The national family planning program in Korea, which was instituted as an integral part of the nation's economic development plans since 1962, has contributed greatly to a reduction in the fertility and population growth rate. The total fertility rate dipped from 6.0 births per women in 1960 to 2.0 in 1985, and the population growth rate rom 2.84 percent per year to 1.25 percent during the same period, while the contraceptive practice rate for the 15-44 married women increased from 9 percent in 1965 to 70 percent in 1985. Study findings indicate that the fertility reduction in the past 26 years is largely attributed to the virgorous implementation of the national family planning program, rising age at marriage, wide-spread use of induced abortion, and the changes in attitude regarding the value of children that came into being in the wake of the rapid socio-economic development over the period. Among the strengths of the national family planning program are the following : 1) a pluralistic system of program manageent with active participation of various government and voluntary organizations, 2) utilization of a large corps of family planning field workers to conduct face-to-face communication and motivation activities, 3) use of private physicians with government support to provide contraceptive services, 4) a systematic program management system including program planning of traget allocation, evaluation, and supervision with a broad MIS and award system, 5) numerous incentive and disincentive schemes for stimulating the small family norm and contraceptive use, and 6) strong commitments to the family planning program by political leaders. The new demographic targets during the Sixth Five-Year Economic and Social Development plan period(1987-91) have been set for a further reduction in the population growth rate to 1.0 percent by 1993, assuming that the TFR will decline to 1.75 level in 1995. This target is, however, not easy to achieve due to anticipated unfavorable factors like the strong boy preference, high discontinuation rates of reversible contraceptive methods, fertility termination-oriented contraceptive use, a plateau level of contraceptive practice rate that has mostly accounted for a sterilization, shortened length of birth intervals, and the changing patterns of contraceptive mix. The recent changes in contraceptive and fertility behaviors clearly indicate that the past quantity-oriented management system of the national program should be redirected toward a quality-oriented approach. Particularly, program efforts should be expanded to recruit new contraceptive users in the 20s of younger age groups, both for birth spacing and controlling their fertility since the women aged 20 to 29 account for more than 80 percent of the total annual births in recent years. In addition, the current contraceptive fee system of the national family planning program should be gradually shifted from free contraceptive services to a acceptor's charge system, and the provision of contraceptive services through the medical insurance system, which will cover the entire population by 1989, should be accelerated as a means of integration of family planning program with other health programs.

In Japan, more than 80 % of soybean growing area is converted fields and excess water is one of the major problems in soybean production. For example, recent study (Yoshifuji et al., 2016) suggested that in the fields of shallow groundwater level (GWL) (< 1m depth), rising GWL even in a short period (e.g. 1 day) causes inhibition of soybean growth. Thus it becomes more and more important to predict GWL and soil moisture in detail. In addition to conventional surface drainage and underdrain, FOEAS (Farm Oriented Enhancing Aquatic System), which is expected to control GWL in fields adequately, has been developed recently. In this study we attempted to predict GWL and soil moisture condition at the converted field with FOEAS in Biwa lake reclamation area, Shiga prefecture, near the center of the main island of Japan. Two dimensional HYDRUS model (Simuinek et al., 1999) based on common Richards' equation, was used for the calculation of soil water movement. The calculation domain was considered to be 10 and 5 meter in horizontal and vertical direction, respectively, with two layers, i.e. 20cm-thick of plowed layer and underlying subsoil layer. The center of main underdrain (10 cm in diameter) was assumed to be 5 meter from the both ends of the domain and 10-60cm depth from the surface in accordance with the field experiment. The hydraulic parameters of the soil was estimated with the digital soil map in "Soil information web viewer" and Agricultural soil-profile physical properties database, Japan (SolphyJ) (Kato and Nishimura, 2016). Hourly rainfall depth and daily potential evapo-transpiration rate data were given as the upper boundary condition (B.C.). For the bottom B.C., constant upward flux, which meant the inflow flux to the field from outside, was given. Seepage face condition was employed for the surrounding of the underdrain. Initial condition was employed as GWL=60cm. Then we compared the simulated and observed results of volumetric water content at depth of 15cm and GWL. While the model described the variation of GWL well, it tended to overestimate the soil moisture through the growing period. Judging from the field condition, and observed data of soil moisture and GWL, consideration of soil structure (e.g. cracks and clods) in determination of soil hydraulic parameters at the plowed layer may improve the simulation results of soil moisture.

