This paper studied the feasibility for utilization of the automatic fishing information recording system, which stores and manages navigational information and fish catch results of a fishing vessel in a portable storing device, in order to help promote the systematic management of fishing information by offshore and coastal fishing vessels. Position accuracy was within 10 meters on the position accuracy experiment using GPS module. Characteristics of navigation according to the navigation, anchoring and fishing operation showed the difference of navigation track information for GPS, and fishing possibility of fishing boat could be estimated through the analysis as the utilization result of system for the large pair trawl and large purse seiners. In particular, it is impossible to provide false positional information by arbitrarily operating the system, and it may be possible to present the factual results of fish catch by date, fishing ground, and fish species by comparing the fishing information with fish catch. Such contents are considered to be useful as basic data for the management of fisheries resources.

In accordance with the establishment of 200 nautical miles EEZ regime as a customary international law since the mid - 1980s, the area of global high seas became reduced relatively. On the other hand, the importance of high seas fishing ground became serious for the distant-water fishing states like Korea. But it can be expected that international dispute on the jurisdictional problem of the fishing vessels engaging high sea fishery will occur frequently owing to institutional inertia of the UNLOS Convention on this matter. "The Draft Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas" as an international code of conduct for responsible fishing which was adopted by FAO in 1993 is providing the more consolidating and definiting rules for jurisdictional responsibility of flag states to make completion the loophole of the UNLOS Convention. As a precondition for the effective control and enforcement of activities of the fishing vessels engaging high sea fishery, the Draft Agreement is providing some articles allowing the flag states to hold the rights of granting nationality, fishery permission, fishery supervision and control with punishment for the fishing vessels entitled to fly their own flag. Accordingly it can be evaluated that this Draft Agreement does not deviate on the whole from the traditional practice and the basic legal principle of the UNLOS Convention.

The fishing vessels operation is a kind of maritime profit-making activities, which are complicatedly integrated by the basic and supplemental fishing activities with navigation. The Fishing Vessels Act of Korea defines the character of fishing vessels and gives a legal status to them, and this Act itself is linked with the allied public laws including the Ships Act of Korea. For this reason, the legal status of fishing vessels as Korean flagged ships by the public law is analogous to the general commercial vessels. And the specific character of ownership of the fishing vessels by the Korean Maritime-Commercial Act as a privated law is analogous to the general commercial vessels, nevertheless the Chapter 4(Carriage of goods) and the Chapter 5(General average) of this Act do not apply to the fishing vessels except the fish carriers. A fishing vessel possesses the legal status as a Korean flagged ship by having it registered and putting it on record under the provision of national law, however the principle of genuine link is an important factor for acquisition of nationality. Especially, the basic rules by the Law of the Sea those are attended with the distant-water fishing vessels operation at the overseas fishing ground are summarized as follows ; Firstly, the rights of navigation and fishing activities on the high seas are fundamentally recognized to all states, but the freedom is restricted according to the international legal order aiming at protection of reasonable interests of other states and conservation of the living resources and marine environment. Secondly, in the EEZ or EFZ the freedom of navigation is recognized, but fishing activities are exclusively ruled by the national law of the coastal state. Thirdly, foreign fishing activities are prohibited but the right of innocent passage is recognized in the territorial sea, while both activities are prohibited in the internal waters of the coastal state.
Squid catch in the East Sea has annual, 3-5 years and decadal periodicity. Position of main fishing ground depend on the pattern of the Tsushima Warm Current. Marine environment in spawning ground has close correlation with the variation of squid catch in the East Sea.
Fisheries resources collected by set net in the Mizo fishing ground off Namhae Island were studied from March to December 2004 to determine species composition and catch variation. The water temperature of the fishing ground ranged $10.9{\sim}25.1^{\circ}C$ A total of 69,147.5 kg comprising 39 species was caught during the survey period. Most of the catch was fishes (33 species); others included cephalopods (5 species) and crustaceans (1 species). The dominant species were migratory, such as Trichiurus lepturus, Ammodytes personatus, Engraulis japonicus, and Scomberomorus niphonius, and accounted for 81.2% of the total catch. Sub-dominant species were Sardinops melanostictus, Acanthopagrus schlegeli, shrimps, and Todarodes pacificus, but they accounted for only 12.1% of the total. The catch by set net during the fishing period was much higher in spring and in autumn than in summer, relating to the recruitment of dominant species. Although the number of species had a tendency to decreased after summer, the catch in autumn was also higher than that in spring due to high temperatures (>$17^{\circ}C$ and seasonal variation of dominant species. The dominant species in spring were A. personatus and E. japonicus and in autumn were T. lepturus, S. niphonius, and E. japonicus.

