Development Strategies of Agri-food Exportation for Agricultural Export Promotion in Korea (우리나라 수출농업 활성화를 위한 농식품 수출 발전방안)

  • With the launching WTO, the world economy has been changing new competitive environment. Agricultural exports should be pursued actively in the market of opening era to develop the foreign agricultural product market and to improve the domestic agribusiness quality and strengthen its competitiveness. The purpose of this is paper is to understand agricultural export status of Korea to detect challenges and matter for improvement, to find new measures of export strategy for the foreign market, recent emerging export promotion with high potential growth, and to increase Korea agricultural export to new world market by using a new method. The profit and loss status is volatile since the agricultural export is in its infancy. However, we have learned lessons from previous success and failure that prior analyzing of agricultural export feasibility, phased-in expansion of agri-food export volume, connection of agri-food export and agri-food market policy. In relation to this, this paper introduces Efficient and Effective Utilization of Communal Facilities in agri-food export. Consequently, First, Export promotion scheme for agri-food is to precise analysis of import countries and to collection agri-food export procedure and agri-food market system. Second, In order to expand export agricultural products to new world market, we need to direct 3rd support program to enhancing competitiveness in expanding export of agricultural export.

A Study on Economic Ripple Effect and Export Connection Method of Food Industry (식품산업의 경제적 파급효과와 수출 연계 방안에 관한 연구)

  • The purpose of this study is to grasp the ripple effect of food industry, which is rising as the prominent industry of the future and has a high forward & backward ripple effect, on domestic economy and other industries through Industrial Input-Output Analysis and suggest the export connection method for the development of food industry in the future. As an analysis result, it was found that the effect on product inducement and employment inducement was very high. Like that, it is necessary to establish export connection strategy to escape from narrow domestic market and advance into world market in order to develop food industry, which has a high ripple effect on domestic market. For the export connection of food industry, it is possible to enlarge overseas market demand of domestic food industry by providing domestic food companies with export-concerned information such as overseas export market information and food market information, advertising world market for domestic food industry actively through the globalization of Korea food, securing food processing technology, removing export unavailability risk through the export insurance policy and advertizing the safety of food industry through the reinforcement of food safety control standard and penalty standard.

The Effectiveness and Proposal of Agri-Food Export Subsidies in GyeongBuk (경상북도 농산물 수출지원정책의 효과와 과제)

  • This paper examines the effects of export subsidies on agricultural food exports, focusing on a case of Gyeongsangbuk-do. Using monthly data of agricultural food exports during 2007-2020 and the GLS regression analysis, we test the hypothesis whether the export subsidies would increase the exports of four major agri-food categories with three digit codes of HS such as fruits, vegetables, flowers, and mushrooms. Evidence shows that the export subsidies had statistically significant impacts on the agri-food exports except flowers. In order to test the robustness of the analysis, the agri-food export subsidies are reclassified into four sub-subsidy policies, and the analysis re-examines the effects of the sub-subsidies on agri-food exports. It shows that export policies for production stabilization, logistics, and overseas marketing promote the exports of agri-foods significantly. Alternative export policies are drawn in this study since the existing subsidies conflict with the WTO agricultural agreement.

  • This study proposed a real and strategical business model from a supply chain perspective to heighten the competitiveness of agri-food export to promote export agriculture of Korea. The proposed export logistics business model can efficiently integrate and manage supply chain members in the agri-food export logistics center. The export logistics center is an integrated model to increase agri-food export which consists of product mixture that simultaneously distributes large companies' processed food and small companies' agri-food, a material and process system of export logistics, opening up foreign markets, and access to target markets on the basis of efficient agri-food export such as the construction of an export logistics system, finding overseas markets, and the launch and development of strategic goods for export.

  • It is necessary to construct the supply system which is stable and quality assured for professional performance of agro-food export. The purpose of this study is to present the basic information about the improvement directions on the Leading Group of Agro-food Export. The result of analysis is presented by the achievement of business objective, farm-organization and large scale-up, marketing achievement, and the fidelity of group operations etc.

  • The Korea China FTA was signed on June 1 2015. It includes some concessions regarding major export items in the manufacturing sector for the protection of primary industries and preferential tariffs for a number of products produced in the Kaesong Industrial Complex. Primary industries are what the Korean government paid the greatest attention to. Rice was excluded from the negotiations from the get go, and was joined by 548 other food items including pork, apples, pears, beef, chili, garlic etc. These foodstuffs account for about one-third of the agricultural and livestock products that Korea produces, and are not going to be subject to tariff elimination. The results of the study are as follows: Korean government policy is to maintain of agri-food export support system, eliminate of agri-food non-tariff barriers, foster of agri-food export SMEs and expand of investment of foreign agri-food company. Korean firms strategy is to establish of regional marketing strategy, ensure of high quality agri-food and develop of food packaging technologies, establish of agri-food export logistics center and take advantage of the FTA preferential tariff.

