The introduction and application of IT(Information Technology) to a company has become to be viewed as a key factor for the business competitiveness and improved productivity. This study presents an approach to evaluation of a company's informatization level, which is especially appropriate for small and medium enterprises. The proposed evaluation method, based on the traditional questionnaire approaches, considers the various characteristics of the company, e.g., types of business, characteristics of customers, and locations of supply chains etc. A web-based system was developed to enable users to obtain the evaluation results from the evaluation method. The system also provides a function to produce valuable strategies for informatization by utilizing the case base which will be cumulated by repetitive evaluation requests. Finally, a real case was analyzed in order to verify the practicality of the evaluation system.

정보기술의 중요성에도 불구하고 정보화 성과 관리 연구와 성과 관리 방법은 매우 미흡하다. 본 논문에서는 협업과 공정상의 복잡도가 높은 조선해양산업의 특성을 반영한 전사적 정보화 성과 평가 및 관리 모형인 SSU-ITPM 모형을 제시하였다. 본 모형은 정보화 기획 및 사업관리, 정보화 현업 활용 평가, 정보화 활용 품질 평가, 정보화 사용자 만족도 평가, 정보화 효과 달성 평가로 구성하였다. 또한 D사 적용 사례를 통해 해당 모형의 실무적 활용 타당성을 확인하였다. 본 연구는 조선해양 분야와 같은 ETO 플랜트 기반 기업의 정보화 성과관리에 실무적 참조 모형을 제공할 것으로 사료된다.

국토해양부는 21세기 지식 정보화 사회에 적극적으로 대응하고 건설사업을 효율적으로 추진하여 건설산업의 생산성을 향상시키고 건설사업관리를 효율적으로 하기위해 건설CALS(Construction Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 국토해양부 발주사업에 비교적 성공적으로 적용하고 있지만 건설CALS의 성과는 체계적으로 파악된 바가 없으며 게다가 타 SOC정보화사업과 비교하여 그 수준이 어느 정도인지 알 수가 없는 실정이다. 이에 본 연구에서는 선행연구에서 제시한 평가지표를 사용하여 건설 CALS의 정보화수준을 측정하고 이를 타 건설부문과 비교하여 건설CALS의 현 수준을 객관적이고 체계적으로 파악하였다. 평가는 정보화기반(네트워크, 하드웨어, 표준화, 데이터, 정보화, 정보보호), 정보화이용(정보 활용도, 정보기술도입효과), 정보화지원(정보화목표, 정보화조직, 정보화예산, 정보화 교육)의 세 개 분야에서 수행하였으며, 이를 '기업정보화 수준평가', '중소기업 정보화 수준평가', 'IICI(informatization Index for the Construction Industry)'와 비교하였다. 비교결과를 가지고 각각의 영역별로 우수한 인자와 열등한 인자를 추출하였다. 이 연구결과는 건설CALS의 정보화수준을 체계적으로 파악하여 향후 예산수립시 배분의 우선순위를 결정하는데 유용하게 활용될 수 있을 것이라 생각된다.

Enterprise should determine the adoption and utilization of information systems would be a great help to increase management performance. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. The proposed audit evaluation model was evaluated in the information system users, and verified the suitability throughout the survey of the audit professionals.

본 연구는 해외의 교육정보화 인프라 평가 지표들을 살펴보고, 향후 교육정보화 정책 방향 수립 및 발전을 위한 자료를 만드는데 목적이 있다. 교육정보화 평가 지표를 국제기구와 국가별로 구분하여 각각 OECD PISA의 ICT 친숙도 평가문항, UNESCO 인프라 분석지표, ITU 핵심 지표와 독일 베텔스만 재단의 보고서, 미국 교육부의 학생 접근성 보고서, 중국의 정보화 발전 지수 등을 분석하였다. 분석 결과, 학교 인터넷 연결망과 같은 전기 및 통신 시설에 대한 평가 문항(지표)이 공통적으로 모든 지표에서 나타났고, 학습자 대 PC 비율(LCR)도 4개 지표 중 3개의 지표에서 나타났다. 또한, 지원되는 응용프로그램의 종류, ICT 보조 수업의 유형과 같은 다양한 해외 평가 지표가 개발되어 있는 것으로 분석되었다. 본 연구의 결과물은 빠르게 급변하는 현대 사회에 적합한 교육정보화 평가를 수행하고 평가도구를 개발 하는데 큰 도움이 될 것으로 기대한다.

In recent years, the main concerns of enterprise management activities is how to strengthen the competitiveness to quickly respond to changes and sustain the growth in business environment. In order to achieve competitiveness and sustainability, a large variety of production informatization systems, such as MES (Manufacturing Execution System), ERP (Enterprise Resource Planning), have been introduced to manufacturing companies. However, there have been many problems owing to the reckless introduction of those systems. Therefore, it is necessary to evaluate the informatization level of the manufacturing company before introducing production informatization systems. This paper presents methodology and system to evaluate the informatization level of manufacturing company. The proposed evaluation method, based on the traditional questionnaire approaches, considers the various characteristics of the company. And then, we proposed models for calculation and production informatization level using 450 results of conducting a survey. Finally, a web-based system was developed for the evaluation of informatization level.

