제주도 연안 정치망 조업시스템 개발에 관한 연구 -II. 조업어장에서의 각망과 낙망의 어획성능 비교- (Studies on the Development of the Fishing System of Set Net in the Coast of Jeju Island - II. Comparative of Fishing Efficiency of Rectangular Set Net and Pound Net in Fishing Ground -)

  • 제주도 연안 정치망의 어획성능을 향상시키기 위한 어구구조개량과 조업방식의 생력화에 대한 기초자료를 제공할 목적으로 현재 제주도 연안정치망 어장에 부설하여 조업을 행하고 있는 각망어구와 낙망어구의 어획성능을 비교하기 위해서 두 어장의 3년(1997~1999년)간 어획량을 분석하였는데, 그 결과는 다음과 같다. 1. 1997~1999년까지의 3년간의 총어획량은 각망어구가 18.7톤 낙망어구가 36.5톤으로 낙망구의 어획량이 2배 정도 많았다. 2. 1997~1999년까지의 오징어, 전갱이, 독가시와 방어의 어획량은 전체적으로 각망어구보다 낙망어구의 어척량이 1.8배 정도 많았다. 3. CPUE는 각망어구에서는 전갱이가 10.01k 오징어가 20.5kg, 독가시치가 18.0kg 방어가 2.2kg이며 낙망어구에서는 전갱이가 57.5kg, 오징어가 30.0kg, 독가시치가 25.0kg, 방어가 4.7kg였는데 전반적으로 낙망어구의 CPUE가 높게 나타났다. 4. 유어율은 각망어구에서는 전갱이가 64%, 오징어가 79%, 독가시치가 39% 방어가 14%이고 낙망어구에서는 전갱이가 18%, 오징어가 85%, 독가시치가 40%, 방어가 14%로 전체적으로는 각망어구의 유어율이 높게 나타났으나 여기서의 어획량은 낙망어구가 높게 나타났다.

DEA 기법을 이용한 우리나라 대형선망어업의 어획능력 측정에 관한 연구 (Measurement of Fishing Capacity of Large Purse Seines Fishery -A Data Envelopment Analysis-)

  • 최근 국제적으로 수산부문에 대한 현안문제 중의 하나는 어업에 있어 어획능력 (fishing capacity)을 감축시키고자 하는 것이다. 이는 어획능력이 크게 증강되어 어업자원에 대한 어획압력이 증가하여 자원남획을 초래하고 있을 뿐만 아니라 추가적인 비용이 소모되므로 지속 가능하고 경영안정적인 어업발전을 위해서는 과잉된 어획능력의 감축이 시급하기 때문이다. 더욱이 1999년에는 세계식량농업기구(FAO)가 '어획능력 관리를 위한 국제적 행동계획'을 채택하고, 각국으로 하여금 어업별 어획능력 측정과 과잉 어획 능력 감축을 위한 관리방안 마련을 촉구하였다. 본 연구에서는 1978년~2003년간의 어획량과 어획노력량(어선척수, 톤수, 마력수, 그리고 조업일수) 자료를 이용한 자료포락분석(DEA) 기법으로 우리나라 대형선망어업의 연도별 어획능력 변화를 측정해 보았다. 분석 결과, 2003년도의 경우 대형선망어업의 어획능력 활용도가 약 50% 수준으로 나타나 유휴 어획능력이 존재하는 것으로 평가되었다. 그리고 과잉 어획능력 감축 수준을 파악하기 위한 민감도 분석 결과 2003년도 어획량을 유지하기 위해서는 어선척수(마력수와 톤수 포함)를 50% 정도 삭감하든가 아님 조업일수를 약 63% 정도 줄여야 하는 것으로 나타났다. 또한 대형선망어업의 최대 지속적 어획량(MSY) 수준을 유지하기 위해서는 어선척수(톤수와 마력수 포함)에 대한 30% 삭감이나 조업일수의 약 60% 감소가 필요한 것으로 분석되었다.

