This study evaluates the dynamic tensile behavior of HPFRCC according to compressive strength levels of 100, 140 and 180 MPa. Firstly, the compressive stress-strain relationship of 100, 140 and 180 MPa class HPFRCC was analyzed. As a result, the compressive strengths were 112, 150 and 202 MPa, respectively, and the elastic modulus increased with increasing compressive strength. The static tensile strengths of HPFRCC of 100, 140 and 180 MPa were 10.7, 11.5 and 16.5 MPa, and tensile strength also increased with increasing compressive strength. On the other hand, static tensile strength and energy absorption capacity at 100 and 140 MPa class HPFRCC showed no significant difference according to the compressive strength level. It was influenced by the specification of specimen and the arrangement of steel fiber. As a result of evaluating the dynamic impact tensile strength of HPFRCC, tensile strength and dynamic impact factor of all HPFRCCs tended to increase with increasing strain rate from 10-1/s to 150/s. In the same strain rate range, the DIF of the tensile strength was measured higher as the compressive strength of HPFRCC was lower. It is considered that HPFRCC of 100 MPa is the best in terms of efficiency. Therefore, it is advantageous to use HPFRCC with high compressive strength when a high level of tensile performance is required, and it is preferable to use HPFRCC close to the target compressive strength for more efficient approach at a high strain rate such as explosion.
The Fukushima Nuclear Disaster in 2011 and California Power Failure in 2001 are examples of the importance of the power plant safety management that caused huge national loss with a power-related mass casualty incident. In a situation where humans cannot live without electricity, efforts to strengthen the systematic firefighting safety management in power plants that produce electricity with large amounts of hazardous materials as fuel, such as nuclear energy, coal and gas, are essential to protect life and prevent property loss and stable economic growth from fire explosion accident or radiation leak due to the negligence of safety management and natural disasters such as earthquakes, which has recently become an issue. This study examined the operating situation of firefighting safety management in power plants with firefighting officials employed by five power generation companies including Korea Southern Power Co., Ltd. and Korea Hydro & Nuclear Power Co. Ltd., which are in charge of the domestic power supply. As a result, for the systematic firefighting safety management of power plants, improvement plans were drawn, including the development of an effective business manual and a comprehensive management system, the substantiality of firefighting safety education, and the strengthening of seismic designs to prepare for earthquakes.

In evaluation of blast-induced vibration, peak particle velocity (PPV) is generally calculated by using attenuation relation curve. Calculated velocity is compared with the value in legal requirements or the standards to determine the stability. Attenuation relation curve varies depending on frequency of test blasting, geological structure of the site and blasting condition, so it is difficult to predict accurately using such an equation. Since PPV is response value from the ground, direct evaluation of the structure is impractical. Because of such a limit, engineers tend to use the commercial numerical analysis program in evaluating the stability of the structure more accurately. However, when simulate the explosion process using existing numerical analysis program, it's never easy to accurately simulate the complex conditions (fracture, crushing, cracks and plastic deformation) around blasting hole. For simulating such a process, the range for modelling will be limited due to the maximum node count and it requires extended calculation time as well. Thus, this study is intended to simulate the elastic energy after fractured zone only, instead of simulating the complex conditions of the rock that results from the blast, and the analysis of response characteristics of the velocity depending on shape and size of the fractured zone was conducted. As a result, difference in velocity and attenuation character were calculated depending on fractured zone around the blast source appeared. Propagation of vibration tended to spread spherically as it is distanced farther from the blast source.

On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

This paper describes the minimum ignition limit voltages for LPG-Air 5.25[Vol$\%$] mixture gas by discharge sparks in radio-frequency limits using RF power supply and IEC type ignition spark apparatus. As a result, the minimum ignition limit voltages is increased in proportional to the rate of increasing of frequency in LPG-Air mixture gas. Especially, the minimum ignition limit voltages increase remarkably between 3[KHz] and 10[KHz]. It is considered that ignition is caused by one discharge until 3[KHz] and, beyond 3[KHz] ignitiof is caused by more than two discharges. The reason is analyzed that energy loss is caused by existing pause interval between discharges. It is considered that the result can be used for not only data for researches and development of intrinsically safe explosion-proof RF machines which are applied tole-equipments and detectors used in dangerous areas but also for datum for its equipment tests.

