In this study, we tested Japanese trolling lines in the Jeju fishery. This fishery simulates the natural marine environment with many seabed rocks, and has been redesigned and manufactured it to be suitable for the Jeju fishery. In order to ensure that the trolling lines were deployed at the inhabitation depth of hairtails, the conditions required for the fishing gear to reach the target depth were determined for use during the experiment. The experimental test fishing was conducted at the depth of 120 m water in front of Jeju Seongsanpo and in the offshore area of Jeju Hanlim. The fishing gear used in the test fishing is currently used in a variety of field operations in Japan. However, several problems were identified, such as twisting of the line during its deployment and excessive sinking of the main line. The fishing gear was, therefore, redesigned and manufactured to be more suitable for the Jeju fishery environment. For the fishing gear to accurately reach the target depth, depth loggers were installed at the starting point of the main line and at the 250 m and 340 m points of the line. Depth and time were recorded every 10 seconds. According to the daytime positioning of hairtails in the lower water column, the target depth of the fishing gear was set at 100-110 m, which was 10-20 m above the sea floor. At a speed of 1.9 knots and with a 9 kg sinker attached, the main fishing line was deployed and catch yields at depths of 100 m, 150 m and 180 m were recorded and analyzed. When the 180 m main line was fully deployed, the time for the hairtail trolling lines to arrive at the appropriate configuration had to be 5 minutes. At this time, the depth of the fishing gear was 16-23 m above the sea floor, in accordance with the depths at which the hairtails were during the day. In addition, in order to accurately place the fishing gear at the inhabitation water depth of hairtails, the experimental test fishing utilized the results of the depth testing that identified the conditions required for the fishing gear to reach the target depth, and the result was a catch of up to 97 kg a day.
This research examined the transformations of the fisheries relations between Japan and Russia since the establishment of the Exclusive Economic Zone (EEZ) system. The author reviewed the transformations with investigation on mutual fishing access to EEZ including salmon & trout catches. The Japan-Russia fisheries relations have evolved through multiple developmental stages, which include mutual fishing access to EEZ, the reductions of a fishing quota to balance catches of the nations, provision of financial and technical support, and a payment system of EEZ fishing access fee. The Japanese salmon industry also has done similar practices, continuing to catch salmon and trout in the Russian EEZ. Additionally, Japan and Russia have attempted to develop joint fisheries projects and to assure fishing operation safety around Kuril Islands. The case of Japan-Russia mutual fishing access shows that a country that has authority over crucial fisheries resources tends to establish specific conditions of mutual fishing access so that it maximizes its national interest. Thus, this case gives us implication what could be future directions of Korea-China-Japan multinational fishing access. The principle of same number of fishing vessels and quantities of catches has worked in existing mutual fishing access to EEZ among Korea, China, and Japan. However, it is expected that a nation that is endowed with abundant fisheries resources would limit counterpart's fishing access to its EEZ. Therefore, Korean fisheries administration should prepare for all possible situations like a dramatic cut in fishing quota and the termination of fishing access. International fisheries cooperation and payment of fishing access could be viable options for such a situation.

This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

This study attempted to solve the problem that the current safety education contents of Korean fishing vessels are not consistent with the STCW-F Convention and do not properly reflect the actual operating environment of the fishing vessels. Despite the reinforced duty of safety education for fishing vessels after the Ferry Sewol accident, the problem has been pointed out that the effectiveness is still low due to merchant-oriented education contents and uniform education methods. Therefore, this study compared and analyzed laws related to safety education for fishing vessels and the STCW-F Convention, and derived improvement measures by collecting voices from the field through a survey of fishing vessels. As a result of the study, it was confirmed that the current fishing vessel safety education does not take into account the reality of fishing such as fishing vessel type, navigation distance, and ship output, and that the core curriculum required by STCW-F Convention is omitted. In addition, it was found that education content on major accident types that frequently occur along the coast was also insufficient. In order to improve this, this study proposes to re-establish the target of safety education for fishing vessels based on STCW-F Convention related to fishing vessels, and to prepare a segmented education system by reorganizing the training contents to suit reality. In addition, the need to clearly distinguish the education of merchant and fishing vessels through the revision of the Seafarers Act and the Ship Employees Act was suggested, and to establish a safety education system for fishing vessels that meets STCW-F Convention and domestic conditions.
This study proposed estimation methods for weight and center of gravity of small fishing vessels. Weights loaded on small fishing vessels were divided into fixed weights such as crew, fishing gear, and variable weights such as fuel, fresh water, provision, bait, and fish. Based on statistical analyses with weight data of several small fishing vessels, weight, longitudinal center of gravity (LCG), vertical center of gravity (KG) of each item were represented as linear functions of vessel gross tonnage. In addition, weighting factors of variable weights were added on estimation formulas in accordance with vessel loading conditions, e.g. full load departure condition. Estimation methods were verified using actual small fishing vessel data.

