocations(4 cases) were claimed after spinal interbody fusion operation and were compensated. These compensated degenerative diseases, work related illness, occurred in the course of work. A case of 52-year old spondylolisthesis patient with Disability Grade 8 was compensated by KLWC, according to its occurrence at work by accident. With exception of trauma at work by accident, current cognizance criteria were too narrow to be compensable, especially in surgical therapeutic option, for worker's spondylolisthesis. Conclusion : Considering both worker's compensation law and clinical pathologic progress, we believe that spondylolisthesis should be regarded as a compensable occupation related disease if and when aggravates rapidly in the course of work. We suggest a new cognizance standard to KLWC for labour welfare and proper worker's compensation.

Characteristics of Community Life in Foreign Intentional Communities Focus on the Differences between Ecovillage and Cohousing

  • This study investigates the different characteristics (mainly of community life) in representative intentional communities, between the ecovillage and cohousing, since the different purpose of the establishment of the community might result different characteristics. The study method is data analysis: the analysis material is Community Directory, A Comprehensive Guide to Intentional Communities and Cooperative Living (Rutledge, 2005). Of 750 listed communities, 397 (211 ecovillages and 186 cohousings) communities were analyzed. The findings of the study reveal that there are clear differences of community life between ecovillages and cohousings even though two communities are regarded as similar intentional communities. The similarities between the two communities are as follows: 1) Those mostly distributed in the USA, and established before 2000. 2) Dominant size of intentional communities is less than 20 residents and 20 houses. 3) They make decisions in consensus. 4) They eat together very frequently; at least once a week or more. 5) Shared work is required. The differences between the two communities are as follows: 1) They have different aims of establishment. For instance, ecovillage focus more on eco-living, while cohousing focuses more on the cohousing idea. 2) There are more female residents in cohousings than in ecovillages. 3) There are more cohousings in urban areas with a smaller area of land, contrary to that there are more ecovillages in rural areas with larger areas of land. 4) There are less identified leaders or leadership core groups in cohousing than in ecovillages. 5) Income sharing is more common in ecovillages than in cohousings. According to there findings, it is evident that a different purpose of establishment result in different characteristics of community life even though those belong to the similar category of the intentional community.   • China has become a G-2 Superpower country as result of rapid economic growth through the reform and opening-up in these days. It expressed its confidence by helding a few big international events, such as Bejing Olympic Games. Shanghai Expo. Though most Chinese people give their agreement and support to the government, there are serious, ill-concealed political problems behind the curtain in China. As a multi-ethnic nation, China has repeated experience of fragmentation and integration of various ethnic groups through her long history. In spite of top-level political leaders of communist party always concern the issues of separatism very sensitively, China has suffered occasional bloodshed terrorism because of erupting ethnic and religious conflicts. Especially there are many disruption and fear due to the bloodshed and terrorism by a minority race-seperatists of Uighur tribe in Xinjiang province. The Uighur in Xinjiang province is very different from major Chinese Han ethnically and culturally. Although Chinese government has presented various policies in order to suppress the Uighus's desire for seperation, they have not been able to offer a fundamental, satisfying solution. Because we, Korean people face the expansion of possibility of conflicts, such as increasing of foreign workers, multi-cultural families and extremists. At this point, I believe we can learn valuable lessons from Chinese experiences for anti-terrorism.

  • Recently the Korean society has suffered severe conflicts over the rate of increase in the minimum wage, while academics have failed to provide appropriate standards through reliable research. Recent foreign studies using natural experimentation or meta-regression analysis show that the increase in minimum wage has little effect on employment. Domestic studies are not yet numerous in number, and they present different conclusions on employment effects depending on the data used, sample period, and research model. To properly assess the employment effects of the minimum wage, future studies should minimize measurement errors in minimum wage dataset, and appropriately consider the endogenous change of minimum wage, economic situation and trends of employment changes. It is also necessary to utilize natural experiment methods before and after the increase of the minimum wage.

  • In this study, our system that the volume of collected human waste in the septic tank truck is measured accurately and the fee of disposing human waste can be calculated by using measured results has been developed. The level sensor and its circuits which can measure the height of the tank, the hand-held system that can be used by workers easily and simply with micro-controller have been developed. Also, this system has been built in the receipt printing function to charge for disposal fee. Even when working on a sloping field, this system can measure the accurate collected volume of human waste in the tank using the X-Y axis angle sensor. The results of this study expect that the popular complaints that generated from human waste can be reduced, the exportation possibility of our specialized systems can acquire foreign currency.