This paper addresses the current measurement issue of all digital field oriented control of ac motors. The p paper focuses on the effect of low-pass filter and also on the sampling of the fundamental component of the m motor current. The low-pass filter, which suppresses the switching noise of the motor current, introduces v variable phase delay according to the current ripple frequency. It is shown that the current sampling error c consists of the fundamental component and high frL'quency ripple components. In this paper, the dependency of t this current sampling e$\pi$or on the reference voltage vector is investigated analytically and a sampling technique i is proposed to minimize the error. The work is based on the three phase symmetry pulse width modulation l inverter driving an induction machine. With this technique, the bandwidth of current regulator can be extended t to the limit given by the switching frequency of the inverter and more precise torque regulation is possible.

Recently, most of PLC has been using widely in automation equipment that is needed for field of industry automation. HMI is essential system for effective Control of many numbers of PLC. Even though early HMI system was consists of simple analog devices, however, HMI system could control or supervise PLC through display screen since it embeds various digital parts by development of technology in these days. HMI system consists of three parts as HMI hardware, an operating program for HMI equipment and a HMI screen editor. Among these elements, a Program for editing screen of HMI should provide various screen elements that helps users to edit each screens displayed on HMI. In this study, we design and implement screen edit program by object-oriented method for small HMI equipment and propose Prototype of embedded HMI system.

As film products are increasingly used in a wide range of areas, from producing traditional flexible packaging to high-tech electronic products, a higher level of quality is demanded. Most film products are made in the form of rolled finished goods, therefore, various quality issues related to their shape characteristics must be addressed. The thickness of the film products is one of the most common and important critical-to-quality attributes (CTQs). Particularly, the degree of thickness uniformity is more important than other thickness parameters, because it will be potential causes of many secondary thickness-related quality problems, such as wrinkles or faulty windings. To control the degree of thickness uniformity, the fixed bending region is oneof the most important CTQs to manage. Fixed bending regions are special points in the transverse direction of a rolled product with consistent minute variations of the thickness gap. This paper describes the measurement and analysis of thickness uniformity data, which were performed in a real manufacturing field of biaxial oriented polypropylene (BOPP) film. In previous researches, quality function deployment (QFD) or fault tree analysis were used to find the most critical process attributes out to controlthe CTQ of thickness uniformity. Whereas, this paper uses traditional control charts to find the most critical process attributes out in this problem. In addition, the selection of one of the major critical process attributes (CTPs) that is expected to affect the CTQ of thickness uniformity is also described. The selected critical-to-process attributes are the controlled temperatures along the transverse direction. A dramatic improvement in thickness uniformity was observed when the selected CTPs were controlled.

Electro-mechanical actuator system for aircraft has advantages in compactness and its lightweight, compared to the hydraulic actuator system. Hinge line actuator has low air resistance and is suitable for special purpose such as stealth. This paper describes design contents of 10,000 lbf-in class dual redundant hinge line electro-mechanical actuator system for performance test. The control structure was designed to minimize impact of torque fighting. A mathematical model is proposed to analyze and validate the performances of actuator by comparison with experiment results.

