A Study on the Effect of Fisheries Damage Factors on Fisheries Price (어업피해발생요인이 어가에 미친 영향에 관한 연구)

  • Conventional studies concerning about economic evaluation of fisheries damages caused by public undertakings have focused on showing the causality between marin environmental variation and fisheries production. But almost all of them have ignored the effect of fisheries damages factors on fisheries price. The study tries to suggest a model how to examine the existence and measurement of the effect of fisheries damage factors on fisheries price using statistical approach, in other words, the estimation of the statistical coincidence between two different population means. The paper tries to give a good application of the model using the case of fisheries damages caused by oil leakage pollution which happened three years ago in the coast of Taean province.

  • For the assessment of ultimate longitudinal strengths of damaged hull girders, it is preliminarily necessary to determine the extents and locations of the damages due to severe accidents. This paper deals with the estimation of the damages from collisions and groundings of large-sized vessels where deterministic and probabilistic approaches are investigated. Deterministic damages estimated from MARPOL(or ICLL), ABS and DNV are compared with probabilistic damages from IMO guideline and some references including damage statistic data. Damages from MARPOL show largest one among all the investigated damage estimation, since it was developed not for the residual strength of hull girder but for the damage stability calculation. IMO guideline with high level probability of damage(eg. 95% probability level) also forecasts even severer damage extents than MARPOL. On the other hand, assuming average probability level of damage, the calculated damage sizes are around the one from deterministic approaches.

A Study on the Estimation of Remaining Fisheries Damages Considering the Recovery Periods of Fisheries Resource after the Completion of Undertaking Yeongsan River Project (영산강 살리기 사업 이후의 자원회복기간을 고려한 잔존어업피해추정에 관한 연구)

  • The paper aims to explore existence and degree of remaining fisheries damages after the completion of undertaking the Four Major Rivers Project focusing on the case of Yeongsan river. The paper seeks to show the necessity of consideration of periods of fishery resources recovery in the estimation of ex-post fisheries damages of the project by inferring the analysis of the annual variation of environmental indicators in the river. Therefore, the paper suggests three years of remaining periods of fisheries damages of the project utilizing the variation trend of ex-ante and ex-post annual output data of inland fisheries in Jeonnam province and individual catch of fisheries. In the measurement of the annual degree of fisheries damages during periods of fishery resources recovery, the paper attempts to suggest the method of comparision of day catch data per vessel between ex-ante and ex-post periods of the project, which were investigated by the same institute. Here the paper tries to make correction of ex-post catch data for holding the same catching condition as ex-ante situation by adopting the concept of competitive intensity of catching which was derived from the decreasing rate of number of fishing households in the area of Yeongsan river.

  • This paper tries to apply the standard method for the estimation of range and degree of fisheries damages caused by warm water drained by generating plants to a real situation. The theoretic foundation of the study has been shown in the article published on the journal of fisheries business administration of last year. The paper tries to examine the degree of external appicability of the theoretic model through empirical study. The results of the study are as follows. The model has been found a successful device for the estimation of fisheries damages caused by warm water drained by generating plants. It also shows a possibility to work in any other fisheries damage cases caused by several kinds of public undertaking on coastal areas. The key of the model is the successful derivation of the quantity amount of the critical variation of environmental factors for example, in this case, water thermal variation. Therefore the countinous and appropriate collection of law data on the environmental factors under a viewpoint of statistics is essential to the usefulness of the model.

A New Statistical Approach for the Estimation of Range and Degree of Fisheries Damages Caused by Public Undertaking (공공사업으로 인한 어업피해 범위와 피해정도 추정의 새로운 통계학적 접근)

  • This study attempts to suggest a new approach of the estimation of range and degree of fisheries damages caused by a large scale of reclamation undertaken in coastal area using the central limit theorem(CLT) in statistics. The key result of the study is the introduction of the new concept of critical variation of environmental factor($d_{c}$). The study defines $d_{c}$ as a standard deviation of the sample mean($\bar{X}$) of environmental factor(X), in other words, $\frac{\sigma}{ \sqrt{n}}$. The inner bound of $d_{c}$ could be the area of fisheries damages caused by public coastal undertaking. The study also defines the decreasing rate of fisheries production$\delta_{\varepsilon}$, in other words, degree of fisheries damages, as the rate of change in the distribution of sample mean(($\bar{X}$), caused by the continuous and constant variation of environmental factor. Therefore $\delta_{\varepsilon}$ can be easily calculated by the use of table of the standardized normal distribution.

