Analysis and Strategy of Economic Development Policy for SMEs in Indonesia

  • This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.

  • Due to changes in internal and external environment of coastal & offshore fishery such as decrease in coastal & offshore fishery resources, rising labor costs, rising gas prices, rising turnover rate of seamen, and intensified avoiding 4D types of business, the domestic seamen's avoidance of going to sea is being intensified. In order to solve the problems of domestic seamen shortage, coastal & offshore fishery businesses prefer to employ foreign seamen whose wages are relatively low, so employment of foreign seamen continues to increase. However, the foreign seamen system has the problems in selecting and managing seamen but these problems have been not adequately dealt with, so damages to fishery business continue to occur due to the seamen's deserting. The cases, in which foreigners who entered the country to take the sea in coastal & offshore fishing boats deserted their workplace, recorded 36.4% as of 2010. So in order to achieve the purpose of the foreign seamen system itself through rational management of foreign seamen, the exclusive organization to manage foreign seamen should be established and the system to rationally select foreign seamen who have experiences of fishery should be established. The utilization of foreign seamen during off season needs to be maximized by establishing the employment connection system for the management of foreign seamen and employment stabilization, and the exclusive organization for education of foreign seamen and the organization for nurturing domestic seamen need to be established and operated.

The comparison between Pleuronichthys cornutus and Pleuronichthys japonicus for the activation of fishery marine tourism (수산관광 활성화를 위한 도다리와 흘림도다리의 비교)

  • There are prior studies that describe in detail the classification and shape of 26 species of Korean flounder, but it is difficult to make them out and they are used interchangeably or misused. It is intended to present the taxonomic standards of Pleuronichthys cornutus and Pleuronichthys japonicus and use them as tourism education materials using aquatic resources. Morphological comparison was made through counting and measurement. The two fish species were generally flattened in an oval shape with a low body height and a wide body width, and the anal fin developed and sized similar to the dorsal fin, and the caudal fin was widely spread out. Among the hyoid bones, in three parts of the coccyx, the main part, the ischial part, and the cardinal process, there were differences in the degree of curvature, the open angle, and the shape of the ischial part and the lateral process, which corresponded to the representative classification characteristics. In addition, it will be expected that it will serve as a basis as a fishery and marine education material for marine tourism that classifies and categorizes the characteristics as a genus of flounder and categorizes the characteristics, and reduces misuse of scientific names and names in the future.

Acoustic characteristics of Anchovy schools, and visualization of their connection with water temperature and salinity in the Southwestern Sea and the Westsouthern Sea of South Korea (서해 남부와 남해 서부의 한 정점에서 수온 및 염분과 멸치 어군의 특징의 관련성 시각화)

  • Morphological and positional characteristics of anchovy aggregations, confirmed by trawling, were examined in two locations of the southern part of theWest Sea (T1) and the western side of South Sea (T11) of South Korea. Morphological characteristics (mean length, height and area) of the anchovy aggregations at T1 were smaller than those at T11, however the positional characteristics (distributional depth and bottom depth) of the aggregations at T1 were larger than those at T11. Diverse dataset such as the ship's cruise track, the cruse map, and interpolated three-dimensional-like water temperature were visualized in multiple dimensions. For a comprehensive understanding of the anchovy aggregations within their surrounding circumstances, the interpolated water temperature transferred to the location of anchovy aggregations at both stations were visualized based on geospatial information. Using quantitative investigation, the overall range of change in water temperature and salinity of anchovy aggregations at stations was considerably small. However, the water temperature and salinity of anchovy aggregations at T11 were somewhat higher than those at T1.

Assessment of Documentation Status of the Statement on the Sea Area Utilization according to Artificial Structure Installation in Public Water (공유수면 인공구조물 설치에 따른 해역이용협의서 작성실태 평가)

  • This study assessed documentation status of each environmental assessment items by analyzing the 243 case of marine EIS on the Consultation System of Sea Area Utilization. Observed rate of tidal elevation, current, temperature, salinity in maine environment were below 20%. The EFDC tool is applied substantially in hydrodynamic modeling. The verification process, however, is very insufficient using the recent observed data. Also, in-situ assessment rate of pelagic organism such as phytoplankton was below 50%, and assessment for Chlorophyll a was not accomplished. Ecological index evaluation for zooplankton and benthic ecosystem were not considered in statements. Especially, the rational assessment on the fisheries resources and protected species were very limited. It was necessary that the core assessment items (checklists) were established for environmental scoping. Furthermore, suggestion of information related to development, regional coastal management plan, aquaculture farms, and facilities were enhanced. The redundancy problem of proceedings between Environmental Impact Assessment and Sea Area Utilization Assessment System was improved.

