Utilization and Excavation Practices of Fire-Fighting Vulnerable Zone Model (소방취약지 모델의 활용 및 적용사례 발굴)

  • In order to foster rapid disaster response and public life protection, National Emergency Management Agency has been trying to spread 'Emergency Rescue Standard System' on a national scale since 2006. The agency has also intensified management of firefighter's safety on disaster site by implementing danger predication training, specialized training and education and safety procedure check as a part of safety management officer duties. Nevertheless, there are limitations for effective fire fighting steps, such as damage spreading and life damage due to unawareness of illegal converted structure, structure transformation by high temperature and nearby hazardous material storage as well as extemporary situation handling endangered firefighter's life. In order to eliminate these limitations there is a need for an effort and technology application to minimize human errors such as inaccurate situational awareness, wrong decision built on experience and judgment of field commander and firefighters. The purpose of this study is to propose a new disaster response model which is applied with geospatial information. we executed spatial contextual awareness map analysis using fire-fighting vulnerable zone model to propose the new disaster response model and also examined a case study for Dalseo-gu in Daegu Metropolitan City. Finally, we also suggested operational concept of new proposed model on a national scale.

A Study on Improving the Efficiency of the Survival Rate for the Offshore Accommodation Barge Resident Using Fire Dynamic Simulation (화재시뮬레이션을 이용한 해양플랜트 전용생활부선 거주자의 생존율 향상에 대한 연구)

  • The offshore plant crews that were commissioned in the commercial startup phase boarded the offshore plant in two shifts until the end of the project. The crews who were hired by the owner side stayed in the original offshore plant during the project. However, most of the offshore plant commissioned members who were dispatched from the shipyard were accommodated in the offshore accommodation barge. For this reason, they were exposed to many accidents since there are a lot of people staying in a small space. This study suggested a method for improving survival rate at offshore accommodation barge in terms of life safety. It is assumed that the fire accident among unfortunate events which take place in the offshore accommodation barge mainly occurred. So, this study analyzed the safety evacuation for offshore plant employees using fire simulation model based on both domestic and international law criteria. In particular, When fire occurs in the offshore accommodation barge, the periodically well trained crews are followed safety evacuation procedure. whereas many employees who have different background such as various occupations, cultural differences, races and nationality can be commissioned with improper evacuation behaviors. As a result, the risk will be greater than normal situation due to these inappropriate behaviors. Therefore, This study analyzed the Required Safe Escape Time (RSET) and Available Safe Escape Time (ASET). Also it was suggested the improvement of structure design and additional arrangement of safety equipment to improve the survival rate of the residents in offshore accommodation barge.

An Empirical Study on Importance of Evaluation Factors for Improvement of Fire Emergency Medical Service (소방응급의료서비스 향상을 위한 평가요인의 중요도에 관한 실증적 연구)

  • This study is performed to determine the priorites of the evaluation factors for the improvement of fire emergency medical service by increasing it's efficiency to protect the people's lives effectively, and by recognizing it's mid-long term development. Based on the output of the analysis, the critical evaluation factors of the fire emergency medical services to be improved shall be identified, and shall be intended to use strategically for increasing the efficiency of all the activity in the EMT service, and also for providing the basic date to product and manage the good quality services. To calculate the priority of the evaluation factor for each level as shown on this study, AHP(anaysis hierarchy process) with pairwise comparison method is applied. According to the priority analysis for the evaluation factors in main category (evaluation zone), 'medical service professional aspect' is recognized as highest one, and 'service infrastructure aspect', 'service management aspect' are indicated in order. According to the priority analysis for the evaluation factors in evaluation index, 'professional personal arrangement' in the service infrastructure aspect, 'appropriateness and timeliness of emergency medical care' in the medical service professional aspect, and 'clinical training' in the service management aspect are respectively recognized as most important factors.

  • Purpose: The 2018 General survey of emergency assistance was conducted to examine the working conditions and welfare, including educational direction, interests, and awareness of work, of the fire department emergency medical technicians (EMT). This would be used as basic data for future policy directions. Methods: Among the fire-fighting officers in 16 cities nationwide, emergency rescue workers engaged in first-aid activities were targeted. With prior consent, a survey was conducted through electronic documents. Of the total 1,227 people, responses from 1,151 were finally analyzed, excluding 76 who did not respond appropriately. Results: The working conditions and welfare of 119 firefighters were moderate, but in the fields of education and interest, the learning according to the regulations was high. In particular, satisfaction with the scope of work was found to be below average. However, it was positive that it will play a role as a social safety net in the future and will converge with cutting-edge science. Conclusion: Although this study was a total investigation of the EMT survey, conducting an EMT survey on all fire fighters in Korea is difficult. Further research is needed, particularly on first-class emergency medical personnel who play a major role in 119 paramedics.

A Study on the suitable Underground space for Safety against Terror (테러안전을 위한 지하공간의 예방대책)

  • The result of all terrors causes enormous damage. In order to prevent this damage in advance and find a prompt provision after terror, we investigated a safety measure against terror on the assumption that the fire in Daegu central subway is a subway terror. The followings are the safety measures against terror based on an underground space. Frist, training systems have to be established to provide against a terror. Second, People's consciousness about safety from a terror, centering on early education, has to be raised. Third, the provisions related with underground tunnel have to be established so that people can take shelter in underground tunnel areas. Fourth, CCTV has to be established in the guest rooms of the electric motor cars. Last, cooperative systems among related organizations have to be constructed, and the networks of the organizations have to be established so that they can cope with an accident.

