Metadata Design Based on Vector Type Geospatial Information Standard for the Collection and Management of Inundation Map (침수지도 수집 및 관리를 위한 벡터형 공간정보 표준 기반의 메타데이터 설계)

  • Inundation Maps are used to predict potential areas of flooding through the signs of past flooding and flood inundation analysis for flooding expected in the future, and this has led to the development of various forms of disaster-related services by governments. However, each institution has its own individual scenarios for making maps for spatial expression. Therefore, the type of spatial information is not standardized and has many forms and structures. In this study, we attempted to design the metadata that would allow Inundation Map information to be shared and used in various fields. The international standard, ISO 19115, and the domestic standards, KS X ISO 19115, TTAS.IS - 19115 and TTAS.KO - 10.0139/R1 of TTA, were used in the design to derive an appropriate standard for comparative analysis by dividing into maintenance, constraints, metadata, spatial reference system, identification, and distribution. It is expected that inundation maps will be easier to utilize and distribute among institutions and private companies by systematically collecting and managing them through the metadata design based vector space information standard developed in this study.

  • 최근 기후변화로 인해 지구촌 곳곳은 이전에 경험하지 못한 극한 홍수재해로 몸살을 앓고 있다. 2011년 태국에서는 짜오프라야강 범람으로 국토의 70% 이상이 침수되었고, 2013년 인도 북부지역에서는 갠지스강 및 지류의 범람, 산사태, 가옥붕괴 등으로 1,000여명이 숨지고 관광객 및 순례객 7만여명의 발이 묶이는 피해가 발생하였으며, 2014년 발칸반도에서는 120년만의 폭우로 인하여 30여명이 사망하고 100만명의 이재민이 발생하였다. 국내의 경우 2011년 수도권을 중심으로 하루에 300mm가 넘는 기록적 호우가 쏟아지면서 주택과 도로의 침수, 산사태 등으로 많은 인명 및 재산피해가 발생하였다. 또한 2014년 8월 경남 부산지역에는 시간당 130mm가 넘는 국지성 호우에 따른 산사태, 침수 등으로 도심기능이 마비되는 피해가 발생하기도 하였다. 이처럼 대부분의 자연재난은 태풍 및 집중호우 등 물재해로 발생하고 있으며, 국내의 경우 2012년 전체 자연재난의 95.6%, 2013년 전체 자연재난의 93%를 물재해가 차지하였다. 이에 구조적 비구조적 홍수 재해 저감대책 수립 및 시행 등 지속적인 물관리 노력으로 대하천에서 발생하는 홍수피해는 크게 감소하였으나, 지자체를 중심으로 운영 관리되고 있는 중소하천에서의 피해는 오히려 점차 증가하고 있다. 조사에 따르면 최근 5년간(2007~2011) 홍수피해의 98% 이상이 중소하천을 중심으로 발생한 것으로 발표된 바 있다. 특히 지자체의 경우 전문인력 및 기술력 부족, 열악한 재정 등으로 피해가 반복되고 있는 실정이다. 이에 따라 중소하천과 같이 소외된 지역의 물복지 향상을 위해서는 홍수재해 상황에 신속하고 효과적으로 대응하기 위한 과학적 체계적인 선진 홍수재해 관리체계의 구축이 요구되는 바이다. 이에 물관리 전문기관인 K-water에서는 지난 2010년부터 ICT기반의 우수한 물관리 기술력과 홍수대응 Know-How를 활용하여 '지자체 맞춤형 홍수재해관리시스템' 구축을 지원하고 있다. 본 시스템은 상 하류의 다양한 재난 정보를 수집 통합하고, 수집된 정보를 활용한 홍수분석을 통해 예방적 재난대응 체계를 구축하는 것으로, K-water는 지난 2010년 남원시를 시작으로 무주군, 군산시, 진안군 등의 시스템 구축을 지원하고 있다. 재난은 복구보다 예방이 우선되어야 함은 모두 다 아는 사실이지만 예산문제 등으로 항상 소 잃고 외양간 고치는 일이 아직까지 반복되고 있다. K-water는 물관리 전문 공기업으로써의 역할을 다하고, 예방 위주의 재난관리 체계 마련을 위해 '지자체 맞춤형 홍수재해관리시스템' 구축 지원을 지속적으로 확대해 나갈 것이다.

