Policy Decision Making Through Wildlife Habitat Potential With Space Value Categorization (야생동물 서식지 잠재력과 공간가치분류를 통한 정책방향 설정)

  • Beginning of the human ecology in 1920s, the efforts for applying the environmental values to a policy have been embodied by the enactments of international agreement and relevant laws. The government has been struggling to adopt the environmental values for the policy by enacting the relevant laws and establishing the environmental value evaluation information (environmental conservation value assessment map, eco-natural map, biotope map). In spite of the efforts to apply the environmental value assessment information for the habitat potential of wildlife, the application is being challenged by the discrepancy in methods and criteria. Thus this study intends to measure the potential of wildlife habitat and apply it to the spatial value classification for the application plan of wildlife habitat potential in policy. Maxent was used for the habitat potential and the land types were classified depending on the surface and land use pattern of cadastral map. As a result, the policy matrix including conservation strategy(CS), restoration strategy(RS), practical use strategy(PS) and development strategy(DS) has been deduced as CS $13.05km^2$(2.38%), RS $1.64km^2$(0.30%), PS $162.42km^2$(29.57%) and DS $8.56km^2$(1.56%). CS was emerged mostly on forest valleys and farmlands, and RS was appeared in the road area near the conservation strategy areas. Boryung downtown and Daecheon Beach were the center of DS, while the forest and farmlands were presented as PS. It is significant that this study suggest the new approaching method by comparing the wildlife habitat potential with the land type. Since this study evaluated the environmental value by one species of leopard cat (Prionailurusbengalensis) with Maxent model, it is necessary to apply the habitat potential measuring method for various target species as further research.

  • This study is for deriving an evaluation system which fits to the domestic urban river. For this, two times of Delphi survey was conducted to various experts who are eminent for ecology, urban design, governance, landscape architecture, hydrology. The purpose was for analysing validity and getting extra opinion of evaluation items which were preferentially have chosen. Reflecting $1^{st}$ survey's opinions as changing the word or explaining more details, the second survey was conducted, In this time, all evaluation items were analysed as valid and experts agreed with that. In conclusion, the evaluation items, "Amenity", "Biodiversity", "Ecosystem service", "Governance", "Management", which are for evaluating domestic urban river environment were derived.

Water Quality Improvement by Artificial Floating Island (인공섬을 이용한 소형 저수지의 수질 개선)

  • For improvement of water quality, $20m^2$ of artificial floating plant islands planted with Iris pseudoacorus, were installed in small pond on March, 1999. Small pond has surface area $1,000m^2$ and mean depth 1.5 m. The density of plants was 16 per $m^2$ by using jute pot. Environmental parameters such as COD, SS, T-N, T-P and planktons were biweekly measured from 29 March to 28 September. Because of the small portion of floating island, the effect for water quality improvement was not sufficient. But considering the data of plant growth and nitrogen and phosphorus uptake capacity of plant, about 40% of coverage by artificial floating island was needed for elimination of whole nutrients from inflow.

A Study on Environment-friendly Location & Review Criteria by Development Project Types (개발사업 유형별 환경친화적 입지 및 검토기준 연구)

  • and to provide (case example-focused) guidelines for environment-friendly oriented plans. Key findings of this study are as follows : first, a total of 2,465 development projects covering $173km^2$ were undertaken in Gyeonggi province in last three years. Second, based on the analysis of 16 development projects in four types, about 20 alternative environment-friendly location were suggested. Thirdly, 56 environment-friendly criteria were suggested for the environmental assessment items by setting at least three alternatives. Going forward, if discussion case examples by project type, environment-friendly location criteria by project type, and environment friendly review criteria by assessment item suggested in this study are fully utilized when initiating or approving various development projects in the future, environment-friendliness will be enhanced in development projects.

  • The purpose of this study was to investigate the ways and possibility of on-line environmental education(EE) for a sustainable future. For the purpose, the researchers reviewed and analyzed 22 Korean and 41 foreign Internet sites related EE. Then, the researchers selected five Internet sites in Korea, U.S.A., UK, New Zealand, and Australia. Researchers analyzed these five sites in depth, specially in the aspect of the education for a sustainable future/development. This analysis indicated that 'The Globe Programme'(UK) and 'Global Education'(Australia) sites contain more contents and activities related sustainable future/development then other three sites. On the basis of analysis, the researchers offered several recommendations for on-line EE for a sustainable future.

