  • Recently, the research to visualize and to reproduce evacuation situations such as terrorism, the disaster and fire indoor space has been come into the spotlight and designing a model for interior space and reliable analysis through safety evaluation of the life is required. Therefore, this paper aims to develop simulation model which is able to suggest evacuation route guidance and safety analysis by considering the major risk factor of fire in actual building. First of all, we designed 3D-based fire and evacuation model at a subway station building in Incheon and performed fire risk analysis through thermal parameters on the basis of interior materials supplied by Incheon Transit Corporation. In order to evaluate safety of a life, ASET (Available Safe Egress Time), which is the time for occupants to endure without damage, and RSET (Required Safe Egress Time) are calculated through evacuation simulation by Fire Dynamics Simulator. Finally, we can come to the conclusion that a more realistic safety assessment is carried out through indoor space model based on 3-dimension building information and simulation analysis applied by safety guideline for measurement of fire and evacuation risk.

  • While a performance based sprinkler design method has been widely used in UK and USA according to fire hazards of occupancies, Korean fire safety industry could not yet accept it due to nonstandardization on risk level of various occupancy. Even only two or three spray pattern sprinkler was produced in Korea fire safety industry, therefore, various spray pattern sprinklers have not yet introduced to major occupancies. Spray pattern sprinklers with one of two K value have been used in all occupancies in Korea Market. UK and USA's Fire industry should produced the spray sprinklers with various K-factors and protection area due to performance based sprinkler design requirement. Therefore the fire load density for main occupancies has been investigated in order to compare with installation standard in advanced countries. Eventually a lot of variations in orifice and K factors of standard heads were set up including special heads needed for high hazard areas such as large drop type, enlarged orifice type and early suppression fast response.

  • In this study, the physical and chemical analyses of petroleum residues (pyrolized fuel oil, PFO) were conducted and major components were selected to investigate their fire and explosion characteristics. Major component distribution areas of the PFO were identified via the GC-SIMDIS and MALDI-TOF analyses. In addition, the qualitative analysis of major component distribution areas was performed by GC-MS analysis. Major components of pyrolysis residue were selected based on the results of various analyses such as EA, SARA and TGA. As a result, benzene, toluene and xylene were selected as major components. Finally, the process hazard analysis software tool (PHAST) analysis was performed to investigate the range of maximum damage effect in case of fire and explosion. Toluene presented the highest risk due to the radiation effect of $227kW/m^2$ and 118 m in the case of jet fire. Xylene and benzene showed the maximum radiant heat values of 114 and $151kW/m^2$, respectively. It was also confirmed from the analysis of pasquill stability and wind speed that the radiant heat increased up to 55% according to wind speed in benzene, which was considered to be a main factor increasing the influence range.

  • The flammable liquid conductivity is an important factor in determining the generation of electrostatic in fire and explosion hazardous areas, so it is necessary to study the physical properties of flammable liquids. In particular, the relevant liquid conductivity in the process of handling flammable liquids in relation to the risk assessment and risk control in fire and explosion hazard areas, such as chemical plants, is classified as a main evaluation item according to the IEC standard, and it is necessary to have flammable liquid conductivity measuring devices and related data are required depending on the handling conditions of the material, such as temperature and mixing ratio for preventing the fire and explosion related to electrostatic. In addition, IEC 60079-32-2 [Explosive Atmospheres-Part 32-2 (Electrostatic hazards-Tests)] refers to the measuring device standard and the conductivity of a single substance. It was concluded that there is no measurement data according to the handling conditions such as mixing ratio of flammable liquid and temperature together with the use and measurement examples. We have developed the measurement reliability by improving the structure, material and measurement method of measuring device by referring to the IEC standard. We have developed a measurement device that is developed and manufactured by itself. The test results of flammable liquid conductivity measurement and the data of the NFPA 77 (Recommended Practice on Static Electricity) Annex B Table B.2 Static Electric Characteristic of Liquids were compared and verified by conducting the conductivity measurement of the flammable liquid handled in the fire and explosion hazardous place by using Measuring / Data Acquisition / Processing / PC Communication. It will contribute to the prevention of static electricity related disaster by taking preliminary measures for fire and explosion prevention by providing technical guidance for static electricity risk assessment and risk control through flammable liquid conductivity measurement experiment. In addition, based on the experimental results, it is possible to create a big data base by constructing electrostatic physical characteristic data of flammable liquids by process and material. Also, it is analyzed that it will contribute to the foundation composition for adding the specific information of conductivity of flammable liquid to the physical and chemical characteristics of MSDS.

