Analysis of Public Perception and Policy Implications of Foreign Workers through Social Big Data analysis (소셜 빅데이터분석을 통한 외국인근로자에 관한 국민 인식 분석과 정책적 함의)

  • This paper aimed to look at the awareness of foreign workers in social platforms by using text mining, one of the big data techniques and draw suggestions for foreign workers. To achieve this purpose, data collection was conducted with search keyword 'Foreign Worker' from Jan. 1, to Dec. 31, 2020, and frequency analysis, TF-IDF analysis, and degree centrality analysis and 100 parent keywords were drawn for comparison. Furthermore, Ucinet6.0 and Netdraw were used to analyze semantic networks, and through CONCOR analysis, data were clustered into the following eight groups: foreigner policy issue, regional community issue, business owner's perspective issue, employment issue, working environment issue, legal issue, immigration issue, and human rights issue. Based on such analyzed results, it identified national awareness of foreign workers and main issues and provided the basic data on policy proposals for foreign workers and related researches.

  • A shortage of construction field workers has been a serious problem, both in the developed and in the developing countries. As a solution for conquering this problem, these countries import foreign laborers from nearby less-developed countries. While this contributes to lessening the labor deficiency, foreign workers are relatively inefficient in productivity and are often exposed to the cross-cultural risks due to cultural differences, communication difficulties, different work ethics and customs, etc. Despite these facts, construction firms do not well address these issues and are lagged in establishing an appropriate management strategy against it. This paper presents a practical management plan for foreign construction workers through Focus Group Interviews (FGI) and survey investigation. On this basis, this study examines the level of awareness and important managerial aspects of the issue of foreign laborers. Finally, it suggests a cross-cultural and ready-to-use practical human resource management plan for facilitating the foreign worker's productivity.

Problems and Improvement of Basic Safety and Health Training for Foreign Worker in Construction Sites (외국인 작업자에 대한 기초안전보건교육의 문제점과 개선방안)

  • Recently, there are lacks of construction workers, and such vacancy has been continuously increased in many construction sites. Foreign workers have been hired to fill such vacancy, but increasingly high demands for construction workers made construction companies to hire foreign workers who did not properly pass the health and safety education program. In this work, problems associated with the basic education program for occupational safety and health training, which is the first mandatory requirement for foreign workers, were evaluated to suggest applicable solutions for this program. Literature reviews and preliminary investigations were performed, and a questionnaire survey was conducted for practitioners who were in charge of safety management in various construction sites. Results from survey were analyzed to derive proper methods for improvement on basic education on occupational safety and health training program. It is believed that suggested solution from this work can make foreign workers to be more conscious about health and safety issues, so that it will eventually decrease the accident rate in construction sites.

Effects of Foreign Worker's Social Exclusion on Psychological Well-being (외국인 노동자의 사회적 배제가 심리적 복지감에 미치는 영향)

  • This study was executed to identify the influences that the social exclusion which foreign workers recognize gives to their psychological well-being. 214 foreign workers were selected as study subjects who live in Seoul and Gyunggi areas and are working for the simple function tasks like manufacturing. Study results showed that the level of social exclusion which foreign workers recognize is a little bit higher than the average but psychological well-being is lower than the average level. Psychological well-being showed statistically significant differences according to staying period, healthy conditions, Korean language proficiency and working period of current workplace by each group, but their staying status and monthly income didn't show significant differences by groups. In addition, working period in current workplace, health conditions, Korean language proficiency and consumption activities and production activities which are the subcategories of social exclusion showed significant influences to psychological well-being.

  • Domestic construction industry has seen a negative image in the sense that various accident occurs frequently. Status of construction accidents in the case of domestic workers is reduced. However, if the situation of foreign workers is increasing every year. This study aims to create high-temperature exposure standard table for foreign workers and domestic workers in the analysis through the discomfort index of fatalities and using the WBGT index for reducing fatalities foreign workers to improve the image of the construction industry.

  • This study is analyse method for Industrial disester prevention of E-9 foreign workers. To do this, We adapted tp TRIZ 's creative problem solving theory and AHP, QFD. TRIZ is determined some parameters for problem solving and selected the inventive principles for each parameters. So, We made new parameters and inventive principles under theory of the TRIZ process for reduced to the foreign worker's disaster rate. After, The derived parameters and the inventive principles are used to evaluate the importance of factors through the AHP, and determine the weight of the relation through QFD expansion. Finally. this paper applies statistical data according to the determined model process, analyzes the result and proposes improvement method for the prevention of disaster of foreign workers.

A Comparative Study on Health Status and Health Determinants of Foreign Workers and Native Workers (외국인 근로자와 내국인 근로자의 건강수준 및 결정요인 비교)

  • Purpose: The purpose of this study was to compare the health status between foreign workers and native workers and to examine the influencing factors of health status of foreign and native workers. Methods: This was a secondary analysis of the data collected from the 3rd (2011) Korean Working Conditions Survey (KWCS). The sample included 101 foreign workers and 101 native workers matched by age and gender. Results: The difference in health status between foreign workers and native workers was not statistically significant. The most commonly complained health problem of foreign workers was muscle pain of the upper limbs. Among foreign workers, hazard exposure, coworker support and supervisor support were significant predictors of health status. Among native workers, income level and obesity were significant predictors of health status. Conclusion: For health management and health promotion of foreign workers, employers and health providers need to establish coworker supporting systems in workplace and improvement strategies of work environment. Particularly, they must pay closer attention to management of foreign workers' musculoskeletal disorder.

An Comparative Study on the Foreign Worker's Employment System of Fishing Vessels in Korea and Japan (한·일 외국인선원 고용제도 비교 연구)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

AI-based basic research to predict safety accidents for foreign workers at construction sites (AI기반 건설현장의 외국인 근로자 안전사고 예측을 위한 기본 연구)

  • Compared to other industries the construction industry experiences more casualties and property damage due to safety accidents. One of the reasons is the increasing number of foreign workers. For this reason, past studies have found that foreign workers at construction sites are more exposed to safety accidents than non-foreign workers. Nevertheless the proportion of foreign workers involved in safety accidents at construction sites is increasing, and there has been a lack of research to predict the risk of safety accidents at construction sites. Additionally, realistic safety management is lacking due to a lack of safety accident risk prediction research. Therefore, in this study, we would like to propose basic research that proposes an AI-based safety accident prediction model framework for predicting safety accidents of foreign workers at construction sites. The framework and results of this study will contribute to reducing and preventing the risk of safety accidents for foreign workers through risk prediction for safety management of foreign workers at construction sites.

  • Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry. Despite the ongoing disaster reduction efforts to reduce disaster (share) of foreign workers has been increasing rapidly Survey, Whilst the provision of disaster prevention system status and problem analysis and identify measures that can be established through such disaster reduction measures are urgently needed.
