Analysis of Inundation Causes in Urban Area based on Application of Prevention Performance Objectives (도시유역에서의 방재성능목표 적용과 침수원인 분석)

  • The purpose of this study is to analyze quantitatively the inundation causes by applying the prevention of performance objectives using the urban storm water runoff model XP-SWMM. The model was built by using DTM and storm sewer-network with the storm sewer and geo-data of the study area as input-data to assess the current performance of prevention. An analysis of the causes of the inundation by the frequency and the rainfall-duration. As a result, lack of pipe capacity due to flooding, as well as inundation heavier that the backwater rainfall occurs due to the rise of water level of outside. For solve the inundation damage, It is necessary to improvement pipe of capacity lack and installation of a flood control channel.

Assessment of Typhoon Trajectories and Synoptic Pattern Based on Probabilistic Cluster Analysis for the Typhoons Affecting the Korean Peninsula (확률론적 클러스터링 기법을 이용한 한반도 태풍경로 및 종관기후학적 분석)

  • Lately, more frequent typhoons cause extensive flood and wind damage throughout the summer season. In this respect, this study aims to develop a probabilistic clustering model that uses both typhoon genesis location and trajectories. The proposed model was applied to the 197 typhoon events that made landfall in the Korean peninsula from 1951 to 2012. We evaluate the performance of the proposed clustering model through a simulation study based on synthetic typhoon trajectories. The seven distinguished clusters for typhoons affecting Korean peninsula were identified. It was found that most of typhoon genesis originated from a remote position ($10^{\circ}{\sim}20^{\circ}N$, $120^{\circ}{\sim}150^{\circ}E$) near the Equator. Cluster, type B can be regarded as a major track due to the fact that its frequency is approximately about 25.4% out of 197 events and its direct association with strong positive rainfall anomalies.

  • Damage on assets and lives caused by natural disasters can be minimized by the provision of early warning information and preventive activities. In this sense, the importance of a disaster early warning system continues to increase. This study specifies the kinds of early warning systems depending on the type of natural disasters such as typhoon, flood and heavy snow. The mechanism for information transmission and status of early warning operations are analyzed. Through this analysis, the urgent need to establish a national integrated early warning transmission system is emphasized. In addition, this study offers methods to prevent unnecessary overlapping of investments by establishing an organic mechanism among individual early warning systems. Based on the standardization of disaster-related information, this study also provides methods to improve the efficiency of disaster early warning systems by organizing a permanent team for handling the systematic management and operation of the system.

The Study for Establishing the Criteria of Measurement Items in the Monitoring System for the Steel-Box Girder Bridge by FEM Analysis (구조해석에 의한 강상자형교 상시계측시스템 계측항목별 관리기준치 설정 연구)

  • If any bridge has the monitoring system, the bridge manager can check the history of bridge behavior and the progress of the damage more exactly. When the unexpected event (ex: earthquake and flood) happens, the manager can check the safety condition of the bridge and make the pertinent action for bridge management which is reduction of vehicle speed or traffic control through the system. Additionary the manager can make the well-timed repair or reinforcement through the system, so he can save the management cost or the life cycle cost. This study presents the method of setting the criteria by FEM analysis in bridge monitoring system, and the standard progress for setting the criteria about measurement items of monitoring system for the steel box type bridge.

  • This study suggests a plan to expand the rural experience program linked to natural disaster through the case analysis of the village of Garisan-ri, Inje-gun, Gangwon-do, Republic of Korea. This will help to establish the necessary improving and policies for Re-leap of rural villages in disaster areas and activation of rural experience villages. The local residents have created flood recovery stories, disaster response content, and disaster prevention camp sites, all of which have been hit by serious disaster damage. It has also contributed to the revitalization of the village by providing various experience programs such as disaster response training, crossing rapids, and evacuation experience. This is a way to get rid of the negative perception of disaster and utilize it. The conversion of idea through disaster experience content contributed to the activation of the area. By linking the disaster experience contents to the rural experience program in the future, it can be helpful to avoid the duplication of contents and limit the similar operation method, which is an existing problem of rural experience villages.

Hazard Prevention Using Multi-Level Debris Flow Barriers (다단식(多段式) 유연성 토석류 방지시설에 관한 적용성 검토 연구)

  • Debris flows are a natural hazard which looks like a combination of flood, land and rock slide. Large rainfall in July 2006 produced several large scale debris flows and many small debris flows that resulted in loss of life and considerable property and railway damage, as was widely reported in the national media. The hazard "debris flow" is still insufficiently researched. Furthermore debris flows are very hard to predict. Flexible Ring net barriers are multi-functional mitigation devices commonly applied to rock fall or floating wood protection in floods, snow avalanches and also mud flows or granular debris flows, if properly dimensioned for the process or processes for which they are intended. Overtopping of the barriers by debris flows and sediment transport is possible, supporting the design concept that a series of barriers may be used to stop volumes of debris larger than are possible using only one barrier. The future for these barrier concepts looks promising because these barriers represent the state of art for such applications and are superior to many other available options.