  • The proportion of buildings over 30 years old in Korea has increased, from 29.0% in 2005 to 37.8% in 2019. These old buildings were built during a time in which there was a lack of building-related safety standards in areas such as fire safety performance. Worse, during their years of use, many such old buildings have had illegal changes and extensions made, making them more vulnerable in terms of safety. Fire safety investigations are being conducted to prevent large-scale disasters in multi-use buildings, but no investigation has been conducted at the regional district level, where small-scale old buildings are concentrated. Therefore, to identify fire risk factors in the old building district where old buildings are concentrated, the composition characteristics of the buildings were first analyzed. To examine the spatial characteristics of old building districts in order to derive fire risk factors, the results of this analysis based on the structure, use, roof type, and year of approval for use are as follows. It was found through our analysis that as of the date of approval for the use of the building, the main structure of the building has the greatest impact.

  • Compound disaster is the type that increases the impact affected by two or more hazard events, and attention to compound disaster and multi-hazards risk is growing due to potential damages which are difficult to predict. The objective of this study is to analyze the possible impacts of post-fire landslide scenario quantitatively by using TRIGRS (Transient Rainfall Infiltration and Grid-Based Regional Slope-Stability Analysis), a physics-based landslide model. In the case of wildfire, soil organic material and density are altered, and saturated hydraulic conductivity decrease because of soil exposed to high temperature. We have included the change of soil saturated hydraulic conductivity into the TRIGRS model through literature review. For a case study, we selected the area of $8km^2$ in Pyeongchang County. The landslide modeling process was calibrated before simulate the post-wildfire impact based on landslide inventory data to reduce uncertainty. As a result, the mean of the total factor of safety values in the case of landslide was 2.641 when rainfall duration is 1 hour with rainfall intensity of 100mm per day, while the mean value for the case of post-wildfire landslide was lower to 2.579, showing potential landslide occurrence areas appear more quickly in the compound disaster scenario. This study can be used to prevent potential losses caused by the compound disaster such as post-wildfire debris flow or landslides.

  • Autoignition characteristic is an important factor of all combustible substances, and a critical determinant in assessing the effectiveness of fire hazard prevention. This study investigated the autoignition characteristic of mixtures of Ethylene Glycol and water using an ASTM D2155 type ignition temperature measuring apparatus. It was possible to get the minimum temperature as $434^{\circ}C$ from 100% Ethylene Glycol within range of $75{\sim}160{\mu}l$. A volume of $100{\sim}125{\mu}l$ of a mixed sample of Ethylene Glycol and water (80 : 20) was ignited at the same temperature ($434^{\circ}C$). Also it was possible to get the auto ignition temperature as $437^{\circ}C$ from a mixed sample of Ethylene Glycol and water (60 : 40) within range of $120{\sim}160{\mu}l$. The instantaneous ignition temperatures determined for $125{\mu}l$ of each of the three samples were $579^{\circ}C$, $595^{\circ}C$ and $611^{\circ}C$, respectively. Both auto ignition temperatures and instantaneous ignition temperatures were increased through the addition of water to the samples.

  • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

  • The AITs(autoignition temperatures) describe the minimum temperature to which a substance must be heated, without the application of a flame or spark, which will cause that substance to ignite. The AITs are often used as a factor in determining the upper temperature limit for processing operations and conditions for handling, storage and transportation, and in determining potential fire hazard from accidental contact with hot surfaces. The measurement AITs are dependent upon many factors, namely initial temperature, pressure, volume, fuel/air stoichiometry, catalyst material, concentration of vapor, time lag. Therefore, the AITs reported by different ignition conditions are sometimes significantly different. This study measured the AITs of benzene, toluene and xylene isomers from time lag using AS1M E659-78 apparatus. The experimental ignition delay times were a good agreement with the calculated ignition delay times by the proposed equations wtih a few A.A.D.(average absolute deviation). Also The experimental AITs of benzene, toluene, o-xylene, m-xylene and p-xylene were $583^{\circ}C,\;547^{\circ}C,\;480^{\circ}C,\;587^{\circ}C,\;and\;557^{\circ}C$, respectively.

  • Decommissioning process of nuclear facilities consist of a sequence of problem solving activities, because there may exist not only working environments contaminated by radiological exposure but also industrial hazards such as fire, explosions, toxic materials, and electrical and physical hazards. Therefore, not a few countries in the world have been trying to develop appropriate counter techniques in order to guarantee safety and efficiency of the process. In spite of that, there still exists neither domestic nor international standard. Unfortunately, however, there are few workers who experienced decommissioning operations a lot in the past. As a solution, it is quite necessary to utilize experts' opinions for risk assessment in decommissioning process. As for an individual hazard factor, risk assessment techniques are getting known to industrial workers with advance of safety technology, but the way how to integrate those results is not yet. This paper aimed to find out an appropriate technique to integrate individual risk assessment results from the viewpoint of experts. Thus, on one hand the whole risk assessment activity for decommissioning operations was modeled as a sequence of individual risk assessment steps which can be classified into two activities, decontamination and dismantling, and on the other, a risk assessment structure was introduced. The whole model was inferred with Fuzzy theory and techniques, and a numerical example was appended for comprehension.