  • 기후변화는 전 지구적 현상으로 이로 인한 홍수피해는 심화되고 있다. 기후변화 정부간 협의체 5차 보고서(IPCC, 2014)에 의하면 1980년대 이전 세계 평균 홍수피해액은 70억 달러 수준이었으나 2011년에는 240억 달러로 크게 증가한 것으로 나타났다. 2013년 필리핀에 태풍 '하이옌' 내습으로 인해 6,200여명이 사망하고, 2천여명이 실종되는 피해가 발생하였다. 국내의 경우 2014년 8월 경남 부산지역에는 시간당 130mm가 넘는 국지성 호우에 따라 차량 4,000여대가 침수, 5명 사망 등 약 125억원의 재산피해가 발생한 바 있다. 국회예산정책처(2012)와 소방방재청(2014)에 따르면, 자연재해 중 집중호우 및 태풍에 의한 호우피해가 85%를 차지하였으며, 전국 하천 피해액의 98.7%가 지방 및 소하천에서 발생하고 있다. 이에 따라 중소하천과 같이 소외된 지역의 물복지 향상을 위해서는 홍수재해 상황에 대하여 선제적 효과적 대응을 위한 과학적 체계적인 홍수통합관리 체계의 구축이 요구되고 있다. 특히 홍수관련 유관기관 자료를 연계한 실시간 상 하류 수문상황 모니터링, 홍수분석 및 하천수위별 대응기준 수립, 배수펌프장 등 수리시설원격 제어 등을 포함하는 홍수 통합관리체계 구축과 같은 비구조적 대책의 수립이 제방정비, 저류조 등 구조적 대책과 병행하여 반드시 추진되어야 한다. 이에 K-water는 ICT기반의 물관리기술력과 경험을 활용하여, 인력 기술력 예산 부족 등 열악한 재난관리 여건으로 어려움을 겪고 있는 지자체와 협업을 통해 홍수통합관리체계 구축을 지원하고 있다. 홍수통합관리체계 구축은 지자체 상 하류의 다양한 재난정보를 수집 통합하고, 수집된 정보를 활용한 홍수분석 및 홍수 대응기준 수립을 통해 예방적 재난대응 체계를 마련하는 것으로, K-water는 지난 2010년 남원시를 시작으로 무주군, 군산시, 진안군 등 21개 지자체의 홍수재해 통합관리체계 구축을 지원하고 있다. 특히 남원시의 경우 본 사업을 통한 시스템 구축후 홍수피해액이 50% 감소한 것으로 확인되는 등 재난관련 골든타임을 확보하고 홍수피해 최소화를 위한 홍수재해 통합관리 체계 구축은 이제 선택이 아닌 필수라 할 수 있다. K-water는 물관리 전문 공기업으로써의 역할을 다하고, 예방 중심의 재난관리 체계 마련을 위해 '지자체 맞춤형 홍수통합관리체계' 구축 지원을 지속적으로 확대해나갈 예정이다.

  • Due to the strong dependence on fossil fuels within the history of human progress, it leads to disaster of the whole world like flood, shortage of water and extinction of the species. In order to curb carbon dioxide emissions, many technologies are being developed. Among them, porous carbon materials have important advantages over other absorbent, such as high surface area, thermal and chemical resistance, low cost, various pore distribution and low energy requirement for their regeneration. Carbon capture and storage (CCS) has attracted the significant research efforts for reducing green house gas emission using several absorbent and process. Moreover, the absorbent are used for the separation of bio mass gas that contains methane which is considered a promising fuel as new green energy resource. In this review, we summarized the recent studies and trend about the porous carbon materials for CCS as well as separation from the biogas.

Numerical analysis of geomorphic changes in rivers due to dam pulse discharge of Yeongju Dam (댐 펄스방류로 인한 하천의 지형변화 수치모의 분석(영주댐 중심으로))

  • This study investigates the geomorphic changes and Bed Relief Index of the river downstream of the Yeongju Dam by Nays2DH, a two-dimensional numerical model, in order to grasp the dynamics of the downstream river while applying various flow patterns such as pulse discharge. It shows that the geomorphic and the bed elevations changes are the largest under the condition of the normalized pulse discharge. The total change in the riverbed is 29.88 m for uniform flow, 27.46 m for normalized hydrograph, 29.63 m for pulse flow and 31.87 m for pulse flow with normalized hydrograph which result in the largest variation in scour and deposition. The Bed Relief Index (BRI) increases with time under conditions of uniform flow, pulse flow and pulse flow with normalized hydrograph. However, BRI increased rapidly until 30 hrs after the peak flow (14 hrs), but decreased from 56 hrs under the condition of normalized hydrograph. Therefore, the condition of normalized hydrograph gives greater dynamics than the condition of a single flood or constant flow, and the dynamics increase downstream than upstream, resulting in an effect on improving the environment of the river downstream of the dam.

