Development of Loss Model Based on Quantitative Risk Analysis of Infrastructure Construction Project: Focusing on Bridge Construction Project (인프라건설 프로젝트 리스크 분석에 따른 손실 정량화 모델 개발 연구: 교량프로젝트를 중심으로)

  • This study aims to analyze the risk factors caused by object damage and third-party damage loss in actual bridge construction based on past insurance premium payment data from major domestic insurers for bridge construction projects, and develop a quantitative loss prediction model. For the development of quantitative bridge construction loss model, the dependent variable was selected as the loss ratio, and the independent variable adopted 1) Technical factors: superstructure type, foundation type, construction method, and bridge length 2) Natural hazards: flood anf Typhoon, 3) Project information: total construction duration, total cost and ranking. Among the selected independent variables, superstructure type, construction method, and project period were shown to affect the ratio of bridge construction losses, while superstructure, foundation, flood and ranking were shown to affect the ratio of the third-party losses.

A Study on the Flood Reduction in Eco-Delta City in Busan using Observation Rainfall and Flood Modelling (관측 강우와 침수모의를 이용한 부산 에코델타시티 수해저감에 관한 연구)

  • The increase in the area of impervious water due to the recent abnormal weather conditions and rapid urbanization led to a decrease in the amount of low current, resulting in an increase in the amount of surface runoff. Increased surface runoff is causing erosion, destruction of underwater ecosystems, human and property damage in urban areas due to flooding of urban river. The damage has been increasing in Korea recently due to localized heavy rains, typhoons and floods. As a countermeasure, the Busan Metropolitan Government will proceed with the creation of the Eco-Delta City waterfront zone in Busan with the aim of creating a future-oriented waterfront city from 2012 to 2023. Therefore, the current urban river conditions and precipitation data were collected by utilizing SWMM developed by the Environment Protection Agency, and the target basin was selected to simulate flood damage. Measures to reduce flood damage in various cases were proposed using simulated data. It is a method to establish a disaster prevention plan for each case by establishing scenario for measures to reduce flood damage. Considering structural and non-structural measures by performing an analysis of the drainage door with a 30-year frequency of 80 minutes duration, the expansion effect of the drainage pump station is considered to be greater than that of the expansion of the drainage door, and 8 scenarios and corresponding alternatives were planned in combination with the pre-excluding method, which is a non-structural disaster prevention measure. As a result of the evaluation of each alternative, it was determined that 100㎥/s of the pump station expansion and the pre-excluding EL.(-)1.5m were the best alternatives.

  • Damage of rivers construction is serious to natural disaster by concentration rainfall in summer. Specially, increase of soil erosion breeds flood calamity of river bed accumulation and pondage decline etc., and erosion increase in upper stream shows in rivers flood of earth and sand, farm land and form of urban district burying. Flood damage investigation through on-the-spot probe until present need effective and scientific modelling techniques because is not efficient. This research wished to examine practical use of monitoring data of high resolution satellite image through satellite image analysis of various space resolution. Research analyzed abstraction possibility of soil disaster information using high resolution satellite image. Also, studied soil disaster damage present condition interpretation practical use possibility through various resolution satellite image analysis, and studied practical use of KOMPSAT image for interpretation of river topography change analysis.

Local Analysis of the spatial characteristics of urban flooding areas using GWR (지리가중회귀모델을 이용한 도시홍수 피해지역의 지역적 공간특성 분석)

  • In recent years, the frequency and scale of the natural disasters are growing rapidly due to the global climate change. In case of the urban flooding, high-density of population and infrastructure has caused the more intensive damages. In this study, we analyzed the spatial characteristics of urban flooding damage factors using GWR(Geographically Weighted Regression) for effective disaster prevention and then, classified the causes of the flood damage by spatial characteristics. The damage factors applied consists of natural variables such as the poor drainage area, the distance from the river, elevation and slope, and anthropogenic variables such as the impervious surface area, urbanized area, and infrastructure area, which are selected by literature review. This study carried out the comparative analysis between OLS(Ordinary Least Square) and GWR model for identifying spatial non-stationarity and spatial autocorrelation, and in the results, GWR model has higher explanation power than OLS model. As a result, it appears that there are some differences between each of the flood damage areas depending on the variables. We conclude that the establishment of disaster prevention plan for urban flooding area should reflect the spatial characteristics of the damaged areas. This study provides an improved understandings of the causes of urban flood damages, which can be diverse according to their own spatial characteristics.

  • This study is that MD-FDA and the existing method were applied together the outlet project under the construction in the Gulpo River basin. The results of both of them mot the economic feasibility of the Project. But, MD-FDA evaluated the suitable damage according to situations; 1) without project, 2) after 20m outlet construction, 3) after 80m outlet construction. That is, MD-FDA could exactly evaluate the Annual Expected Flood Damage by considering the characteristics to the inundated area. If M-FDA may use in the flood control projects, the projects will be able to be taken into account all characteristics of the total damage area and performed by reasonable criteria.

