최근 소방안전 서비스는 위험의 사전방지와 일상생활에서 느끼는 생활안전 업무까지 확대되고 있다. 본 연구는 생활안전의 이론적 탐색과 119생활안전대의 실태분석을 바탕으로 소방공무원과 경기도민을 대상으로 설문조사의 결과를 토대로 소방조직의 효과적인 생활안전서비스 방안을 제시하는데 있다. 연구의 결과 지역사회의 사회적 자본 활용, 유관기관 협력관계 구축과 시민의 지지 확보, 다조직간의 협력, 긴급신고와 비긴급신고 구분, 생활안전 소방서비스의 사회안전망 역할 등을 제안하였다.

인구의 도시집중화, 건축물의 고층화 밀집화 지하심층화로 재난 발생시 그 피해가 더욱 커지면서 재난에 대한 대응책 마련은 정부의 중요한 과제 중 하나로 대두되고 있다. 본 연구의 목적은 긴급구조정보 시스템의 사용자 측면, 시스템 측면, 조직적 측면에 관한 사항을 평가하고, 운영상 나타난 문제점을 바탕으로 긴급구조정보시스템의 활성화 방안을 제시하는 데 있다. 이를 위해 사용자 측면에서는 긴급구조정보 시스템의 접근과 조작 방안, 시스템 측면에서는 신속성과 안정성 제고 방안, 조직적 측면에서는 의사결정 및 조직성과 기여 방안 등을 제시하였다.

근래에 축사가 화재로 인하여 큰 피해가 발생하고 있다. 또한 화재로 피해를 입은 축사를 재건축하기가 매우 어렵다. 이러한 화재로부터 축사를 보호하기 위해서 철저한 재검토가 필요하다. 소방서에서 화재를 예방하는 대에는 한계가 있다. 무엇보다도 축사를 운영하는 사람이 어떻게 예방할 것인가를 아는 것이 중요한데, 축사를 화재로부터 예방하는 것을 명백히 세분할 필요가 있다. 화재로부터 축사를 안전하게 보호하는 것이 중요하다. 축사관리자는 화재를 진압하는 장비를 갖추어야 한다. 대부분의 축사화재는 전기에서 기인된다. 따라서 전기시설의 재정비가 필요한데, 소방서나 한전과 같은 기관의 도움이 필요하다. 축사소유자나 그 종사자들에게 화재발생 원인을 소방 교육을 통하여 알려야 한다. 소방서는 매년 발생하는 축사화재에 대비하여 소방도로나 장비, 경보시설 등을 정비하고 소방훈련 등을 실시하는 것이 화재예방에 도움에 될 것이다.

본 연구는 CFAST를 이용하여 아파트 화재가 발생하였을 때 인체에 끼치는 위험요소를 예측한다. CFAST 소프트웨어는 National Institute of Standards Technology 산하기관인 Building and Fire Research Lab에서 개발되어진 모델이다. 본 해석 시나리오는 아파트 화재 재현 실험결과에 의해 검증되었다. 해석결과를 요약하면, 침실뿐만 아니라 거실과 작은방의 상황도 실험 데이터와 정성적으로 같은 경향을 보인다. 화재 당시 거실과 작은방에 사람이 있었다면 산소와 이산화탄소의 농도로 인하여 어지러움을 호소하거나 심하게는 구토, 마비 같은 증상이 발생되었을 것으로 예측되었다.

According to the National Fire Agency, there were 61 traffic accidents of Fire engines in 2021. That is an increase of about 80% compared to the previous year. And the number of injuries and deaths increased by more than 300%. According to the survey of this study, less than 25% of firefighters wore seat belts of Fire engines during dispatch, contrary to the rapid increase in injuries and deaths. About the reasons for why firefighters do not wear seat belts, It can be found in aspects that are related to personal consciousness, organizational culture, and firefighting dispatch. The number of dispatches will increase in the future, this is considered to be a serious problem for the stability of the firefighting organization. In this study, a seat belt should be designed newly and proposed to improve the seat belt wearing policy.

