기술협력과 정보관리정책의 상관관계에 관한 고찰 -한.러 및 한.중 과학기술협력을 중심으로-

  • Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.

Fact-finding Survey on Occurrence of Paddy Field Weeds and The Use of Paddy Field Herbicides at Farmer's Level in Korea (논잡초 발생양상 및 논 제초제 사용 실태조사)

  • A fact-finding survey was conducted to obtain the basic information on nation-wide weed distribution and farmer's opinions to weed control strategy in paddy field. Most respondents considered Echinochloa spp., Monochloa vaginalis, Sagittaria trifolia, and Scirpus juncoides etc. as dominate weeds in paddy fields. And herbicide resistant weed species were M. vaginalis, S. juncoides, E. oryzicola and S. pygmaea etc. Purchase guidances for herbicide selection, experience of farmers was 34.0% and dealers recommendation was 33.9% at farmer's level. And paddy field herbicides application frequence were one time 15.6% but twice 75.6%. Preferred herbicides were ranked in the following order: oxadizone 12% EC, butachlor 5% GR, butachlor 33% CS, mefenacet pyrazodulfuron-ethyl 21.42% SC, and oxadiargyl 1.7% EC etc. in paddy fields. And in most preferred foliar herbicide were bentazone MCPA 38.6% SL and bentazone cyhalop-butyl 18.5% ME, 48.5% and 22.3%, respectively.

Fact-finding survey on herbicide use in paddy rice at farmer's level (논 제초제 사용에 대한 농가실태조사)

  • A nation-wide fact-finding survey was done to provide the basic information for establishing the rational weed control scheme in paddy rice. A total of 445 respondents including 273 farmers and 172 pesticide dealers was involved in this survey. Dominant weeds in rice paddy field were Echinochloa crus-galli, Eleocharis kuroguwai, Sagittaria pygmaea, Sagittaria trifolia, etc.. Preferred herbicides widely used by farmners were ranked in the following order; butachlor 5GR, pyrazosulfuron-ethyl + molinate 5.07GR, molinate + cinosulfuron 5.08GR, meanwhile, those recommended by pesticide dealers were; pyrazosulfuron-ethyl + molinate 5.07GR, molinate + cinosulfuron 5.08GR, and butachlor 5GR. The guidelines to choose the preferred herbicides was primarily based on the experience, which was occupied about 45%. Approximately 56% of the farmers followed the recommended herbicide dosage and 43% of them applied the herbicides before weed germination (pre-emergence treatment). In addition, most farmers applied herbicides at least two times with systematic application schedule. Application method of granular formulation was broadcasting by hand, while that of sprayable ones was by high-pressure sprayer. Some farmers answered that they had experienced phytotoxicity in the crop by applied herbicides, of which higher experience was observed from the farmers who applied by high-pressure sprayer. It was analyzed significantly that the feasible herbicides to cause phytotoxicity in rice at farmer's level were butachlor 5GR, esprocarb + pyrazosulfuron-ethyl 5.07GR and bensulfuron-methyl + molinate 5.17 GR.

  • Image enhancement is a necessary end essential step after taking a picture with a digital camera. Many different photo software packages attempt to automate this process with various auto enhancement techniques. This paper provides and implements a system that can learn a user's preferences and apply the preferences into the process of image enhancement. Five major components are applied to the implemented system, which are computing a distance metric, finding a training set, finding an optimal parameter set, training and finally enhancing the input image. To estimate the validity of the method, we carried out user studies, and the fact that the implemented system was preferred over the method without learning user preferences.

  • Architectural fabrics membranes have not only the structural performance but also act as an efficient cladding to cover large areas. Because of the direct relationship between form and force distribution in tension membrane structures, form-finding procedure is an important issue. Ideally, once the optimal form is found, a uniform pre-stressing is applied to the fabric which takes the form of a minimal surface. The force density method is one of the most efficient computational form-finding techniques to solve the initial equilibrium equations. In this method, the force density ratios of the borders to the membrane is the main parameter for shape-finding. In fact, the shape is evolved and improved with the help of the stress state that is combined with the desired boundary conditions. This paper is evaluated the optimum amount of this ratio considering the curvature of the flexible boarders for structural configurations, i.e., hypar and conic membranes. Results of this study can be used (in the absence of the guidelines) for the fast and optimal design of fabric structures.

  • In this paper, the peak finding algorithms corresponding to the Autocorrelation Function (ACF), which are widely exploited for detecting the pitch of voiced signal, are proposed. According to various researchers, it is well known fact that the estimation of fundamental frequency (F0) in speech signal is not only very important task but quite difficult mission. The proposed algorithms, presented in this paper, are implemented by using many characteristics - such as monotonic increasing function - of ACF function. Thus, the proposed algorithms may be able to estimate both reliable and correct the fundamental frequency as long as the autocorrelation function of speech signal is accurate. Since the proposed algorithms may reduce the computational complexity it can be applied to the real-time processing. The speech data, is composed of Korean emotion expressed words, is used for evaluation of their performance. The pitches are measured to compare the performance of proposed algorithms.

  • Recently, the definition of work space contains so many meanings. Basically, this means space where handling various information and developing numerous creative activities. Moreover, the work space is important not only for individual itself but also organizational development. This research is studied for suggesting revitalization of advanced work efficiency, deriving motivation as well as creative operation support for harmonious communication. In order to make the better creative work places, "concentration and motivating interests between members of organization", "Necessity of environment for development and operational progress of work", "improvement and creativity of work and importance of the physical environment" and "harmonious communication and development of advanced community" should be considered. Galaxy identification with the 6D friends-of-friend algorithm for high resolution simulations of galaxy formation

  • Galaxy/Halo finding based on the friends-of-friend (FoF) algorithm has been widely adopted for its simplicity and expandability to the phase-space. However, cosmological simulations have been progressively bigger in size and more accurate in resolutions, resulting in that galaxy/halo finding gets computationally expensive more and more. In fact, we confirm this issue through our exercise of applying the 6-dimensional (6D) FoF galaxy finder code, VELOCIraptor (Elahi et al.2019) on the NewHorizon simulation (Dubois et al. 2021), in which typical galaxies with about 1e11 Msun (107 particles) are identified with very low speed (longer than a day). We have applied several improvements to the original VELOCIraptor code that solve the low-performance problem of galaxy finding on a simulation with high resolutions. Our modifications find the exact same FoF group and can be readily applied to any tree-based FoF code, achieving a 2700 (12) times speedup in the 3D (6D) FoF search compared to the original execution. We applied the updated version of VELOCIraptor on the entire NewHorizon simulation (834 snapshots) and identified its galaxies and halos. We present several quick comparisons of galaxy properties with those with GALAXYMaker data.

  • This paper extends the work of Maji et al. (2001) to present the concept of interval-valued fuzzy soft sets and to present an algorithm for finding where the degree of membership are represented by interval values in [0, 1]. The proposed method is more flexible than the one presented in Maji et at. (2001) due to the fact that it allows the degrees of membership of object for parameters to be represented by interval-values rather than crisp real values between zero and one.

  • This study analyses the actual conditions and efficiency of supplier relations of If equipment industries of Korea. The fact-finding survey we conducted includes PCs, mobile phone handsets, and public switching equipments. The survey shows that there is room for improvement in the aspect of assignment of roles among suppliers in R&D activities.
