누진 가입도 렌즈의 규격 비교 (Comparison of Progressive Addition Lenses Standards)

  • 국산 누진가입도렌즈의 품질향상을 위하여, 누진가입도렌즈의 광학적, 기하학적 요소를 측정하고, 국제규격에 따른 품질을 평가하였다. 방법: 국내시장에서 판매되고 있는 국내외 브랜드의 누진가입도렌즈를 대상으로 굴절력, 중심두께, 프리즘 굴절력을 측정하여, 국제규격에 따라 비교, 분석하였다. 결과: 국내 브랜드 제품들이 해외브랜드 제품과 대등한 품질을 보였으나, 국제규격의 허용기준에 미치지 못하는 경우가 있었다. 결론: 누진가입도렌즈는 세심한 주의가 요구되므로, 국산제품이 세계시장에서 더 높은 경쟁력을 가지기 위해서는 보다 엄격한 품질관리가 필수요소인 것으로 생각된다.

스페이스 프레임 구조물의 부재좌굴성능 평가방안 연구 (A Study on the Evaluation of Member Buckling Performance of Space Frame Structures)

  • 본 연구의 목적은 볼접합부를 갖는 원형강관의 좌굴실험 결과를 토대로 하여 국내외 압축재 설계규준과 비교 평가함으로써 부재의 좌굴내력 및 좌굴길이 계수의 안전성과 합리성을 조사하는 것이다. 좌굴성능 평가를 위해 선정된 원형강관은 Ø$48.6{\times}2.8t$와 Ø$60.5{\times}3.2t$ 및 Ø$76.3{\times}3.2t$이다. 국내외 압축재 설계를 위해 우리나라의 하중저항계수 설계법(LRFD), 일본의 한계상태 설계법(LSD) 및 영국의 BS5950 규준을 적용하였다. 본 연구에서는 선행연구의 실험결과와 국내외 설계규준과의 좌굴성능을 비교 분석하였다. 그 결과를 요약해 보면 다음과 같다. 각국의 압축재 설계규준에서 부재의 전체길이를 좌굴길이로 적용한 결과 실험에 의한 좌굴내력의 64%~89% 정도로 나타났다. 따라서 안전을 위해 현재 설계 규준식에 준하여 부재설계를 수행하는 것이 바람직하다고 판단되었다. 실험결과 측정된 좌굴내력은 우리나라, 일본 및 영국의 압축재 설계규준에서 좌굴길이를 순수 원형강관만으로 고려한 좌굴내력 값에 비해 1.02배~1.43배 높은 것으로 나타났다. 따라서 스페이스 프레임 구조물 설계에 있어 개별부재 좌굴내력은 절점 간 길이가 아닌 순수 원형강관의 길이로 좌굴계수를 고려할 필요가 있을 것으로 보여 진다.

Determinants of Foreign Direct Investment: Evidence from Vietnam

  • The paper investigates the determinants of foreign direct investment (FDI) in Vietnam in 2000-2019 period. This study uses difference Generalized Methods of Moments (GMM) and Pooled Mean Group (PMG) to analyse panel data officially provided by General Statistical Office of Vietnam. The results show that market size impacts positively significant on FDI attraction: 1% -1.45% (PMG) and 1% -1.25% (GMM). Besides, some other factors have positive influences as labor force, macroeconomic policy, macroeconomic stability and skilled labor. Meantime, the trade openness negatively affects FDI inflows in the short-term, while not being statistically significant in the long-term. Moreover, economic shocks often have a negative impact on FDI inflows. The findings of this study lead to the following recommendations. First, authorities should pay special attention to encourage economic growth rate in Vietnam to expand market size because this is the first priority of foreign investors. Second, authorities need to continue increasing the rate of skilled labor, especially highly qualified management force, engineers and well-skilled workers. Third, the authorities should adjust trade openness to boost the role of its determinant in attracting FDI inflows. Fourth, macroeconomic stability needs to be governed by international standards in order to secure the belief of foreign investors in the long-term.

한국기업의 해외정부조달분야 수출증대방안에 관한 연구 (A Study on Export Promotion Strategy to Foreign Government Procurement Markets for Korean Firms)

  • Recently, the world government procurement market has been greatly opened thanks to the WTO Government Procurement Agreement and FTA etc..In spite of that, many companies trying to export their products into overseas procurement market have been still facing many kinds of invisible barriers and practices for restricting the market access. With the survey results, this study aims to suggest strategic and political implications for the exporting companies in the procurement area for preparing the marketing strategy and introducing the export assistance regime and developing the negotiation position in the concerned FTA. This study has showed some kinds of important implications for the export promotion in the area. Firstly, the companies have to try to increase their products competitiveness, to strength efforts for bids information gathering, to use special program for the foreign companies in some countries. Secondly, the Korean Government also has to try to establish a realistic system for gathering many information about the foreign government procurement market, to assist the companies's export marketing, to introduce the global standards for adapting international technical specifications, and to conclude the FTA agreement with the concerned developing countries in the procurement area etc..

