The pollution in the coastal sea is being aggravated because of frequent happening of red tide and oil leakage from tankers. The Exclusive Economic Zone is being drawn in the seas surrounding Korean Peninsula. Therefore, the fisheries in Korea is under a great change in their production base. On the other hand, the fisheries have been considered as a part of agriculture in policy making and financial support. The thesis compares agriculture with fisheries in the fund demands and financial supports. It tries to find a way in the efficient allocation of fund for the two industries. The fund demand of a typical fishing household is greater than that of a typical farm household. The fund used by a fishery household is more dependent on debt than that of a farm household. Therefore, the internal financing ability of a fishery household is weaker than that of a farm household. The repaying ability of a fishery household is weaker than that of a farm household because a fishery household's income is less than a farm household's. When we analyze the uses of fund, the fishing industry has some disadvantage in fund uses. The financial support for the fisheries' structural change is weaker than that for agriculture. The fishing industry has some disadvantage in the investment and subsidy rates. Also, the loan period for fisheries is shorter on average than that for agriculture. When we analyze the sources of the fund, the fisheries' banking sources are greater than the government's sources, which is relatively stable. Therefore, the fisheries will be more heavily affected by the liberalization of banking industry and system than the agriculture will. The government needs to change the shortcomings in the sources and uses of fund. First, it needs to use the fund, considering the characteristics of the industry and producers' financing ability. Second, it needs to adjust the sources of fund to the liberalization of financial system.
Competitive power of pelagic fishery in Korea has been weakened by the domestic and international problems such as wage increase and exclusive economic zone. To make it worse, fishing fleet spends more than 80% of fishing time on searching fishing grounds. Real-time information on oceanographic data, temperature in particular, are likely to contribute to raise efficiency of fishing. However, available data obtained by satellite remote sensing, fixed buoy and drifting buoy, limited to sea surface or fixed positions. ARGO (Array for Real-time Geostrophic Oceanography), an international program, has delivered vertical profiles of temperature and salinity in the upper 2000m of the world ocean every 10 days using freely moving floats. We have developed real-time oceanographic information system for pelagic fishery based on the Argo data which has the contents of vertical profile, horizontal distribution and vertical section of temperature around fishing grounds and searched data can be download unrestrictedly. Comparison of skipjack catch with sea surface temperature and depth of $20^{\circ}C$ derived from Argo data in the West Equatorial Pacific revealed that Argo data are able to help fishing fleet to find fishing grounds and to increase catch.

This paper describes a automatic video surveillance system(AVSS) with long range and 360$^{\circ}$ coverage that is automatically rotated in an elevation over azimuth mode in response to the TTM(tracked target message) signal of vessels tracked by ARPA(automatic radar plotting aids) radar. This AVSS that is a video security and tracking system supported by ARPA radar, CCTV(closed-circuit television) camera system and other sensors to automatically identify and track, detect the potential dangerous situations such as collision accidents at sea and berthing/deberthing accidents in harbor, can be used in monitoring the illegal fishing vessels in inshore and offshore fishing ground, and in more improving the security and safety of domestic fishing vessels in EEZ(exclusive economic zone) area. The movement of the target vessel chosen by the ARPA radar operator in the AVSS can be automatically tracked by a CCTV camera system interfaced to the ECDIS(electronic chart display and information system) with the special functions such as graphic presentation of CCTV image, camera position, camera azimuth and angle of view on the ENC, automatic and manual controls of pan and tilt angles for CCTV system, and the capability that can replay and record continuously all information of a selected target. The test results showed that the AVSS developed experimentally in this study can be used as an extra navigation aid for the operator on the bridge under the confusing traffic situations, to improve the detection efficiency of small targets in sea clutter, to enhance greatly an operator s ability to identify visually vessels tracked by ARPA radar and to provide a recorded history for reference or evidentiary purposes in EEZ area.
On 15 December 2015, China seized an underwater drone belonging to the U.S. in the South China Sea. The underwater drone was then about to be retrieved by the Bowditch, a U.S. naval ship.Although China returned the underwater drone to the U.S. on 20 December 2016, the incident resulted in the considerable controversy involving the use of underwater drones. The reason for this is that the seizure of the underwater drone happened in the exclusive economic zone (hereafter referred to as "EEZ") of the Philippines. Part XIII of the United Nations Convention on the Law of the Sea (hereafter referred to as "UNCLOS") governs the matters of marine scientific research (hereafter referred to as "MSR"). If a State intends to use an underwater drone in the EEZ of another coastal State for the purpose of MSR, the former has to obtain the consent of the latter in accordance with relevant provisions included in Part XIII of the UNCLOS. However, it is not obvious whether the consent of a coastal State should be required to launch an underwater drone in the EEZ of the State for the purpose of hydrographic surveying or military surveying. Maritime powers such as the U.S. regard hydrographic surveying or military surveying as part of "other internationally lawful uses of the sea related to these freedoms, such as those associated with the operation of ships, aircraft and submarine cables and pipelines" found in Article 58(1) of the UNCLOS, or part of the freedom of the high seas. This interpretation is not incompatible with the implications that the UNCLOS has. Nevertheless, Korea cannot accept this kind of interpretation that is supported by maritime powers. The freedom of hydrographic surveying or military surveying could imply that the EEZ of Korea would be full of underwater drones launched by China, Japan or even Russia. Hence, Korea should claim that the data collected for the purpose of MSR cannot be distinguished from that collected for the purpose of hydrographic surveying or military surveying. This means that hydrographic surveying or military surveying without the consent of a coastal State in the EEZ of the State should not be permitted.

