어촌 소멸위험의 영향 요인 분석 (The Analysis about Factors Affecting of Extinction Risk in Fishing Village)

  • The purpose of this study is to propose a policy improvement plan by analysis of the extinction risk factors reflecting the specificity of fishing villages, fishing village support policies, and settlement conditions of fishing villages as one of the solutions to the immediate problem of fishing village extinction. The results of the study show the higher the level of number of fishing ports, number of returning rural population, and housing diffusion rate, the dependent variable extinction risk index was a positive effect while vacant house ratio and aged house ratio was analyzed to be in was a negative (-) relationship with the dependent variable.The policy implications through this study were to prepare an effective policy to reduce the risk of extinction, to improve urgent settlement conditions, and to prepare a condition to convert returning rural population into fishery population.

바다낚시복합타운 시설계획에 관한 연구 (A Study on Facilities Planning for Recreational Fishing Complexes)

  • 기존 바다낚시공원이나 바다낚시시설은 기타 레저시설 미비, 체험프로그램 및 시설 부족, 편의시설이나 숙박시설 등 부대시설 부족 등으로 인해 증가하는 가족낚시인의 바다낚시 및 해양레저의 복합적 수요에 대응하지 못하고 있다. 이에 바다낚시 및 해양레저의 복합적 수요에 대응하여 가족이 즐기고 휴식할 수 있는 바다낚시복합타운의 조성이 필요하다. 따라서 본 연구는 바다낚시복합타운의 개념을 정립하고 시설유형을 분류한 다음 각 유형별 시설구성안을 제시하는 것을 목적으로 한다. 본 연구에서는 어촌복합생활공간, 해양레저생활공간, 낚시공원사업 등 유사 사례, 관련사업 및 법률을 바탕으로 바다낚시복합타운의 개념을 정립한다. 또한 바다낚시복합타운의 유형을 입지조건 및 활동형태에 따라 도시근교 레저 스포츠형(I형), 도시근교 힐링 휴식형(II형), 도시외곽 체험 활동형(III형) 그리고 도시외곽 문화 휴양형(IV형) 네가지 유형으로 분류하고 각 유형별 특성을 분석하여 유형별 특성에 따른 시설구성안을 제시하며 바다낚시복합타운의 구성시설을 기반시설과 레저시설(기본시설, 특화시설)로 구분하여 구체적인 시설계획안을 제시한다.

정치망과 죽방렴 어선의 탄소 배출량 현장 조사 (On-site measurement of carbon emissions of set net and bamboo weir fishing boats)

  • This study calculated the on-site measurement (Tier 4) of greenhouse gases emitted during the production stage of major fishing periods that utilize set nets and bamboo weir fishing boats. In addition, using theoretically calculated results (Tier 1), the emission factor presented by the Intergovernmental Panel on Climate Change (IPCC) was comparatively analyzed. On average, carbon emissions for each operating period in the bamboo weir and set net were calculated to be 0.16 and 3.58 kg CO2 time-1, respectively; and the measurement values (Tier 4) for each tool were about 4-17 times lower than their respective theoretical values (Tier 1). Significant differences were found based on engine performance. As port entry, port departure, and operating periods of the vessels show negligible variation with short distances, the operation of the vessel engine was considered as the main variable for carbon emissions in anchovy set net fishing.

바다낚시공원 시설운영 및 낚시인 요구사항 조사 연구 (A Field Survey on Facility Management and Anglers' Requirements at Recreational Sea-fishing Parks)

  • 본 연구에서는 바다낚시인의 증가 따른 낚시시설의 부족을 해결하고 바다낚시를 해양레저로 정착시키며 어촌의 경제 활성화를 돕기 위한 목적으로 조성된 바다낚시공원의 시설측면의 문제점을 실증적으로 파악하고, 이 결과를 바탕으로 바다낚시공원의 시설개선사항 및 새로운 바다낚시공원의 계획을 위한 시설계획방향을 제시하였다. 시설측면의 문제점 분석을 위하여 현재 운영 중인 9군데 바다낚시공원과 2군대 바다목장을 대상으로 시설운영 현황조사 및 시설관리인 인터뷰조사를 실시하고 바다낚시공원, 어촌체험마을 등 25군데 바다낚시시설에서 낚시인을 대상으로 시설요구사항에 대해 설문조사를 실시하였다. 조사결과 가족단위 낚시인구의 증가에 따른 안전시설 및 화장실, 휴게시설 등의 편의시설 확충에 대한 요구가 많았으며, 초보자를 위한 가두리낚시터 등의 교육, 체험시설의 필요성과 캠핑장, 해변공원, 산책로 등의 낚시활동 외 여가활동을 위한 시설 도입에 대한 요구가 높게 조사 되었다. 따라서 바다낚시공원은 낚시활동을 중심으로 한 복합레저공간으로 계획하여야 하며, 낚시공원 내 활동요구사항에 적합한 시설구성 및 시설계획이 필요하다.