연안자망 부이에 어구자동식별 장치 설치방안에 관한 기초적 연구 (A fundamental study on the installation methods of automatic identification buoy on coastal gill net)

  • As a series of fundamental researches on the development of an automatic identification monitoring system for fishing gear. Firstly, the study on the installation method of automated identification buoy for the coastal improvement net fishing net with many loss problems on the west coast was carried out. Secondly, the study was conducted find out how to install an automatic identification buoy for coastal gill net which has the highest loss rate among the fisheries. GPS for fishing was used six times in the coastal waters around Seogwipo city in Jeju Island to determine the developmental status and underwater behavior to conduct a field survey. Next, a questionnaire was administered in parallel on the type of loss and the quantity and location of fishing gear to be developed and the water transmitter. In the field experiment, the data collection was possible from a minimum of 13 hours, ten minutes to a maximum of 20 hours and ten minutes using GPS, identifying the development status and underwater behavior of the coastal gillnet fishing gear. The result of the survey showed that the loss of coastal net fishing gear was in the following order: net (27.3%), full fishing gear (24.2%), buoys, and anchors (18.2%). The causes were active algae (50.0%), fish catches (33.3%) and natural disasters (12.5%). To solve this problem, the installation method is to attach one and two electronic buoys to top of each end of the fishing gear, and one underwater transmitter at both ends of the float line connected to the anchor. By identifying and managing abnormal conditions such as damage or loss of fishing gear due to external factors such as potent algae and cutting of fishing gear, loss of fishing gear can be reduced. If the lost fishing gear is found, it will be efficiently collected.

어촌과 도시지역 여고생의 영양실태, 체조성 및 혈액성상에 관한 연구 (A Study on Nutrients Intakes, Body Composition and Hematological Status of High School Girls in Fishing and Urban Areas)

  • The purpose of this study was to examin height, weight and body composition nutrient intakes and serum lipids for high school girls in urban and fishing area. The subjects consisted of 78(44 fishing and 34 urban) high school girls aged in average 17.3 and 17 years. Their dietary intakes were assesed for 1 day by means of 24 hours dietary recall method. Concentrations of serum lipids, percentage of body fat and volume of total body water were measured. The mean energy intake of the subjects were 1431 ㎉ in fishing and 1659 ㎉ in urban area. The subjects in fishing area(urban) consumed 58(67) g protein, 27(36) g lipid, 459(634) mg calcium, 676(945) mg phosphorous, 11(14) mg iron, 786(574) RE retinol, 2.8(3.6) mg tocopherol, 0.9(1.0) mg thiamin, 1.2(1.1) mg riboflavin, 16.9(20.5) mg niacin and 64.1(92.8) mg ascorbic acid, respectively. Energy, calcium, iron and tocopherol intakes were lower than the Korean RDA in both girls. The mean percentage of fishing girls were 19.8% and significantly lower than 25.6% in urban. These values seem to fall in the desirable range in fishing girls, but high school girls in urban is seemed to overweight. The mean saturated fatty acid(SFA), monounsaturated fatty acid(MUFA), polyunsaturated fatty acid(PUFA) and dietary cholesterol(Chol) intakes were 7.3 g, 8.1 g, 7.2 g and 263 mg for fishing girls were 13.1 g, 12.1 g, 9.1 g and 216 mg for urban girls respectively. The fat, SFA and MUFA intakes in fishing girls were significantly lower than urban girls. The P/M/S ratio was 0.9/1.1/1 for fishing, was 0.7/0.9/1 for urban. The mean serum triglyceride(TG), total cholesterol, HDL cholesterol, LDL-cholesterol concentrations were 77.7(61.8) mg/dl, 124.5(142.3) mg/dl, 59.3(22.4) mg/dl and 49.6(107.8) mg/dl in fishing girls(urban girls), respectively. All of these values seem to fall in the desirable range but HDL-chlesterol concentrations in fishing girls were significantly higher than urban girls and LDL-cholesterol concentrations in fishing girls were significantly lower than urban girls. There were positive correlations between body fat percent and total cholesterol or LDL-cholesterol concentration : negative correlations between between body fat percent and HDL-cholesterol concentration : positive correlation between fat intake and LDL-cholesterol concentration : negative correlations between serum HDL-cholesterol concentration and fat or SFA or MUFA intakes. 입어관행과 관행어업의 제도적 성격에 관한 고찰 (A study on the Institutional Characteristics of Artisanal Fisheries)

