Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.

The purpose of this study is to analyze the problems of the parties involved in the issuance of apartment housing development projects. The adapted research method selected four apartment housing development as PF ABCP projects. This study carried out the case about participant institution of PF ABCP funding project including developer, constructor, financial institution so as to draw problems by participant institution. On the basis of the selected case, this thesis proposes methods for involved parties to negotiate and work out problems of the PF ABCP. The results of this study are as follows 1) Launching long-term project financing should be developed, including operating funds and strengthen the ABS and ABCP issuance of credit assessment procedures, combined with the simplicity of the instruments. 2) The Low-risk contract for the construction of simple managerial focus should be the construction, financial institutions essentially dependent on project financing feasibility verification purpose loans to prevent the division a true story, the development should be of interest to be preserved. The proposed included, among other, partial guarantee based on the construction plan financial institutions' share-based investment, and the supplement of legal issues.

This paper suggested a plan to increase the start-up survival rate by identifying independent variables that significantly affect start-up success through analysis of the founder's internal and external factors. As a result of this study, it was found that internal factors (financial ability, risk sensitivity) and external factors (start-up environment, start-up support policy) had a direct positive (+) effect on start-up success. Meanwhile, self-efficacy for business models partially mediated the relationship between factors(financing ability, risk sensitivity, start-up environment and start-up support policies) and start-up success. Self-efficacy for business models fully mediated the relationship between factors(start-up expertise and challenge spirit) and start-up success. Finally, trust in business models partially mediated the relationship between factors(start-up expertise, risk sensitivity, and start-up support policies) and start-up success. And the trust in business models fully mediated the factors(the spirit of challenge, start-up environment) and start-up success.

The purpose of a utility tunnel is to prevent repeated excavation as well as disasters and calamity. Domestic utility tunnels have been built in new town development plans. Currently, it is difficult to establish a utility tunnel due to a conflict of opinions by organization and financing. In this paper, research was conducted based on systematic procedures to suggest ways of improving the activation of utility tunnels in new cities and existing cities. First, a survey was conducted on the laws and status of utility tunnels, and problems were derived based on the review and analysis of the status. Finally, a method suggesting improvement measures to solve problems was applied. Based on the related laws and problems, the status of the development project was analyzed to select the installation scale in the utility tunnel, and the appropriate scale was reviewed through economic feasibility analysis of the installation scale under 2 million square meters. Considering the new city and the existing city, it was proposed to support administrative expenses to reduce the burden on additional installation areas and occupied institutions in a utility tunnel. In addition, improvement plans were presented for the details of the master plan for reviewing the installation regional of the utility tunnel. This paper will help officials to work smoothly when planning and installing utility tunnels in the future.

