개인투자자 이익보호의 관점에서 본 공매도 활성화를 위한 개선방안 연구 (A study on the improvements to revitalize short selling from the perspective of protecting the interests of individual investors)

  • 최근 한국 금융시장은 무차입공매도를 금지하고 있으며, 차입한 증권을 매도하는 차입공매도를 일반적인 공매도라고 일컫는다. 이 연구는 개인투자자들을 위해 그들의 관점에서 공매도를 활성화하기 위한 개선 방안을 마련하고자 하였다. 공매도란 주식시장에서 소유하지 않은 종목을 매도하는 것으로 해당 종목의 주가가 하락할 것을 예측하여, 주식을 차입해 매도하는 것을 말한다. 본 연구 결과를 통하여 공매도시장의 활성화 및 개선방안은 다음과 같다. 첫째, 개인투자자의 공매도 기회확대 방안을 마련하여야 한다. 국내 공매도 시장은 코스피와 코스닥을 포함하여 외국인과 기관 참여자 비중이 시장의 95% 이상을 차지하고 개인투자자는 매우 미미한 수준이다. 따라서, 이의 확대가 불가피한 실정이다. 둘째, 공매도 불공정거래에 대한 모니터링 및 처벌을 강화해야 한다. 공매도 부작용을 최소화할 수 있는 대표적 개선 방안으로, 불공정거래, 공매도의 모니터링 강화, 처벌수준의 상향조정이 필요하다. 이와 더불어, 불공정거래 관련 공매도에 대한 처벌수준을 보다 높이는 방안을 강구해야 한다. 셋째, 공매도 보고 및 공시제도의 개선이 필요하다. 한국의 경우, 선진국에 비해서는 아직 공매도 거래가 활발하게 일어나고 있지는 않지만, 향후 공매도 거래가 활성화될 것에 대비하여 시장의 투명성을 강화하기 위해 공시제도를 확대할 필요가 있다. 결론적으로 공매도 규제가 지나치게 강화될 경우 가격효율성과 시장유동성 측면에서 손해가 발생하고 결과적으로 시장에 부정적 영향을 끼칠 수 있음을 보고하고 있다. 따라서 공매도 관련 정책은 규제 효과의 긍정적 측면을 고려하면서 시장에의 부정적 영향을 반드시 고려하여 이루어져야 한다.

국민건강보험 발전방향 (Future Direction of National Health Insurance)

  • It has been forty years since the implementation of National Health Insurance (NHI) in South Korea. Following the 1977 legislature mandating medical insurance for employees and dependents in firms with more than 500 employees, South Korea expanded its health insurance to urban residents in 1989. Resultantly, total expenses of the National Health Insurance Service (NHIS) have greatly increased from 4.5 billion won in 1977 to 50.89 trillion won in 2016. With multiple insurers merging into the NHI system in 2000, a single-payer healthcare system emerged, along with separation policy of prescribing and dispensing. Following such reform, an emerging financial crisis required injections from the National Health Promotion Fund. Forty years following the introduction of the NHI system, both praise and criticism have been drawn. In just 12 years, the NHI achieved the fastest health population coverage in the world. Current medical expenditure is not high relative to the rest of the Organization for Economic Cooperation and Development. The quality of acute care in Korea is one of the best in the world. There is no sign of delayed diagnosis and/or treatment for most diseases. However, the NHI has been under-insured, requiring high-levels of out-of-pocket money from patients and often causing catastrophic medical expenses. Furthermore, the current environmental circumstances of the NHI are threatening its sustainability. Low birth rate decline, as well as slow economic growth, will make sustainment of the current healthcare system difficult in the near future. An aging population will increase the amount of medical expenditure required, especially with the baby-boomer generation of those born between 1955 and 1965. Meanwhile, there is always the problem of unification for the Korean Peninsula, and what role the health insurance system will have to play when it occurs. In the presidential election, health insurance is a main issue; however, there is greater focus on expansion and expenditure than revenue. Many aspects of Korea's NHI system (1977) were modeled after the German (1883) and Japanese (1922) systems. Such systems were created during an era where infections disease control was most urgent and thus, in the current non-communicable disease (NCD) era, must be redesigned. The Korean system, which is already forty years old, must be redesigned completely. Although health insurance benefit expansion is necessary, financial measures, as well as moral hazard control measures, must also be considered. Ultimately, there are three aspects that we must consider when attempting redesign of the system. First, the health security system must be reformed. NHI and Medical Aid must be amalgamated into one system for increased effectiveness and efficiency of the system. Within the single insurer system of the NHI must be an internal market for maximum efficiency. The NHIS must be separated into regions so that regional organizers have greater responsibility over their actions. Although insurance must continue to be imposed nationally, risk-adjustment must be distributed regionally and assessed by different regional systems. Second, as a solution for the decreasing flow of insurance revenue, low premium level must be increased to an appropriate level. Likewise, the national reserve fund (No. 36, National Health Insurance Act) must be enlarged for re-unification preparation. Third, there must be revolutionary reform of benefit package. The current system built a focus on communicable diseases which is inappropriate in this NCD era. Medical benefits must not be one-time events but provide chronic disease management. Chronic care models, accountable care organization, patient-centered medical homes, and other systems that introduce various benefit packages for beneficiaries must be implemented. The reimbursement system of medical costs should be introduced to various systems for different types of care, as is the case with part C (Medicare Advantage Program) of America's Medicare system that substitutes part A and part B. Pay for performance must be expanded so that there is not only improvement in quality of care but also medical costs. Moreover, beneficiaries of the NHI system must be aware of the amount of their expenditure through a deductible payment system so that spending can be profiled and monitored. The Moon Jae-in Government has announced its plans to expand the NHI system; however, it is important that a discussion forum is created so that more accurate analysis of the NHI, its environments, and current status of health care system, can take place for reforming NHI.