본 연구는 우리나라 소방조직에서 수행되는 예방소방행정과 대비소방행정이 대응소방행정에 미치는 영향을 실증적으로 분석하고자 수행되었다. 이를 위하여 2008년부터 2018년까지 16개 광역자치단체에서 수행된 예방소방행정과 대비소방행정, 그리고 대응소방행정에 대한 패널자료를 이용하여 통계분석을 실시하였다. 독립변인으로 예방소방행정과 대비소방행정을 사용했으며, 종속변인으로 대응소방행정을 사용하였다. 예비소방행정의 하위 변인으로 특정소방대상물 현황분석, 다중이용업 현황분석, 다중이용업 안전시설 완비 증명 발급, 소방특별조사을, 대비소방행정의 하위 변인으로 소방교육을, 대응소방행정의 하위 변인으로 화재진압출동을 사용하였다. 분석결과, 특정소방대상물 현황분석과 소방교육은 화재진압출동에 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 본 연구결과는 소방행정의 효과성을 분석하는 연구에 기초자료로 사용될 수 있다.

The current function of 119EMS(Emergency Medical Service) is simply to transport patients to hospitals due to the lack of medical personnel and medical equipments. In order to mark the current 119EMS system, that is to say, more many medical technician and paramedics, medical equipments supplementation, korean EMS communication system simplification and the re-arrangement of the existing fire organization, and so on. Also so various problems involving 119EMS should be solved political and financial support and the change in people's attitude toward the public fire service.

연구목적과 방법: 소방공무원 국가직화에 따른 다양한 변화 중 소방재정 분야에 주목을 하고, 소방특별회계가 당초 취지와 목적에 맞게 안정적으로 정착될 수 있도록 관련 법령 및 실태 등의 분석을 통해 개선방안을 제시하였다. 연구결과: 소방정책사업비가 소방특별회계 설치의 당초 취지에 부합하여 온전히 소방사업에 사용되어질 수 있도록 인건비에 대한 이중적인 편성기준 개정하는 한편, 예비비의 편성 기준인 "예산총액의 100분의 1 이내 규정"에서 예산총액에 인건비를 포함하고 있어 계속적으로 예비비 편성규모가 증가될 것으로 판단되는바 예비비 편성에 있어 '예산총액'이 아닌 '사업비 총액'으로 변경하는 등의 개선이 필요하다. 결론: 소방특별회계 내의 소방정책사업비가 당초 취지와 목적에 부합하여 편성되고 집행될 수 있도록 예산편성 기준과 규모와 관련해 제도개선이 필요하며, 이를 통해 더욱 안정적인 소방조직의 운영과 소방서비스의 질 향상이 필요하다.

Concrete is the one of the most widely used in every country as a structural materials. On the other hand, a lot of fire incident has been occurred all over the world. But maintenance methods such as inspection and diagnostic methods, design methods, quality control methods for the purpose of improving the performance of concrete structures damaged by fire has made in its own way. Therefore, the purpose of this proposal of new working item is is to ensure the safety of the concrete structures damaged by fire in the field of assessment of damage, design, repair methods and so on through the International Organization for Standardization.

Objectives: Work-Family Balance (WFB) is a significant social issue in Korea. We examined the effects of employees' burnout on organizational performances by determining the moderating effect of family-friendly organizational culture in firefighter's organization. Methods: To test the hypothesis, data were collected from firefighters who are working at five fire stations in Deajeon and Chungnam province. Based on quantitative survey from 489 respondents, hierarchical regression analyses were performed. Results: The analysis revealed that job burnout had a negative effect on both organizational commitment (OC) and organizational citizen behavior (OCB). Family-Supportive Organization Perception (FSOP) negatively moderated the relationship between burnout and OCB. On the other hand, there was no significant moderating effect of FSOP on the relationship between burnout and OC. Conclusions: This study raises the importance of creating an organizational culture that gives its members a belief that the organization guarantees and supports the work-family balance system.