Application study of random forest method based on Sentinel-2 imagery for surface cover classification in rivers - A case of Naeseong Stream - (하천 내 지표 피복 분류를 위한 Sentinel-2 영상 기반 랜덤 포레스트 기법의 적용성 연구 - 내성천을 사례로 -)

  • Understanding the status of surface cover in riparian zones is essential for river management and flood disaster prevention. Traditional survey methods rely on expert interpretation of vegetation through vegetation mapping or indices. However, these methods are limited by their ability to accurately reflect dynamically changing river environments. Against this backdrop, this study utilized satellite imagery to apply the Random Forest method to assess the distribution of vegetation in rivers over multiple years, focusing on the Naeseong Stream as a case study. Remote sensing data from Sentinel-2 imagery were combined with ground truth data from the Naeseong Stream surface cover in 2016. The Random Forest machine learning algorithm was used to extract and train 1,000 samples per surface cover from ten predetermined sampling areas, followed by validation. A sensitivity analysis, annual surface cover analysis, and accuracy assessment were conducted to evaluate their applicability. The results showed an accuracy of 85.1% based on the validation data. Sensitivity analysis indicated the highest efficiency in 30 trees, 800 samples, and the downstream river section. Surface cover analysis accurately reflects the actual river environment. The accuracy analysis identified 14.9% boundary and internal errors, with high accuracy observed in six categories, excluding scattered and herbaceous vegetation. Although this study focused on a single river, applying the surface cover classification method to multiple rivers is necessary to obtain more accurate and comprehensive data.

Review of No Net Loss(NLL) of Wetland and Suggestion of Appropriate NLL in Korea (내륙습지 총량관리제도의 고찰 및 도입 방안 제안)

  • Inland wetlands provide important ecosystem services or functions, including biodiversity conservation, water purification, flood control, and carbon sequestration. However, many inland wetlands are being degraded by urbanization and industrialization, raising the need for conservation and restoration. This study proposes the adoption of No Net Loss(NLL) of Wetland for wetland conservation and restoration in Korea by the review of the literatures. To this end,, we analyzed the wetland conservation and management systems of the United States, Canada, Germany, Japan, and Australia, and identified institutional features and success factors of each country, and sought ways to adapt them to domestic conditions of Korea. The case of the United States highlights the importance of legal frameworks and public-private collaboration, Canada demonstrates systematic management approaches, Germany maintains a balance between development and conservation, Japan underscores the need for cooperative conservation efforts, and Australia emphasizes the efficiency of offset markets. The introduction and operation of these schemes are expected to contribute to climate change mitigation, biodiversity conservation, and water quality improvement, but ongoing research and policy efforts are needed to ensure that the schemes are well established.

  • A meeting for Japan Society of Erosion Control Engineering took place, from May 20-21 in Sapporo, Japan, with the presentations of 21 special topics and 185 general papers. Special topics consists of 6 copies on volcanic disaster prevention, 6 copies on the activity report of Earthquake Erosion Control Engineering Society, 5 copies on the management and guidelines of riparian zone and 4 copies on debris disaster occurred in 1997. General papers consists of 10 copies on slope stability, 10 copies on slope failure, 9 copies on earthquake, 41 copies on environmental erosion control, 25 copies on debris flow, 11 copies on warning and refuge, 10 copies on erosion control plan, 11 copies on erosion control project, 10 copies on erosion control facility, 12 copies on volcanic erosion control, 4 copies on revegetation technology, 4 copies on forest hydrology, 4 copies on avalanche, 4 copies on landslide, 18 copies on debris flow and 2 other copies presented by international student. Among the special topics, 5 papers with the titles of the function and structure of riparian zone, the interactive relation of flood and riparian zone, the management method of channel and river forest for controlling debris flow, the forest restoration efforts by native population, the law and social issue for building river riparian zone were presented in the subsection of "The Management and Guidelines of Riparian Zone". Thus, this article summarize and introduce the presented contents which are very important and can be referred to keep environmentally sound-river in the erosion control field.