In order to suggest the useful information of fishing ground, a data base system on 32bit personal computer was developed and handled by using the catch data of Korean tuna long -line. This data base system was programmed using Quick Basic, and consisted of three kinds of programs, one for displaying the catch rate on the fishing ground by fishing area and year ranges, another for indicating the catch rate or number on table or graph, and the other for estimating the fishing ground in economical points, mainly targeting total tunas, yellowfin and bigeye tuna respectively. When this system was started, the map of oceans such as the Pacific, the Indian and the Atlantic, is drawn on the monitor. And then the catch rates of all species and each one are indicated by the figured symbols on the sea divisions of$5^{\circ}$ space of latitute and longitude.

It is said that anchovy of 6 to 7 em in body length is the most suitable for the live bait in skipjack pole and line fishing, and it must be held in a creel for more than 7 days so as to be transported from the holding ground to the fishing ground, kept in the small bait hold in a fishing boat. To hold the live bait anchovy, holding creel should be settled in calm waters, and then it is necessary to investigate the appearance of the available resource in the south-eastern coastal waters of Korea where the creel can be settled. The authors investigated the app~arance of the available resource in the waters, and the following results are found. 1. The available resource appears more and the fishing season is longer than in the offshore, rather than in the inshore. 2. The available resource arc caught in the offshore with the passing of time into winter, and they are caught merely in the offshore side in December. 3. The available resource could be secured from July to December, somewhere in the south-eastern coastal waiers of Korea, if the holding ground were removed appropriately.

To suggest more efficient fishing operation, it was analyzed using five years (2011~2015) catch data of six Korean-flagged tuna purse seiners (with 1000 mt of haul capacity) operating in the western and central Pacific Ocean. In terms of annual total catch, it presented a two-year cycle of variation on catch, showing that catches of 2012, 2014 and 2015 were high, whereas those of 2011 and 2013 were low. The proportions on fishing effort of associated set were around 21.9~30.8% having 21.5~45.0% of total catch. In this study, there was no significant difference between catches of unassociated set and associated set. When considered having good fishing conditions, fishing activities were concentrated in the areas of Papua New Guinea (PNG) and Kiribati, while it showed that fishing ground spreaded out to the areas of not only PNG and Kiribati but also Federated States of Micronesia (FSM), Tuvalu and Solomon islands. The average number of fishing days was 271 with a range of 246~285. As restriction on fishing operation such as reduction of fishing days and higher fishing fee are expected to strengthen, the result of this study will be helpful to select more efficient fishing methods for purse seine fishery based on fishing conditions.

The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

This paper described on a basic study to organize fishing vessel control system in order to control efficiently fishing vessel in Korean offshore. It was digitalized ARPA image on the fishing processing of a fleet of purse seiner in conducting fishing operation at Cheju offshore in Korea as a digital camera and then simulated by used VTMS. Futhermore, it was investigated on the application of FVTMS which can control efficiently fishing vessels in fishing ground. The results obtained were as follows ; (1) It was taken 16 minutes and 35 minutes to casting and hauling net in fishing processing respectively. The length of rope pulled by scout boat was 200m, tactical diameter in casting net was 340.8m, turning speed was 6kts as well. (2) The processing of casting and hauling net was moved to SW, NE as results of simulation when the current direction and speed set into NE, 2kts and SW, 2kts respectively. Such as these results suggest that can predict to control the fishing vessel previously with information of fishing ground, fishery and ship's maneuvering, etc. (3) The control range of VTMS radar used in simulation was about 16 miles. Although converting from a radar of the control vessel to another one, it was continuously acquired for the vector and the target data. The optimum control position could be determined by measuring and analyzing to distance and direction between the control vessel and the fleet of fishing vessel. (4) The FVTMS(fishing vessel traffic management services) model was suggested that fishing vessels received fishing conditions and safety navigation information can operate safely and efficiently.