Hydrogen energy is emerging as an alternative to the depletion of fossil fuels and environmental problems, and the use of hydrogen vehicles is increasing in the automobile industry as well. However, since hydrogen has a wide flammability limit of 4 to 75%, there is a high concern about safety in case of a hydrogen car accident. In particular, in semi-enclosed spaces such as tunnels and underground parking lots, a fire or explosion accompanied by hydrogen leakage is highly likely to cause a major accident. Therefore, it is necessary to review hydrogen safety through analysis of flammability areas caused by hydrogen leakage. Therefore, in this study, the effect of the air velocity in the tunnel on the flammability area was investigated by analyzing the hydrogen concentration according to the hydrogen leakage conditions of hydrogen vehicles and the air velocity in the tunnel in a road tunnel with standard section. Hydrogen leakage conditions were set as one tank leaking and three tanks leaking through the TPRD at the same time and a condition in which a large crack occurred and leaked. And the air velocity in the tunnel were considered 0, 1, 2.5, and 4.0 m/s. As a result of the analysis of the flammability area, it is shown that when the air velocity of 1 m/s or more exists, it is reduced by up to 25% compared to the case of air velocity of 0 m/s. But there is little effect of reducing the flammability area according to the increase of the wind speed. In particular, when a large crack occurs and completely leaks in about 2.5 seconds, the flammability area slightly increases as the air velocity increases. It was found that in the case of downward ejection, hydrogen gas remains under the vehicle for a considerably long time.

Hydrogen has reduced greenhouse gas (GHG) emissions, the main cause of global warming, and is emerging as an eco-friendly energy source for ships. Hydrogen is a substance with a lower flammability limit (LFL) of 4 to 75% and a high risk of explosion. To be used for ships, it must be sufficiently safe against leaks. In this study, we analyzed the effect of changes in the area of the air inlet / vent port on the ventilation performance when hydrogen leaks occur in the hydrogen tank storage room. The area of the air inlet / vent port is 1A = 740 mm × 740 mm, and the size and position can be easily changed on the surface of the storage chamber. Using ANSYS CFX ver 18.1, which is a CFD commercial software, the area of the air inlet / vent port was changed to 1A, 2A, 3A, and 5A, and the hydrogen mole fraction in the storage chamber when the area changed was analyzed. Consequently, the increase in the area of the air inlet port further reduced the concentration of the leaked hydrogen as compared with that of the vent port, and improved the ventilation performance of at least 2A or more from the single air inlet port. As the area of the air inlet port increased, hydrogen was uniformly stratified at the upper part of the storage chamber, but was out of the LFL range. However, simply increasing the area of the vent port inadequately affected the ventilation performance.

Current military command information system uses electronic equipment a lot on which semiconductor chip is attached. It seems its' importance will increase more with latest information communication technology developing. Electronic equipment which uses electricity contains regular tolerance to high output electric signal. And EMC specification is the standardized of this electronic equipment's tolerance. On the other hand, the Institute of Atomic Energy Research has ever declared that high output electromagnetic pulse(EMP) will be broken out within the radius of 170Km when 10kt nuclear explosion occurs at an altitude of 40Km above Seoul. Then, the region suffer from the damage of most electronic equipments. Therefore, the norm to protect the influences in that case is defined by EMP protection specification. Most common electronic equipments meet the EMC norm, but there is no way to check whether they meet the EMP norm or not. That is because it is difficult to check whether they meet EMP protection norm and is on the matter of cost. Except inevitable cases, there is no review of checking whether they meet the norm or not. Considering the above, in this research, we speculate about the measures to improve military EMP protection ability by analyzing the EMC-EMP correlation and checking the EMP protection ability of general electronic equipment through the analysis.