With rapid industrialization since the 1960s, development projects have contributed to the development of the national economy. In addition to the development projects promoted by the government, private project operators are also promoting development projects for reasons such as increased public convenience, insufficient financing of SOC assets, and expansion of their own development projects other than public orders. However, as the economy has been stagnating due to several factors such as continued supply of facilities for decades and recent COVID-19, the success of the development projects are unsure these days. Therefore, this study attempted to analyze project costs through the case of such development projects, and to present a plan to judge and manage the risks of each project cost item in advance. The AHP technique, which is widely used as a risk factor selection method for existing development projects, was used, and items were determined through interviews with experts related to development projects in order to stratify the upper and lower subjects of the risk. We analyzed how the derived risk factors affect the business performance through sensitivity analysis, and finally substituted the risk factors management plan into the risk response strategy and suggested.
How much influence does a business plan have on a corporate performance? Whilst previous studies and literatures all assert a strong correlation between the two, very few have actually conducted practical analyses to support that. This study takes an empirical approach in its analysis of Korea' s small and medium-sized enterprises (SME) with the view to finding an answer to the question. A business plan' s components, which have to date been suggested only in theory and in concept, have been selected through the study of literatures and preliminary examination. The selected components were then narrowed down into five factors of productivity, implementation, operational direction, product/service and customer accessibility by applying factor analysis. With which items to measure corporate performance is also an important question as results differ depending on which measurement items were used. For the purpose of this study, corporate performance was classified into effectiveness, adaptability and efficiency to measure how greatly each is influenced by the components of a business plan. Results show that effectiveness and adaptability have a positive (+) influence on corporate performance. The regression model seems to explain effectiveness particularly well. However, different directions of influences were showed in explain power of the research model were not high. And it can be interpreted that implementation of the plan is as important as the establishment of it. Thus a good corporate performance is to be had only under an excellent plan and following an excellent implementation. In most of the companies surveyed, business plans were established regularly led by the intense involvement of the CEO. Such plans were then used in internal operations, such as guiding operational direction and measuring corporate performance. Unlike general expectations, relatively few companies used them in financing from external sources such as banks or venture capitals. These findings are different from previous studies conducted in this field. Also, as market uncertainty was pointed out as the biggest obstacle to business planning. a manager must pay more attention to acquiring external information and knowledge so as to minimize it.
In this study, the effects of Venture Start-up's Technological Capabilities on Financial Stability and Possibility of Insolvency was investigated by use of SEM(Structural Equation Model). Technological Business Capabilities include CEO's Technological Capability, Management Specialization and the Feasibility of the Investment plan. The empirical data for this study were taken from the technology assessment data of Korea Technology Guarantee Fund(KTGF) on 1,419 Venture Start-ups from 2011 until 2012 and the financial data of the following 2 years of the sample. Venture Start-ups established within 7 years, were selected for this study's sample from viewpoint of their 'High-Risk High-Return' characteristic. The results are as follows : Manpower including CEO's Technology-related Knowledge and Experience, Management Organization's Technological Specialization and Cooperativeness, Reasonable Investment and Financing Planning etc. were proved to improve Financial Stability, and therefore reduce Possibility of Insolvency.
The purpose of this research are to forecast the demand and supply of milk in Korea, and to obtain information for attitudes affecting milk consumption, which is necessary to make a plan for increasing milk consumption in Korea. The estimation of the milk demand and production was made by the multiplicative decomposition method and the statistical function. Data on consumer were collected from 737 students who were attending primary school, middle school and university in Daejeon during the period of July 11 to July 21, 1988. The results obtained are as follows; 1. The prediction results showed that the production for milk will over supply 21,900 tons in 1,990, 70,800 tons in 1,995 by the multiplicative decomposition method and 45,400 tons in 1990, -51,500 tons in 1995 by the statistical function. 2. It was found that almost all the students awared milk as essential food-stuff of common food stuff for the Koreans. 3. Quite a few students were apt to believe that milk processors added water into fluid milk. 4. Most students showed obtaining information about the nutritional value of milk by school education and advertising of TV, Radio, and Printed media. 5. However, it was found that the advertising by TV, Radio, and Printed media did hardly give to consumers influences on the choice of a particular milk brand. Accordingly, the conclusions are as follows; 1. Need to provide consumers with well planned education programs on the nutritional value of milk. 2. Heavy brand advertising for fluid milk may mislead the understanding of consumer, since city milk is not much differentiated in Korea. Therefore the milk processors should put more efforts in generic milk promotion by reducing brand advertizement. 3. The milk processors should provide major portion of financing for generic milk promotion program.

As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

Department of Health Services, under the Ministry of Health, Nepal has adopted the five year plan and Primary Health Care service as the main strategy to provide basic health service at the rural areas. However, development of the Specialized Services in the Urban areas, Human Resource Development, Management Strengthening and Investment of Private and External Sector are also highly entertained through its Liberalization Policy. But due to, Early Marriage, Superstitious Traditional Beliefs & behavior, Poor Sanitation of living, Poverty, Illiteracy, Lack of Supervision and Monitoring, High Density population in relation to arable land and Lack of Private and External Sector Investment, the Country is still suffering from high Fertility, Malnutrition, Infectious diseases and so high Death Rates. So Primary Health Care Services should be more emphasized than before; Community Financing, Private and External Sector should be highly involved; Manpower Development and Specialized Services should be most taken care; Management Skills be more strengthened and Evaluating the previous work and avoiding the mistake for the future program implementation should be well done. If these are improved, then the health will be definitely promoted to meet the Health Target of Nepal.