해도의 사용실태 조사와 개선방안에 관한 연구 (A Study on the Present Status and Improving Measure of Sea Charts)

  • The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.

동해 삼중자망어업의 해역별 어획 특성과 혼획·투기 현황 (Catch characteristic and present condition of by-catch & discard of trammel nets fishery in the East Sea)

  • For an effective management of fisheries resources, we need fisheries informations necessary for the establishment of reasonable fishing effort and TAC distribution. To study the present state of by-catch and discard of gill-net fishery in the East Sea, we carried out fishing research using trammel nets in the coastal sea of Susan-port (Yangyang), Jangho-port (Samcheok) and Hupo-port (Uljin). As a result, a total of catch of Susan was 259,172g and that of Hopo was 577,638g. Thus Catch of Susan was 1.49 times more than that of Hupo considering the number of used fishing gear. And catch of Janho was 7.4 times more than that of Susan considering the number of experiment. Two methods of by-catch analysis in this study were used, one method is standardizing of listed species catching possible in fishing license, another method is regarding catch species under 1% of total catch as by-catch. As a result of by-catch analysis of two method, by-catch rate of Susan was 6.55% and 5.87% respectively, that of Hupo was 44.70% and 5.24% and that of Jangho was 0.96% and 2.31%. Discard rate of fish in Susan, Hupo and Jangho were 1.59%, 3.42%, 2.23% respectively.

어선의 크기 변화에 따른 실선 응답특성에 관한 고찰 (A Study on the Response of Fishing Vessels in Seas according to various Tonnage)

  • It is important to investigate the hull response of a fishing vessel in waves to ensure the safety of it and to keep excellent sea-keeping qualities. For this purpose we measured the response of fishing vessels in waves using real sea experimental measuring system, We analyze the experimental data by statistical method and spectral analysis to get the characteristics of the response of vessels which have different tonnage. In this real sea experiment we use three stern trawlers which are the training ship in university. We know that the distribution of experimental response have Gauss distribution and Rayleigh distribution and smaller vessels have larger response.

  • 해양경찰에서 발행한 2012년 해양사고 통계연보를 따르면 해양사고의 69%가 어선기인 사고이다. 이에 여수연안 VTS 관제구역내에서 발생한 어선기인 사고사례들을 분석, 어선의 안전관리 현황과 환경을 짚어보고 어선기인 해상사고가 끊이지 않는 원인과 문제점을 파악 어선의 안전관리를 위한 방안을 인적부분, 설비 및 정책부분, 관제부분 등 다각적으로 검토하여 어선기인 사고를 줄이는데 이바지하고자 한다.

완도항 인근 수역 피항 정박지 지정 검토 연구 (A Study on Design of Emergency Anchorage at Adjacent Waters of Wan-do Port)

  • 현재 완도항은 인근해역을 통항하는 선박이 황천을 만났을 때 피항할 수 있는 묘박지의 부족으로 항만 안전에 많은 위험요소가 내재하고 있다. 이러한 문제점을 해결하기 위하여, 본 연구에서는 완도항 인근 해역의 지리적인 조사를 하여, 피항 정박지의 최적지를 제안하고자 하였다. 정박지 제안을 위하여, 인근 해역의 어장 조사를 실시하여 정박지 부근의 어장위치 등을 조사하여, 위해 요소를 분석하였다. 또한 통항선박과의 안전관계를 위하여, 해상교통조사를 실시하였으며, 이를 정박지 지정에 반영하였다. 이를 바탕으로 최적 정박지를 후보지로 제안하였다.