Batteries are used for main power engine in the fields such as mobiles, electric vehicles and unmanned submarines, for starter and lamp driver in general automotive, for emergency electric source in ship. These days, lead-acid and the lithium ion batteries are increasingly used in the fields of the secondary battery, and the lead-acid battery has a low price and safety comparatively, The lithium ion battery has a high energy density, excellent output characteristics and long life, whereas it has the risk of explosion by reacting with moisture in the air. But Recently, due to the development of waterproof, fireproof, dustproof technology, lithium batteries are widely used, particularly, because their usages are getting wider enough to be used as a power source for hybrid ship and electric propulsion ship, it is necessary to manage more strictly. Hybrid ship has power supply units connected to the packets to produce more than 500kWh large power source, and therefore, A number of the communication modules and wires need to implement the wire inspection and monitor system(WIIMS) that allows monitoring server to transmit detecting voltage, current and temperature data, which is required for the management of the batteries. This paper implements a low price type wireless inspection and monitoring system(WILIMS) of the lithium ion battery for hybrid vessels using BLE wireless communication modules and power line modem( PLM), which have the advantages of low price, no electric lines compared to serial communication inspection systems(SCIS). There are state of charge(SOC), state of health(SOH) in inspection parts of batteries, and proposed system will be able to prevent safety accidents because it allows us to predict life time and make a preventive maintenance by checking them at regular intervals.
This study was carried out at Reed Marsh of Sihwa Lake from July 2003 to June 2004. We observed total(sum of maximum population) 5,752 individuals of 70 species including 12 species of ducks, 10 species of egrets, 6 species of wagtails and buntings, 4 species of eagles. The most dominant species was Spotbill Duck(Anas poecilorhyncha - 3,518 individuals, 61.16%), and other species were Mallard(Anas platyrhynchos - 540 individuals, 9.39%), Great Reed-Warbler(Acrocephalus arundinaceus - 217 individuals, 3.77%). Reed Marsh of Sihwa Lake were observed many kinds of protected species such as Great Bittern(Botaurus stellaris), Mandarin Duck(Aix galericulata), Chinese Sparrow Hawk (Accipiter soloensis), Eurasian Sparrow Hawk(Accipiter nisus), Japanese Buzzard(Buteo buteo), Hen Harrier(Circus cyaneus), Eurasian Hobby(Falco subbuteo), and Common Kestrel(Falco tinnunculus). Since the Reed Marsh of Sihwa Lake arrived many individuals of waterbird, crop damage by the waterbird occurred in the surrounding rice fields. It was an area adjacent to the reed marsh of sihwa lake such as Yoopori and Samhwari Bibongmyoun, Yamokri Maesongmyoun Hwaseong City. Bird of crop damage was ducks openly. The most species was Spot-billed Duck. Crop damage types by the Spot-billed Duck were grazing, used the grain up or lower in quality with step on the rice. Crop damage size was about 560bags of rice during the one month on August 2002. In 2003, After carrying out the various crop damage reduction countermeasures, which measured crop damage size in 2002's crop damage area. It happened about 152bags of rice during the two months from on August to September 2003. Migration routes of Spot-billed Duck were that it was migrated from up the sihwa lake to reed marsh. It took a rest at reed marsh and migrated the surrounding rice fields for the feeding action. In 2002, it was migrated direct from up the sihwa lake to in surrounding rice fields. But as environment of reed marsh was improved better than 2002, it was migrated to reed marsh because of reducing the energy attrition rate. Crop damage reduction countermeasures are get on ears to use explosion machine, searchlight, start-gun and patrol at regular intervals. Which was an effect short term. Indirect method is to make a feeding area of substitution at up the sihwa lake and reed marsh of sihwa lake.