금연동기단계에 따른 코칭프로그램이 환자 금연에 미치는 영향 (The Effects of Smoking Cessation Coaching Program based on Motivation Stage to Stop Smoking of Patients at a Public Hospital)

  • 본 연구의 목적은 N시에 소재한 공공병원의 금연클리닉 프로그램을 이용한 흡연 환자(입원 및 외래 포함)를 대상으로 Prochaska와 Diclemente의 변화단계모형(Transtheoretical Model, TTM)을 적용한 금연동기단계에 따른 코칭프로그램 참여 전과 후 대상자의 흡연량, 니코틴의존도, 호기 일산화탄소 농도, 소변 코티닌의 차이를 확인하기 위함이다. 연구설계는 금연동기에 따른 코칭프로그램이 환자들의 금연에 미치는 효과를 확인하기 위해 대상자의 흡연량, 니코틴의존도, 호기 일산화탄소 농도, 소변 코티닌을 프로그램 전, 2주, 6주 후간의 차이를 비교하는 다중반복 간헐적 시계열 설계연구이다. 본 연구에서 활용된 자료는 2011년 공공보건의료프로그램 중 금연프로그램을 통해 수집된 2차 자료를 활용하였다. 코칭프로그램은 6주동안 중재가 진행되며, 첫방문, 2주째 방문, 6주째 방문에 제공되며, 12주째 금연 유지 상태를 점검한다. 연구대상자의 교육 전과 교육 후 흡연량, 니코틴 의존도, 호기 일산화탄소 농도, 소변 코티닌 차이는 카이제곱 검정과 t-test로 비교하였다. 이 연구대상자는 총 47명이며, 남자는 44명(93.62%), 여자는 3명(6.38%)으로 대부분 남자였다. 금연동기단계별 대상자 수는 실천단계가 4명(8.51%), 준비단계는 43명(91.49%)이었다. 금연동기단계에 따른 코칭프로그램 전과 후를 비교한 결과, 실천단계 집단은 대부분 프로그램 전과 후 흡연량, 니코틴의존도, '0'상태를 유지하였다. 준비단계 집단은 흡연량, 니코틴의존도, 호기 일산화탄소가 프로그램 전과 6주후 유의한 차이를 보이면 감소한 것으로 나타났다(p<.001). 환자들을 대상으로 한 병원 현장에서의 금연코칭 프로그램은 매우 효과적임을 확인할 수 있었다. 하지만, 환자들을 대상으로 한 금연프로그램은 건강한 사람들에 비해 인적 재정적 부담이 더 높다. 따라서 환자들의 금연을 위해 적극적인 인적, 재정적 지원이 있어야 할 것이다.