  • This research proposes design and construction of Korean type SWC based on user oriented smart work system. To achieve this proposal, the research suggested improvements of related law, changes to working environment, and strengthening information security for users, stronger Korean ICT based; the study investigated for an efficient and suitable Korean type SWC by analyzing Korean government plans and foreign developed countries' cases. The user-oriented smart work service platform suggested in this study aims to offer a solution to national crisis and establish infrastructure to knowledge-industry and creative-industry by collaborative smart work environment of 'Context Awareness' and 'Tangible User Interface'. As a result, smart work suggests methods to produce creative work by IT workers and efficient work environment for better standing in world competition. In conclusion, Korean SWC system is proved to be superior in satisfaction rate at 75.41%, 20.18% higher than average score shown in 5 categories in 5 countries from USA, Japan, and EU's which was 55.23%.

A Comparative Study on Physical Examination Systems for Seafarers (선원에 대한 신체검사 제도 비교연구)

  • The purpose of this study is to provide some ideas for the improvement of the seafarers physical examination systems(PES) in Korea. This paper presents basic data about the items and detailed standards of the seafarers PES which are currently carried out worldwide. In this paper, a comparative analysis of the domestic and the foreign seafarers PES is conducted. In addition, rule of judgment in the railroad workers PES in Korea has been examined for reference. The paper proposes the amended and supplemented 16 items and detailed standards of the seafarers PES. Expert opinions of Occupational and Environmental Medicine specialist and the recommendations of ILO/WHO are also considered to draw an improvement scheme for the seafarers PES in Korea.

  • Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.

  • Since being granted permission for self-assessment of the work environment by the Department of Labor in 1992, POSCO's Industrial Hygiene Laboratory has participated in domestic and Foreign Quality Control Programs 8 times and has obtained remarkable results. It has made a lot of effort to be a proficient laboratory with the ability to observe and analyse environmental monitoring data. The summary of results is as follows: 1. POSCO's Industrial Hygiene Laboratory has received a "P(Proficient)" grade from the round 115 to round 119 of AIHA/NIOSH PAT Program for analysis of such metals as lead, cadmium, zinc, and chromium, and also has received a "P(Proficient)" grade from its round 119 of for organic solvent analysis, i,e,. Trichloroethylene(TCE), Carbon Tetr-achloride(CTC), 1,2-Dichloroethane(DCE), 1,1,1-Trichloroethane(MCM), Tetrachloroethylene (PCE), Chloroform(CFM), Benzene(BNZ), toluene(TOL), and O-xylene(OXY). 2. In the Quality Control Evaluation Program performed by the Industrial Health Research Institute,Korea Industrial Safety Corporation, POSCO has passed impressively in the3-metal analysis test for lead, cadmium, cupper, and in the 6 organic solvent analysis test for Benzene(BNZ), toluene(TOL), O-xylene(OXY), Trichloroethylene(TCE) and Methyl isobutyl keton(MIBK), n-Hexane with 2 standard deviations. These analytic techniques should be practically applied to various fields, and reliable results of environmental monitoring should be considered to improve the work environment and to keep workers from occupation related diseases.

Field Survey on the Construction Errors for the Members of Reinforced Concrete Structures (현장조사를 통한 철근콘크리트 구조 부재의 시공오차에 관한 연구)

  • Information on the distribution characteristics of construction errors is very important to determine the member factors, which are to be introduced in a new Korean design code for reinforced concrete structures. The new design code, which is under development for reinforced concrete structures, is based on the performance design concept. The construction errors of reinforced concrete members are mainly caused by the firmness and dimensional accuracy of forms, the arranging condition of reinforcing bars, the pouring and compaction methods of concrete, the skills of field workers, and the experience of supervisors. To find out the construction errors of reinforced concrete structures already built in Korea, a field survey for cover thickness, effective depth of reinforcement, the thickness of slabs and walls, and the dimension of beams and columns has been performed. Based on the survey, which is the first time in Korea, the analysis results are presented. The measuring methods for the construction errors, which have been established through the laboratory tests, are also presented. In addition, the measured construction errors from the survey are compared with the allowable tolerances in the current domestic and foreign specifications.