Analysis of the Effect of Objective Functions on Hydrologic Model Calibration and Simulation (목적함수에 따른 매개변수 추정 및 수문모형 정확도 비교·분석)

  • An automatic optimization technique is used to estimate the optimal parameters of the hydrologic model, and different hydrologic response results can be provided depending on objective functions. In this study, the parameters of the event-based rainfall-runoff model were estimated using various objective functions, the reproducibility of the hydrograph according to the objective functions was evaluated, and appropriate objective functions were proposed. As the rainfall-runoff model, the storage function model(SFM), which is a lumped hydrologic model used for runoff simulation in the current Korean flood forecasting system, was selected. In order to evaluate the reproducibility of the hydrograph for each objective function, 9 rainfall events were selected for the Cheoncheon basin, which is the upstream basin of Yongdam Dam, and widely-used 7 objective functions were selected for parameter estimation of the SFM for each rainfall event. Then, the reproducibility of the simulated hydrograph using the optimal parameter sets based on the different objective functions was analyzed. As a result, RMSE, NSE, and RSR, which include the error square term in the objective function, showed the highest accuracy for all rainfall events except for Event 7. In addition, in the case of PBIAS and VE, which include an error term compared to the observed flow, it also showed relatively stable reproducibility of the hydrograph. However, in the case of MIA, which adjusts parameters sensitive to high flow and low flow simultaneously, the hydrograph reproducibility performance was found to be very low.

  • There was much mass movement at many different mountain side of Peong Chang area in Kwangwon province by the influence of heavy rainfall through August/4 5, 1979. This study have done with the fact observed through the field survey and the information of the former researchers. The results are as follows; 1. Heavy rainfall area with more than 200mm per day and more than 60mm per hour as maximum rainfall during past 6 years, are distributed in the western side of the connecting line through Hoeng Seong, Weonju, Yeongdong, Muju, Namweon and Suncheon, and of the southern sea side of KeongsangNam-do. The heavy rain fan reason in the above area seems to be influenced by the mouktam range and moving direction of depression. 2. Peak point of heavy rainfall distribution always happen during the night time and seems to cause directly mass movement and serious damage. 3. Soil mass movement in Peongchang break out from the course sandy loam soil of granite group and the clay soil of lime stone and shale. Earth have moved along the surface of both bedrock or also the hardpan in case of the lime stone area. 4. Infiltration seems to be rapid on the both bedrock soil, the former is by the soil texture and the latter is by the crumb structure, high humus content and dense root system in surface soil. 5. Topographic pattern of mass movement spot is mostly the concave slope at the valley head or at the upper part of middle slope which run-off can easily come together from the surrounding slope. Soil profile of mass movement spot has wet soil in the lime stone area and loose or deep soil in the granite area. 6. Dominant slope degree of the soil mass movement site has steep slope, mostly, more than 25 degree and slope position that start mass movement is mostly in the range of the middle slope line to ridge line. 7. Vegetation status of soil mass movement area are mostly fire field agriculture area, it's abandoned grass land, young plantation made on the fire field poor forest of the erosion control site and non forest land composed mainly grass and shrubs. Very rare earth sliding can be found in the big tree stands but mostly from the thin soil site on the un-weatherd bed rock. 8. Dangerous condition of soil mass movement and land sliding seems to be estimated by the several environmental factors, namely, vegetation cover, slope degree, slope shape and position, bed rock and soil profile characteristics etc. 9. House break down are mostly happen on the following site, namely, colluvial cone and fan, talus, foot area of concave slope and small terrace or colluvial soil between valley and at the small river side Dangerous house from mass movement could be interpreted by the aerial photo with reference of the surrounding site condition of house and village in the mountain area 10. As a counter plan for the prevention of mass movement damage the technics of it's risk diagnosis and the field survey should be done, and the mass movement control of prevention should be started with the goverment support as soon as possible. The precautionary measures of house and village protection from mass movement damage should be made and executed and considered the protecting forest making around the house and village. 11. Dangerous or safety of house and village from mass movement and flood damage will be indentified and informed to the village people of mountain area through the forest extension work. 12. Clear cutting activity on the steep granite site, fire field making on the steep slope, house or village construction on the dangerous site and fuel collection in the eroded forest or the steep forest land should be surely prohibited When making the management plan the mass movement, soil erosion and flood problem will be concidered and also included the prevention method of disaster.
