소방공무원 근무환경에 대한 안전보건 의식 연구 (A Study on the Safety and Health Consciousness for the Working Environment of Fire Fighter)

  • Fire fighter are exposed to the situations which are hard to predict due to continuous and accidental changes which hinder their fire fighting activity. As these threats of safety accident act as fear factors, they are doing insecure fire fighting activities. Therefore, as unclear and abnormal risks of working environment such as the riskiness of expansion of disaster, instability, obstacles of activities, abnormality, urgency, etc. increase, safety accidents are caused. This study analyzes the actual condition of safety and health and awareness of fire fighter who are exposed safety accidents during their fire fighting activities and utilize such result as the basis data to secure safety of fire fighter, keep efficient safety control and prevent accidents. The results of analysis are as follows. As rescue works among all fire-fighting works shows the highest emotional stabilization and the highest post-traumatic stress disorder is shown in fire sergeant level positions, and fire fighters whose working period is 10-15 years, reinforcing safety training to long-term workers is necessary. As the result of survey regarding safety awareness, the highest awareness level was shown in fire sergeant level positions, and fire fighters whose working period is over 20 years, and when it comes to operation of fire fighting equipments, fire-fighting workers and workers having 1-4 years of working period showed high safety awareness. The more serious injury in a fire fighter experienced as the first injury after working as a fire-fighter, the more cause-and-effect relationship was shown between personal physical condition and work, and it is shown as obstacles of fire fighting activities and affects to post-traumatic stress disorder. Moreover, as after-work off duty activities also affect to official disaster, systematic improvement of working environment is required. Occupational medical work compatibility evaluation considering the distinct characteristics of works to secure fire-fighter' health care together with fire-fighting capability is shown to be necessary.

소규모 사업장의 중대재해처벌법 효율적 대응방안 연구 - 중대산업재해 중심 (A Study on the Efficient Countermeasure of the Serious Accidents Punishment Act in the Small Businesses: On the Basis of the Serious Industrial Accidents)

  • 연구목적: 소규모 사업장에서 중대재해처벌법의 안전보건 확보의무를 준수하는 효율적이고 실무적인 방안을 제시하고자 한다. 연구방법: 문헌연구와 선행연구를 바탕으로 안전보건경영시스템과의 연계, 프로세스 접근방법 등을 활용한 중대재해처벌법 준수방안을 검토하였다. 연구결과: 안전보건경영시스템을 충실히 이행하면 중대재해처벌법의 안전보건 확보의무를 준수할 수 있음을 확인하였다. 그리고 안전보건 확보의무를 이행하고 점검하는 방법론을 제시하였다. 결론: 프로세스 접근방법과 이행점검 체크리스트를 적극 활용하여 안전보건경영시스템을 운영하면 중대재해처벌법 준수는 물론 안전보건경영시스템의 지속적 개선이 가능할 것으로 판단된다.

  • 최근 가연물이 있는 장소에서 용접·용단 작업 중 불꽃 비산 등으로 인한 화재·폭발사고가 빈발하고 있으며, 이러한 화재사고의 원인은 위험물 제거, 불꽃 비산방지 조치 등 기본적인 안전수칙 미준수가 대부분으로 산업안전보건법의 제도적인 보완이 필요하다. 본 연구에서는 국내 용접·용단 작업 등 화기작업에서의 화재·폭발 사고를 시스템적 관점에서 분석하고 그 결과를 반영하여 화재감시자 배치 확대, 화재위험작업의 사전승인, 화재예방 안전교육 강화 등 제도개선방안을 제안하였다.

터널 화재안전에 대한 효율적 재난대응 방안 (Efficient Disaster Response Plan for Tunnel Fire Safety)

  • As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.

Occupational Dose Analysis of Spent Resin Handling Accident During NPP Decommissioning

  • According to NSSC Notice No. 2021-10, safety analysis needs to be introduced in the decommissioning plan. Public and occupational dose analyses should be conducted, specifically for unexpected radiological accidents. Herein, based on the risk matrix and analytic hierarchy process, the method of selecting accident scenarios during the decommissioning of nuclear power plants has been proposed. During decommissioning, the generated spent resin exhibits relatively higher activity than other generated wastes. When accidents occur, the release fraction varies depending on the conditioning method of radioactive waste and type of radioactive nuclides or accidents. Occupational dose analyses for 2 (fire and drop) among 11 accident scenarios have been performed. The radiation doses of the additional exposures caused by the fire and drop accidents are 1.67 and 4.77 mSv, respectively.

옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰 (The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank)

  • 지난 2014.4.4.(금)14:50, 울산소재 대형 옥외저장탱크에 원유 충전 중 누출사고가 발생하여 사고현장에 긴급구조통제단이 가동됐다. 사고업체, 소방기관 및 유관기관이 지휘소에 모여 대응과 수습방안을 논의한 뒤 전원차단 및 시설작동금지, 가스농도 측정, 유증기 발생 억제, 누출 원유를 타탱크와 공정과정으로 이송, 해양오염 방지조치 등의 협업체계를 구축하여 수습하였다. 이 수습과정에서 유증기 발생방지와 점화원 차단을 가장 중시하여 조치함으로써 사고업체와 소방기관이 가장 우려했던 폭발과 화재사고는 발생하지 않았다. 이에 본 연구는 일반적인 재난의 긴급구조통제단과는 달리 운영해야 할 옥외탱크의 유류 누출, 폭발 및 화재 시의 긴급구조통제단 운영체계개선을 제시하고, 옥외탱크 유류 누출로 인한 폭발과 화재사고로 전이했을 경우를 가정한 방유제 바닥 종류에 따른 화염 확산속도와 연소시간을 실험 비교하였다. 또한, 소방차 포 노즐의 방사각도와 펌프압력에 따른 방사거리와 포의 도포면적을 실험 분석하여, 이후 옥외저장탱크의 유류 누출로 인한 폭발과 화재 시를 대비한 효과적인 현장대응과 수습방안을 제시하는 데 중점을 두었다.

나프타분해플랜트의 부탄추출공정에서 부탄증기의 연속누출에 의한 화재사고의 영향평가 (The Consequence Analysis for Fire Accidents by the Continuous Release of Butane Vapor in the Debutanizing Process of Naphtha Cracking Plant)

  • 나프타분해플랜트의 부탄추출공정에서 부탄중기의 연속누출에 의한 제트화재와 플래쉬화재의 사고 결과에 대환 영향을 평가하고 사고결과에 미치는 공정변수들의 영향을 해석하였다. 877 kPa과 346.75 K의 공정조건에서 부탄중기가 87.8 kg/s의 속도로 8m의 높이에서 연속누출되 는 경우에 표준조건으로 껄정한 대기 및 환경조건에서 사고결과를 해석한 결과, 제트화재에서는 화염 의 형태와 크기를 예측할 수 있었으며 누출지점으로부터 200m에서 API모델로 산출한 복사열은 약 5 kW /m2이었고 플래쉬화재가 일어날 수 있는 연소범위는 11.2-120.2 m이었다. 그리고사고결과에 미치는조업합력의 영향은조업은도보다크며 압력이 증가할수록사고결과값이 중가하였다. 이때 플래쉬화재에서 XUFL에 미치는 공정압력의 영향은 Xr.FL에서보다 약 1/10이하를 나 타내었다.

  • In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.

긴급자동차 복귀 중 교통사고 특례에 대한 소방공무원의 인식조사 (Perception Survey of Firefighters on Application of Emergency Vehicle Exemption during Return to Station Accidents)

  • This study aims to understand the current status of exemptions for traffic accidents during the return of emergency vehicles and to provide suggestions for improvement. A survey was conducted on 3,500 firefighters to investigate the perception of traffic accidents during the return of emergency vehicles, and responses from 505 participants were analyzed. Based On the demographic characteristics and perception of the participants, frequency analysis and variance analysis were used as research methods to analyze basic statistics and the current situation. The results showed that firefighters have concerns and anxieties about traffic accidents during the return of emergency vehicles, and the need for applying exemptions and enacting explicit legal provisions was statistically confirmed. Based on these results, we suggest a policy for exemptions to improve the preparation for re-deployment and to alleviate the concerns and anxieties of firefighters.