외국인환자 의료분쟁 해결을 통한 국제진료 활성화방안 (A Study on Strategy for Global Health Care through the Resolution of Medical Disputes with Foreign Patients)

  • Activation Plan for International Health Care through the Resolution of Medical Disputes with Foreign Patients. The field of international health care is currently being expanded and developed into the new industrial field of medical tourism through the convergence of medicine - a public sector - and tourism - a private sector. This study examines problems with medical law regarding the prevention of medical disputes that may occur when attracting foreign patients and the resolution of these disputes. It also introduces the current most ideal resolution plan for medical disputes. Advanced measures for the prevention of medical disputes with foreign patients are as follows: First, when conducting international health care, the obligation to explain a medical treatment should be applied at higher standards for foreign patients. Second, all medical treatment procedures, including appointments, treatments, discharge, post-operation consultations, and follow-up treatments of foreign patients should be charted and recorded. A checklist regarding precautions for each procedure along with a response manual for problems should also be established. These regulations can prevent unexpected conflicts in advance when medical disputes occur. If a medical dispute with a foreign patient occurs despite thorough advance prevention, it can be resolved through reconciliation, mediation, and arbitration. The government and the medical field along with its related industries and authorities should put their efforts into developing these priori/posteriori measures for the activation of international medical health care. The laws and technological/human capabilities in medicine should also be improved in order to activate international medical health care.

베트남 법체계에 있어서 외국중재판정 승인 및 집행 (Recognition and Enforcement of Foreign Arbitral Awards in the Vietnamese Legal System)

  • Vietnam is an important country with many trade transactions with the Republic of Korea. Arbitration is a method of resolving disputes that can arise with the increase in trade transactions. It is essential to study the legal system and precedents of Vietnam on the approval and enforcement of foreign arbitral awards. Such is the case because the law in Vietnam and the court's position on the approval and enforcement of foreign arbitration awards issued by the courts depend on the possibility of realizing the parties' rights concerning their disputes. Therefore, it is of great value both theoretically and practically to analyze the exact differences between approval and the denial of approval. Vietnam has enacted the Commercial Arbitration Act, which replaces the previous Commercial Arbitration Decree and creates an arbitration-friendly environment that meets international arbitration standards. Regarding the approval and execution of foreign arbitration awards, the Commercial Arbitration Act, the Civil Procedure Act, the Civil Execution Act, and the Vietnam Foreign Arbitration Awards Approval and Enforcement Ordinance are regulated. Following these laws and regulations, the reasons for the approval, enforcement, and rejection of the arbitral award are specified. In accordance with these laws and inappropriate arbitration agreements, an arbitral award beyond the scope of its right of disposition, an arbitral tribunal, or the concerned parties could not be involved in a proceeding or an arbitral award if the involved party does not have an opportunity to exercise its rights lawfully. If the state agency in the forum does not recognize the arbitral award, the dispute is not subject to arbitration under Vietnamese law, or the arbitral award does not conform to the basic principles of Vietnamese law, the parties are not bound, and the foreign arbitration award is rejected for approval and execution.

전산화단층촬영용장치의 모의 평가를 통한 평가방법 및 평가기준의 개선방안에 관한 연구 (A Study on the Improvement of Evaluation Methods and Standards for Simulation Evaluation of Computed Tomography)

  • 국외의 경우 의료기기의 품질보증(QA)의 중요성이 대두되고 있으나, 국내의 경우 품질보증 평가기준이 명확하게 제시되어 있지 않다. 이에 본 연구에서는 국내 외 문헌 조사 및 비교 및 분석을 통하여 개선된 새로운 품질보증 평가기준 및 평가방법을 제시하고자 하였으며, 모의 평가 수행을 통하여 적합성을 확인하였다. 국내의 문헌 조사 결과, 다수의 항목이 주관적인 평가 방법을 이용하고 있으며, 정확성 및 재현성 평가로는 부족한 횟수로 측정을 수행하고 있다. 따라서 문제점들을 해결하기 위하여 객관적인 평가 방법 및 명확한 기준을 제시하고자 하였으며, 측정 횟수를 10회로 하여 정확성 및 재현성에 대하여 고려하였다. 모의 평가 결과, 제시한 평가 기준 및 평가방법에 모두 만족하는 것을 확인하였다. 그러나 국내에서만 시행하고 있는 항목과 고대조도 공간분해능에 대해서는 적합한 평가 기준 및 평가 방법을 정립하지 못하였다. 차후 국내 실정에 맞게 정립 연구가 필요할 것으로 사료된다.