  • This study is concerned with the identification of the concepts and characteristics of the traditional access of small scale fishery and traditional small scale fishery based on the classification of fisheries under Fisheries Law, As we called, these fisheries are the small scale of artisanal fisheries. These traditional small scale of artisanal fisheries have been developed throughout the most coastal fisheries but have never been included the institutional fishery system and policy since industrial fisheries have been exploited. By this reason there was no studies to understand and identify these fisheries as fisheries under category of institutional fishery system. Recently by the Fisheries Law, my Person who desires to operate these fisheries, shall report to the provincial governor and then these fisheries were incorporated into the category of fisheries to be reported. But this case of the administrative practices should be not consistent with the classification of fisheries under Fisheries Law. The traditional access of small scale fishery is a derivative concept of fishery categories under the institutional fakery system Because this fishery under institutional fishery system can not be establish the right of fishing by fishery right system technically but the right of fishing is supported by the fishing access system only. Therefore, It is a mistake for the provincial fishery governor to adopt such a policy that the fishing right of the traditional access of small scale fishery which is different from the fishing based right is restricted by the factors of fisheries to be reported. On the other hand the traditional small scale fishery is coincident with the traditional access of small scale fishery and the common fishery under the style of utilization of fishing gear and fishing gear and methods. But this fishery has never been included the fishery categories supported by the government subsidy policies and considerations and has been remained with indifference during the last few decades. Anyhow the fishing right of these fisheries have been assured under the institutional fishery system, any person who desires to operate this fishery should have a fishing right against the public or private uses of fishing ground such as land reclamations and other coastal zone development. A deprivation of the fishing right of this fishery by the conflicts of these public and private uses of fishing ground is not regarded as appropriate according to the social welfare policy. Also it is the administrative expediency to support the fishing right of this fishery under the fisheries lobe reported.

다수어업의 갈치 자원평가 및 최적어획량 추정 (Estimation of the Optimal Harvest and Stock Assessment of Hairtail Caught by Multiple Fisheries)

  • This study aims to estimate optimal harvests, fishing efforts, and stock levels of hairtail harvested by the large pair bottom trawl, the large otter trawl, the large purse seine, the offshore long line, and the offshore angling fisheries by using the surplus production models and the current value Hamiltonian method. Processes of this study are as follows. First of all, this study estimates the standardized fishing efforts regarding the harvesting of the hairtail by the above five fishing gears based on the general linear model developed by Gavaris. Secondly, this study estimates environmental carrying capacity (k), intrinsic growth rate (r), and catchability coefficient (q) by applying the Clarke Yoshimoto Pooley (CY&P) model among various surplus production models. Thirdly, this study estimates the optimal harvests, fishing efforts, and stock levels regarding the hairtail by the current value Hamiltonian method, including the average landing price, the average unit cost, and the social discount rate. Finally, this study attempts a sensitivity analysis to figure out changes in optimal harvests, fishing efforts, and stock levels due to changes in the average landing price and the average unit cost. As results induced by the current value Hamiltonian method, the optimal harvests, fishing efforts, and stock levels regarding the hairtail caught by several fishing gears were estimated as 33,133 tons, 901,080 horse power, and 79,877 tons, respectively. In addition, from the results of the sensitivity analysis, first of all, if the average landing price of the hairtail constantly increases, the optimal harvests of it increase at a decreasing rate, and then harvests finally slightly decrease as a result of decreases in stock levels. Secondly, if the average unit cost of fishing efforts continuously increases, the optimal fishing efforts decreases, but optimal stock levels increase. Optimal harvests start climbing and then decrease continuously due to increases in the average unit cost. In summary, this study suggests that the optimal harvests (33,133 tons) were larger than actual harvests (25,133 tons), but the optimal fishing efforts (901,080 horse power) were much less than estimated standardized fishing efforts (1,277,284 horse power), corresponding to the average of the recent three years (2014-2016). This result implies that the hairtail has been inefficiently harvested and recently overfished due to excessive fishing efforts. Efficient management and conservation policies on stock levels need to be urgently implemented. Some appropriate strategies would be to include the hairtail in the Korean TAC species or to extend the closed fishing season for this species.

연안복합어선 선장의 업무 특성과 해양사고 위험요소에 대한 분석 (Analysis of the working characteristics of the skipper and risk factors of marine accident in Korea coastal composite fishing vessels)