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

  • 홍수로 인한 인적 물적 피해는 국가 및 지방자치단체의 치수방재노력에도 불구하고 매년 끊이지 않고 발생하고 있다. 다행히 인명피해의 경우 1970, 80년대 연간 300명 규모에서 2000년대에는 150명 가량으로 줄고 있으나, 재산상의 피해는 매년 증가하고 있는 실정이다. 또한 과거 자연재난에 의한 홍수피해에 기후변화라는 외부요인이 추가적으로 발생하고 있는 실정이며, 국가 경제 발전 및 노령화 사회로 인한 홍수취약인구 증가로 좀 더 적극적인 방재대책이 필요할 것으로 판단된다. 이러한 방재대책 등의 국가정책 수립을 위해서는 장래의 홍수피해 예측이 무엇보다 필요하게 되는데, 현재까지는 홍수피해의 빈도분석 등을 통해 이러한 예측이 이루어지고 있다. 그러나 기후변화라는 외생변수는 과거 자료의 확률적 특성을 마비시켜 이러한 방법론들은 효용성을 잃게될 것으로 전망된다. 홍수피해액을 산정하는 방법은 일반적으로 2005년 이후 하천설계기준에서 채택하고 있는 다차원법을 많이 사용하고 있는데, 이 방법은 침수구역의 물리적 피해를 고려할 수 있어 비교적 정확한 홍수피해액을 산정할 수 있는 것으로 알려져 왔다. 그러나 이 방법을 적용하기 위해서는 정확한 침수심 산정이 무엇보다 필요하게 되는데, 이를 위해서는 지리정보체계(GIS)와 수리모형의 연계가 필수적이다. 따라서 이 방법은 주로 중소유역단위의 취수사업에 적용되어 왔다. 그러나 정책결정에 필요한 대규모유역 또는 지자체단위의 피해비용 산정에의 적용은 한계를 갖게 된다. 따라서 본 연구에서는 향후 기후변화 시나리오에 적용이 가능하도록 과거 홍수피해자료와 호우사상의 강우특성을 중심으로 양자간의 히스토그램 분석을 실시하였다. 또한 실제 홍수피해 조사자료는 대부분 지방자치단체별로 조사가 되고 있는 실정이므로 본 연구에서도 행정구역별로 분석을 수행하였다. 분석 결과 지자체별 전체 피해액은 발생횟수가 높은 중규모 호우사상으로 인한 비중이 가장 높게 나타나고 있으며, 국가에서 집중해야할 치수대책 수립 대상 규모도 이를 중점적으로 고려하여야 할 것으로 판단된다.

Application of the Fuzzy Models for the Efficient Operation of Pumping Station (배수펌프장의 효율적인 운영을 위한 퍼지모형의 적용)

  • Urban flood damage has been caused by drainage deficiency. One of the methods to solve this problem is to construct detention basin and Pumping station and to pump out the water to the river. However, because of rapid urbanization, the capacity of drainage pipelines is sometimes not sufficient enough during the rainy season. Therefore, even though we have enough pumping stations, the inflow of surface water never reaches to the detention area, causing floods in urban area. This research is to find improvement of urban drainage system, estimating drainage pipeline risk. Also, eight models for a computer program were developed for practical use. The models were verified changing precipitation duration, intensity, design period, time distribution model, and etc. This verification was processed focusing that the model can regulate the water level in the detention basin and minimize the effect downstream. As a result Fuzzy models were found to be efficient to lower the water level in detention basin, and decreased about 8 cm in water level of downstream.

Economical Feasibility of Cultivation under Structure Due to the Introduction of New and Renewable Energy -Comparative Analysis of Wood-Pellet, Geothermal Heat and Diesel- (신재생에너지 도입에 따른 시설재배의 경제성 분석 -목재팰릿, 지열과 경유의 비교분석을 중심으로-)

  • We are now currently facing serious climate changes such as super typhoon, flood, intense heat, severe cold, super hurricane, drought, desertification, destruction of ecosystem, marine pollution, reduction of food production, destruction of tropical forests, exhaustion of water resources, climate refugees, etc. All of the above mainly derive from greenhouse gas exhaustion. Such harmful consequence might directly affect mankind's sustainable development. If we keep using resources that emits greenhouse gases, the global temperature will rise about $3.2^{\circ}C$ by year 2050. In case of $3^{\circ}C$ rise in temperature, it will result in abnormal climate which will bring about severe property damage. Moreover, 20~50% of the ecosystem will become extinct. As Korea's economy increasingly expands, so do our energy consumption rises. And because of the consequences that can be driven by increasing rate of resource use, not just Korea itself, but also the whole world should seriously concern about greenhouse gases. Although agricultural division only takes up about 3.2% of total greenhouse gas emission, the ministry of Agriculture, Food and Rural Affairs are taking voluntary actions to gradually reduce $CO_2$ and so does each and every related organizations. In order to reduce $CO_2$, introduction of new and renewable energy in farm house warming is crucial. In other words, implementing wood-pellet boiler and geothermal heat boiler can largly reduce $CO_2$ emission compared to diesel boiler. More importantly, not only wood-pellet and geothermal heat is pollution-free but they also have economic advantages some-what. In this thesis, the economic advantage and sustainablity will be introduced and proved through comparing practical analysis of surveyed farm house under structure employing wood-pellet boiler and geothermal heat boiler with Agriculture-Economic Statistic of 2012 who uses diesel boiler.