중소기업 기술 유출에 대한 조기경보시스템 개발에 대한 연구 (Development on Early Warning System about Technology Leakage of Small and Medium Enterprises)

  • 급속한 IT의 발전으로 인해 개인정보뿐만 아니라 기업이 보유하고 있는 핵심 기술 및 정보에 대한 유출 위협이 중요한 이슈로 인식되고 있다. 기업에게 있어서 보유하고 있는 핵심 기술은 기업의 생존 및 지속적으로 경쟁 우위를 차지하기 위해 매우 중요한 부분이다. 최근 기술 침해 사례가 많이 일어나고 있는데, 기술 유출은 기업에게 있어서 주가하락 등의 막대한 재무적인 손실을 가져올 뿐만 아니라, 기업의 신뢰에 손상을 입게 되고, 기업의 발전을 지연시키게 되는 악영향을 미치게 된다. 특히, 대기업에 비해 핵심기술이 기업 내 중요한 많은 부분을 차지하는 중소기업에 있어서 기술 유출에 대한 대비는 기업의 존립에 있어서 필수적인 요소로 볼 수 있다. 이처럼 정보 보안 관리의 필요성과 중요성이 대두되면서 기업 입장에서 조기에 기술 침해 위협에 대해 확인하고 대비할 필요가 있다. 본 연구에서는 기술 유출에 영향을 미치는 요인들을 탐색하는 실증 분석을 수행하고, 인공지능 알고리즘을 통해 기술유출 조기경보시스템을 개발하고자 한다. 구체적으로 본 연구에서는 중소기업이 보유한 기술 유출에 영향을 미치는 요인들을 로지스틱 회귀분석을 통해 확인해보고, 통계분석을 통해 검증된 요인들을 기반으로 인공지능 여러 기법들 중 하나인 Support Vector Machine을 활용하여 기술침해 가능성을 조기에 알려주는 모형을 개발하였다. 본 연구에서 제안하는 기술 유출 가능성에 대한 조기 경보 모형을 통해 기업 및 정부 관점에서 기술 유출을 미리 예방할 수 있는 기회를 제공할 수 있을 것으로 기대된다.

통합 STEM 교육에 대한 중등 교사의 인식과 요구 (Secondary Teachers' Perceptions and Needs Analysis on Integrative STEM Education)

  • 전세계의 교육공동체들은 STEM (Science, Technology, Engineering, and Mathematics) 과목들을 통합하려는 노력에 주목해오고 있다. 우리나라에서도 또한 과학기술 인재 양성을 위해 초 중등학교에서 과학기술학, 예술, 수학교육(STEAM)을 융합형으로 가르치는 교육을 강조하고 있다. 이 연구의 목적은 과학, 기술, 수학교사를 대상으로 하여 중등학교에서 이루어지고 있는 통합교육의 현황과 통합 STEM 교육(Integrative STEM Education)에 대한 교사들의 인식과 요구를 분석하는 것이다. 전국 중등교사 중 과학, 수학, 기술 교과를 담당하는 251명을 대상으로 설문조사를 하였으며, 연구 결과는 다음과 같다. 첫째, 교사들은 통합 교육의 필요성에 대하여 긍정적인 생각을 가지고 있는 반면 실제 교육현장에서는 통합 교육 준비에 대한 불충분한 시간과 통합 교육에 대한 전문성, 교수경험 그리고 교수-학습 자료의 부족으로 통합 교육을 실시해 본 횟수는 적었다. 둘째, 그들은 통합 교육을 활성화하기 위하여 다양한 프로그램 개발, 통합 교육 준비를 위한 학교의 행 재정적 지원, 그리고 교사들을 위한 연수 실시 등을 요구하였다. 셋째, 통합 STEM 교육에 대한 인식은 전반적으로 불충분하지만 교사들은 학생들의 창의력, 사고력과 실생활에서의 적용 및 응용력을 기르기 위해 통합 STEM 교육이 필요하다고 인식하였다. 넷째, 교사들은 통합 STEM 교육 프로그램 개발, 교수-학습 자료의 보급을 시급한 과제로 생각하고 있다. 다섯째, 교사들은 통합 STEM 교육 프로그램에 적합한 통합 방식은 문제해결중심의 통합 방식으로 나타났다. 아울러, 통합 STEM 교육이 통합적 문제 해결과 담당 교과의 소양 함양에 효과적이라고 생각하며, 과학기술 인재 양성에 영향을 많이 줄 것이라고 생각하고 있었다. STEM 관련 중등교사들의 통합 STEM 교육에 대한 인식을 높이고, 통합 STEM 교육을 활성화하기 위해서 학교 현장을 중심으로 교사의 요구가 반영된 프로그램, 다양한 교수 학습 자료의 보급, 그리고 관련 연수들이 필요하다.