Study on the North Korean Law in Estimating the Damages caused by Personal Injury (북한법상 인신사고에 대한 손해액 산정기준)

  • Inter-Korean exchanges and cooperation, in the process, will inevitably lead to various legal disputes, one of which is the issue of compensation for personal injury. The purpose of this study is to present the standards of settlement of disputes between the residents of North and South Korea by examining the North Korean compensation law on the calculation of damages due to personal injury and comparing it with the South Korean compensation law. Understanding the North Korean compensation law is a critical and urgent task, as exchanges and cooperation between the two Koreas are expected to increase in the future. For the South Korean compensation law does not have specific provisions on the estimation of damages, the specific methods and standards for estimating damages are determined by court precedents. The South Korean courts categorize the damages caused by personal injury into active property damages, passive property damages and emotional distress damages and calculate the amount of each damages. On the other hand, the North Korean Compensation for Damage Act stipulates the categories of damage by dividing the cases of personal injury into 1) infringement of health(§41), 2) disability due to infringement of health(§42), and 3) death resulting from human infringement(§44). In addition, the North Korea Compensation for Damage Act specifies the calculation of compensation for damages(§43, §51). Furthermore, South Korea widely acknowledges emotional distress damages for personal injury, whereas North Korea does not recognize emotional distress damages in principle.

  • The estimation of crack damages is studied using the radio frequency system and tilt switch sensors in RC beams. If load is received on the center of the flexible specimen, sensor housing using cement mortar of the flexible specimen will be destroyed, and these are become to send signals of damages at the radio frequency system connected with tilt switch sensors. This study is fundamental research for the estimation of the damage using tilt switch sensors in RC beams.

Damage Estimation Method for Monopile Support Structure of Offshore Wind Turbine (모노파일 형식 해상풍력발전기 지지구조물의 손상추정기법)

  • A damage estimation method for support structure of offshore wind turbine using modal parameters is presented for effective structural health monitoring. Natural frequencies and mode shapes for a support structure with monopile of an offshore wind turbine were calculated considering soil condition and added mass. A neural network was learned based on training patterns generated by the changes of natural frequency and mode shape due to various damages. Natural frequencies and mode shapes for 10 prospective damage cases were input to the trained neural network for damage estimation. The identified damage locations and severities agreed reasonably well with the accurate damages. Multi-damage cases could also be successfully estimated. Enhancement of estimation result using another parameters as input to neural network will be carried out by further study. Proposed method could be applied to other type of support structure of offshore wind turbine for structural health monitoring.

  • Abnormal weather conditions have lately been occurring frequently due to the rapid economic development and global warming. Natural disasters classified as storm and flood damages such as heavy rain, typhoon, strong wind, high seas and heavy snow arouse large-scale human and material damages. To minimize damages, it is important to estimate the scale of damage before disasters occur. This study is intended to develop a strong wind damage estimation function to prepare for strong wind damage among various storm and flood disasters. The developed function reflects weather factors and regional characteristics based on the strong wind damage history found in the Natural Disaster Yearbook. When the function is applied to a system that collects real-time weather information, it can estimate the scale of damage in a short time. In addition, this function can be used as the grounds for disaster control policies of the national and local governments to minimize damages from strong wind.

  • A quantitative method was suggested for estimating damages in fishery production due to the diffusion and deposition of suspended silt and clay by various construction processes in tidal flat fishing grounds. Marine populations are maintained through the process of spawning, growth, recruitment, natural death and death by fishing each year. All of the year classes of the population in a fishery ground could be affected when damages occur by human activities such as land filling or reclamation. The propose of this study is to calculate damages in terms of fishery production using a quantitative population dynamic method. If the maximum age in the population is $X_\lambda,$ the starting year of damage is $t_s,$ and the ending year of damage is $t_e,$ the number of year classes damaged is $t_{s-n\lambda}-t_e,$ Many year classes present in the year $t_s,$ and so if damages occur, they Influence all the year classes which are present in the population. Damaged year classes in year $t_e$ would still be in the population until the year $t_{e+n\lambda}$, where $n_{\lambda}$ is the oldest age class. If the expected yield of a year class is constant, the total yield from year classes in the fishing ground during the construction periods can be calculated as follows: $Y_\Phi=[(t_e-t_s+1)+n_c]{\cdot}Y_E+\sum\limits^{n_\lambda-n_c}_{l=1}\;\sum\limits^{n_\lambda-n_c}_{l=i}\;Y_{n_c+i}$ This method was applied for damage estimation in the production of Ruditapes philippinarum in a tidal flat fishing ground.