Korea National Food Safety Certificate for ensuring global competitiveness of food export industry (수출식품산업의 국제경쟁력 확보를 위한 식품안전국가인증제)

  • To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

A Study on the Export Priority Indicators of Rice Processed Food for Export Business

  • As the trade among the countries increases, domestic agriculture is facing a crisis. Especially domestic rice industry is suffering from the rice market opening problem and the domestic rice industry itself. As a counter measure against this, despite the promotion of the rice processing food industry, the export of rice processed food has decreased by an average annual rate of 12.3% since 2011 due to the lack of customized export strategy, such as low price competitiveness, insufficient quality and brand management. As a measure, we selected indicators to prioritize establishment of export strategy of rice processed food business and used AHP methodology to draw the weight for each indicators. The selection of export strategy prioritization indicator was based on the marketing mix theory, various previous research reviews and expert consulting. Five higher level indicators and nineteen detailed indicators were derived, and a weighted value of them was analyzed using a professional package. As a result, the relative importance of higher level indicators was 45.5% for product differentiation, 18.4% for management competence, 13.0% for export infrastructure, 12.0% for product pricing, and 11.1% for product distribution. The relative importance of the lower level indicators was 17.3% for product safety, 15.3% for product quality, 9.1% for management expertise, and 7.0% for product brand. This result is expected to be used as export strategy indicators of rice processed food export business.

Studies on the Actual Status of Production, Management and Export of Traditional Food Processing Company in Kyungpook Province (경북 지역 전통식품 가공업체의 생산.경영 및 수출실태 연구)

  • The actual status of production, management and export of 96 traditional food processing companies which supported by the government in Kyungpook province were investigated. Governmental support contributed to the increase of farmhouse income, employment and depreciation of agricultural products a bit, but it was supported mostly to unexperienced party. Technologies for food processing developed in institute and college were little. 42 percent of packaging design was developed by service commission, but the agency was very limited. Total export price in 1996 was 2.3 billion Won, but it was decreased in 1997. The responce to the prospect of traditional food processing work, 37.5 percent replied that this work can bring up as exportable product, but ambiguious response was a little. To settle a weakness of farming food processing work, the establishment of special marketing comapny was required and this company should accomplish marketing advertizing and exporting business.

An Analysis of Policy Effects of Export Infrastructure Strengthening Program on Export of Food Distribution Companies (수출인프라강화사업이 식품유통기업 수출에 미치는 정책효과 분석)

  • Purpose - The Export Infrastructure Strengthening Program(EISP) is a project to expand exports of agri-food products through providing customized export information to food distribution companies and supporting overseas information activities. A total of 39.6 billion won was provided by 2016. So, the purpose of this study is to analyze whether EISP is effective for expanding exports of agri-food products. Research design, data, and methodology - A simple average difference between the export performance of the policy beneficiaries and the non-policy beneficiaries can be biased if the export capacity or inherent characteristics of the enterprise are not taken into consideration. In order to solve the problem of such a bias, the propensity score matching(PSM) method has been employed in this study. PSM is a method of converting the characteristics of an export company into an index through logit analysis and then reducing the matching to one dimension to improve the accuracy of the performance measurement. Results - The balancing test was conducted to determine how the characteristics of the policy beneficiary group and the matched policy non-beneficiary group corresponded to each other. As a result of the test, we could not reject the null hypothesis that there was no difference between the two groups, so that after the matching, the two groups were similar and the explanatory variables were well controlled. Using the nearest neighbor matching with propensity score estimating through logit analysis, we estimated average treatment effect on the treated(ATT). The food companies participating the EISP had the effect of increasing the exports of $ 5.88 million. As a result, the number of export contracts increased by 11.77, the number of exporting countries by 7.52, the number of export items by 47.51, and the number of buyers' consultation by 3.50. And overseas marketing expenses increased by 35.92 million won. Except for the number of export contracts, other export performance results showed statistically significant results. Conclusions - As the EISP has a positive effect on the expansion of agro-food exports, efforts should be made to find out the limitations or problems of the policy in the future and to make a greater contribution to the increase of exports.