Study on the Ship Fire Analysis According to Explosion Hazard (폭발의 위험성에 의한 선박화재의 사고사례 분석)

  • This study analyzed recent cases of ship fires explosions and investigated their problems and coping plans. Through analysis on the statistical figures, it was found that our nation's situations of maritime accidents by kind during the period of 2009~2013 showed the ratios of ship accidents caused by fires explosions was the highest in 2012 with 7.58% (55 cases) followed by year 2009 with 3.39% (34 cases), year 2010 with 3.39% (25 cases), year 2011 with 6.03% (57 cases) and year 2013 with 6.74% (43 cases), which indicates a steady increase in the number of ship accidents. Majority of reasons for ship fires explosions were lack of safety awareness. Since those accidents happen on the sea, fires, once they happen, tend to get serious due to absence of on board & nearby fire extinguishing facilities, public fire service's uneasy access to them and great influences of natural factors such as wind and etc. Ship fires explosions are special cases unlike what happens to general edifices. So, their coping plans should focus on preventive measures since the damages those cases bring about can be detrimental. For this reason, it's necessary to research precise evacuation plans, develop ship structure & materials reinforcing fire resistance to secure more time for evacuation and enhance people's safety awareness by implementing thorough safety training.

Comparisons of Core Temperature Between a Telemetric Pill and Heart Rate Estimated Core Temperature in Firefighters

  • Background: Firefighters may experience high environmental temperatures or carry out intensive physical tasks, or both, which leads to increased core body temperature and risk of fatalities. Hence there is a need to remotely and non-invasively monitor core body temperature. Methods: Estimated (heart rate algorithm) and actual core body temperature (ingested telemetric pill) measures were collected simultaneously for comparison during training exercises on 44 firefighter volunteers. Results: Prediction of core body temperature varied, with no specific identifiable pattern between the algorithm values and directly measured body core temperatures. Group agreement of Lin's Concordance of 0.74 (95% Upper 0.75, lower CI 0.73), was deemed poor. Conclusion: From individual agreement data Lin's Concordance was variable (Min 0.11, CI 0.13-0.01; Max 0.83, CI 0.86-0.80), indicating that the heart rate algorithm approach was not suitable for core body temperature monitoring in this population group, especially at the higher more critical core body temperatures seen.

  • This study suggests desirable disaster safety education curriculum through analyzing the operational status of the school disaster safety management training course and demand survey of school staff. First, the problem of the disaster safety training course of the school is not connected with the lack of law and system and the school disaster safety job. Second, improvement of law and system and variety of training should be made to acquire professional knowledge. Third, it is necessary to divide curriculum into the following four categories, according to educational needs of public officials ; Educational administration officers course focused on facility safety, maintenance and disaster countermeasure. Educational officials in technical post course addressing approval and permission of school facility projects, seismic reinforcement of school building, etc. Educational supervisors course covering roles and responsibilities of the school safety supervisors in the event of disaster. Teaching staffs course focused on safety instructions for students. Fourth, it is found that lectures and experiential learning methods are the most desirable methods of teaching and learning, and the major ranks are earthquake disaster, fire, gas, typhoon, school road, and electrical safety.

Plans to Improve Safety Experience Education through the Experimental Analysis of Evacuation Equipment (피난기구 사용시간 실험분석을 통한 안전체험교육 개선방안)

  • The aim of this study is to investigate the direction of improvement of safety experience education through the analysis of the evacuation time experiment. For the study, test subjects were divided into groups of similar body size and weight. The test subjects were directly experienced four evacuation devices, and the experience time was measured. As a result of the analysis of the total time from the installation of the evacuation device to the escape, the time was measured in the order of Descending Life Line-Tilt-Down Rescue Line-Vertical Escape Chute-air safety mat. In the case of evaluating the evacuation time using evacuation mechanisms, the evacuation time was measured in the order of air safety mat-Tilt-Tilt-Down Rescue Line-Descending Life Line-Vertical Escape Chute. In the first and second experiments of the Descending Life Line, time differences were observed. The escape time using the Descending Life Line was reduced in the second experiment than in the first experiment. As shown in this result, education through experience has shown that behavioral confidence and time can be managed. The conclusion of this study is that the goal of safety education is to minimize human life and property damage. Therefore, in order to bring this effect to more people, it is necessary to make efforts to keep self-safe through experiential education.

A Comparison of the Trainees' Evacuation Characteristics according to the Indoor Smoke-fullfill during the Safety Training on Ship (선상안전교육 시 선내 연기충진 여부에 따른 실습생의 피난이동특성 비교)

  • To make students recognize the danger of fire smoke that may occur in ships and to improve the response capability, spaces for safety educ ation were built inside the training ship, and scenarios were developed. This study is an analysis of the movement characteristics of the students acquire d under each scenario. Followings are the summary of the analysis results. In the non-smoke environments, there was no difference in the velocity of escape movement between the case of without block on the familiar route and the case of with unexpected block. However, when the indoor was filled with smoke, the visibility became very low because of the smoke density and the average velocity was 62.5 % slower than the case where it was not. Regardless of the scenarios, the average equivalent velocity on the complex path was faster than the simple straight path, and the standard deviation was smaller. Under the smoke-fullfilled environment, although the relative velocity probability distributions of the complex passage and the entire passag e are very similar, the inter-individual fluctuation of the relative velocity ratio of the complex passage to that of the entire passage was very large. On the other hand, equivalent velocity could be expressed by the logarithmic function of the visibility. Also, as the tension of the students increased, the equivalent velocities were accelerated on all scenarios.