대구지역 치기공과 학생의 취업률 향상과 치과기공사의 인력수급에 관한 연구 (A Study on the Improvement of Employment Rate of Dental Technology School Graduates in Daegu and the Supply and Demand of Dental Technician Work Forces)

  • The purpose of this thesis is to address the imbalance between supply and demand of dental lab technicians and to propose its solutions by analyzing the improvement of employment rate of graduates of dental technology schools in Daegu area and the supply and demand of the technician workforce. Preliminary and full-scale surveys were performed from Aug. 10 to Oct. 10 in 2008 on 150 junior students of dental technology schools who finished their on-the-job-training and 150 dental technicians who were working for dental laboratory in Daegu by self-assessment questionnaire. Followings are the findings of this study. First, regarding the gender of the dental technicians, 32.7% of respondents were female 67.3% were male. Concerning age, respondents younger than 29 years-old occupied the highest percentage(39.3%). With respect to the lab technology school they graduated, DaeguHealthCollege took the largest proportion of 87.3%. With regard to interpersonal relationship at the school, 58.0% of respondents felt their relationship 'smooth'. Second, about the motive of choosing to be a lab technician, the biggest proportion of the respondents(34.7%) replied that 'because it is professional'. Regarding the degree of satisfaction about the profession, 'so-so' was the answer with the biggest percentage(51.3%) followed by 'satisfied'(32.0%) and 'unsatisfied'(16.7%). It showed that respondents were generally satisfied with their major. Third, regarding relevance of on-the-job-training with 'preparation for the employment', highest percentage of both students and lab technicians(50.0%) replied 'so-so'. With respect to 'necessity of practical education', highest percentage of the students and lab technicians replied 'relating didactic education in college to the real world' with 52.7% and 40.7% respectively. With regard to 'the aim of on-the-sport-training', 'practical training of didactic education' was chosen by 54.0% and 47.3% respectively. Fourth, with regard to the 'types of college education advantageous for the employment', both students and lab technicians groups chose 'practical training' with the highest percentage. Concerning 'helpfulness of clinical training on employment', students answered 'so-so' and 'helpful' by 50.0% and 42.7% respectively and dental technicians replied similarly by 50.0% and 46.0% respectively. Fifth, with regard to the influence of financial factors on the supply and demand of dental technician(question #1), 68.0% of respondents agreed that 'salary plays key role in the supply and demand of the work force'. Concerning the question about working condition, respondents requested better working environment. With reference to interpersonal relationship at the laboratory, respondents replied that interpersonal relationship affects the duration of the employment it was found out that there were many conflicts with colleagues or dental office. Sixth, regarding the satisfaction about their profession according to the characteristics of the respondents more respondents were 'satisfied'(10.30 points) with their profession and 'unsatisfied' were 9.47 points and the difference was statistically significant(p<0.05). According to the findings of this study, practical education on campus and on-the-job-training are as important as didactic education at class due to the characteristics of dental technology major. It was found that more practical training is related to higher employment rate. Therefore, efficiency of on-the-job-training by college education should be increased raise employment rate of the graduates and reduce the unemployment. Up-to-date information needs to be promptly delivered and future vision should be presented to the students to raise their satisfaction about the profession. In addition, to reduce dental technician's frequent change of their workplace after facing with the reality of the profession after graduation, related organizations should make an effort to present better future than now.

미량화학(Small-Scale Chemistry)에 대한 초등학교 교사들의 인식 (A Survey of Perceptions of Elementary School Teachers on the Small-Scale Chemistry)