Since the organization of civil servants has been divided and stratified according to the characteristics of the bureaucracy, it is inevitable that the organization and personnel will increase when new tasks arise. Even in the process of informatization, only the processing method was brought online while leaving the existing business processing procedures as they were, so there was no reduction in manpower through informatization. In order to maintain or upgrade the current administrative services while reducing the number of civil servants, it is inevitable to use AI technology. By using data and AI to integrate the 'powers and responsibilities assigned to the officials in charge', manpower can be reduced, and the reduced costs can be reinvested in the collection, analysis, and utilization of on-site data to further promote intelligent informatization. In this study, as a way for the government's success in intelligent informatization innovation, we proposed a 'Civil Servants-AI Collaboration Platform'. This Platform based on the civil servant proposal system as a reward system and the characteristics of intelligent informatization that are different from the informatization. By establishing a 'Civil Servants-AI Collaboration Platform', the performance evaluation system of the short-term evaluation method by superiors can be improved to a data-driven always-on evaluation method, thereby alleviating the rigid hierarchy of government organizations. In addition, through the operation of Collaboration Platform, it will become common to define and solve problems using data and AI, and the intelligence informatization of government organizations will be activated.

Small and Medium Enterprises(SME's) Informatization is the essential element for the competitive advantage. But SME's lack of IS specialist, Informatization Mind, IS implementation's funds etc. This study suggest Framework and Key Performance Indicator(KPI) which is will be able to diagnose a BPR & Information system of SME's Informatization and developed A Web-based Evaluation System for BPR & Information Systemsn(WESBI). WESBI help efficiently SME's Informatization implementation and WESBI' data which is accumulated provide guideline in the policy development a SME's Informatization.

우리 군은 미래 전장개념인 네트워크 중심전(NCW) 환경 구축을 위해 장기적으로는 국방개혁 기본계획의 완성시점을 축으로 삼아 많은 노력과 투자를 기울이고 있다. 군 조직차원에서는 선진 프로세스를 도입하여 군의 지휘통제 시간을 단축시키고 이와 더불어 업무 프로세스를 향상시켜 의사결정 시간을 단축시키고자 한다. 또한, 정보체계 차원에서는 전장관리정보체계를 이용한 자동화된 지휘통제 체계 구축 및 자원관리정보체계를 통해 효율적인 자원관리를 하려고 노력하고 있다. 디지털기술의 발전과 혁신적인 IT환경에 맞추어 군에서도 객관적인 정보화 수준에 대한 지표를 통해 군이 지향하는 미래 목표대비 현재 어느 수준에 도달해 있는지에 대한 수준평가가 이루어져야 한다. 정보화를 추진함에 있어 정확한 개선 분야의 식별이 가능하고, 환류를 통해 보완될 사항들이 점검되며 향후 정책방향 도출이 체계적으로 이루어져야 한다. 이에 본 연구는 국내외 주요 수준평가 모델 분석과 정보화 수준평가 이론에 대한 선행연구를 통해 워크숍 및 전문가 토의를 거쳐 군 조직의 특성을 체계적으로 반영하는 수준평가 프레임워크 및 지표 개발 사례를 소개한다. 본 연구를 통해 개발된 정보화 수준평가 프레임 워크는 작전사급 이상의 부대를 대상으로 한 파일럿 테스트로 측정 가능성 및 실효성을 검증하였다. 본 연구의 수준평가 프레임워크를 통해 우리 군의 정보화 수준을 객관적으로 진단함으로써 한정된 예산과 자원을 적시 적소에 투입하고 정보화 분야별 취약점을 보다 신속하게 개선할 수 있을 것으로 기대된다.

An informatization evaluation is becoming a major issue among vocational colleges, as the 21th century begins. This century is characterized as Knowledge and Information era. Thus it is popular for administrative organizations to use Information Technologies as major tool to innovate themselves. The main objective of this study is develop evaluation indexes on applications of information technologies for vocational colleges because they must operate their education services by using management principles. Four major indexes were recommended to evaluate their information environment of educational service as follows. 1. Strategic Information System 2. Environmental Factors of Information System 3. Informational Resources 4. Utilization of Information Technologies Each index has 4 variables to identify the level of informatization and every variable is consisted of several questions. Such an evaluation system will be applied for vocational colleges to know their own situation of IT application and to develop managerial strategies by using IT. This system also will be useful to compare you with your potential competitors and to find appropriate polices of IT application by measuring the indexes at different points of time.