A Economic Effects of Fish Seed Release (수산종묘방류사업의 경제성 평가)

  • This study was conducted to investigate the economic effect of the release of seed flounder to the central area of the West Sea, which was analyzed into both direct and indirect effects. The results showed that based on the data collected from partial area, the economic effect of flounder seed release reached 6.97 times, average catch proportion was 32.27$\%$, and recapture rate was 11.26$\%$, suggesting that economic effect was very high. In addition, it was observed that the recapture rate was greatly higher than 2.05$\%$, that of Break-Even-Point. It was noted that the increased catch by the release of seed flounder resulted in the increase in commission of sales and the increase in sports fishing. Another economic effect observed were diverse including the increase in income of fishing village, elevated spirit to proper management of fisheries resources, maintaining of willingness to live in fishing village through activation of local fishing village, prevention of illegal fishing including capture of juvenile fish, and the increase in the supply of sea food of high quality. It is emphasized that although the investigation was conducted in the same area, the results will vary by size at release, time at release and other factors. Finally, there is a need to expand species and area of study for more active economic analysis incorporating natural sciences.

Analyzing Optimal Economic Fishing Efforts of the Coastal Snow Crab Gillnet Fishery (대게 연안자망어업의 경제적 적정 어구사용량 분석)

  • The Korean government is in the establishment process of plan for managing fishing effort by setting up the maximum fishing gear usage per fishery type for the recovery of fishery resources, for the settlement of disputes between fishery sectors over fishing gears, and for the stability of fishing business condition. Especially in the setting up of the maximum fishing gear usage, economic standards as well as biological standards are being considered as a significant factor to promote the sustainable and economically viable development of fisheries. This study is, thus, to analyze the optimal economic fishing gear usage ($E_{MEY}$) as the most economically efficient one for the coastal snow crab gillnet fishery, one of the most controversial sectors in establishing the maximum fishing gear usage. The data of logbooks per trip were used for concentrating on the estimation of $E_{MEY}$ per trip because it was considered there were limitations of data available for analyses. As a finding drawn from the analyses, the optimal economic trap usage ($E_{MEY}$) of coastal snow crab gillnet vessels per trip has to be decreased by about 13%. That is, reducing the trip gillnet usage up to the level of $E_{MEY}$ can lead to the reduction of trip fishing costs, thereby resulting in the increased trip profits.

Gonadal Abnormality and Intersexuality of Oplegnathus fasciatus (Teleostei: Oplegnathidae) Collected from the Southern Coast of Korea: A Case Report

  • We report on the gonadal structure abnormality and intersexuality found from a survey regarding the reproductive potential of the rock bream, Oplegnathus fasciatus, along the southern coast of Korea. In total, 448 samples were collected for histological analysis (total length 27.5±6.8 cm; total weight 522.9±385.6 g). The sex ratio (F:M) was 1:0.46 (n=307:141), with 68.5% being females. The frequency of oocyte atresia and ovarian neoplasm in the females was 85.3% and 21.5%, respectively, and the frequency of testicular lobule and cyst deformation and testicular neoplasm in the males was 73.1% and 37.6%, respectively. The scale formation in the ovary and testis was approximately 2.0% for both sexes. The intersexuality was 42.2%, with the intersexuality among females being 49.5%, which was significantly higher than that of males (26.2%). Such findings indicate a negative impact on the reproductive output of the rock bream along the southern coast of Korea; however, a more detailed study is required to ascertain accurate causes.

Fishing Characteristics of Pacific Herring Clupea pallasii and Relationship between Its Catch and Sea Temperature during the Past 50 Years in Korean Waters (50년간 우리나라 청어(Clupea pallasii)의 어획 특성 및 어획량과 수온과의 관계)

  • This study described the fishing characteristics of Pacific herring Clupea pallasii and examined the relationship between its catch and sea temperature in Korean waters from 1970 to 2019. Although the herring catch in Korean waters stayed below 1,000 tons per year from the mid-1970s to mid-1980s, the catch in the winters in the East Sea of Korea started to increase markedly after 1987-1988, when the sea surface temperature (SST) seemed to shift to a warmer regime. Since the mid-2000s, overall, herring was caught throughout the year in the East Sea and eastern South Sea of Korea, and its catch significantly increased by around 30,000 tons per year. The main fishing grounds of herring in the poor fishing years until the mid-1980s were possibly formed in the western offshore of Korea, and subsequently the fishing grounds were distributed in the eastern coast of Korea. While the standardized catch per unit effort (CPUE) for two main fisheries of herring catch was significantly correlated with the herring catch since the 2000s, there was a gradual decline since the 2010s. The herring catch in the East Sea had significant positive correlations with SSTs, but that in the West Sea had a significant negative correlation.

Distribution of Common Squid, Todarodes pacificus, Paralarvae in the Yellow Sea in Spring and Autumn, 2013 - 2015 (2013 - 2015년 춘계 및 추계 서해의 살오징어(Todarodes pacificus) 유생 출현 양상)

  • Paralarvae of the common squid, Todarodes pacificus, were sampled with the bongo net (diameter: 60 cm, mesh: $333{\mu}m$) with a research vessel (Tamgu 20) at 18 stations along the coastal waters of the Yellow Sea in spring and autumn from 2013 to 2015. Over this period, 4 Paralarvae were collected. Paralarval density was $0.1inds./1,000m^3$ and $0.2inds./1,000m^3$ in autumn 2014 and $0.1inds./1,000m^3$ and $0.2inds./1,000m^3$ in autumn 2015. The range of mantle length for paralarvae was from 1.5 to 8.3 mm. Survival temperature ($15-24^{\circ}C$) for embryo stage and paralarvae was found in locations shallower than 56 m of depth at stations which were sampled for paralarvae.