  • 이 연구의 목적은 초등 교사들의 미량화학(Small-Scale Chemistry lab programs, SSC) 프로그램에 대한 교사의 인식을 알아보았다. SSC 연수 후 인식조사 참여 교사는 266명이다. 설문 내용은 SSC lab programs 교육과 적용의 필요성, 장점, 위험 및 안전, 환경오염과 처리, 경제성, 탐구능력 신장 등이다. 교사가 생각하는 전통적인 실험방법의 문제는 실험 준비시간이 많이 들고, 위험과 안전 그리고 사고에 대한 교사의 법적 책임, 경제적인 문제, 실험 후 폐기물 처리 어렵다, 자료 부족 순으로 답하였다. SSC를 경험한 교사는 거의 없었으며 SSC 연수 후 대부분의 교사들은 SSC 도입과 교육의 필요성에 긍정적으로 답하였다. 그리고 SSC 교육은 교과서 반영, 교사연수, 방과 후 교육, 강사 초청 순으로 하는 것이 좋겠다고 답하였다. SSC 교육에 필요자료로서는 CD, 비디오, 책자, 인쇄물 순으로 답하였다. SSC 장점을 묻는 설문에서는 단순, 편리, 시간절약, 다양성, 정성, 정량, 수업병행, 장난감 등 교사들 대부분이 긍정적으로 답하였다. 시약 등의 소량 사용으로 말미암아 폭발, 화재에 안전하다고 답하였고 플라스틱 사용으로 깨질 염려가 없어 안전하다고 답하였다. 또한 실험 후 처리가 쉽고 환경오염을 줄일 수 있겠다고 대부분이 긍정적으로 답하였다. 생활속 도구 사용으로 친숙하고 또한 장비구입이 용이하고 경제적이었다. 학습내용이해는 대체적으로 긍정적으로 답하였다. 개별 또는 2인 1조 편성으로 서로 충분한 토의가 부족하다고 생각하는 시각도 있었다. 문제해결력과 기술향상은 긍정적으로 답하였다. 특히, 창의력 신장에서 긍정적으로 답한 교사는 51.5% 였다. 대체적으로 탐구 능력 신장에는 교사들이 아직 체계화되지 않아 판단하는데 혼란스러운 것 같았다. 이 미량화학 프로그램이 초등현장에 간편하게 활용할 수 있게 교수-학습 자료의 개발을 위한 노력 및 보급 그리고 계속적인 연수가 이루어져서 초등 현장에 넓게 확대되었으면 한다.

농어촌(農漁村) 특산단지개발사업(特産團地開發事業)의 평가(評價)와 농외소득증대방안(農外所得增大方案) (충청남도(忠淸南道)를 중심(中心)으로) (Appraisal of the Special Production Area Development Project in Rural Area and Countermeasures for Off-farm Income Increase (The Case of Chungnam Province))

  • Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

  • The Necessity of Cyber University. Within the rapidly changing environment of global economics, the environment of higher education in the universities, also, has been, encountering various changes. Popularization on higher education related to 1lifetime education system, putting emphasis on the productivity of education services and the acquisition of competitiveness through the market of open education, the breakdown of the ivory tower and the Multiversitization of universities, importance of obtaining information in the universities, and cooperation between domestic and oversea universities, industry and educational system must be acquired. Therefore, in order to adequately cope wi th these kinds of rapid changes in the education environment, operating Cyber University by utilizing various information technologies and its fixations such as Internet, E-mail, CD-ROMs, Interact ive Video Networks (Video Conferencing, Video on Demand), TV, Cable etc., which has no time or location limitation, is needed. Using informal ion and telecommunication technologies, especially the Internet is expected to Or ing about many changes in the social, economics and educational area. Among the many changes scholars have predicted, the development and fixations of Distant Learning or Cyber University was the most dominant factor. In the case of U. S. A., Cyber University has already been established and in under operation by the Federate Governments of 13 states. Any other universities (around 500 universities has been opened until1 now), with the help of the government and private citizens have been able to partly operate the Cyber University and is planning on enlarging step-by-step in the future. It could be seen not only as U. S. A. trying to elevate its higher education through their leading information technologies, but also could be seen as their objective in putting efforts on subordinating the culture of the education worldwide. UTRA University in U. S. A., for example, is already exporting its class lectures to China, and Indonesia regions. Influenced by the Cyber University current in the U.S., the Universities in Korea is willing .to arrange various forms of Cyber Universities. In line with this, at JUNAM National University, internet based Cyber University, which has set about its work on July of 1997, is in the state of operating about 100 Cyber Universities. Also, in the case of Hanam University, the Distant Learning classes are at its final stage of being established; this is a link in the rapid speed project of setting an example by the Korean Government. In addition, the department of education has selected 5 universities, including Seoul Cyber Design University for experimentation and is in the stage of strategic operation. Over 100 universities in Korea are speeding up its preparation for operating Cyber University. This form of Distant Learning goes beyond the walls of universities and is in the trend of being diffused in business areas or in various training programs of financial organizations and more. Here, in the hope that this material would some what be of help to other Universities which are preparing for Cyber University, I would 1ike to introduce some general concepts of the components forming Cyber University and Open Education System which has been established by JUNAM University. System of Cyber University could be seen as a general solution offered by tile computer technologies for the management on the students, Lectures On Demand, real hour based and satellite classes, media product ion lab for the production of the multimedia Contents, electronic library, the Groupware enabling exchange of information between students and professors. Arranging general concepts of components in the aspect of Cyber University and Open Education, it would be expressed in the form of the establishment of Cyber University and the service of Open Education as can be seen in the diagram below.

