기술력평가는 기술사업화 주체가 기술을 사용하여 수익을 창출할 수 있는 능력을 평가하기 위한 것으로, 국내 기술평가 전문기관들이 각자 독자적인 평가체계를 구축하고 수행해오고 있다. 특히 최근 개발된 해양수산 분야의 기술력평가모형은 타 산업 대비 열악한 기술개발 환경을 반영하지 못함으로써, 투자적정으로 여겨지는 T4 등급을 통과하지 못하고 있다. 이는 타 산업에서 활용되는 공통적인 평가지표와 평가척도, T1~T10 등급별 구간 점수체계를 유사 또는 동일하게 사용하면서 발생되는 문제점으로 인식된다. 따라서 본 연구를 통해 9개 해양수산 특수 산업분류 체계에 맞는 기술력평가모형 및 지표 개발을 통해, 종합등급 산출결과의 적정성 및 신뢰성을 확보하고자 하며, 동 모형 및 평가지표가 영세한 해양수산 기업 및 업종의 특수성을 반영할 수 있도록 기업데이터(KED) 및 기술력평가 사례 데이터를 기반으로 하고, AHP기반 지표 가중치, 몬테카를로 시뮬레이션 기반의 등급구간 체계를 도출하고 시범사례 적용 결과를 분석하였다. 본 제안 모형을 통해 향후 기술력평가 건에 대해 적용하여 손쉽고 객관적인 평가결과를 기반으로 R&D 및 사업화 지원 프로그램의 효과성 및 활용성을 제고하고자 한다.

Purpose: This study was designed to develop quality outcome indicators for nursing homes and community-based home care that would contribute to an appropriate evaluation and improvement of quality of long term care in Korea. Methods: The preliminary quality indicators of long term care were developed from a literature review and clinical expert panel. A content validity testing was done using a panel of experts who were selected from academic and clinical field of long-term care. The final quality indicators were confirmed after application in four nursing homes and four home care agencies to test clinical validity. Results: The preliminary quality indicators consisted of 3 domains and 19 indicators. The final quality indicators were composed of 4 domains and 17 indicators. Conclusion: This study demonstrated the feasibility of outcome quality indicators in long term care. These quality indicators can be effectively used to evaluate the quality of nursing home and home care and to improve the quality of care in the Korean long-term care system.

이 연구의 목적은 신세기 대학도서관의 상보성 명제, 즉 인쇄자료와 디지털정보, 실물소장과 원격 접근, 인간중심의 참고봉사와 기술집약형 정보봉사, 자료집적소와 정보게이트웨이 등을 종합적으로 측정·평가할 수 있는 모형을 개발하는데 있다. 이를 위하여 일련의 선행연구를 이론적 배경으로 국내외의 관련단체가 제안한 평가시스템의 문제와 한계를 개관한 다음, 이해집단의 인식도를 조사·분석하여 종합적 평가모형(비중, 항목과 지표, 가중치, 척도 등)을 제안하였다 특히 대교협을 비롯한 관련단체의 평가모형이 디지털 인프라 및 봉사기능을 재단하는데 취약하고, 지표구성 및 척도기준의 논거가 부족하며, 실용성이 떨어진다는 비판에 주목하여 가중치의 배정모형을 다양하게 제시하였다.

In the current condition of seeking eco-friendly development, Green Building Certification Criteria can reduce environment burden that is able to be arose in life cycles of buildings. Moreover, it is a great help to induce to constructing pleasant environment. The ripple effect that also improves saving of energy and resources of the whole country, and green-house gases reduction effect and environment friendliness of other buildings can be expected by promoting eco-friendly education facilities which accounts for a great part of public buildings in comparison with other buildings. In this study, analysis of old and new indicators' contrast and contents in Green Building Certification, and post evaluation of education facilities and interviews on authorities were proceeded for improving evaluation indicator of each item in Green Building Certification Criteria. As a result, it analyzed problems in terms of institution and operations management, and drew implications accordingly. In addition, it has a significance in that it proposes improvements of substantively applicable indicators with high applicability.

In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

본 연구에서는 LINC사업의 성과평가지표 중 산학협력 활동을 위한 기반 구축과 관련된 SYSTEM분야의 정성적 평가지표를 대상으로 성과측정에서의 실제적인 문제점을 분석하고 성과창출을 유도할 수 있는 방향으로 개선할 수 있는 방안을 모색하고자 하였다. 사업 관계자와 전문가 대상의 인터뷰와 대학별 LINC사업 실적보고서를 통해 SYSTEM분야 정성적 평가지표가 실효성을 제고하는 방향으로 구성 설계되었는지를 분석하였다. 분석결과에 따르면, 산학협력 친화형 대학체제 개편에서는 대학 내 산학협력 친화형 교수업적평가 제도의 과도한 확산 방지, 학사제도 개편의 소프트웨어적 개선 사항 평가, 산중교수들의 중개기능 활성화 유도 등이 필요한 것으로 지적되었다. 산학협력단 역량 강화에서는 산학협력단의 산학협력 창구형 채널 강화 방안, 산학협력단 내에 선도 및 기획 기능을 전담하는 조직(팀) 구성 유도, 대학의 산학협력 자체 모델 개발 유도 등을 위한 지표 개선이 필요한 것으로 나타났다. 산학협력 인프라 확충에서는 창업교육센터의 프로그램 개발 인력 확충, 타 지역에 있는 대학 간의 인턴십 수요 교환, 공동활용장비 운영의 효과성 제고를 위해 오퍼레이터 확보 등을 유도할 수 있는 방향으로의 지표 보완이 필요할 것으로 보인다.

