공공기관 소방안전관리 실태조사를 통한 개선방안에 관한 연구 : 초·중등학교를 중심으로 (An Improvement Plan on Fire Safety Management of Public Institutions: Focusing on the Case of Elementary and Secondary Schools)

  • 본 연구는 공공기관의 소방안전관리실태를 파악, 분석하여 위험요소에 대한 철저한 예방과 화재상황에 대한 신속한 대응 체제가 구축될 수 있는 초·중등학교 소방안전관리 개선방안을 모색, 강구하는 것이 목적이다. 현재 강원도 내 초·중등학교에 소방안전관리자로 선임된 인원을 대상으로 소방안전관리자의 전문성, 예방능력, 대비능력, 운영형태 등을 설문을 통해 조사하여 분석하였다. 실태조사 문항은 26개 항목으로 구성하였다. 그 결과, 소방안전관리에 대한 인식은 상당히 높은 반면에 사고를 대비, 대응할 수 있는 소방안전관리자의 능력은 제도적, 기술적 측면에서 개선되어야 하는 것으로 파악되었다.

국내 소방안전 및 구조구급 R&D 역량 분석 (R&D Capability Analysis of Domestic Fire-fighting Safety and Rescue Research Program)

  • 본 연구에서는 2007년부터 2013년까지 수행된 소방안전 및 구조 구급 분야 기술 체계별 연구개발비 투자 현황을 분석하였으며 이를 바탕으로 국내 소방안전 및 구조 구급분야 연구개발 역량에 대해 조사 분석하였다. 국민안전처 소방안전 분야 연구비는 점진적으로 증가하는 추세이며, 소방안전 및 특수재난 대응 기술과 소방안전 및 특수재난 예방 대비 기술 관련 R&D에 80%에 이상의 예산이 투자되었음을 알 수 있었다. 소방안전 및 구조 구급 R&D의 역량을 분석한 결과, 7점 만점 기준으로 절반(3.5점)에 못 미치는 중간 정도의 수준인 것으로 조사되었다. 향후, 국민안전처 소방안전 분야 연구개발 발전을 위해서는 자원에 대한 운용 능력이 향상될 수 있도록 예산/법/제도 등 지원 체계의 유연성 및 합리성이 확보되어야 하며, 추가적으로 성과물이 실용화, 사업화, 상용화가 될 수 있도록 성과 확산 프로그램 사업이 필요하다고 판단된다.

Simulation and Damage Analysis of an Accidental Jet Fire in a High-Pressure Compressed Pump Shelter

  • Background: As one of the most frequently occurring accidents in a chemical plant, a fire accident may occur at any place where transfer or handling of combustible materials is routinely performed. Methods: In particular, a jet fire incident in a chemical plant operated under high pressure may bring severe damage. To review this event numerically, Computational Fluid Dynamics methodology was used to simulate a jet fire at a pipe of a compressor under high pressure. Results: For jet fire simulation, the Kemeleon FireEx Code was used, and results of this simulation showed that a structure and installations located within the shelter of a compressor received serious damage. Conclusion: The results confirmed that a jet fire may create a domino effect that could cause an accident aside from the secondary chemical accident.

초고층 건축물 소방안전관리의 문제점과 개선방안 (Problems and Reform Measures of Fire-Fighting Safety Management on the Skyscrapers)

  • The number of high-rise buildings already constructed and/or being constructed is getting increased both domestically and internationally, for example, Lotte World 2 in Seoul and Taipei 101 in Taiwan, respectively. Maintenances of those skyscrapers, especially in fire-fighting safety, would be different from those of conventional buildings and are one of keen issues. In this study, the features of risks in aspects of fire-fighting safety for the buildings are investigated and the corresponding fire safety measures are proposed to prevent the disasters and to minimize the personal and property damages from it. The proposals include the specialization in self fire-fighting managements, the realization of self fire-fighting maintenance, the establishment of the integrated fire-fighting system, and the correction of inconsistencies in related laws on fire-fighting safety.

  • This study presented the development of a user centered school facility fire safety evaluation model that would support fire safety evaluation, which is globally recognized as being important in terms of school safety, to be more efficiently implemented in the school field mainly by students. The study consisted of five steps. First, actual condition survey tools were developed based on the major fire safety evaluation items derived through literature review. Second, the characteristics of domestic school facilities in terms of fire safety were developed using the survey tools. Third, an evaluation model at a level utilizable by students was developed based on the foregoing characteristics. Fourth, the applicability of the model was verified through a trial application of the model to elementary school students. Finally, legal and institutional improvement plans and fire safety education materials were presented through a policy proposal.