The government has promoted the local fishing port construction project since 1972 for conquest of the crisis of the fishing village by withering of a fishery, the improvement in fishermen's living environment and quality of life, and promotion of fisheries. In order to estimate the local fishing port construction project objective and synthetically, and to grope for the method proposal of system establishment of the project, the monitoring survey was carried out. The monitoring survey was classified into the program and the performance monitoring. The program monitoring was carried out in order to investigate the project fit for the inhabitants of a fishing village. The performance monitoring was carried out in order to investigate the development latent powers, fishery latent powers, tourism latent powers of a fishing village, rural settlement conditions, etc. using various statistical materials. Since investigating the measured value before executing a policy was not completed, the project effect was compared with the measured value of other areas. According to the local fishing port construction project, the development latent powers, fishery latent powers, and tourism latent powers of the fishing village where the project was undertaken improved greatly, and income of the fishing village increased greatly. As a result of comparing project fit in order to evaluate the project, the project fit of the local fishing port construction project area was higher than the non-project area. Desirable method proposal of monitoring survey was established and the method for raising the efficiency of monitoring survey was extracted.

In order to establish one of the forecasting model for the fishing conditions of squid angling fisheries in the Eastern Korea Sea, the catch data for the years of 1955~1991 and the water temperature data for the years of 1979~1990 were analysed, and then some parameters, that is, the water temperature normal year anomaly in the spawning and the rapidly growing season, the adult resource amount and etc were examined statistically correlation with the catch fluctuation of the main fishing seasons. From the result, authors suggested a formula as a forecasting model, Y=25785+1099X sub(1)+1074X sub(2)+6.033X sub(3)+3.95X sub(4)+1.330X sub(5)(M/T)(R super(2)=0.867, P<0.01) in the case that Y is the yearly catch, X sub(1) and X sub(2) are the water temperature normal year anomalies in October and December of the previous year and that in February and April, and X sub(3), X sub(4) and X sub(5) are the catches in October, in September, in November of previous year respectively. Because these parameters could be checked in earlier time of a half year before the main fishing season, this model was assumed to be very useful for the prediction of fishing conditions of squid angling fisheries.

The electro-hydraulic servo winch system built in a automatic tension control equipment was designed with a latent need for an advanced system in fishing operations of the inshore and coastal fishing vessels. In order to keep the constant tension condition of warp under loading, a tension control circuit was added to the servo winch system.The dynamic performance in the open loop behaviour of the designed winch system was investigated and its applicability was tested for various possibilities of load using a load generator especially developed in order to this study.The mechanical characteristics of this system is different from that of a conventional type, that is, the tension, length, line speed and drum revolution can be automatically controlled by the information from various sensors, such as torque, rpm and pressure transducers. from the experiment results, it was verified that the servo winch system has very good output and tracking behaviour for the control input signals in different operating conditions though overshoot of out 8% in the transient characteristics of torque under the load though a overshoot of about 8% in the transient characteristics of torque under the load condition can be observed when the opening of servo valve, adjustable by the input voltage between - 10 V up to 10 V, changed suddenly.Consequently, the improved fishing winch system can be effectively used as the automatic shooting and hauling equipment of low cost for small inshore and coastal fishing vessels which engage in net fishing.
The relationship between the fishing grounds of Buse, Pseudosciaena crocea (Richardson), and oceanographic condition in the Yellow Sea and the East China Sea is studied on the basis of the data of the catches of stow net fishery (Fisheries Research and Development Agency, $1967{\sim}1979$) and the oceanographic observation data. The main fishing grounds of the Buse was concentrated in southwestern area of Cheju island and the best catch was in April. CPUE was less than 50 kg/haul in the most pare of fishing grounds, there-fore the conditions of fishing grounds generally were poor and coefficients of variance were also large. In the main fishing period, April, the fishing grounds were generally distributed in colder region of $8^{\circ}C$ through $10^{\circ}C$ isotherm at 50 m depth, than Yellow croaker and Gangdali which were distributed between $10^{\circ}C$ and $15^{\circ}C$.

In order to utilize fisheries resources under a joint management scheme with adjacent nations, as well as detecting of fishing grounds, the factors which influence yellow croaker (Pseudosciaena polyactis) in Korean waters were studied using historical catch per unit effort and oceanographic data. The main fishing ground near Cheju Island was located along the thermal front formed between the Yellow Sea Bottom Cold Water (YSBCW) and northward moving warm current. When the YSBCW (index temperature: $10^{\circ}C)$ strongly extended southward, the fishing condition were worse than average. Especially, low temperatures greatly influenced stow net fisheries, which were operated in the deep water layer The concentration and dispersal of fishing ground and catch coincided with oceanographic features and the seasonality of water masses.