  • This research carried out a study on the job characteristics of the skipper of the coastal composite fishing vessels in order to find a way to prevent the ship collision caused by the highest human error among the marine casualty of fishing boats. Video observation was used as the research method in which six CCD cameras were installed on the vessel to collect image data and data extracted from the image were analyzed to derive the results of the functional activity of skipper according to the fishing operation process of experimental fishing vessel. The results are as follows. The working process of the experimental fishing vessel consisted of navigation for fishing ground, setting line, waiting for hauling line, hauling line and navigation to homeport. In these processes, the skipper was performing watchkeeping in the wheelhouse in which he carried out a single task, a dual task that performed two tasks simultaneously, and a triple task that performed two or more tasks simultaneously. In addition, one of the risk factors causing the collision was a no watchkeeping in the wheelhouse for navigating for fishing ground, waiting for hauling line, and hauling line at 25.4%, 64.6% and 0.3%, respectively among the marine casualty while drowsiness caused 1.2% of the marine casualty in navigating for fishing ground. Concurrent tasks that simultaneously perform two or more tasks that can overlook any other important duties while carrying out watchkeeping in the wheelhouse include 51.3% of navigation for fishing ground, 81.9% of setting line, 19.0% of waiting for hauling line, 87.9% of hauling, and 88.7% of navigation to homeport. The above concurrent tasks yielded an average of 66.1%. Experimental fishing vessels are required to focus on ship handling operations related to fishery operations, and the skipper is assigned more activities and attention to fishery related tasks. Therefore, it is considered desirable to build a collision prevention system that is appropriate to the characteristics of the skipper's work, escaping from transferring the responsibility of ship collision to the skipper completely.

해양레저산업을 통한 청장년층 귀어·귀촌 활성화 방안 (Plan for Revitalizing the Return-to-Farming / Fishing Villages of Young and Older Adults Through the Marine Leisure Industry)

  • 본 연구는 해양레저 분야로 귀어·귀촌한 청장년층들이 겪는 현실적인 문제점을 분석하여 해양레저산업을 통한 귀어·귀촌 활성화 방안을 제시하고자 수행되었다. 해양레저 귀촌인이 겪는 문제점과 해양레저 귀어·귀촌을 활성화 할 수 있는 방안은 무엇인가?라는 연구 문제를 해결하기 위해 질적연구방법 중의 하나인 사례연구를 통해 연구가 수행되었다. 면담 대상자는 해양레저 귀촌인과 관련 분야 전문가를 선정하였다. 그 결과 도출된 문제점은 다음과 같다. 첫째, 어촌의 배타적 문화로 발생하는 어려움. 둘째, 초기 투자비용 마련의 어려움. 셋째, 해양레저 귀어·귀촌 교육프로그램의 부족으로 나타났다. 이러한 문제를 해결하고, 해양레저산업을 통한 귀어·귀촌 활성화를 위해 제시된 방안은 다음과 같다. 첫째, 인센티브제도 도입을 통한 어촌 진입장벽 완화. 둘째, 귀어·귀촌 종합센터의 매칭 시스템 구축. 셋째, 어촌의 유휴부지를 활용한 귀어·귀촌 촉진. 넷째, 어촌계의 선 투자 후 위탁운영 시스템 도입. 다섯째, 수산 분야 교육이 포함된 해양레저 귀어·귀촌 교육프로그램 구축. 여섯째, 해양레저 귀어·귀촌 인프라 구축으로 나타났다.

어선 기관손상 사고 분석에 관한 연구 (A Study on the Analysis of Engine Accidents on Fishing Vessels)

  • The basis of all approaches to improve reliability of marine engines exists in analyzing the field data of troubles and failures in marine engines. In this paper, we analyzed the engine accidents of Korean fishing vessels for five years from 1995 to 1999, firstly according to engine systems, type of fishing vessels, engine makers, cylinder number, engine power and tonnage, secondly by using of principal component analysis method, one of multi-variate data analysis method. Finally, we proposed the measures to reduce engine accidents of fishing vessels for improvement of an environment in fishing industry.

소형어선의 기관의 수중소음 스펙트럼 분석에 관한 연구 (A Study on Spectrum Analysis of the Underwater Noise by Engine Generating in Small Fishing Boat)

  • Most of the underwater noise emitted by small fishing boat are owing to vibration of main engine and generator etc.. This paper describe on the spectrum analysis of underwater noise by engine generating in small fishing boat in order to build up comfortable environment for fisheries man and to reduce ambient noise. The obtained results are summerized as follows:1. When the underwater noise of 10ton class fishing boat measure and the frequency spectrum in varied revolution of engine 750, 900, 1000rpm analyze, the frequency pattern is similar to each other, the faster revolution of engine increase, the higher frequency spectrum level becomes. 2. In comparison of spectrum level of underwater noise between 10ton class and 14ton class fishing boat, the former level is higher than the latter. 3. Frequency spectrum pattern of two 14ton class fishing boat is similar to each other but spectrum level is a little difference, it is suggested to different by fitting condition of engine.