This study was performed in order to obtain basic data of macrobenthic community in continental shelf exclusive economic zone (EEZ), before sand excavation. The species number of macrozoobenthos was 157, mean density was 2,529 ind./$m^2$ and mean biomass was 231.8 $g/m^2$ in November, 2000. The species number of macrozoobenthos was 179, mean density was 3,773 ind./$m^2$ and mean biomass was 391.2$g/m^2$ in February, 2001. Dominant species were Ampelisca sp. and Photis sp. in amphipods, Ophiactis branchygenys in ophiuroids and Nothria sp. and Eunice sp. in polychaetes. In the proportion of feeding types of macrobenthos, surface deposit feeders were most dominant feeding group, and followed by carnivores, subsurface deposit feeders, and filter feeders. Species diversity index (H') was high ranging from 2.5 to 3.5 at most sites.

The Yellow Sea and the East China Sea are the most important fishing grounds for the fishing industry of Korea, China and Japan which are major coastal states of these Seas. But the fishery resources in these fishing grounds are almost exhausted and also the sea region is seriously polluted. Accordingly an international joint countermeasure is necessary to recover the fishery resources and to keep the fishery a continuous industry. The authors inspected the existing fishery policies and international fishery relationship of the three coastal states, and suggested rational conservation and management regime of the fishery resources in these sea regions. 1. At present the legal status of the sea region beyond territorial sea is the high sea, for that reason the international cooperation is urgently needed to establish common regime for conservation and management of the fishery resources. 2. A series of scientific research on ecological system of fishery resources must be carried out in the sea region first of all for that purpose. 3. The existing Korea-Japanese Fishery Agreement and Sino-Japanese Fishery Agreement should be reformed to coincide with the new legal order of the UNLOS Convention, and the Sino-Korean Fishery Agreement should be concluded newly on the identical line. 4. As a conclusion, a joint conservation and management regime through a regional fishery organization or a individual conservation and management regime through the promulgation of exclusive economic zone by each state can be suggested to resolve the fishery resources conservation problem in the Yellow Sea and the East China Sea.
Three sides by the waters of the country in which the topography of the peninsula is a treasure trove of natural resources in the country to recognize the importance of the sea and maritime territorial and maritime policy for the protection of rights, such as to promote the country striving to strengthen haeyangryeok. However, marine activities is 200 sea miles exclusive economic zone of the stage (EEZ) and the continental shelf extends as the, EEZ waters of the overlapping jurisdiction, Books sovereignty, marine scientific research and development, including the continental shelf surrounding the deepening relationship between the neighboring countries and complex understanding including international cooperation and coexistence between countries to be competitive. This time the Coast Guard 's maritime sovereignty existing patron driven from the accident prevention safety management system, from our sea, has been kept firmly. However, due to the new issue of disaster lies in the fate of marine police became dismantled. This real time so that you can be reborn as a marine police force structure. Structure to change the way the rescue operation. Expenses, Shore, you will need to increase the professionalism of pollution.
As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

In the late 1970s, the National Fisheries Research & Development Institute (NFRDI) started cetacean research to submit the Korean whale catch record to the International Whaling Commission. This continued until the moratorium on commercial whaling in 1986. The NFRDI resumed cetacean research with a pilot whale sighting survey in 1999. Subsequently, the NFRDI has conducted 53 cetacean sighting surveys within the Korean exclusive economic zone between 2000 and 2010. The surveys took a total of 760 days and cruising for 23,866 nautical miles. The finless porpoise Neophocaena asiaeorientalis was sighted most frequently (735 times), followed by the minke whale Balaenoptera acutorostrata (396 times), the long-beaked common dolphin Delphinus capensis (102 times), and the Pacific white-sided dolphin Lagenorhynchus obliquidens (27 times). Minke whales were distributed in the Yellow Sea and coastal area of the East Sea from spring to fall. Pacific white-sided dolphin sightings were restricted to the middle and upper coastal areas of the East Sea in summer. Common dolphins were sighted from east of the southern coast to the eastern coast of the Korean Peninsula from spring to fall. Finless porpoise occurred in all Korean coastal areas, except the middle and upper eastern coast.

Korea's seas have the potentials of dispute against China or Japan due to the overlap of the territorial waters and EEZ. In case of marine accidents, the nature of the sea tends to eliminate much of the track, making it another hardship in evidence adoption in case of an international dispute along with the false entries of fishing vessels' journals. Marine Digital Forensics Protects the functions of computers and IT appliance on vessels and extracts evidence of voyage and accidents to resolve international dispute. The digital evidence, if tampered with its integrity, my lead to the rejection to a critical claim or may even fail to make a case. As a solution, this thesis suggests Marine Digital Forensics as a way to extract evidence and prove a claim. This may be utilized as means of scientific investigation on sea as overseas exchange increases and the vessels digitalize, leading to a solution in international disputes that may occur in the future.