  • The flood damage caused by heavy rains in urban watershed is increasing, and, as evidenced by many previous studies, urban flooding usually exceeds the water capacity of drainage networks. The flood on the area which considerably urbanized and densely populated cause serious social and economic damage. To solve this problem, deterministic and probabilistic studies have been conducted for the prediction flooding in urban areas. However, it is insufficient to obtain lead times and to derive the prediction results for the flood volume in a short period of time. In this study, IDNN, TDNN and NARX were compared for real-time flood prediction based on urban runoff analysis to present the optimal real-time urban flood prediction technique. As a result of the flood prediction with rainfall event of 2010 and 2011 in Gangnam area, the Nash efficiency coefficient of the input delay artificial neural network, the time delay neural network and nonlinear autoregressive network with exogenous inputs are 0.86, 0.92, 0.99 and 0.53, 0.41, 0.98 respectively. Comparing with the result of the error analysis on the predicted result, it is revealed that the use of nonlinear autoregressive network with exogenous inputs must be appropriate for the establishment of urban flood response system in the future.

Wetland Utilization of the Cut River and Economic Analysis for Flood Control (폐천의 습지 이용과 치수경제성 분석)

  • The channel improvement plan has contributed to the flood damage reduction studies and the plan has mainly performed by the levee construction which creates the cut river. The cut river has mainly used as the agricultural and housing purposes. Recently, however, it is considered as a natural wetland for the purposes of a flood control and preservation of nature. So, this study compares the economical benefits according to the purposes of the cut river utilizations such as an agricultural, levee construction for flood damage reduction, and wetland. The study area is the downstream part of Kok-Neung stream which is a main tributary of Han river. The agricultural and levee construction benefits are estimated based on the 'Agricultural and Forestry Statistical Year' (2000) and the 'Standard for River Design' (2001). The benefit or value for the wetland utilization of the cut river is estimated by the enquete using questionnaire. As a results, for the case of which the cut river is used as an agricultural land, the present net benefit is estimated as 195.81 million won, for the levee construction, as 20853.00 million won and for the wetland, as 24692.89 million won. Therefore, the wetland is the best choice for the cut river utilization.

A Study on Inundation Analysis Considering Inland and River Flood (내수 및 외수영향을 고려한 침수해석에 관한 연구)

  • The objective of this study is to present countermeasures for mitigation of flood damage with inundation analysis considering the effect of inland and river flood and prediction of flood inundation area, depth and time against emergencies caused by abnormal flood and local torrential rainfall. In this study, 2-D inundation analysis was fulfilled on the basis of river flood analysis applying to HEC-HMS and FLDWAV model and inundation analysis applying to SWMM model for the area of Shineum-dong, Gimcheon-si. Also expected inundation depth and area about probable rainfall of 100 and 200 years frequency were suggested. If expected inundation depth and flooding area is presented on the basis of this inundation analysis considering the effect of inland and river flood, it would be an important preliminary data to establish structural and nonstructural countermeasures for flood prevention. Also if flood risk map is prepared based on the result of inundation analysis, it would be useful to evacuate residents in high-risk area and regulate road and vehicle.

  • Flood caused by Typhoon and severe rain during summer is the most destructive natural disasters in Korea. Almost every year flood has resulted in a big lost of national infrastructure and loss of civilian lives. It usually takes time and great efforts to estimate the flood-related damages. Government also has pursued proper standard and tool for using state-of-art technologies. High resolution satellite imagery is one of the most promising sources of ground truth information since it provides detailed and current ground information such as building, road, and bare ground. Once high resolution imagery is utilized, it can greatly reduce the amount of field work and cost for flood related damage assessment. The classification of high resolution image is pre-required step to be utilized for the damage assessment. The classified image combined with additional data such as DEM and DSM can help to estimate the flooded areas per each classified land use. This paper applied object-oriented classification scheme to interpret an image not based in a single pixel but in meaningful image objects and their mutual relations. When comparing it with other classification algorithms, object-oriented classification was very effective and accurate. In this paper, IKONOS image is used, but similar level of high resolution Korean KOMPSAT series can be investigated once they are available.

A Study on the Use of Geospatial Information-Based Simulation for Preemptive Response to Water Disasters in Agricultural Land (농경지 수재해 선제적 대응을 위한 공간정보기반 시뮬레이션 활용 연구)

  • Due to global warming and changes in the natural environment, flood damage to agricultural land due to wind and flood damage continues. Although disaster prevention projects have been continuously carried out since the founding of the country, progress has been insufficient compared to the sustained period, and huge costs are still being consumed. Therefore, it is necessary to use predictive simulation for pre-emptive response to inundation of farmland. In this paper, a case of immersion analysis simulation using a GIS(Geospatial Information System) based SWMM model was introduced, and the validity was confirmed through the error rate between our simulation result and the results of other models in the US and Korea. In addition, in the direction of using the simulation for agricultural land inundation, we presented various utilization methods to supplement the current agricultural land inundation-based information policy, such as the creation of flood traces. If simulation results from more regions are accumulated in the form of the flood analysis maps in the future, it is expected that they will be able to be utilized in various applications for preemptive response to and prevention of water disasters at the national level.