소방공무원 현장안전을 위한 무선통신망 운영에 관한 연구 (A Study for the Management of the Wireless Communication for Safety of Firefighteer in Fire Scene)

  • 본 연구는 2012년 11월 2일 02시경 인천광역시 부평구 (주)이랜드월드 화재진압 도중 소방공무원 1명이 순직한 사고에 대해서 현장조사를 실시하여 현장진입대원과 현장안전 점검관 간에 안전여부를 확인하는 의사소통 수단인 무선통신(무전기)에 대한 문제점과 개선방안을 도출하였다. 연구결과 화재현장에서는 각종 소음이 심해서 대원과 현장안전 점검관 간에 육성으로는 의사소통이 곤란하고 무선통신에만 의존할 수 있음을 알 수 있었다. 따라서 인천소방안전본부에서 사용하고 있는 무전기와 주파수의 운용에 대해서 조사하였다. 또한 군과 경찰과도 비교해 보았다. 연구시험결과 인천소방안전본부에서 보유하고 있는 무전기와 주파수를 효과적으로 운용하면 현장안전점검관이 각종 재난현장에서 목숨을 걸고 화재나 인명구조 활동을 하는 대원의 안전여부 확인하는 의사소통을 원활히 할 수 있는 것으로 나타났다.

성능에 기반을 둔 목조건축물 화재안전기준 개선방안 (Improvement of Performance based wooden building National Fire Safety Codes)

  • Because National Fire Safety Codes is mixed performance criteria and specification, and it defines the fire extinguish equipment type and standards that need to be installed in a building as one method. Therefore, to fully reflect the fire risk characteristics of the building, such as the wooden building there is a limit. In this study, suggested to the performance criteria drawn methodologies through fire load of wooden buildings studies, theory on performance and performance analysis to fire extinguish equipment of the wooden buildings is installed according to current fire safety codes.

환경에너지시설의 화재 및 피난 안전성 평가에 관한 연구 (A Study on Assessment of Fire and Evacuation Safety in Environmental Energy Facilities)

  • In this study, fire and evacuation safety of environmental energy facilities using fire and evacuation simulation was examined as part of performance-oriented design. The worst-case fire scenarios in which fire-fighting facilities such as sprinkler fire extinguishing and smoke control systems are not working, and the FDS analyzes the visibility, temperature distribution, and carbon monoxide concentration distribution through FDS. The safety was examined. As a result, it was proved that evacuation could limit the visibility, temperature, and carbon monoxide concentration in a smooth range, based on the safety standards set by relevant laws. In other words, it was possible to verify the safety of fire and evacuation for environmental energy facilities where a large amount of combustibles and fires coexist.

Latent Profile Analysis of High School Students' Fire Safety Awareness

  • The purpose of this study is to analyze the types of latent profiles of high school students' fire safety awareness and to identify the characteristics of related variables. For this purpose, a survey was conducted from March 22 to May 25, 2021 for 1054 high school students (male; 569, female; 485) in 3 cities, in Jeollabuk-do. The latent profile was analyzed using a scale consisting of 4 sub-factors: 'fire prevention', 'fire preparedness', 'indirect fire response', and 'direct fire response'. It was checked whether there were differences according to the inter-individual differences of the latent group. As a result of the analysis, fire safety awareness of high school students was classified into three latent profiles. The three groups were named 'High Perception Type', 'Moderate Perception Type', and 'Low Perception Type' according to their types. In fire safety awareness, there is a significant difference in the individual differences according to the gender and academic achievement of the latent profile. These results are meaningful as the first study to analyze the latent profile of high school students' fire safety awareness, and it is also meaningful to provide a useful basis for the contents and methods of customized fire safety education by identifying the tendencies of spontaneous groups and their fire safety awareness.

디지털 방식 무선 화재알림설비의 신호 패턴 인식기법 적용 (Application of Signal Pattern Recognition Technique of Digital Wireless Fire Alarm System)

  • The purpose of this study was to apply the signal pattern recognition technique to the digital wireless fire-alarm system and to reduce unwanted fire alarms. In this study, the fire alarms of the K Institute, which operates the largest digital wireless fire-alarm system in Korea, were classified into normal operations and unwanted fire alarms, and these were analyzed and compared with actual fire signals. In addition, by designing a non-fire signal filter and applying it to the K Institute, we confirmed that the monthly unwanted fire alarm rate of all 5,713 detectors decreased sharply. In particular, the unwanted fire alarm rate for flame decreased from 1.09% to 0.11% and the unwanted fire alarm rate for smoke decreased from 0.65% to 0.035%.