측정망 자료를 이용한 환경기준 대기오염물질의 권역별 단기 고농도 변화 추이 (Regional Trends in Short-Term High Concentrations of Criteria Pollutants from National Air Monitoring Stations)

  • While attainment rates for $SO_2$ and CO approached 100%, those for $PM_{10}$, $NO_2$, and $O_3$ have been low during the past decade. The attainment rates for 24-h $PM_{10}$ and 8-h $O_3$ have been only 1~3% and 5~12%, respectively, since the standards were strengthened in 2007. Variations in the 99th percentiles of 24-h $PM_{10}$, 8-h $O_3$, and 24-h $NO_2$, which are used as criteria for determining exceedance of standards, were examined by region. Because the analysis was based on short-term high-concentrations, the effects of Asian dust were observed for $PM_{10}$. Accordingly, it is necessary to specify whether exceptional events such as Asian dust will be included or not in determining the exceedances of standards. While variations in $NO_2$ were not large, there was an increasing trend in $O_3$. In the Yeongnam region, the increasing rate of $O_3$ concentrations was small although the decreasing rate of $NO_2$ was the greatest. In the Gangwon region, $NO_2$ concentrations were almost unchanged, but $O_3$ concentrations experienced a significant increase. Regional management strategies targeting short-term high concentrations of criteria pollutants analogous to the Special Act for the greater Seoul area will aid in improving attainment rates.

수학과 교육과정의 역량 반영 양상에 대한 국제 비교: 프랑스, 호주, 캐나다 브리티시 콜롬비아 주를 중심으로 (International Comparison of Ways in which Competencies is Reflected in Mathematics Curriculum: Focused on France, Australia and British Columbia in Canada)

  • 본 연구는 수학과 교육과정에 역량을 반영하고 있는 국가를 연구 대상 국가로 선정하여 각국의 수학과 교육과정에 어떠한 역량이 어떻게 반영되어 있는지를 분석함으로써 우리나라 수학과 교육과정의 역량 반영에 대한 개선 방안을 탐색하는 데 목적이 있다. 연구 결과 프랑스의 경우 교과 교육과정에서 학년군에 해당하는 cycle별로 도달해야 하는 학습 역량(우리나라 교과 역량에 해당)의 성취기준을 제시하고, 관련된 공통 역량(socle commun, 우리나라 핵심역량에 해당)을 표시하고 있었다. 또 호주의 경우 학년별에 도달해야 하는 숙달 영역(proficiency strands, 우리나라 교과 역량에 해당)에 대한 성취기준을 제시하고, 교과 교육과정에서 영역별 각각의 성취기준에 관련된 일반 역량(general capabilities, 우리나라 핵심역량에 해당)을 밝히고 있다. 캐나다 브리티시 콜롬비아 주 교육과정에서도 역량을 적극적으로 반영하고 있었는데, 교과 교육과정의 영역을 역량을 중심으로 재편하고, 역량 중심으로 성취기준을 제시하고 있다. 이러한 본 연구의 결과는 차기 교육과정 개정 시 교육과정 총론과 교과 교육과정에서 핵심역량과 교과 역량을 구체화하는 데 시사점을 제공할 수 있을 것으로 보인다.

시판 간장새우살장의 위생 특성 (The Sanitary Characteristics of Differenct Commercial Seasoned Shrimp Soy Sauce)

  • Shrimp in seasoned soy sauce (S-SS) is a popular seafood product in Korea, but it could be potentially hazardous; thus, this study was conducted to investigate its safety. Commercial S-SS were collected and analyzed for pH, volatile basic nitrogen (VBN), hygenic indicator microorganisms (viable cell count, coliforms, and Escherichia coli), food poisoning bacteria (Staphylococcus aureus, Vibrio parahaemolyticus, and Listeria monocytogenes), preservatives (dehydroacetic acid, sorbic acid, benzoic acid, and its salt, parahydroxybenzoate), tar colorants, and sensory properties. Domestic and foreign standards were also investigated for S-SS. Commercial S-SS ranged from to 6.2-7.3 for pH, 13.7-39.1 mg/100 g for VBN, and 4.6-6.9 log CFU/g for viable cells. The coliforms and E. coli of commercial S-SS were from ND to 3.4 log CFU/g and negative, respectively. Food poisoning bacteria, preservatives, and tar colorants were not detected in commercial S-SS. Only the coliform count and presence of E. coli in commercial S-SS exceeded the set standards of vietnam, while all items were within domestic and foreign standards.