치과기공사의 보수교육에 관한 연구(I) -보수교육 실태와 인식을 중심으로 - (A Study on the Continuing Education of Dental Technicians)

  • Since dental prosthesis is made possible only when dental technicians give themselves to the study of knowledge and the acquisition of updated skills, continuing education is of great importance in that it makes up for the efforts of dental technicians. Accordingly, continuing education relates to a system designed to contribute to the enhancement of the talents of dental technicians and the dental health of the nation. Specialized knowledge and information may work as the best weapon to preserve their jbs. This is true of this modern society where no one can expecth to survive without acquiring knowledge and information constantly for work is getting more classified and more divirsifide. This paper is dedicated to take a look at the current condition of the continuing education of dental technicians and to come up with measure to make general evaluation and to improve continuing education. This research resorts to 609 questionnaires among 6433 copies save unfaithfully responded 34 copos with 6.431 dental technicians as the subjects enrolled in the Dental technician Association. The collected questionnaires consist of 365 dental technicians living in Seoul and of 244 ones, Which account for 11.8 percent of dental technicians enrolled in the association. Because dental technicians live more in local areas than Seoul, the generalization of this survey leaves something to be desired. I have come up with the following findings. 1. 6,431 dental technicians, or 36.3 percent of an total of 14,956 licensed dental technicians, were admitted as numbers of the Dental Tachnician Association as of October 31, 1999. In the '98 continuing education. 4,141 dental technicians among 4,711 dental technicians got relevant training, and in the '99 continuing education, 4,075 technicians, or 75.9 percent of 5,365 technicians got relevant training while 1,290 technicians or 24.2 percent, fail to get relevant training. 2. The survey has it that 38.1 percent of dental technicians are ignorant of the laws on continuing education, and that technicians staying in local communities(146 persons, or 61.6%) take more part in education than those living in the capital of Korea(159 persons, or 146%), and that the older they are, the more money they earn, the more carrer they have, the higher position they hold, the more part they take in education 3. According to the survey, those who have the experience of getting training more than three times account for 52 persons(16.8%) in Seoul and 47 persons(22.4%) in local districts(p<0.01). In terms of sanctions in relation to continuing education, 26 dental technicians(4.6%) say that they have ever gotten sanctions, and 533 dental technicians(95.4%) say that they haven't. And those who were absent from continuing education(72 technicians : 13.51%) didn't get any sanction. 4. In terms of the degree of understanding continuing education, local technicians(46.8% : 110 persons) have a higher understanding of continuing education than their countparts staying in Seoul(36.0% : 130). Continuing education is not the ultimate goal itself. It should be changed to motivate those who get education to be willing to take part in contunuing education, and to help dental technicians in a practical and specific way. And the branch societies should be developde to engage in more specialized and classified expert fields. Of course, the curriculum should be so selected that the conceptions of dental technicians may be reflected to the maximum extent, and the ultimate effores should be made to effect diversity in the ways of educational methods and to perfect the preparation of continuing education on the part of instructors. Regulations should be established in relation to continuing education with a veiew to enhancing the participation of continuing education and its effectiveness. The supervision of the Ministry of Health and Welfare is of great importance in this context. The regulation of continuing education is not administrative regulation, but the expression of national will to guarantee the medical service of the nation at highest level. Therefore, it is necessary that the Ministry of Health and Welfare should change their understanding of the needs for the continuing education of dental experts, and that the expertise of government employees in charge of continuing education should be expanded. It goes without saying that the government should suppory continuing education in a financial way so as to supply the person in charge of public welfare and control the quality of national medicine.