Development of Forest Ecosystem Evaluation Considering Biotope Type (비오톱 유형을 고려한 산림지역 생태계 평가기법 개발)

  • The purpose of this study is to analyze of biotope types and to develop assessment for forest ecosystem evaluation method. Vegetation types divided into 27 types. Considering the vegetation types, vegetation structures, DBH, potentials, and disturbance, it was decided to apply 58 biotope types and survey site's biotopes were divided into 24 biotope types. Assessment indicators were naturaliness, diversity, rarity, stability, potential, and disturbance. The areas given the first grade in ecological value included 9.2% of the site's total land. Areas with the second grade accounted for 43.0% of the total land. Areas with the third grade made up 47.8% of the site and mostly they were areas with dominance of fired area and artificial forest. To plan to build naturally-development for Site, there should be plans to conserve areas with the first grades. For the areas with the second, and third grades, plans for ecological land use based on conservation and restoration in terms of securing biodiversity are needed.

On the Realities of Hydrach Succession in Brackish Water Lakes and Ecological Restoration Policy (기수호의 습성천이 현상과 생태적 복원정책)

  • The purpose of this study is to present the model of ecological restoration through analysis on the condition of hydrach succession process in brackish water lake. To this study, we investigate and research the present condition of brackish water lake in South Korea. Most brackish water lake in South Korea have characteristics that is come into being malignant hydrach succession. Many lakes were reclaimed to increase foodstuff production. And river conservation work seperate lakes from the ocean. In a embryological view, most lakes based on the brackish water lakes, But present lakes show many different types such as a fresh water lake, a salt lake, a brackish water lake, a swamp, and a marshland. As a result, brackish water lakes have greatly damaged by diverse artificial interventions to promote people's activities. Therefore, in order to manage brackish water lakes systematically, criteria of lake preservation must be coincide with the present conditions of hydrach succession in each lake.

A Substitute Habitat Planning for 'Kaloula borealis' Based on Wetlands (습지를 기반으로 하는 맹꽁이 대체서식처 조성 계획)

  • This study was carried out to make a plan and design the substitute habitat for Kaloula borealis by pre-proposed planning model for wildlife based on wetlands. The habitat characteristics and distribution status in study area, Shingi village in Gunpo, Gyeonggi Province, were surveyed and restoration strategies of habitats including conservation, enhancement were established by conservation value assessment, and the substitute habitat needed to replace was selected. One of three potential substitute habitats in the same watershed to the original habitat was selected by suitable site assessment. And finally the substitute habitat for Kaloula borealis was planned by the planning indices, and some adults and tadpoles were captured and released into built substitute.

A Review of the Master Plan for Four Major Rivers Restoration Project

  • Lately the master plan for the Four Major Rivers Restoration Project has been released by the Ministry of Land and Maritime Affairs and relevant ministries. According to the master plan compared with the interim report made on 15 December 2008, the number of weirs for irrigation has increased from 5 to 16, the amount of dredging has increased from 220 million cubic metres to 570 million cubic metres, and the total cost estimated has increased from 14 trillion won to 22 trillion won. A critical review of the master plan by some research group will be summarized focused upon budget, objectives, securing water resource, dredging, and flood control etc. After various experts' forums and field surveys, it is concluded that the government should implement a joint-research program on assessing the impact of the project together with experts and citizens' groups as co-partners, in order to truly save or restore the four major rivers.

A Study on the Forest Landscape Master Plan for Riverside Forest Landscape Belt - Focusing on Sangju-si, Gyeongsangbuk-do - (하천변 산림경관벨트 산림경관기본계획 수립에 관한 연구 -경북 상주시를 중심으로-)

  • Recently, the importance of forest landscape as a visual resource has been increased, so it is emphasized that the necessity of forest landscape management through 'Forest landscape management master plan' and 'National Forest landscape belt'. As such, this study aims to suggest a method for forest landscape management plan considering visual landscape analysis and regional landscape resources in case of Sangju-si, Gyeongsangbuk-do. Accordingly, this study has investigated regional landscape resources and surveyed existing forest conditions of target area. In order to analyze the characteristics of visual landscape, landscape control points are selected through viewshed analysis. And, Forest landscape plan is suggested 3 areas considering comprehensive analysis of forest landscape resources survey and characteristics of visual landscape:the landscape resource management area, the landscape resource restoration area and the landscape resources exploit area.