대학의 기능 수행에 대한 사회적인 관심이 증대되어 대학의 질 제고와 대학의 질 평가가 중요한 과제로 인식되고 있다. 이에 이 연구는 대학의 질 개념을 정립하고, 정립된 질 개념에 터하여 대학의 질적 수준을 종합적으로 진단할 수 있는 지표를 개발하는 데 연구의 주된 목적을 두었다. 종합적인 문헌분석과 연구진 검토를 통해 목표/목적 달성, 고객요구충족, 가치부가 측면을 강조한 투입-과정-산출 체제로서의 대학의 질 개념을 설정하였다. 설정된 대학의 질 개념을 바탕으로 하여 미국, 영국, 호주, 일본 등 주요국에서 사용되고 있는 대학기관인증평가, 대학순위평가, 학생설문조사, 학습성과평가 등 4가지 유형의 질적 수준 분석 도구에 포함된 지표들(6개국 13개 평가도구)을 분석한 뒤 대학의 질적 수준 평가 지표 초안을 마련하였고, 전문가 검증과 연구진 검토를 통해 최종 지표들을 개발하였다. 이러한 지표들은 투입-과정-산출 차원에서 기관목표, 인적자원, 물적자원, 교육과정, 학습활동, 교육산출, 연구산출의 영역으로 구성되었다. 개발된 지표가 대학의 질 제고를 유도하는 순기능 역할을 발휘하는 데 필요한 사항들이 제안되었다.

본 연구에서는 도서관의 문화적 가치를 평가할 수 있는 평가지표를 개발하고자 하였다. 이를 위해 1차적으로 도서관의 가치에 대해 연구한 국내외 논문들을 총체적으로 수집 및 분석하여 예비 평가지표를 도출하였다. 도출한 예비 평가지표는 10명의 전문가를 선정하여 3차에 걸친 델파이 조사를 실시하였으며, 이를 통해 최종 평가지표를 개발하였다. 최종 평가지표는 지역문화발전, 문화유산 계승 및 홍보, 지역주민의 문화향유에 기여, 지역공동체문화형성 등의 4가지 평가영역, 10개 평가항목, 50개의 세부평가지표로 구성된다.

연구목적: 본 연구는 교통안전시설의 신뢰성 있는 정보제공과 운영관리를 위한 평가지표를 개발하는데 목적이 있다. 연구방법: 분석 방법은 현재 교통안전시설 운영관리 현황을 파악하여 평가지표를 선정하고 AHP 조사를 통해 각 지표의 중요도를 분석하였다. 연구결과: 종합 중요도 분석 결과, 정보 정확성과 전산체계 구축 수준에 대한 평가지표에서 우선순위가 가장 높은 것으로 나타났다. 반면, 서비스 관리부분에 해당하는 평가지표는 우선순위가 가장 낮은 것으로 분석되었다. 결론: 본 연구의 결과는 효율적인 교통안전시설 운영관리를 위해 각 기관별 관리 수준을 파악할 수 있는 척도가 될 것으로 보이며, 향후 자율주행 상용화를 고려하여 정확한 정보 제공을 위한 기반을 구축할 수 있을 것으로 판단된다.

Fisheries policies are diversifying, including welfare programs for fishermen, revitalization of earfish and villages, and support for the sixth industrialization of fishing villages. In response to these policy changes, the purpose of this study is to categorize the fishing village fraternity, which is a local community, a fishery production organization, and a basic unit of a fishing village, and compares the characteristics of each type A number of indicators were selected by collecting data on the Categorization and evaluation of fishing villages fraternity and the statistical geographic information service. A number of indicators were extracted as representative factor variables using the principal component analysis, and then cluster analysis was performed to categorize the fishing village fraternity. This study was the first to attempt a comprehensive approach to revitalize the fishing village economy by using not only demographic and social characteristics, industrial and economic characteristics, but also regional characteristics. The characteristics of each type of fishing village fraternity find its significance in that it provides basic information that can be used in policy decisions. In order to strengthen the sustainability of the fishing community in the future and contribute to the sustainable development at the national level, the development of sustainable fishing village fraternity development indicators and follow-up studies on fishing village regeneration strategies will be needed.