This paper presents a control system that uses a fuzzy algorithm in controlling the depth of a model midwater trawl net, and experimental results carried out in the circulating water channel by using a model trawl winch system.The fuzzy controller calculates the length of the warp to be changed, based on the depth error between the desired depth and actual depth of the model trawl net and the ratio of change in the depth error. The error and the error change are calculated every sampling time. Then the control input, i.e. desirable length of the warp, is determined by inference from the linguistic control rules which an experienced captain or navigator uses in controlling the depth of the trawl winch controller and the length of the warp is changed. Two kinds of fuzzy control rules were tested, one was obtained from the actual operations used by a skilled skipper or navigator, and the other was a modified from the former by considering the hydrodynamic characteristics of the model trawl system.Two kinds of fuzzy control were tested, one was obtained fro the actual operations used by a skilled skipper or navigator, and the other was a modified from the former by considering the hydrodynamic characteristics of the model trawl system.The results of these model experiments indicate that the proposed fuzzy controllers rapidly follow the desired depth without steady-state error although the desired depth was given in one step, and show robustness properties against changes in the parameters such as the change of the towing sped. Especially, a modified rule shows smaller depth fluctuations and faster setting times than those obtained by a field oriented rule.
The plug-in hybrid electric vehicles (PHEVs) are specialized hybrid electric vehicles that have the potential to obtain enough energy for average daily commuting from batteries. The PHEV battery would be recharged from the power grid at home or at work and would thus allow for a reduction in the overall fuel consumption. This paper proposes an integrated power electronics interface for PHEVs, which consists of a novel Eight-Switch Inverter (ESI) and an interleaved DC/DC converter, in order to reduce the cost, the mass and the size of the power electronics unit (PEU) with high performance at any operating mode. In the proposed configuration, a novel Eight-Switch Inverter (ESI) is able to function as a bidirectional single-phase AC/DC battery charger/ vehicle to grid (V2G) and to transfer electrical energy between the DC-link (connected to the battery) and the electric traction system as DC/AC inverter. In addition, a bidirectional-interleaved DC/DC converter with dual-loop controller is proposed for interfacing the ESI to a low-voltage battery pack in order to minimize the ripple of the battery current and to improve the efficiency of the DC system with lower inductor size. To validate the performance of the proposed configuration, the indirect field-oriented control (IFOC) based on particle swarm optimization (PSO) is proposed to optimize the efficiency of the AC drive system in PHEVs. The maximum efficiency of the motor is obtained by the evaluation of optimal rotor flux at any operating point, where the PSO is applied to evaluate the optimal flux. Moreover, an improved AC/DC controller based Proportional-Resonant Control (PRC) is proposed in order to reduce the THD of the input current in charger/V2G modes. The proposed configuration is analyzed and its performance is validated using simulated results obtained in MATLAB/ SIMULINK. Furthermore, it is experimentally validated with results obtained from the prototypes that have been developed and built in the laboratory based on TMS320F2808 DSP.
This study aims to analyze safety reports received through the recently added SMS safety self-report in the Air Force's "integrated air control management" system, identify hazards, present improvements by region (base), and lay the foundation for future data-based safety management. To identify risk factors, it was first classified by base based on data classified into 16 groups in the autonomous reporting system, and second classified in detail based on the type and description. Risk factors were analyzed for the most reported control cooperation (306) items, and improvements were derived by dividing risk factors into information sharing, regulations, procedures, education, training, and equipment items based on the analysis results. It was confirmed that risk factors and specific improvements vary by base (12), which is important data that can present statistical analysis and the direction of safety management in the flight control field by base (region). In addition, since there is no data-based risk factor analysis study for each specific base (region), it can be used in the future as basic research data for data-oriented safety management.

The HPcN (Hybrid & high Performance Convergence Network) in research networks means environment which can provide both computing resource such as supercomputer, cluster and network resource to application researchers in the field of medical, bio, aerospace and e-science. The most representative research network in Korea, KREONET has been developing following technologies through the HERO (Hybrid Networking project for research oriented infrastructure) from 200S. First, we have constructed and deployed a control plane technology which can provide a connection oriented network dynamically. Second, the integrated resource management system technology has been developing for reservation and allocation of both computing and network resources, whenever users want to utilize them. In this paper, a testbed network is presented, which is possible to reserve and allocate network resource using the integrated resource management system. We reserve network resource through GNSI (Grid Network Service Interface) messages between GRS (Global Resource Scheduler) and NRM (Network Resource Manager) and allocate network resource through GUNI (Grid User Network Interface) messages between the NRM (network resource manager) and routers, based on reservation information provided from a user on the web portal. It is confirmed that GUNI interface messages are delivered from the NRM to each router at the starting of reservation time and traffic is transmitted through LSP allocated by the NRM.
